DART WINTER INVITE Hosted by DART @ DAVIS Sponsored by SPEEDO December 14-16, 2018 Sanction: Held under USA Swimming/Sierra Nevada Swimming Sanction Number: 77-18 “In granting this sanction, it is understood and agreed that USA Swimming shall be free and held harmless from any liabilities or claims for damages arising by reason of injuries to anyone during the conduct of the event.” Invite: DART, CLOVIS, SMST, CCA, SASO, EGAC Location: Sacramento City College Hoos Pool, 3835 Freeport Blvd, Sacramento, CA 95822, Directions to the pool: Driving o. n CA-99 south, take exit 297 for 12th Avenue. Keep right at the fork and follow signs for Sutterville Road. Turn right at 12th Avenue and continue onto Sutterville Road. Drive about a mile and turn right at the "Main Entrance" of Sacramento City College, just past Hughes Stadium. Follow road over speed bumps, into the student parking lot. Hoos Pool is within walking distance and close to the Applequist Athletic Field. We will notify coaches a week prior to the meet regarding parking fees. Facility: The water depth of the pool, measured in accordance with Rule 202.4.10C. The competition course has been certified in accordance with 104.2.2C(4) According to 202.4.10G(1) the copy of such certification is on file with USA Swimming. On the start end for all lanes, the depth is 5 & 1/2’ at 3’ 3 ½” and 5 & 1/2’ at 16’ 5” and at the turn end for all lanes the depth is 4' 3"’ at 3’ 3 ½” and 4’ at 16’ 5”. Two warm up lanes in a separate pool will be available beginning at 4:45 pm on Friday and 8:45 am Saturday and Sunday. The water depth of the separate warm-up pool at the start end, is 3’5” at 3’3” and 3’6” at 16’5”, and at the turn end, is 3’6” at 3’3” and 3’7” at 16’5”. This pool has not been certified in accordance with 104.2.2C(4). Set-up: DART has rented the Sac City College gym for families to set up for the meet. The deck space at this meet is extremely limited so the deck will be kept clear for swimmers to get to their races. Meet events will be announced in the gym to let swimmers know when their races are approaching. Gym will be open: Friday (4-8 pm), Sat & Sun (7 am-7 pm). Times: Friday - On Friday night, competition will begin at 5:30 pm with warm-ups at 4:30 pm. On Saturday and Sunday, competition will begin at 8:30 am.
Saturday & Sunday - Warm-ups will begin no earlier than 7:00 am and will continue until 8:20 am. Competition will begin at 8:30 am. Finals are estimated to start 1.5 hours after the conclusion of prelims but will be voted on by the Coaches with the approval of the Meet Referee. Check-in: The meet will be pre-seeded except for the relays. WARM-UP RULES: The following rules apply to the warm up period before each session, and to warm-up/down during the meet: • Each team will be assigned a warm-up lane(s). This will allow each team to schedule their own best warm-up timing, including starts, for the team. Lane assignments will be emailed to coaches prior to meet. • Swimmers shall enter the water feet first while maintaining at least one hand on the pool deck until both feet touch the water (3-point entry), except for starts, which are limited to specified lanes. • If used, lifeguards shall be on the pool deck during the entire warm up period. • Coaches shall stand at the starting end of the pool and verbally start swimmers for sprint or pace work. • Swimmers are not allowed on the starting blocks when a backstroke swimmer is executing a start in the same sprint lane. • The use of hand-paddles, kickboards, fins and other devices are not allowed during general warm-up. The use of hand-paddles at any time during which touch pads are installed is forbidden. • All USA Swimming athlete members entered in the meet must be under the supervision of a USA Swimming Member Coach during warm-up, competition, and warm-down. Any swimmer without a coach in attendance must report to the Meet Director or Meet Referee who may assist the swimmer in making arrangements for such supervision. It is the swimmer's responsibility to make such arrangements prior to the start of the meet. • The Meet Referee, Meet Director or a designee may remove a swimmer, coach, and/or team from the deck for violations of these rules. Rules: Current USA Swimming/Sierra Nevada Swimming rules shall govern the meet. All events are trials/finals. Swimmers are limited to three individual events and one relay event per day. Swimmers may only swim three individual events per day. Swimmers that enter more than three individual events per day will be scratched from their last race. There will be no refunds for entering more than three individual events per day. According to 202.4.10D: “Any swimmer entered in the meet must be certified by a USA Swimming Member-Coach as being proficient in performing a racing start or must start each race from within the water without the use of the backstroke ledge. When unaccompanied by a Member-Coach, it is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement.” If an athlete is attending the meet without a USA Swimming Member-Coach, the Meet Director or Meet Referee may assist the swimmer in making arrangements for such supervision, but it is the responsibility of the swimmer or their legal guardian to make such arrangements prior to the start of the meet. SN Rule: Each team shall, by the entry deadline, provide to the Meet Director a list of Officials who have agreed to represent that team during the conduct of the meet. One half-hour before the scheduled start of the meet, the Meet Referee shall conduct an inventory of Officials comparing the number of entries against the number of Officials present to represent each team. Those teams who have not provided sufficient Officials shall have all their swimmers treated as “time only” in all respects for that session.
ELIGIBILITY: No swimmer will be allowed to compete unless the swimmer is a member of USA swimming as provided in Article 302. Entrants without a current Registration number on their entries must present a current Registration Card (or Swim Connection Registration Verification email) prior to competition. Any swimmers entering as “pending” or “applied for”, etc. will be verified with the SNS Registrar prior to the meet and, if validly pending, will be allowed to check-in and compete. Swimmers age 19 and over may enter 13-18 events but will not be scored. No minimum time standard is required to enter an event. Swimmers with no official time for an event may enter that event with an estimated time. Note that Sierra Nevada Swimming does not allow swimmers to register for a USA Swimming Membership at the meet. No times are not accepted. According to 302.4 - If a swimmer who is not properly registered with USA Swimming competes in a sanctioned competition, the host LSC may impose a fine of up to $100.00 per event against the individual, Member Coach or Member Club submitting the entry. RESTRICTIONS: Smoking, tobacco products, and alcoholic beverages are not allowed in all areas of the meet venue. Glass containers and pets are not allowed in the pool area. No personal heaters will be allowed in the pool facility. In furtherance of the USA Swimming athlete protection program, the use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms. In addition, photography of any form (video, digital, cell phone, IPad, SLR camera) is not permitted behind the starting end at any time. The use of flash devices at the start is also prohibited. According to 202.4.10I, Deck changes are prohibited. Relays: All relays are timed finals that are swum during the prelims sessions. Relay cards will only be needed if a team is trying for a lead off split or record. Saturday relay cards are due by 6 pm Friday; Sunday cards are due at 6 pm Saturday. No limits on relay entries. Relays will be cancelled if the meet timeline exceeds an acceptable amount; teams will be notified and entry fees refunded if cancellation is required. ALL RELAYS WILL BE SWUM IN PRELIMS. Entries: ONLINE ENTRIES: Enter at https://ome.swimconnection.com to receive an immediate entry confirmation. Online entries close midnight, Thursday December 6, 2018. This method requires payment by credit card. Swim Connection LLC charges a procession fee for this service, equal to $1 per swimmer plus 5% of the total entry fees. Entry Fee: $8.00 per individual event. Pool Surcharge Fee is $14.00. Relays are $10. Make checks payable to DART and teams should bring the entry fee payment to the swim meet. Set Up: Hoos pool has an extremely limited amount of deck space to host a swim meet. The DART Team has rented the South Gym to house the swimmers and families in a warm indoor environment during the meet. Swimmers and families will not be allowed to set up in the pool area! Prelims: Fast to slow seeding with the first three heats of each event being circle seeded with the exception of the events previously identified as timed finals. All events on Friday are timed finals. A swimmer qualifying for finals (final-A – 9 swimmers) based upon the results of the preliminaries, has thirty (30) minutes after the announcement of qualifiers for that race to notify the Scratch Desk that he/she may not intend to compete and further declares their final intentions to be noted within thirty (30) minutes following their last individual preliminary event. Any swimmer who fails to compete in an individual event in which preliminary heats are seeded will be barred from all further individual and relay events for that day. All subsequent days of the meet, if this swimmer wants to swim, they will have to check
in with the Administrative Referee before the next preliminary session is seeded. USA Swimming Scratch Rule #207.11.6 will be used at this meet. A swimmer must swim finals in order to receive points or an award. Finals: Finals will be held for 13/14, 11/12, 9/10, & 8/U divisions. Finals will start no earlier than 90 minutes after the completion of prelims. A coach meeting at the beginning of the meet will decide the actual start time for finals each day. Swimmers will be seeded in the finals unless they have scratched. Any swimmer qualifying for a final that fails to compete shall be barred from further competition for the remainder of the meet except as noted in USA Swimming rules. For finals, there will be one heat of nine swimmers provided the minimum numbers of swimmers have entered an event. USA Swimming Scratch Rule #207.11.6 will be used at this meet. For more details on scratching for finals, see Prelims section of this Meet Announcement. Alternates will not be penalized. 8/U Events: All 25’s are started from the bulkhead side of the pool. Swimmers will dive off the bulkhead and will not have access to a block on the 25’s. Scoring: The top nine finishers in each individual and relay event will be scored. Teams will only be able to score two relay teams per event but may enter unlimited relays. Individual points will also be scored towards individual high point scores. 8/U, 9/10 and 11/12 points toward high point will only count from events from their respective age groups. Individual points: (A) 11-8-7-6-5-4-3-2-1. Relay points: (A) 22-16-14-12-10-8-6-4-2 Awards: The top nine finishers in each individual event along with the top three relays will receive awards. High point individual awards will be given for the top three finishers in the 8/U, 9/10, 11/12 & 13/14 age group categories. No team awards will be given. Swimmers must pick up their own awards after finals; awards will not be mailed. Officials: Head Referee: Bill Fisher Admin. Referee: Dana Covington Head Starter: Scott Sewell Meet Director: Carolee Gregg (caroleebgregg@gmail.com) Coaches: All Coaches must have evidence of their USA Swimming Certification and will be required to check in with the meet director (Carolee Gregg) at the meet to show proof. Upon such proof, Coaches will receive any necessary meet paperwork and identifying mark (wrist band, etc.) of clearance that must be displayed while on deck. Coaches unable to present evidence of certification will not be allowed to coach on the Pool Deck. Those Coaches without evidence of certification who wish to remain at the competition must sit in the spectator area. Programs will be provided to coaches. Officials’ Dress: Official Dress for Preliminaries will be white polo shirts and navy-blue pants/shorts/skirt and white tennis shoes. Final dress for all Officials will be white polo shirts and navy-blue skirts or long blue pants with white tennis shoes. All working Officials must display membership cards at the meet. Officials: Each team shall provide a minimum of three Officials per session (Clovis and Elk Grove should provide one). Those teams who have not provided sufficient Officials shall have all their swimmers treated as
“time only” swimmers in all respects for that session and will not receive Team points or awards. Timing and Officiating: Assignments will be emailed one week prior to the meet. Hospitality: There will be a snack bar. Snacks, lunch, and refreshments will be served to all working Officials and Coaches. 4 Hour Rule: This meet shall be planned to allow the events for swimmers twelve (12) years and younger to be completed in four (4) hours or less per session (prelims, finals, timed finals).
