Draft Public Engagement Plan East Hampton Airport Re-Envisioning Peter Flinker, Dodson & Flinker Lisa Liquori, Fine Arts & Sciences August 17th, 2021 1
Introduction and Background • Increased traffic at the airport in recent years has created growing concerns about noise pollution, public health, safety, and environmental impacts. • These impacts are not well-aligned with East Hampton’s identity as a resort community committed to sustaining the quality of life and the quiet enjoyment of its rich natural, cultural, and scenic resources. • The Town Board has declared a Climate Emergency and is committed to making climate mitigation and elimination of greenhouse gas emissions a guiding principle of all municipal operations, policy decisions and all aspects of town business. • The airport also provides positive values to the community including employment, economic and recreation opportunities as well as access for emergency, medical and civilian services. • Expiration of FAA grant assurances provides opportunity to re- envision the future of the airport. • The re-envisioning process is designed to address concerns and opportunities raised to date as well as other issues articulated 2020 orthophotography via Suffolk County GIS during the process 2
Purpose of the Public Engagement Process • Extensive public participation is a key part of the re-envisioning process and will inform the Town Board’s decision-making process and evaluation of alternatives. • Through a combination of fact-finding presentations, listening sessions, workshops with breakout groups and other outreach, the public engagement process will focus on sharing and discussing the essential facts regarding the airport and gathering ideas and opinions from stakeholders, including the public at large. 3

Public Workshops Four public workshops alternately allowing in-person and remote participation will be conducted over a two-week period of time in September 2021: 7 PM Thursday, Sept. 9th, 2021 –Location TBD 7 PM Friday, Sept. 10th, 2021 – Virtual Workshop on Zoom 7 PM Monday, Sept. 13th, 2021 – Montauk Playhouse 7 PM Monday, Sept. 20th, 2021 – Virtual Workshop on Zoom • Each workshop will have similar content and format, with the understanding that participants will not be expected to attend more than once. • Each workshop will start with a brief presentation, followed by time working in small groups so each participant can voice their concerns and opinions relative to the future of the airport. 9
Public Workshops Access to Public Workshops: ▪ Sign-up highly encouraged but not required. ▪ In-person venues have limited seating capacity , unregistered attendees will be admitted on first come first serve basis. ▪ Eventbrite form to be posted on Town website for both zoom and in-person meetings for those wishing to pre- register. ▪ Zoom links also to be provided on Town website. ▪ Covid-19 Guidelines for in-person meetings: In accordance with East Hampton Town Policies for public meetings-see website for updates 10
Purpose of the Public Workshops • to advance a shared understanding of the facts surrounding the airport. • to allow ample opportunities for all stakeholders to be heard before the Board makes any decisions about the future of the airport. • to identify key issues of concern and to gather input from the public as to: o whether the status quo is acceptable o whether a modified or closed airport would be preferable, and o if some modification is desired, what would need to change. • All comments will be compiled into a log with a summary of comments, questions, and recommendations. 11
Summary Report to the East Hampton Town Board Following the workshops, the consulting team will prepare a summary report, including: • Description and assessment of positions and underlying interests of stakeholders on all sides of the issue. • Description of key issues and opportunities that need to be addressed during the ongoing re-envisioning process. • Discussion of the shared fact-finding process, with recommendations for further study. 12
