The Parks and Recreation Department offers an adult athletic program that stresses high participation,
League Philosophy   recreation and sportsmanship. The City provides these quality services through a variety of structured

                    The City runs each league according to established rules, regulations, a Code of Conduct, and
                    consequences specific to each sport. Adult athletic participants are subject to basic rules which emphasize
                    sportsmanlike behavior and the recreational nature of City leagues.

                    Players shall not ...
                        •   Verbally abuse, threaten, lay a hand upon, push, shove, or strike an official, player, or spectator.
                        •   Refuse to abide by an official’s decision.
                        •   Object to an official’s decision through verbal abuse or throwing an object.
                        •   Use unnecessary rough tactics against another person with the intention of causing injury.
                        •   Display unsportsmanlike behavior.
                        •   Be intoxicated immediately prior to or during a game. Alcohol is not allowed on-site.
                        •   Smoke/vape at any recreation event.
                        •   Leave trash outside of receptacles provided.
                        •   Challenge an official’s authority to impose penalties for violations of the code of conduct.

                    INDIVIDUAL’S LIST INFORMATION
                    We only accept team registration. There are Free Agent Lists for mens and womens basketball, coed
                    kickball, coed softball and mens softball, and coed, mens and womens volleyball. These lists are used by
                    Novato teams who are looking for a player to add to their roster. Please visit us at novato.org/sports click
                    on the tab “Free Agent Sign Up” and complete the form to be added to the list.

                    Please note: Your placement on the Individual’s List does not guarantee your placement on a team.
                    Names will remain on the list for one year.

ADULT CORNHOLE COVID-19 ACTION PLAN & PROTOCOLS

                                                                                                               COVID-19 Action Plan & Protocols
The City of Novato Parks & Recreation Department is committed to the delivery of recreation, cultural
and leisure services through programs and facilities which enrich individual and community life. With the
California’s Blueprint for a Safer Economy and the California Department of Public Health’s industry-
specific guideline for Outdoor and Indoor Youth and Recreational Adult Sports expired in June, the
following protocols will remain in place until further notice. Novato Parks & Recreation conditions are
subject to change based on changes in local, state, and federal direction related to COVID-19.

The COVID-19 Action Plan below, provides an overview of protocols established to protect the health and
safety of our participants and staff.

 WELLNESS STANDARD            All participants and staff are REQUIRED to stay home when sick. Novato
                              Parks & Recreation staff will not allow any participant(s) or staff exhibiting
                              signs or symptoms of illness to participate in programming.
                              If you are ill, or someone in your household is ill, you are REQUIRED to stay
                              home.
 SIGNS OF ILLNESS             Participants exhibiting signs or symptoms of illness should stay home. Signs
                              and symptoms include but are not limited to the following:
                              •       fever or chills
                              •       cough, shortness of breath or difficulty breathing
                              •       fatigue, muscle or body aches, headache
                              •       new loss of taste or smell, sore throat,
                              •       congestion or runny nose
                              •       nausea, vomiting, diarrhea
 FACIAL COVERINGS             Required for those that are unvaccinated.
 SOCIAL DISTANCING            Recommended for those not within your household.
 NOTIFICATION                 Should we learn that a participant or staff member tests positive for
                              COVID-19, Novato Parks & Recreation will follow all requirements and
                              guidelines provided by the Marin County Department of Health and Human
                              Services and the City of Novato.

                          ADULT CORNHOLE LEAGUE PROTOCOLS

1.      Stay home if feeling sick and/or have COVID symptoms.

2.      Mask/face coverings are required for those that are unvaccinated.

3.      Arrive no more than 20 minutes prior to your scheduled game time. Leave the courts immediately
        after your game ends.

4.      While one player is pitching the other must remain outside of the court area. Players must maintain
        at least 6 feet of social distance at all times.

5.      Teams will keep the score on a league provided score sheet. Score must be confirmed with
        the opponent at the conclusion of each frame. Please deposit the score sheet into the “score sheet
        box” at the conclusion of your game.

6.      Post game high-fives with the opposing team and your teammates should be replaced by a tip of
        the cap from along opposite ends of the court.

7.      Hand Sanitizer will be available.

Expectations & Considerations: Our goal is to protect the health and safety of our participants and staff,
reduce the risk of transmission by following recommended guidelines and protocols, and to provide the best
possible experience for our participants.

I.      CORNHOLE REGISTRATION INFORMATION

                                                                                                              Cornhole
        A.   There will be no priority given to a returning team.

        B.      Teams will be accepted on a first come first serve basis. A completed roster is due at
                registration. Incomplete rosters will not be accepted. Due To COVID -19 restrictions
                please contact Ronele Schaefer at 415-899-8263, rschaefer@novato.org to make
                arrangements to register with her.

        C.
  Registration
  1.      Space is limited to the first 16 teams. A waiting list will be established if a league is full.
  2.      League fee is $100 per team.
  3.      Each team will play approximately 28 games
  4.      Registration Dates:
			Fall 2021:             Registration accepted July 12-23, league begins Thursday, August 5.

II.
 CORNHOLE COURT LAYOUT
 Cornhole Court:             A regulation size cornhole court is 8 feet wide and 40 feet long with a
			                          recommended vertical clearance of twelve feet.
 This court consists of two player’s lanes:
 Cornhole Boards:            Boards are positioned 27’ from the front edge to front edge of the
			                          board.
 Cornhole Pitchers Boxes:    A designated pitchers box is a 4’ x 3’ area at each end of the court
			                          and on both sides of each board; (4) boxes in all.
 Cornhole Foul Lines:        The front edge of the cornhole board is the foul line.

III.    LEAGUE FORMAT
        A.   Teams will compete in an eight week season.

  LENGTH OF GAMES
  A.   First team to score 21 points by Cancelation Scoring wins the game.
  B.   Games will have a 20-minute time limit, if game is not finished at the 20-minute mark the
		     score at the 20-minute mark shall be recorded as the final score.

III.    LEAGUE FACILITIES
        A.   Pocket Park at the Downtown Recreation Center, 950 7th Street

        TEAM ROSTERS
        A.    A completed roster is due at registration. Rosters must be complete, legible, and include all
              player signatures. Incomplete rosters will no be accepted.

        B.      Rosters must have a minimum of 2 and maximum of 6 players. More than 6 players must
                be approved by the Parks and Recreation Department. Players must be at least 16 years
                old.

        C.      Roster information is for City use only and will not be given to other parties.

        D.      Roster add/drop policy:
                1.      Players may be added to a team roster provided the roster limit is not exceeded.
                2.      To officially drop a player from the roster, the team captain must sign the release
                        clause on the player’s contract add/drop form.
                3.      Players may be added until the forth week of the season. The Parks and
                        Recreation Department must approve any additions after the forth week.
                4.      To officially add a player to the roster, a completed player contract add/drop form
                        must be submitted to the staff at the courts prior to the match. The add/drop form
                        must be filled out completely and include the signature of the player and team
                        captain.

IV.
             CORNHOLE SCORING – BAG TERMS
Cornhole
             A.

             B.
                  Woody – Refers to any cornhole bag that has been pitched and remains on the cornhole
                  board playing surface at the conclusion of the frame.
                  Cornhole – Refers to any cornhole bag that has been pitched and passes through the
           		     cornhole board hole at any time within the frame.
             C.   Foul Bags – Refers to any cornhole bag that has not been determined as a “woody” or
           		     “cornhole”, or was designated a foul bag as the result of rules violation.

           V.DESIGNATED FOUL BAGS
             A.    Any bag pitched without at least one foot or appendage completely inside the pitcher’s box
           		      at the time of release.
             B.    A bag pitched from a different pitcher’s box than their designated pitcher’s box.
             C.    Any bag that contacted the court or the ground before coming to rest on the playing
           		      surface.
             D.    Any bag that comes to rest touching the ground and the board.
             E..   Any bag which struck a previously defined object such as a tree limb, wire, indoor court
           		      ceiling, etc.

           VI.
             METHODS OF SCORING
             A.   Cancellation Scoring:
           		The approved method of scoring for the sport of cornhole is “cancellation” scoring. In
           		     cancellation scoring, the points of one player cancel out the points of their opponent. Using
           		     this method, only one player/team can score in each frame.
           		1.           Woody:           Each woody is worth one point
           		2.           Cornhole:        Each cornhole is worth three points
           		Example:
           		     Red achieves one woody and two cornholes during the frame (7 total pts)
           		     Blue achieves two woodies and zero cornholes during the frame (2 total pts)
           		     7 points – 2 points = Red scores 5 points for that frame

           VII.
             RECORDING THE SCORE
             A.   No cornhole bags shall be moved before the scoring is determined.
           		     Recording the Score: Players are encouraged to pay close attention to the score at all
           		     times. Home team will keep the score on a league provided score sheet. Score must be
           		     confirmed with the opponent at the conclusion of each frame. Please deposit the
           		     score sheet into the “score sheet box” at the conclusion of your match.

             B.           Doubles Play: Team A competes against Team B – each team is comprised of two to
           		             four people. Each team can substitute each end once per match. Players at the headboard
           		             will alternate pitching bags until each player has pitched all four of his/her bags.

             C.           Pitching: Players alternate pitching bags (one player at a time) until each player has
           		             pitched all of his/her bags. A player must pitch all cornhole bags from their designated
           		             cornhole pitchers box. Players must deliver the bag with an under-hand release. One foot
           		             or appendage must be completely within the pitchers box at the time of releasing the bag.
           		             When pitching a bag, players must release the bag before any part of the player’s body
           		             touches the ground on or beyond the foul line

             D.           Pitching the Next Frame: The player/team who scored in the preceding frame shall pitch
           		             first in the next frame. If neither player/team scores, the player/team who pitched first in the
           		             preceding frame shall retain first pitch in the next frame.

             E.           Accidental Release: Any cornhole bag that leaves a players hand once the final step (if
           		             taken) and final forward swing of the delivery process has started, shall count as a pitched
           		             bag. A cornhole bag that is accidentally dropped by a player before the final step (if taken)
           		             and final forward swing has started, shall not be considered a foul bag and may be picked
           		             up and pitched.

F.           Pitching Out of Turn: If a player pitches out of turn at any time during a frame, their pitch

		             will be considered a Foul Bag and swept from the playing surface. If the out-of-turn
		             bag affects any bags in play, their opponent has the option of returning all cornhole bags to
		             their original position on the playing surface or leaving all bags as they are.
		             If the error is not discovered until after two cornhole bags have been pitched, the frame
		             shall continue and be scored accordingly.

  G.           Touching the bags before the Frame is complete: If any bags in scoring positions (woodies
		             or cornholes) are touched by a player, whether intentionally or unintentionally, before all
		             bags during the frame are pitched, the frame is over. The offending team
		             (team who touches the bags) forfeits all remaining bags and tallies the score for the bags
		             they have already thrown during the frame The non-offending team tallies 12 points
		             as if they had thrown 4 cornholes during the frame.

		IMPORTANT NOTE: 12 pts are NOT automatically added to the overall score
		 (scoreboard). The 12 pts are only used within this specific frame before cancellation.

		Example:                      Red has thrown 3 bags equaling 5 points to this point in the frame
				                            Blue has thrown 3 bags equaling 8 points to this point in the frame
				                            Blue accidentally reaches down and grabs the bags, The frame is over
				                            Blue’s remaining bag is declared dead and their previous points are tallied
				                            Red tallies 12 points for the frame, as if they had thrown 4 cornholes
				                            12 Red points – 8 Blue points
				                            Red scores 4 points for that frame

VIII.   OTHER GENERAL RULES
        A.   Game Time is Forfeit Time!

        B.     Forfeits will count as 1 ½ losses in the standings.

        C.     No games will be rescheduled, unless rained-out.

        D.     Start each game with a coin flip to decide which team pitches first.

        E.     Each team can substitute a player once per game.

  F.           Moving Cornhole Boards and Bags: A player can only straighten cornhole boards
		             in between frames and with the approval of their opponent.

  G.           Raking Cornhole Bags: If bags become piled inside the cornhole board hole and may
		             interfere or obstruct with the next pitch or if there is question as to whether a cornhole bag
		             would have naturally fallen through the hole, a player may request to “rake” the
		             cornhole bags that have fallen inside the hole. To request a rake, the player must audibly
		             ask. One or both players may walk to the other board and rake the bags from under
		             the board (one player raking and one player watching.)

		Important note: During raking, all efforts should be made to leave bags on the playing
		 surface undisrupted, in their natural state, and to leave bags that may hang on the
		 rim of the hole from falling inside the hole unnaturally. If a bag is resting on a piled bag,
		 and unavoidably falls into the hole as a result of raking, then it shall be counted as
		 a “cornhole.”

  H.           Sweeping Cornhole Bags: If a foul bag lands on the playing surface or comes
		             to rest touching the ground and the board, it must be removed immediately.
		             If a player pitches a foul bag which affects any bags in play, their opponent has the
		             option of returning all cornhole bags to their original position on the playing surface
		             or leaving all bags as they are.

IX.
             PLAYER CONDUCT
Cornhole

             A.   On the Courts: A cornhole player/team while in competition, shall make no disturbing
                  noises or movements that would distract the opponent or players on surrounding courts.
                  Other inappropriate behavior would include profanity, abusive language, obscene gestures,
           		     flipping bags, etc.

             B.          Sportsmanship: Any cornhole player who indulges in heckling or unfair rooting, uses
           		            profanity or abusive language, makes obscene gestures, or exhibits any other form of
           		            unsportsmanlike conduct toward other players, or others who are in the area of the courts,
           		            shall be subject to expulsion from the match and grounds.

             C.          Giving/Receiving Player Advice: It is legal for a teammate or spectator to provide advice on
           		            bag position and/or next pitch recommendation.

             D.          All players must conform to the City of Novato Parks and Recreation Department Adult
           		            Sports Code of Conduct, page 9.

             E.          Alcohol, Tobacco Products, and Illegal Controlled Substances:
           		            Illegal Controlled Substances are not permitted. Venue permitting, players may drink
           		            alcoholic/non-alcoholic beverages while playing, but drinks must be placed outside the live
           		            court area. Due to COVID restrictions no food or drink allowed in the court area, or
           		            any sports venue, besides water.

           X.     MISCELLANEOUS INFORMATION
                  A.    Insurance: Persons or players participating in activities sponsored by the Parks and
                        Recreation Department are not covered in any way for personal liability or property
                        damage. This means that players are competing in the leagues at their own risk and are
                        advised to obtain their own insurance as their personal needs may require.

                  B      League information, including schedules, rules, standings, blank rosters, blank add/drop forms,
                         and this manual are available on the City of Novato web site, novato.org/sports.

ADULT SPORTS CODE OF CONDUCT

                                                                                                                      Adult Sports Code of Conduct
A.      The manager/captain of each team shall be responsible for seeing that each member of his/her
        team is familiar with the following rules of conduct and will also be expected to see that all members
        of the team abide by this code during the season.

             ALL PARTICIPANTS ARE REQUIRED TO ABIDE BY THESE RULES OF CONDUCT.

        1.       No player shall refuse to abide by an official’s decision, threaten an official, use profanity, or
                 at any time lay a hand upon, push, shove or strike an Official.

     Penalty:    The official shall eject the player from the game and report the incident to the league office.
                 The player shall be automatically suspended until a final disposition by the league office.

        2.       No player shall demonstrate objection to an official’s decision by throwing any object that
                 an official judges to be dangerous.

     Penalty:    Same as Rule #1.

        3.       No player shall use unnecessary rough tactics against the body and person of another
                 player with the intention of causing injury; nor shall any player threaten, strike or push any
                 other player, spectator or scorer.

     Penalty:    Same as Rule #1.

        4.       No player or team member may be intoxicated immediately prior to or during a game. No
                 intoxicating substances shall be allowed on the playing court.

     Penalty:    All intoxicated players must be ejected and are subject to the conditions of Rule #1 if the
                 offense is flagrant. Intoxicating substances must be removed from the site
                 upon official warning and failure to obey this warning will result in an immediate forfeit.

        5.       Smoking/vaping is prohibited at all times by players and spectators in all sports venues.

     Penalty:    Officials are required to warn players guilty of infractions of this rule; failure of such players
                 to comply will result in immediate ejection.

        6.       Failure to wear a mask/face covering at any time: in the game, on the sidelines, or
                 anywhere at the sports venue. Masks/face coverings are required regardless of individuals
                 vaccination status.

     Penalty:    Officials are required to warn players guilty of infractions of this rule; failure of such players
                 to comply will result in immediate ejection.

        7.       The league office shall have the power and full discretion of imposing penalties on all
                 violations of the players’ code of conduct. For any violations not included in the said code,
                 the penalty shall be at the discretion of the league office.

        8.       If a player is ejected from a game, he or she is required to vacate the game site
                 immediately.

The novel coronavirus, COVID-19, has been declared a worldwide pandemic by the World Health Organization. COVID-19 is
extremely contagious and is believed to spread mainly through person-to-person contact. As a result, federal, state, and local
governments and federal and state health agencies recommend social distancing and have, in many locations, prohibited the
congregation of groups of people. Attendance at City Facilities and participation in City programs, classes, or events could increase
your risk of contracting COVID-19.

______ I have read and agree to comply with all guidelines and rules as stated in the City of Novato’s 2021 Adult Sports Manual.

                                                   COVID Liability Waiver
I acknowledge the contagious nature of COVID-19 and voluntarily assume the risk that I may be exposed to or infected by COVID-19
by attending City Facilities and/or participating in City programs, classes, or events and that such exposure or infection may result in
personal injury, illness, permanent disability, and/or death. I understand that the risk of becoming exposed to or infected by COVID-19
at the City may result from the actions, omissions, or negligence of myself and others, including, but not limited to, City employees,
volunteers, and program participants.

I voluntarily agree to assume all of the foregoing risks and accept sole responsibility for any injury (including, but not limited to, personal
injury, disability, and death), illness, damage, loss, claim, liability, or expense, of any kind, that I may experience or incur in connection
with my attendance at City Facilities and/or participation in City programs, classes, or events (“Claims”). I hereby release, covenant not
to sue, discharge, and hold harmless the City of Novato, its officers, employees, agents, and volunteers, from every and all Claims from
any person, including all liabilities, claims, actions, damages, costs or expenses of any kind arising out of or relating thereto. I understand
and agree that this release includes any Claims based on the actions, omissions, or negligence of the City of Novato, its employees,
agents, and volunteers, whether a COVID-19 infection occurs before, during, or after participation in any City of Novato program.

I ACKNOWLEDGE THAT I HAVE READ THE FOREGOING and that I am aware of the legal consequences of this agreement,
including that it prevents me from suing the City or its employees, agents, or officers if I am injured or damaged for any reason as a
result of participation in this activity. I further acknowledge that no oral representations, statements, or inducements have been made.

agreed to the terms. Registrations where the waiver/consent has been altered will not be processed.)

I realize that participation in this sport includes the possibility of injury to myself, fellow participants and nonparticipants. I have the
basic understanding and skills to participate in this sport.

In consideration for my and/or any of my family members’ participation in the City of Novato’s recreation program(s) that I wish to
register for, I voluntarily RELEASE the CITY OF NOVATO, CITY OF NOVATO SUCCESSOR AGENCY TO THE DISSOLVED
NOVATO REDEVELOPMENT AGENCY, CITY OF NOVATO PUBLIC FINANCE AUTHORITY AND THEIR RESPECTIVE
OFFICIALS, OFFICERS, AGENTS, EMPLOYEES AND VOLUNTEERS (hereinafter referred to as “RELEASEES”) from any and
all liability for injuries, illnesses (including COVID-19), or death or property damage to me and/or my family members resulting from,
arising out of, or in any way connected with my and/or any of my family members’ participation in the City of Novato’s recreation
program(s) or use of the RELEASEES’ facilities in connection with this/these program(s). I understand that this WAIVER and
RELEASE is applicable even though the negligent activities of the RELEASEES may have contributed to the injury or death or
property damage suffered by me or any of my family members participating in this/these program(s). I further agree to DEFEND,
INDEMNIFY and HOLD HARMLESS the RELEASEES from and against any and all liability, claims, causes of action, and/or losses
of any nature or kind (including litigation-related expenses such as attorney and expert witness fees) resulting from, or in connection
with, participation in this/these program(s) whether caused by any negligent act or omission of the RELEASEES.

I further understand that serious accidents may occur in the City of Novato recreation program(s) that I am registering for, that
participants in this/these program(s) may sustain mortal or serious personal injuries, and/or property damage, as a consequence of their
participation in this/these program(s). Knowing the risks of said event, nevertheless, I HEREBY AGREE TO ASSUME THOSE
RISKS AND TO RELEASE AND HOLD HARMLESS TO THE FULLEST EXTENT ALLOWED BY LAW ALL OF THOSE
PERSONS MENTIONED ABOVE WHO THROUGH PASSIVE OR ACTIVE NEGLIGENCE OR CARELESSNESS MIGHT
OTHERWISE BE LIABLE TO ME FOR DAMAGES.

It is further understood and agreed that this waiver, release, hold harmless and indemnification agreement is to be binding on me, any
of my participating family members, and all of our heirs, representatives, and assigns.

I hereby authorize qualified physicians to render medical treatment or care that they may deem necessary for me or my family
members in case of illness or accident during such program(s). In the event of injury of a child participant, and if a parent cannot be
reached, the Novato Fire District will be contacted to transport the injured to:

☐ Novato Community Hospital or                ☐ Kaiser Permanente
(Please check one. If none are checked, the injured will automatically be transported to Novato Community Hospital.)

I understand and agree that photographs may be taken of participants during recreation programs and by my signature below am
giving my permission for photographs of me and/or my child(ren) participating in the program to be used and reproduced by the City
of Novato for such purposes as display in advertisements and promotions in City and recreation program publications, brochures, and
on the City’s website.

By my signature below, I signify that I have read, understand, and voluntarily agree to be bound by each of the terms stated
above.
