CHANCERY EDUCATION TRUST DARRICK WOOD INFANT & NURSERY SCHOOL ADMISSIONS POLICY 2021/2022 The admissions authority for Darrick Wood Infant and Nursery School is Darrick Wood Infant Academy Trust. Darrick Wood Infant Academy Trust adopts all procedures in accordance with the DFE Admission Code. Primary Admissions Children with an Education, Health and Care Plan (EHC) are dealt with under a separate process by the Special Educational Needs team. The published admission number of Darrick Wood Infant School is inclusive of students with an Education, Health and Care Plan (EHC) that are admitted to the school pursuant to the school being named in the EHC accordance with the SEN Code of Practice. Age of Admission In line with legislation, all children will be permitted to start in reception in the September following their fourth birthday. Delayed (Summer Born) Applications Delayed entry is when a child starts Reception Class at the beginning of the academic year in which they turn six years (when their peers will be in Year 1.) This is sometimes termed as ‘out of cohort’ or ‘out of peer group’. The Headteacher, the Academy Trust and the school’s Governing Body will consider applications for delayed entry in exceptional circumstances, taking account of the needs of the child and the impact on the school. The application must be made in writing by the child’s parent/carers to the Headteacher or Chair of Governors. The request must be supported by documentation confirming that the child has learning delay or difficulties and their social maturity is well below that of his or her peers. Parents/Carers must complete and return the form “Request for admission outside of a child’s normal age group” which is available online at www.bromley.gov.uk. Alternatively, the form is available from the School Admissions team by email at schools.admissions@bromley.gov.uk or by telephoning 020 8313 4044. The completed form must be returned to the Bromley School Admissions team. There is no mandatory requirement for requests to be met. The Headteacher may also meet the parent/carers to discuss the request further as part of the decision process. Parents/Carers are advised strongly to fully consider the needs of their child, including their social, emotional or physical development, before requesting delaying entry and whether any additional needs of the child may be exacerbated by the delay in starting school. The Institute of Fiscal Studies (IFS) states that: “We know that, on average, deferred entry is not in the interests of summer- born children. IFS research has compared the performance of children who start school across areas of England which operate different admissions systems. We find that deferred entry to school does not close the gap in educational attainment between those born at the start and end of the academic year. In fact, on average, those born later in the year benefit slightly from starting school at the beginning of the academic year with their older peers, rather than joining them up to a year later. This is because the benefit of additional time in school more than outweighs the disadvantage of starting school slightly younger.” (http://www.ifs.org.uk/publications/6856 cited 12th December 2014) Parents/Carers also need to be aware that when a child is taught out of cohort this may not be accepted by any new school applied for later on, including at secondary transfer. 'Should the parent/carer’s request to admit the child outside of their normal age group be agreed, this will only be relevant to that school and there can be no guarantee that a school place would be available at that school as it will be dependent on whether the child fulfils the oversubscription criteria and the number of applications the school has received for that year of admission' PAN (Pupil Admission Number) The school’s PAN is set @ 270 for Reception – Year 2 Reception - 90 Places Year 1 - 90 Places Year 2 - 90 Places Application Procedure Application for admission must be made to the Local Authority in accordance with the published Primary Co-ordinated Admission Arrangements for each relevant year and will only be accepted from parent/guardians with proven parental responsibility. Change of parental responsibility, unless exceptional circumstances through a court order, will not be accepted during the co- ordinated admission process. Admission Criteria Where the school is oversubscribed places will be offered in line with the admission criteria outlined below: 1. Children Looked After (Children in Public Care including "all adopted children who were previously looked after".) (see note 1). 2. Siblings - Children who have a brother or sister at the preferred school at the beginning of their first term (see note 2). 3. Children of staff at the academy (see note 3) 4. Proximity – proximity as measured in a straight line from the front door of the home to the front door of the school (see note 4). Notes 1. a.)A child looked after is a child who is (a) in the care of a local authority, or being provided with accommodation by a local authority in the exercise of their social services functions. These children must still be "looked after" when the child starts school unless (b) applies. b) or a child who was previously looked after and immediately after being looked after became subject to an adoption, residence, or special guardianship order. 2. Sibling refers to brother or sister, half brother or sister, adopted brother or sister, step brother or sister, or the child of the parent/carer’s partner, and in every case, the child should be living in the same family unit at the same address. The elder sibling must still be on roll at the school when the younger child starts school. The sibling criteria operates across linked infant and junior schools as they are deemed as Primary Schools that provide primary education (section 5 of Education Act 1996) if at the time of admission their older sibling will be on roll of the Junior School or will transfer from Year 2 into the Junior School in the September. 3.a) Where the member of staff has been employed at the academy for two or more years at the time at which the application of admission to the academy is made and/or b) The member of staff is recruited to fill a vacant post for which there is a demonstrable skill shortage. 4. “Home" being where the child normally resides as their only or principal residence. Addresses involved in child minding (professional or relatives) are excluded. Parents will be asked to provide documentary evidence to confirm an address and parental responsibility. It is expected that the applicant and pupil will still be resident at the same address when the child starts school. Distance will be measured (in a straight line) from the front door of the child’s home address (including flats) to the main entrance of the school, using the Local Authority’s computerised measuring system, with those living closer to the school receiving the higher priority. 5. Where a Bromley school has a Special Opportunity Unit, and the children in the unit integrate at times into the mainstream school, then the siblings of children attending the unit will be treated as siblings when applying for places in the mainstream school. Please note however that where such places are accepted then NO assistance towards the transport of the child in the mainstream school can be considered unless the normal rules of the transport policy apply. Infant/Junior Transfer Priority in the allocation of Year 3 places for children transferring from a linked infant to junior school will be allocated as follows: 1. Children Looked After (Children in Public Care including "all adopted children who were previously looked after".) 2. Children in attendance at the linked infant school. If the number of applications from children in the linked infant school exceeds the number of places available in the junior school, decisions on the allocation of places will be made in accordance with criterion 3 (siblings as detailed below) and then criterion 4 (proximity of the home in relation to the school). 3. Siblings - Children who have a brother or sister at the preferred school or the linked Infant school still attending at the beginning of their first term. 4. Proximity – proximity as measured in a straight line from the front door of the home to the main entrance door of the school. Application Procedure for Admission to Junior School Applications for admission to Year 3 in a junior school are to be made to the Local Authority. Parents of children in the Infant school will only be required to complete a transfer form for that one school. Applications from parents not attending the Infant school will be dealt with at the same time in line with the admission criteria. Children in attendance at the Nursery Children who attend Darrick Wood Nursery are not automatically entitled to a place in Reception. All parents/carers of Nursery children should submit their application for a reception place through the Local Authority in line with the admissions code. Closing Date The proposed closing date for application is in accordance with the Local Authority’s decision. Offer Date The proposed offer date for application is in accordance with the Local Authority’s decision. Appeals All applicants have a statutory right of appeal in the event that their preferred school is unable to offer them a place. An Appeal for Admission form is available from the school's Independent Appeal Clerk. Please contact Darrick Wood Infant School office for further details. Infant class size legislation places a duty on local authorities to ensure that no child is taught in an infant class size of more than 30 children. There are only certain circumstances under which an appeal panel can uphold an appeal for a school. For further details please see the Primary Admission Appeals page @ www.bromley.gov.uk. Any appeal will be heard by an independent appeals panel and the decision will be communicated by the Independent Clerk to the school and parents and is binding on the Admission Authority/Governing body. There is no further right of appeal. Parents who are dissatisfied with the decision may seek a judicial review or have their case investigated by the Local Government Ombudsman. Please note that the Ombudsman cannot overturn an appeal decision but may make recommendations for a suitable remedy.
