BENEFIT TIME Regular full-time and regular part-time McHenry County employees are eligible for paid time off as part of their benefits. Consult the County of McHenry Personnel Policy Manual for confirmation of benefit time, and/or your specific Departmental handbook if applicable. Holidays As established annually by resolution of the McHenry County Board As a new employee you will receive 1 personal day after 6 months of employment, 1 personal day after 1 year of employment, and Personal Days thereafter you will receive 2 personal days on January 1st. Personal days expire at the end of the calendar year. As a new employee you will receive 12 sick days in your first year. Each payroll you will accrue 1/26th of your annual allowance. You Sick Days may only accrue up to 240 days of sick time. Upon separation sick days will be forfeited. As a new employees will receive 10 vacation days in your first year. Each payroll you will accrue 1/26th of your annual allowance. You Vacation Days may accrue up to 150% of your annual allowance. If you pass 150% of your annual allowance, you will stop accruing this benefit. Please Note: Regular part-time employees accrue on a pro-rated basis depending on the number of hours their position is budgeted for. Vacation and Sick time accrue beginning with your first paycheck. Vacation time, generally, should not be used until after the employee training period (90 days) has expired. Please consult with your department regarding any exceptions to this policy. 6
Employee Assistance Program (EAP) McHenry County has contracted with ESPῩR to provide employees and their family members with a comprehensive Employee Assistance Program (EAP). All full-time and regular part-time employees have access to the program. Services are free and confidential, within the bounds of the law. The EAP is available 24/7/365 and provides the following services. Work-Life Legal consultation provided by attorneys. Simple Wills prepared at no cost. Twenty-four hour emergency services, consultation with a mediator, consultation with a fraud/ID theft specialist are also included. A 25% discount off the mediator or attorney fees for services rendered beyond the EAP. Financial consultation regarding debt matters, investment options, money management, tax preparation and consultation and retirement planning. Financial personnel services are discounted at 25% as are CPA tax preparation fees. Child care information and referrals for all types of child care, as well as camps and schools Elder care services to assess elder care needs, locate resources and arrange referrals Adoption specialists share information, organize and arrange referrals for all stages of this process. Academic resources including customized profiles of kindergarten through graduate school. College planning guidebooks are available. Referrals to tutors are available. Pet care services that offer referrals to breeders, groomers, walkers, sitters, kennels, vets, and pet publications. Special needs services and referral to assess employee needs, educate, and make referrals for various special needs affecting employees and their families such as heart disease, ADHD, disabilities, diabetes and more. Daily Living and Concierge resources that provides referrals such as for home improvement resources, cleaning services, travel information and more. Relocation services and referral information provided to employees who are moving. Referrals include moving companies, housing options, utility companies, schools and more. Counseling Up to 3 sessions, per problem for face-to-face counseling and referral for a full range of personal, family and work concerns. Counselors are located conveniently to your work or home. 24 hour per day, 7 day per week, toll-free access to mental health professionals. On-Line To access the on-line services, please go to www.espyr.com and sign in to the User Portal with the password: County1 The website offers educational screenings, assessments, videos, quizzes, courses, articles, financial calculators, child and eldercare service locators and much more. You may even confidentially request EAP services from the site. Illinois Municipal Retirement Fund Eligibility All regular full-time employees and regular part-time employees who are scheduled to work at least one thousand hours per year (approximately 20 hours per week) are enrolled in and contribute to IMRF. IMRF provides two different benefit levels, Tier I and Tier II. . Employees would be enrolled in Tier 1 if they meet any one of the following criteria: Was hired by McHenry County prior to January 1, 2011. Has previous IMRF service credit that began before January 1, 2011, or Has previous service credit with a reciprocal retirement system that began before January 1, 2011. Employees would be enrolled in Tier 2 if they meet all of the following criteria: Do not have IMRF service credit before January 1, 2011. Do not have service credit with a reciprocal retirement system before January 1, 2011. Was hired by McHenry County on or after January 1, 2011. IMRF Benefits Employees enrolled in IMRF receive the following benefits: Pension – once the employee is vested in IMRF and reaches the minimum age required, the employee is then eligible to receive a pension – a once a month payment for the rest of their life. Please see the chart on the prior page to view the minimum requirements based on each benefit level and tier. Disability – After one year of service you can begin collecting disability payments if you need to be off work for a qualifying condition. Payment will begin 30 days after you stop working if you are no longer receiving a paycheck. Death Benefit – payout will depend on length of service. IMRF Separation If an employee leaves employment with McHenry County they have the following options: Do Nothing! Employees can leave their funds and vested time with IMRF. If the employee ever works for another IMRF employer, or an employer that offers a reciprocal retirement fund they can add to the service credit they have already accumulated. Or, if an employee leaves McHenry County and is already vested with IMRF, they can simply apply for a pension once they reach the age requirement. Roll their funds over to an IRA - Employees will only receive the amount that they have contributed to IMRF. Take a cash refund – Employees will only receive the amount that they have contributed to IMRF. Taxes are applied to the amount refunded, and there may be an additional 20% penalty. IMRF Voluntary Additional Contribution (VAC) Designed to help members save for additional retirement income Eligibility All regular full-time employees and regular part-time employees who are scheduled to work at least one thousand hours per year (approximately 20 hours per week) are enrolled in IMRF and may elect to participate in this voluntary program. Contributions You can contribute up to an additional 10% of your earnings. Contributions are deducted post tax The rate of interest paid is currently 7.25%. The interest rate can change in the future. If the interest rate changes, IMRF will not notify VAC participants of the change. VAC Interest IMRF credits interest at the end of the year on the beginning of the year balance. Therefore, you will not earn any interest that first year you begin making voluntary additional contributions. Although VAC offers you an easy way to save for retirement, only you can decide if VAC is right for you. If you are uncertain about making VAC or the tax consequences of VAC refunds, you should contact your financial advisor. 11
Retirement and Financial Benefits Nationwide Retirement Benefits: 457b and Roth457 Saving for retirement is an important consideration for all employees. McHenry County does not contribute to the Nationwide 457 plan; however, you can elect to have an amount deducted pretax from your paycheck. Plan Highlights Minimum Voluntary – it is up to you if you want to participate or not. $10 per paycheck Tax deferred – you do not have to pay taxes on any money that you decide to save. Accident Insurance Benefits With MetLife, you’ll have a comprehensive plan which provides payments in addition to any other insurance payments you may receive. Here are just some of the covered events/services. 13
Flex Spending Account (FSA) Flexible Spending Account (FSA) is a tax-advantaged savings account that allows you to set aside pre- tax dollars to pay for qualified medical expenses. Eligibility Full-Time employees that work 30 or more hours per week are eligible to enroll in the FSA. You do not need to elect the County’s health insurance to enroll. All eligibility and rules for enrollment into an FSA is regulated by the Internal Revenue Service (IRS). Employees enrolled in the HSA PPO can only enroll in a Limited Purpose FSA. You can use FSA dollars to pay for medical expenses for yourself, your spouse, and your dependents. Such as, out- of-pocket healthcare costs including deductibles, copayments, coinsurance, dental and vision expenses. Employees enrolled in the HSA PPO can only enroll in the Limited Purpose FSA and the contributions can only be used for Dental and Vision costs. Discovery Benefits Card You can use your Discovery Benefits Debit Card to pay for your eligible expenses at the point of service. The Discovery Benefits Debit Card debits your FSA or HSA account when you use it. How are Contributions Deducted? FSA contributions are taken out through regular payroll deductions throughout the plan year on a pre-tax basis. 14
Standard Life Insurance Basic Life, Additional Life and AD&D The County of McHenry provides, at no cost to you, Basic Life Insurance and AD&D insurance. Basic Life insurance pays a benefit in the event of an eligible employee’s covered death. Temporary and seasonal employees, full time members of armed forces, leased employees and independent contractors are not eligible. Additional Life and Dependents Life insurance can be selected (within the coverage amount guidelines the amount of for which you are interested in applying. Eligibility Requirements All full-time employees of McHenry County (excluding FOP Unit II) working at least 30 hours each week. You cannot be insurance as both an employee and dependent. Additional Life cannot exceed 5 times your annual earnings and must include the Basic Life amount. ▪ The coverage amount for your spouse cannot exceed 50 percent of your Additional Life Coverage. ▪ The coverage amount for your child(ren) cannot exceed 100 percent of your combined Basic and Additional Coverage. ▪ Employees pay 100 percent of the premium for this coverage through monthly payroll deductions. ▪ Amounts of coverage elected above the Guarantee Issue amount are subject to medical underwriting approval. Coverage Date ▪ A Salaried/Exempt full-time employee is enrolled on the first day of the month following their hire date. ▪ An Hourly/Non-exempt, full-time employee is enrolled on the first of the month following sixty (60) days of consecutive active full-time employment. Beneficiary ▪ It is extremely important that you complete the beneficiary designation form and return it to the Human Resources Office. You may update your beneficiaries at any time. ▪ To obtain the beneficiary change form, please go Beneficiary forms tab on Share Point/HR Connections or contact Human Resources at (815) 334-4220. 15
Calculation of Cost Employee and Spouse Rates If you elected Additional and Spouse Life Insurance, your monthly rate for this plan is indicated in the table below. For AD&D insurance the monthly rate is $0.03 per $1,000 of AD&D benefit and has been added to the rates below. The rates shown are for one coverage only. Optional Life Insurance (Group Decreasing Term) The Optional Life Insurance Plan offered to County employees is designed to supplement other life insurance you may have purchased or to simply supplement a pension that has survivor benefits. It gives you the opportunity to purchase affordable term life insurance with no medical evidence requirements. The optional life insurance is made available through NCPERS, underwritten by The Prudential Insurance Company of America, and is administered by IMRF. Who can Enroll? All regular full-time employees and regular part-time employees who are scheduled to work at least one thousand hours per year (approximately 20 hours per week) have the option to enroll in the life insurance. When to Enroll? The only time eligible employees can enroll is upon being hired or during the life insurance open enrollment which is generally held in October/November. All enrollments received during open enrollment are processed as of the following January 1st. Please keep in mind if you do not enroll upon being hired, you will have to wait until the next open enrollment to purchase this life insurance protection. How to Enroll? To enroll, simply complete the enrollment form, and return it to the Human Resource office (do not send the enrollment form directly to HealthSmart Benefit Solutions). Features ▪ The NCPERS Plan is an affordable plan, regardless of your age. ▪ Coverage for your eligible dependents is included in your contribution amount. ▪ You do not need to answer any health questions or take a medical exam. Coverage is effective on the first day of the month following your payroll deduction.
