Another phase of the trail was completed in 2017 with 5 foot paved shoulders included in the reconstruction of 1.4 miles of the Mullett-Burt Road on the east side of the lake. Reconstruction of East Burt Lake road is planned for 2020 with planned 6 foot shoulders on each side. A second trail head is planned on land owned by the township on the east side of the lake. Since that time, a dedicated Trail Committee has actively pursued the design and development of the initial phase of a trail that will ultimately connect between the North Central State Trail and the Petoskey to Mackinaw City trail. The Planning Commission, serving as the Parks and Recreation Committee has reviewed and considered draft portions of the updated recreation plan at three public meetings. The draft plan was posted on the Township website and made available for review. A public meeting was held on the proposed recreation plan on November 13, 2017, the minutes of which are included in Appendix A. Public comments were considered and the plan modified. The revised plan was adopted by the Burt Township Planning Commission on January 8, 2018 and by the Burt Township Board of Trustees on January 18, 2018. Community Survey The Burt Township Planning Commission, in association with Beckett & Raeder, Inc, conducted an online citizen survey during November through December of 2017. A postcard with a link to the survey was mailed to 884 property owner households. Section Six Goal and Objectives The recreational goal and objectives presented below are the result of the Planning Commission master planning process, the public input received during that process, and the further refinement and expansion during the subsequent recreation plan development. Recreation Goal Provide and maintain recreation lands and facilities for safe access and enjoyment by residents and visitors. OBJECTIVES • Establish legal agreements for bike, ski trail, snowmobile-ORV/ATV and connections to publicly owned, semi-public and conservation areas within the Township. • Continue to implement the Burt Lake Trail to provide a non-motorized routes along East Burt Lake Road and West Burt Lake Road. • Continue to work with adjacent Townships to implement the portions of the Burt Lake Trail outside the Township to connect to the North Central State Trail and the Northwestern State Trail. • Establish snowmobile connector routes, including trails linking to existing trail systems in Pellston, Munro, Tuscarora, and Mullett Townships. • Develop non-motorized trails and designated bike and walking routes, with supporting facilities (such as trailheads, parking and signage), to connect recreation areas in the Township, and provide connections to trail systems outside the Township. • Maintain public lake access at existing road ends. • Seek grant funding to construct trail and trailhead amenities and seek funding for other needed recreation activities. • Work with the BLPA, Tip of the Mitt, and others to monitor water quality, invasive species, and the overall health of Burt Lake. Rationale for Trailhead with Public Facilities: Burt Township currently owns a 4.5 acre undeveloped property off Crump Road near Mullett-Burt Road. This property is ideally located to be developed as a trailhead for residents and visitors to use to access the Burt Lake Trail. The Township is interested in exploring development of this trailhead and may explore adding the following recreational amenities: • Simple directional and informational signage • Restroom facility • Picnic tables or picnic shelter • Playground equipment Rationale for Road End Improvements Many of the Township residents who access Burt Lake do so via one or more of the road end access sites. Currently parking is problematic during the busier times. Rationale for New Trails There is a need and interest to provide non-motorized pathways throughout the Township including along The Burt Lake Trail on the west side of the Lake at the intersection of Shiawassee Road and Brutus Road. both sides of Burt Lake, as well as to link to the University of Michigan Biological Station and the MDNR campground at Maple Bay and ultimately to connect into the regional trail system in Brutus and Topinabee. Safety is our goal. The safest trails for pedestrians and bicyclists are trails which are separate from the vehicular routes. This will continue to be the focus wherever possible. The trail supports healthy outdoor recreation activity, provide a closer connection with the natural beauty of the area, and has a positive impact on property values. Further, trails throughout northern Michigan are used extensively both by local residents and tourists. See Appendix C for a copy of the Burt Lake Trail Handbook.
