Dept of Posts releases special cover to commemorate Golden
Jubilee of DST
Current Affairs 3 November 2020 : Today, 3rd November Union Science and
Technology Minister Dr. Harsh Vardhan and Minister of State for Posts Sanjay Dhotre
released the Special Cover of Department of Posts for commemorating the Golden
Jubilee of Department of Science and Technology in New Delhi.
Dr Harsh Vardhan congratulated DST saying that scientists have proved their mettle in
all fields of science at international level.
He revealed that India has international collaboration with over 80 countries in various
scientific areas as on date.

Current Affairs 3 November 2020 : PM Modi and CM of Mizoram praised 4 years
kid Esther Hnamte for her excellent performance of singing a modern version of the
national song "Vande Mataram".
The famous song music composed by A.R. Rahman.
Her rendition of Vande Mataram has already attracted throusands of netizens. The
video was uploaded on Esther Hnamte's YouTube channel on October 25, which has
over 74,000 subscribers.
Musician A R Rahman had sung "Vande Mataram" in a more contemporary style in
1997. Rahman himself shared the video of the little girl on his twitter. The official music
video on YouTube has got nearly 5.5 lakh views.
One in three rural children had done no learning activity - ACER
Report 2020
Current Affairs 3 November 2020 : Annual State of Education Report (ASER) is a
nationwide survey of rural education and learning outcomes in terms of reading and
arithmetic skills that has been conducted by the NGO Pratham for the last 15 years.
Highlights :
-This year, the survey was conducted via phone calls, reaching 52,227 rural households
with school age children in 30 States and Union Territories.
-One in three rural children had done no learning activity at all says ASER Report 2020.

-ASER conducted survey in September, the sixth month of school closures due to
COVID-19 across the country.
It found that 5.3% of rural children aged 6-10 years had not yet enrolled in school this
year, in comparison to just 1.8% in 2018.
-In Andhra Pradesh, less than 35% of children had textbooks, and only 60% had
textbooks in Rajasthan. More than 98% had textbooks in West Bengal, Nagaland and
Assam.
Government extends Emergency Credit Line Guarantee Scheme
by one month
Current Affairs 3 November 2020 : Union Government has extended the
Emergency Credit Line Guarantee Scheme (ECLGS) by one month till 30th of November
or till an amount of Rs. three lakh crore is sanctioned under the scheme, whichever is
earlier.
This has been done in view of the opening up of various sectors in the economy and the
expected increase in demand during the ongoing festive season.
This extension will provide a further opportunity to such borrowers who have not
availed of the scheme so far, to obtain credit under the scheme.
The ECLGS was announced as part of the Atmanirbhar Bharat Package to provide fully
guaranteed and collateral free additional credit to MSMEs, business enterprises,
individual loans for business purposes and MUDRA borrowers.
National Jal Jeevan Mission to organise virtual conference with
ministers in-charge of rural water supply of all States and UTs

organizing virtual conference with ministers in-charge of rural water supply of all States
and Union Territories on 03rd November 2020.
The conference has been organized to discuss various issues to implement the mission

Jal Jeevan Mission aims to provide tap water connections to the remaining over 15
Crore rural households by 2024.

During the launch of this mission in August 2019, out of 18 crore 93 lakh rural
households, three crore 23 lakh households had tap water connections.

Bharatiya Vaigyanik (VAIBHAV) Summit, a global virtual summit of overseas and
resident Indian researchers and Academicians on Gandhi Jayanti, 02 ndOctober 2020
which concluded on 31st October 2020.
Highlights :
About 2600 overseas Indians registered for the summit online.
About 3200 panelists and about 22,500 academicians and scientists from India and
overseas participated in this month-long series of webinars.
The deliberations started on 3rd of October and concluded on the occasion of Sardar
Vallabhbhai Patel Jayanti, 31stOctober 2020.
Secretaries from various S&T departments and other ministries are members of this
council including CSIR, DST, DRDO,ICAR, DOS, DAE, DBT, Health, Pharma, MEA,
MoES, MeitY, MoE and ICMR.
The champion institutes received critical feedback from the participants.

Industrial Relations Code, 2020 to be implemented by April 2021
Current Affairs 3 November 2020 : The labour ministry has notified draft rules
for the Industrial Relations Code, 2020, paving way for greater flexibility to employers
to retrench workers while making it mandatory for unions to give prior notice before a
strike. The government aims to implement the four labour codes from April 1, 2021.

Chhattisgarh CM launches scheme for distribution of fortified
rice
Current Affairs 3 November 2020 : On 1st November, 2020 Chhattisgarh Chief
Minister Bhupesh Baghel on launched a scheme for distribution of fortified rice through
Public distribution System (PDS).
"The fortified rice is a mixture of iron, vitamin B-12 and folic acid enriched fortified rice
kernel (FRK), which meet the nutritional requirements in the diet and thereby help in
controlling malnutrition and anemia. It will be distributed through fair price shops."

approves acquisition of General Insurance Business of Bharti AXA General Insurance
Company Limited (Bharti AXA) by ICICI Lombard General Insurance Company Limited
(ICICI Lombard) under Section 31(1) of the Competition Act, 2002.
ICICI Lombard is a general insurance company registered with the Insurance
Regulatory and Development Authority of India (IRDAI) and is engaged in providing a
comprehensive and well-diversified range of general insurance products, including
motor, health, fire, personal accident, marine, engineering and liability insurance,
through multiple distribution channels.
Bharti AXA is a general insurance company registered with the IRDAI and is a joint
venture held by Bharti General Ventures Private Limited (51%) and Societe Beaujon
(49%). It is engaged in providing general insurance products, including motor, health,
travel, crop and home insurance to its customers.
Pursuant to the proposed combination, the entire general insurance business of Bharti
AXA would be transferred by way of a demerger to ICICI Lombard in consideration of
issuance of shares by ICICI Lombard to Bharti AXA. Source pib.gov.in
NTPC signs $482 Million Loan agreement with Japanese Bank
Current Affairs 3 November 2020 : NTP has signed a foreign currency loan
agreement with the Japanese Government’s financial institution, the Japan Bank for
International Co-operation (JBIC).

Reconciling Economic growth and Environment preservation (GREEN) initiative.
JBIC will fund 60% of the loan amount, and Japanese commercial banks would fund the

one lakh underserved young women with digital skills to enhance their employability.
The program will be executed over next 10 months under Skill India Mission.
Over 70 hours of content on digital, employability, nano entrepreneurship and
communication skills will be provided free of cost to underserved young women.

NABARD to give 8504.30 Lakh rupees under RIDF scheme Goa
during 2020-21
Current Affairs 3 November 2020 : Agricultural and Rural Development bank,
NABARD has sanctioned loans worth Rs. 8504.30 lakh under Rural Infrastructure
Development Fund (RIDF) to the Government of Goa for various Social Infrastructure
Projects in the State. The projects related to medium and minor irrigation, soil
conservation and others forms of rural infrastructure.
The social infrastructure created out of the projects sanctioned to sewerage, bio digester
toilets, drinking water distribution, primary health centre, etc.
The RIDF was set up by the Government in 1995-96 for financing ongoing rural
Infrastructure projects. The Fund is maintained by NABARD.
