Cobrasco History: Drill Permit Application – Colombia • ~ 44.7% of Colombia is designated as forestry reserves - land use permitting including subsurface drilling controlled by the Ministry of Environment. • The major copper belt in Colombia extends through Chile, Peru, is now being explored in Ecuador and continues through Panama; the copper belt is almost completely covered by forestry reserve designations; the copper belt lacks modern exploration. • Pre-dating drill permitting, other extensive permitting requirements were needed with local communities and National Government officials (Consulta Previa); successfully accomplished by Rugby in 2013. • Cocomacia (Afro Colombian Community) hold rights to the region and Cobrasco project area. • Teams of Environmental Consultants visited Cobrasco in 2017 and 2018, and all reports drafted recommended drilling. • In 2018, Rugby reduced its drill area application from 240 hectares down to 4 hectares- the 4 hectares included only the immediate drill sites, camp, helicopter sites, and existing track locations. • Ministry of Environment officials (“MEO”) visited the proposed drill sites in 2018; Rugby along with MEO agreed to eliminate and/or move some sites to more appropriate locations. • Geophysical survey completed by contractors showed no ground water issues- this scientific evidence was an MEO requirement. • All 13 MEO queries raised in June 2018 were addressed by environmental consultants/Rugby. • Ministry of Environment denies drill access in 2019, stating environmental concerns. • Rugby continuing to work with MEO to address concerns such that drilling can be permitted.
