STATE OF OREGON ELECTION DATES The Oregon State Legislature determines when elections will be held for state, county, city and special district elections, including school districts. An election for a local option tax may be held on any election date. Elections approving a tax levy require a “double majority” with at least a 50% voter turnout and 50% voter approval in the district. The “double majority” is not required at a May or November election. There are 4 regularly scheduled elections at the local level each year. A jurisdiction may or may not need to hold an election on those dates. There are two regularly scheduled statewide elections in every even-numbered year – the Primary Election in May and the General Election in November. MARCH Second Tuesday each year. MAY Third Tuesday each year: • Primary Election in even-numbered year. Major political party candidates are nominated for offices to be filled at the general election. • Election of candidates for school boards and special districts each odd-numbered year. SEPT Third Tuesday each year: NOV First Tuesday after the first Monday in November: • General Election held in even-numbered year. Election of partisan and non-partisan state, county and city officials. Provisions are made in the Oregon statutes for special emergency election dates other than those specified. The legislature may choose to call a special election at any time. 1

REGISTERING TO VOTE To vote in Oregon you must be registered in the county where you live. You can register to vote if you are a resident of Oregon, a US citizen and will be 18 years old by Election Day. (A qualified person who is at least 16 years of age may register to vote but may not vote in an election until the person attains the age of 18 years). You may register online at www.oregonvotes.gov, by mail or at county elections offices and at the DMV. Voter registration cards are available at county elections offices, post offices, Dept. of Motor Vehicles, city halls, county libraries, or online at www. oregonvotes.gov. • You are required to furnish your full name, date of birth, signature, and residence address (and mailing address, if different than your residence address). Your residence address must be the address where you reside – not a post office box.You will be asked your political party preference. • Individuals registering to vote in federal elections are required to provide identifying information with their voter registration card. (Identifying information requirements are listed on the voter registration card). First-time registration in Oregon is required 21 days before an election. Postmarks are accepted. • If you are currently registered to vote in Oregon, you can update your voter registration through Election Day for a name or address change. • Change of political party is required 21 days before the Primary Election (May of even-numbered years). POSTMARKS ARE NOT ACCEPTED. Voters may register in a party or may register as “not a member of a party”. Non-party-affiliated voters will receive ballots for issues and non-partisan candidates at the Primary Election; however, they are eligible to vote for party candidates in the General Election. VOTE BY MAIL Elections in Oregon are conducted by mail. Ballots are mailed to registered voters 20 days before an election. The post office will not forward your ballot. Voters have a choice of mailing their ballot or returning it to any designated drop site in the state. The voted ballot must be received by 8:00 p.m. on election night. POSTMARKS DO NOT COUNT!!! COMMUNICATING WITH PUBLIC OFFICIALS A brief statement of what you think, and why, will most clearly convey your views on any issue. Possibilities for presenting your ideas: IN PERSON You can arrange an appointment during regular hours. Meetings of governmental bodies are open to the public, including all work sessions, but excluding executive sessions. There are opportunities to speak at almost all meetings. BY PHONE, e-mail OR FAX Brief calls at reasonable hours will be most effective. Message phones are often available for voicing your opinion. Officials have e-mail or fax lines available, although e-mails are often overwhelming. A hard-copy letter or FAX is recommended, unless time is of the essence. BY LETTER An effective letter will: • Refer to only one issue per letter; • Identify a bill by proper name, content, or number; • State your personal position and give reasons for it; • Arrive when the issue is current. Accessing legislation is most effectively accomplished by logging on to Websites through the internet. In addition to your own personal computer, the internet is available through local community colleges, libraries and cyber cafes. 27
