CPCCWHS1001 – Policies and Procedures (V3) – August 2021 P a g e |2 Unit Code & Title CPCCWHS1001 – Prepare to work safely in the construction industry (Release 1) Training Package or CPC08 - Construction, Plumbing and Services Training Package/Standalone unit standalone unit This Guide supports the delivery and assessment of the unit CPCCWHS1001 Prepare to work safely in the construction industry in the CPC Construction, Plumbing and Services Training Package. It has been developed to assist trainers, assessors, Registered Training Organisations (RTOs) and others by providing information about the structure and content of this unit, as well as other guidance material. It includes information about: Program Purpose • Processes regarding learner identity verification in relation to the unit of competency • Identifying contextual information such as knowledge requirements and resources • Providing guidance on implementation of assessment requirements • How to support the needs of students with poor Language Literacy and Numeracy skills and students with disability in relation to the unit of competency Fees AU$ 100 (including other fees) This unit of competency specifies the mandatory work health and safety training required prior to undertaking construction work. The unit requires the person to demonstrate personal awareness and knowledge of health and safety legislative requirements in order to work safely and prevent injury or harm to self and others. It covers Program Description identifying and orally reporting common construction hazards, understanding basic risk control measures, and identifying procedures for responding to potential incidents and emergencies. It also covers correctly selecting and fitting common personal protective equipment (PPE) used for construction work. RTOs are responsible for ensuring that delivery and assessment incorporates the appropriate licensing, legislative and certification requirements. Jurisdictional health and safety legislative requirements must include at least one of the following states and territory Acts or their equivalent: • Australian Capital Territory: Work Health and Safety Act 2011 Regulation and • New South Wales: Work Health and Safety Act 2011 licensing • Northern Territory: Work Health and Safety (National Uniform Legislation) Act 2011 requirements • Queensland: Work Health and Safety Act 2011 • South Australia: Work Health and Safety Act 2012 • Tasmania: Work Health and Safety Act 2012 • Victoria: Occupational Health and Safety Act 2004 • Western Australia: Occupational Safety and Health Act 1984. To ensure that students have their individual learning needs identified and supported, the College will use the services of LLN Robot to. • use the included online LLN quiz to test students’ LLN levels. • analyses the Australian Core Skills Framework (ACSF) levels of the College’s courses. • compare student results with the ACSF levels of our courses. • generate individualized LLN training programs & supplements for students with identified needs. Evidence of Identity requirements See Appendix 1: Evidence of identity requirements Identity validation requirements for rural exemption If the course is delivered for candidates located in rural area, Liberty Construction College validates that the identity of the student is consistent with the evidence of identity provided at enrolment. In the event of non- consistency of evidence, Liberty Construction College cannot issue a card to a candidate. Mode of Delivery: 1. Face-to-face learning, except when the candidate resides in a rural area, in which case the training may be delivered electronically via online delivery. 2. Online deliver for candidates residing in a rural area. Assessment is performed in real time via audio and visual media under assessor observation at all times. There is also electronic recording of the assessment which is uploaded into the learning platform upon completion. 3. Duration: 1 day Delivery Duration: Mode of delivery/Duration Candidate should dedicate at least 6 hours during one classroom session learning theory application of the units. Learning material, PPT and instructions are provided in the LMS platform, Moodle. Evidence-gathering techniques/Assessment tools: In order to facilitate a flexible approach to both learning and assessment, the evidence gathering is both formative and summative. Formative evaluation is ongoing throughout the delivery of the learning sequence at times mutually agreed upon between the assessor and the student. The form and timing of summative assessment will be discussed with the students at the beginning of each learning sequence. Combinations of these methods will be used for most situations (e.g., observations, practical and quiz assessment). Candidate successfully receives the White Card if he/she completes the following: • 3 Quizzes with a 100% • Verbal examination conducted by trainer in a classroom setting. • Candidates have available personal protective equipment (PPE) at the time of verbal examination including eye protection, hearing protection, hard hat, and high visibility retro reflective vest. The usage and handling of PPE equipment is observed by assessor. Assessment Strategies/Methods If training is delivered to a candidate with learning difficulties, Liberty Construction College ensures compliance with relevant VET standards, including candidates having a minimum standard of English necessary to successfully complete general construction induction training. Upon successful completion of the unit, Liberty Construction College sends Statement of Attainment to candidate’s personal email address and awards with GCIT card. Please find “Mapping” for this unit of competency. The COVID-19 pandemic is significantly impacting the ability of RTOs to deliver face-to-face training. Liberty Construction College will minimise number of students per class and abide by all health and safety regulatory requirements specified by the government. Consequently, the full lecture will be delivered in-class face-to-face. Both the verbal examination and the lecture COVID-19 Impact are scheduled upon finalization of the enrolment. The class is structured with maximum of 4 students per week. In addition, Due to COVID-19 impact, all candidates must bring their own personal protective equipment to ensure safety. The announcement is posted in the learning platform and reminded via phone by admission. Under the Disability Standards for Education 2005, Liberty Construction College provides reasonable adjustments Reasonable for people with a disability to the maximum extent without causing unjustifiable hardship for both candidates and Adjustment education provider. Liberty Construction College Supplies all necessary materials and equipment required for performing assessment. The following materials are not included in the course fees: • Eye protection • Hearing protection • Hard had Resources & • High visibility retro reflective vest Equipment As part of Liberty Construction College program planning and development processes, teaching teams undertake a review of all required resources/equipment and facilities. This process ensures that required resources and equipment have been identified and will be available to deliver selected unit. Each resource material was reviewed and modified by Head Trainer, Ricardo Novais, to meet the performance criteria, performance and knowledge evidence and assessment conditions for assessment and evidence. CPCCWHS1001 – Policies and Procedures (V3) – August 2021 P a g e |5 Card Issue • Card requirements under section 319 of the WHS Regulations: o Laminated card (QLD campus), Plastic PVC card (Adelaide campus) o Person’s full name o Date of birth o Student Signature o Issuing RTO number o Date of issue o Issue number • QLD campus cards are supplied by the Regulator. • Adelaide campus cards are supplied by approved RTO. Card Replacement • Under section 321 of the WHS Regulation, in the event if a candidate has successfully completed CPCCWHS1001: Prepare to work safely in the construction industry or CPCCOHS1001A: Work safely in the construction industry or a candidate’s card has been declared lost, stolen, or destroyed, then the Liberty Construction College will issue a replacement card upon the card holder supplying a statement of attainment and declaring the circumstances in which the card was lost, stolen, or destroyed. • When the candidate is unable to provide Statement of Attainment of the completion of CPCCWHS1001 or CPCCOHS1001A, a transcript from the USI website showing that the card holder has completed one of the abovementioned courses is acceptable. • Candidates can request replacement form from Liberty Admission Team. Card – refusal to issue • Under section 322 of the WHS Regulation, Liberty Construction College may refuse to issue a card (including a replacement card) to a person if satisfied that the person has given false or misleading information. • Liberty Construction College will notify the Regulator and provide all the supporting documentation required. Card Cancellation Due to Error • If RTO makes an error filling out the candidate’s details, the card on which the error is made must be kept on file until advised otherwise by WHSQ. Under no circumstances card can be destroyed without permission from WHSQ. These cards must reported as cancelled in the monthly report with the status “Reissued due to Error” option selected in the “Mode of Delivery” column. • Cancelled due to error cards must be kept in secured storage area until returned back to WHSQ. Administration should follow the required steps to issue the card: 1. Obtain approval from trainer conducting the unit to issue the card 2. Check with academic team that quizzes have been completed with 100% and verbal examination paper is uploaded to learning platform. Procedure for Issuing 3. Obtain the card from the RTO manager. the White Card 4. Input the white card number into GCIT card record and Axcelerate. 5. Generate Statement of Attainment 6. Send Statement of Attainment via email if student enrolled for white card only. 7. If student enrolled in the course package or single course, the unit is listed in the transcript upon graduation. GCIT card storage GCIT cards are stored in the locked and secured storage area which located in RTO manager’s office. and management RTO manager can issue the card only under the circumstances when all the criteria specified under the issuance of the white card is met. Procedure for Issuing Administration should follow the required steps to issue the card that was previously lost, stolen or destroyed: card that was 1. Fill out the declaration to explain the details previously lost, stolen 2. Supply previous Statement of Attainment issued or destroyed 3. Provide identify document 4. Reissue Statement of Attainment and White Card CPCCWHS1001: Prepare to work safely in the construction industry is part of the course programs provided by Package combination Liberty Construction College; hence, the student must obtain satisfactory standing for the unit before progressing in the program. Liberty Construction College will maintain a record for five (5) years of: • The serial number of each card issued • The name, date of birth, residential address, and contact details of the person to whom the card is issued • The date of issue of the card • A copy of a statement of attainment and declaration supplied for the purposes of issuing a replacement card • All assessment instruments completed by persons undertaking assessment in the course • If the course was not delivered face to face, all documents that provided the evidence to allow the mode of delivery and digital recordings of assessments Record Keeping • All proof of identity documents • Decisions to refuse to issue a card or to replace a card • Record of identity validation Liberty Construction College must report all the records to the Regulator’s nominated email address on the first business day of each month or at any time as requested by the Regulator. Records must be in Excel or CSV format and must include: • The serial number of each card issued • The name, date of birth, residential address, and contact details of the person to whom the card is issued • The date of issue of the card • Mode of delivery of training The principal is fully responsible for ensuring the management of the students into the revised version of this course. This will include: • Consultation with appropriate industry personnel to ensure relevance of learning and assessment materials. • Revising and upgrading of existing assessment tools to the requirements of the revised qualification. Transition • Creation of new identified assessment tools. Arrangements • Revising and upgrading of existing learning materials to the requirements of the revised qualification. • Creation and purchasing of new learning materials. • Rewriting of this learning and assessment strategy to match the new qualification • Training and or up-skilling of existing trainers and assessors into the requirements of the new qualification • Updating of the trainer assessor matrix, mapping tables and other relevant documents. Please refer to the Trainer & Assessor Capability Policy and Procedure for more information. All trainers are reviewed upon employment for evidence of competency and currency and all qualifications are Trainer & Assessors validated where possible, these are loaded to the trainer profiles in aXcelerate. Trainers are responsible for uploading evidence of currency on a regular basis which is monitored and reviewed by the training manager and compliance. These include pre- and post-delivery validation, rigorous policies and procedures and professional development for trainers. The RTO has a systematic approach to the development of assessment, including an in-house curriculum development team, strong industry associations for review of units and ensure compliance to training package requirements, Principles of Assessment and Rules of Evidence. Students who are assessed as not yet competent are to be provided with detailed feedback to assist them to identify the gaps in their knowledge and skills to be addressed through further training. These students are to be provided with additional training and learning support to target their specific gaps in knowledge and/or skills and prepare them for additional assessment. Students have a chance to attempt the failed or missed unit twice after which the Unsatisfactory Progress Report will be issued. Step 1: Prepare for assessment • Review the assessment tools and confirm their adequacy in meeting the rules of evidence • Identify and analyse the units for meeting the performance criteria, skills, and critical aspects of the unit Effective Assessment • Create PowerPoint presentations for the visual availability (PPT), which consists of videos, group activities and questions to navigate students in the right direction relating to the satisfactory performance. CPCCWHS1001 – Policies and Procedures (V3) – August 2021 P a g e |8 • Establish and oversee the assessment policy to ensure its validity, reliability, fairness, and flexibility • Collect appropriate evidence and match compatibility to the unit of competency • Consult and work with other staff or technical experts involved in the assessment process Step 5: Provide feedback on the assessment under each practical submission for each individual student in learning platform (Moodle) • Clear and constructive feedback on the assessment decision • Information on ways of overcoming any identified gaps in competency revealed by the assessment • The opportunity to discuss the assessment process and outcome • Information on reassessment and the appeals processes Step 6: Record and report the result in the learning platform (Moodle) • Maintain the confidentiality of the assessment outcome • Report the assessment outcome to Liberty Construction College academic team and relevant staff members Moderation meetings will be held according to a set schedule to ensure a systematic approach. This is separate to the validation process and is intended to ensure reliable judgements have been made prior to issuing results to learners. The moderation process involves the review of samples folios of evidence (assessments) to confirm reliability and Assessment consistency and meets the requirements of the training package as well as meets industry standards. Materials such as learning and reference materials, training package assessment guidelines, feedback forms and other resources will be utilized. Advertising Provisions RTO will not use advertising directed to encourage students residing in Queensland but not in a rural area to undertake online training to receive a card issued under the approval of another jurisdiction. Liberty Construction College is aware that any non-compliance with advertising provisions will result in disciplinary action including termination of authorisation granted by the agreement. CPCCWHS1001 – Policies and Procedures (V3) – August 2021 P a g e |9 • It will not deal with the intellectual property rights in material developed for use in the course by any person in a manner that is inconsistent with these conditions. The RTO (excluding an RTO that is a statutory authority) acknowledges and agrees that the State of Queensland, the Regulator and its officers, employees and agents will not be liable for any loss or damage, including loss of profits, or consequential loss, howsoever caused, including through negligence, incurred by any person arising from: Exclusion of Liability • the RTO’s inability to develop or provide training and assessment materials for use in the course; or • any incompleteness or inaccuracy of the content contained in training and assessment materials used by the RTO in delivery of the course. This Condition will survive termination of this agreement. The RTO agrees it will indemnify the State of Queensland, the Regulator and its officers, employees, and agents (those indemnified) from and against any loss or damage (including loss of profits, consequential loss, and legal costs and expenses on an indemnity basis), however caused, including through negligence, or claims made by any person arising out of: • the RTO’s delivery of training and assessment and provision of training and assessment materials to any person for the course. • any breach by the RTO of this Agreement; and • any infringement or alleged infringement of the rights, including intellectual property rights, copyright, Indemnity and or moral rights of any person as a result of the RTO’s use of any materials in the conduct of training and Insurance assessment for the course. The RTO warrants that it will hold and maintain, for the duration of this agreement, the following insurance to cover its obligations under this agreement: • Professional indemnity insurance for a minimum amount of $10,000,000 in respect of each claim. Insurance must be affected with an insurer that is licensed to operate in Australia. If requested, the RTO must produce a certificate of insurance for the policy. This condition will survive termination of this agreement. The RTO agrees that it will not refer to the State of Queensland, the Office of Industrial Relations or Workplace Health and Safety Queensland in any publicity to promote or market its operations as a result of or in relation to its No endorsement authority to issue general construction induction training cards, save as may be printed on the serial numbered pro forma cards supplied by the Regulator to the RTO. No right or obligation under this agreement shall be deemed to be waived except by notice in writing signed by the Waiver Regulator. The RTO must comply with those parts of Chapter 2 of the Information Privacy Act 2009 which apply to the Regulator, as if the RTO was the Regulator. The RTO will treat any Personal Information only as authorised by law, and in relation to such Personal Information, will promptly notify the Regulator upon becoming aware of any breach or suspected breach of the Information Privacy Act 2009. Privacy Liberty Construction College keeps all the information in a secured student management system and does not disclose any information or transfers any personal information collected or accessed with issuing the cards outside of Australia, except with the prior written consent of the Regulator. Liberty Construction College performs a regular backup of the storage and information to ensure that all records are kept secured without any breach. The files are reviewed regularly by Principal or RTO manager.
