FINAL REVIEW - January 27, 202 Project Revie A Architecture Comment 1. The roof of the crow’s nest has been modi ed from a gable to a shed roof form, based on the DRB’s comments from the Sketch Plan Review. Staff believes that this is a positive change and consistent with the direction from the DRB 2. The applicant has indicated that they are still working on the proposed dog run. Based on that issue, staff recommends that the current design for the dog run not be approved with this application and should return to the DRB for review of the dog run. 3. The applicant has provided a materials and color board. At the Sketch Plan review, the DRB indicated their concern about the stone color and lay-up and its consistency with the Design Guidelines, which state: 3.5.1 STONE Design Considerations • All buildings shall include stone. No less than 35% of exterior wall surfaces shall be stone. “Exterior wall surfaces” include all exterior walls of a building with the exception of chimneys. All chimneys must be stone, or a combination of stone and metal. The stone applied to the chimneys shall count toward satisfying the minimum 35% requirement. • In order to visually tie a building to its site, stone should be used around the base of all buildings (with the exception of copper referred to in Section 3.5 above), however, care should be taken to avoid the appearance of a standard height “wainscot” surrounding the entire building. • Appropriate stone materials include stone indigenous to the area, or stone indigenous to the Rocky Mountain region. River rock is not permitted. • Stone should be laid in an informal horizontal coursing to emphasize structural appearance, with deep rake mortar joints. Stone should have an irregular rectangular shape and larger pieces should generally be laid below smaller pieces. Or, if stone is not laid horizontally, the appearance of the stone must meet the structural design character of the home. • Other complementary stone may be used in order to add accent and variety to a building. Stone may be blended. Applications of complementary stone include lintels, band courses, wall caps or complementary stone integrated with the primary stone materials. • Stone should appear structural, not as a veneer. Arches in stone must include voussoirs or similar structural detailing. Staff recommends that the DRB provide guidance on the proposed stone, and recommends a condition noting that nal material approvals is to occur based on a mock-up per the Design Guidelines. B. Site Plan and Landscape Plan Comment 1. The site plan indicates that the access to the home, which is via a portion of Juniper Ridge Road right-of-way. This needs to be reviewed and approved by the CVC Metro District and memorialized in an encroachment agreement (link: https://mpgvail.com/ Page 2 of 14 . w s fi 1 s fi .

The plans have been provided to Marcin Engineering for review of any additional impacts to CVC rights-of-way. Any additional comments provided following Final Plan approval shall be addressed prior to Technical Review Submittal 3. The site is has a “High Wild re Rating.” The wild re offset shall be indicated on the landscape plan and all plantings shall comply with Eagle County requirements. 4. The applicant has indicated a small pond water feature on the landscape plan. Little detail is provided on the design of the pond or on the drain line indicated on the plans. Staff recommends additional detail be provided prior to Technical Plan approval. As an alternative, the pond could be removed from the plans and a separate application submitted at a later date once additional design work has been completed. 5. Per the direction of the DRB from the Sketch Plan Review, the additional parking space adjacent to the garage has been removed. Staff believes this is a positive change and is consistent with the direction from the DRB. However, there are still signi cant retaining walls located outside the building envelope along the west of the garage, which the DRB was concerned about at the Sketch Plan review. Staff recommends that the DRB provide guidance to the applicant about this area. 6. The wall adjacent to the garage is approximately 6 ft. in height. All retaining walls over 4 ft. are required to be stamped by a P.E. A stamped retaining wall detail shall be provided for Technical Review. 7. Plantings indicated on the landscape plan to screen the electrical utility box are subject to standards and regulations of the utility holders. These plantings are shown off property within the Metro District’s right-of-way. The applicant will need to obtain approval of these plantings from the Metro District (included in the encroachment agreement) and comply with utility provider requirements both of which can be con rmed at Technical Review. 8. The address marker location and design shall be provided at Technical Plan Review. 9. Some retaining walls and a small area of roof overhang are located outside of the building envelope. The applicant has submitted for a Deviation from the Design Guidelines to allow for these improvements for Final Plan Review. Staff believes the deviations are reasonable and consistent with the Design Guidelines, though concerns are noted about the walls to the west of the garage. The DRB must make the following ndings to approve a deviation a) The proposed encroachment does not affect views from surrounding homesites b) The proposed encroachment does not substantially reduce the distance between homesites on lots c) The proposed encroachment allows for a more sensitive design solution by minimizing site grading, the loss of mature vegetation, and/or other considerations, an d) The proposed encroachment will allow for a design that is consistent with the overall design philosophy and design style for the Cordillera Valley Club C. Public notice to adjacent properties was provided on January 14, 2021. Questions and comments were received by the Jim O’Neill who owns the adjacent property at 140 Juniper Ridge / F1 L4. The O’Neills are primarily concerned about the pond, drainage impacts of the pond on their property, and ensuring that the erosion control fencing is maintained throughout the construction project. All: Between what Allison explained and Pavan provided below, we are now con dent the silt and construc on barrier will properly protect our property from any debris, dirt or silt ow from the construc on site. Regarding the boulder wall, given the steepness of the grade from the boulder wall to our home, I am sure you understand our concern that these boulders be properly retained to prevent any damage to our home. It sure sounds like the construc on team is well posi oned to provide the needed integrity given what Pavan provided below. I will defer to the CVC DRB to provide any further assessment and approval of the boulder walls. On the pond, I am likewise sure you understand our concerns. I appreciate that the Veits have built many of these before. I will defer to the CVC DRB on how, when and in what stages the pond construc on will be evaluated and approved while keeping in mind our concerns. Feel free to contact us if anyone wants to discuss this further but we are comfortable with the informa on to date and the CVC DRB process going forward. It looks like it is going to be a busy summer in the cul-de-sac. The Dominguez home will likely have some ongoing work, the build of the Veit home on Lot 5, possible development of Lot 3 on the other side of us and we plan to have a new roof installed. Again, we really appreciate the transparency from everyone on this and we truly look forward to mee ng Andrew and Amanda and watch their home come to reality in 2021. I have copied the whole team here so that we can all be aware of your concerns. I believe Allison spoke to you about the silt/erosion fencing and boulder retaining walls, and hopefully reassured you that Claes Holm is a great builder and works to industry standard and details supplied by the landscape architect. I have worked with him on many houses, and he is very fas dious, and works with a great pool of sub-contractors. The boulder retaining walls are all 4’ or less, so they’re not required by the building department to be engineered, but they will be constructed with adequate drainage, lay back and back span to be structurally solid. The pond will be constructed in spring of 2022, when the project will be nearing comple on and landscaping will be installed. The owner, Andrew Veit, will be building the pond (with subs installing the liner, boulders, and plumbing). He has built several pond/water features and is knowledgeable about systems. He will likely be using a company that will spray a poly-urea lining, which is used o en in commercial applica ons. The pond will be self contained, and he noted that what is described on the plans as a 4” drain line would actually be a 4” lter clean out. One of the ponds he built is at their current house in East Vail- I imagine he could send photos and a descrip on if you’d like. Please feel free to reach out if you want to discuss any details or if you have further ques ons or concerns. 1) We would like con rma on the construc on Silt Fence and other erosion barriers being put up during construc on are adequate and far enough away from the property line to prevent erosion piling up on our property. The plans currently are not exactly clear where these barrier will be installed. 2) The pond/water feature on the plans appears to be for reference only since it states the owners plan to install this a er construc on - at least that is how we read it. Also, the pond/water feature has a 4” drainage pipe coming out of it. We are concerned about the following regarding this pond/ water feature: a) How will this pond/water feature be approved - now or in the future given it appears it will be installed at a later date? b) How can we be assured the pond/water feature is properly sealed so that it does not leak into the ground and create water or erosion problems for us down the hill from it? c) How can we be assured the 4” drainage pipe does not drain onto our property? 3) The stone walls they have in the backyard are ne and look nice. Our concern is proper construc on such that they cannot come loose and roll down the hill onto our property/house. Will this wall be constructed such that reten on is proper, adequate and con rmed via inspec on? If you need anything else from else on these topics, please let us know. SKETCH REVIEW - September 23, 202 Project Revie A Architecture Comment 1. Roof pitches are generally 1.5:12 for the primary roof forms, and .25:12 for the at sod roof. The roof over the entry is at and proposed as membrane with gravel ballast. The proposed primary roo ng material is standing seam metal. The roof pitches are relatively at but the DRB has approved similar roof pitches previously. Due to the location of this lot with little ability to view the roof forms from above, staff believes the roof pitches are appropriate in this location. The roof is additive in nature, with a combination of primary and secondary roof forms. The DRB should provide the applicant with guidance on the roof materials and elements. The Guidelines state 3.4 ROOF Objective • Roofs must be comprised of relatively simple forms with clean connections • To reflect the additive nature of the architecture of the American West, homes should be comprised of a combination of primary and secondary roof forms Roofs are the most prominent visual element of homes at the Cordillera Valley Club. This is particularly true due to the visibility of homesites from the golf course and the rolling terrain that characterizes much of the community. In order to ensure visual coherence throughout the Cordillera Valley Club, all roofs should be comprised of relatively simple forms and should utilize similar materials and colors that integrate the buildings with the site and surrounding area. Design Considerations • Large continuous roof planes must be avoided. Smaller segmented roof forms consistent with the additive form of the home, or a composition of primary and secondary roof forms shall be used. • Roof forms shall be limited to low-pitched gable, shed, or double-pitch roofs in the range of 4:12 to 8:12. 3:12 roofs may be allowed, as well as other roof forms, such as curved roofs or flat roofs, at the discretion of the DRB. • Deep roof overhangs are encouraged in order to provide shade, particularly at southern elevations, and add interest to building elevations. Primary roof overhangs shall be a minimum of two feet (2’), where as secondary roof overhangs may be eighteen inches (18”) minimum upon discretion of the DRB. Roof Materials • Appropriate materials for primary roof forms include cedar shakes (treated class B rating), synthetic fire-rated shakes, and slate. Roof materials should be predominantly grey or brown in color and be compatible with the colors of the main residence. Homesites with a high wildfire rating must use class A rated roofing materials. • In addition to the materials listed above, appropriate materials for secondary roofs also include corten steel, terned metal and copper. The limited use of these materials is appropriate because of their natural patina. Owners may be required to treat corten steel, terned metal and copper roofs in order to accelerate the natural weathering process, if at the discretion of the DRB the Page 10 of 14 . natural weathering process has not adequately dulled the finish of the roof within six months after installation. • Flashing and gutter materials must be consistent with the metal roof systems. • Prohibited roof materials include: ‣ Glazed tiles ‣ Ceramic tiles ‣ Asphalt or fiberglass shingles 2. The proposed residences appears to comply with the maximum height limitation of 35 ft. However, for Final Plan Review, the roof height plan shall re ect both existing and proposed grades, and all roof ridge and eave heights shall be noted so staff can verify the height calculations. 3. Though not dimensioned on the plans, the window trim does not appear to be very thick and the minimum is 2” members. The DRB should provide the applicant with guidance on the window trim. The Design Guidelines state: • Windows and doors in stone mass walls shall be deeply recessed (six to eight inches) or be trimmed in profiled wood (minimum 2” members) in order to provide interest and relief to building elevations. • The use of timber or stone lintels and sills that are proud of the adjacent material is encouraged. • True divided light windows are the most appropriate to the design style of the Cordillera Valley Club and must be incorporated in a consistent pattern throughout the home. Snap-in grids systems are not permitted. In order to maintain a smaller scale, large window openings shall be composed of smaller panes of glass. • Window casing shall be wood with natural, stained or clad finish. • Window and door trim should be selected in concert with other building materials, and be no smaller than two inch (2”) members. • Windows of unusual shapes and sizes, and the use of colored, reflective or mirrored glass are not permitted. 4. The Design Guidelines encourage the use of front porches as a welcoming entry in to the home. The entry to the proposed home is relatively understated. The DRB should provide the applicant with guidance on the front porch and entry to the home. The Design Guidelines state: 3 . 10 E N T RYWAYS/ PO R CHES Objectives • To provide a sense of entry to the home, entry porches are required • All porches shall be an integral part of the overall design All homes shall have a welcoming, inviting entry designed to enhance the overall look of the structure and break up the verticality of its facades. The entry defines a place of gathering and receiving. The entry and front porch can be an opportunity to add individual creative expression, or a signature architectural statement, to the home. Design Considerations • Porches must be constructed of materials that complement the materials on the home. • The use of expressed structure, such as exposed rafter tails, lookout beams and knee braces are required. • Porch roofs should be different, in pitch and materials, from the adjacent roof planes. • Wrap-around porches are encouraged. B. Site Plan and Landscape Plan Comment 1. The site is has a “High Wild re Rating.” The wild re offset shall be indicated on the landscape plan and all plantings shall comply with Eagle County requirements. Staff recommends that prior to Final Plan Review, the applicant ensure that Eagle County accepts this landscape plan. Any revisions requested by Eagle County shall be re ected on the landscape plan for Final Plan Review 2. The additional parking space adjacent to the garage seems forced and creates retaining walls that do not appear to respond well to grade. This area should be reconsidered as there is more than adequate over ow parking area in the autocourt. When possible, pavement area should be minimized 3. The landscape plan indicates an 8 ft. retaining wall adjacent to the garage. Other plans indicate this wall as a 6 ft. wall. Maximum height of retaining walls is 6 ft. All plans need to be coordinated to accurately re ect site grading and retaining walls. 4. For Final Plan Review, additional detail needs to be provided on the retaining walls. Some are called out as boulder retaining walls and others do not have materials called out. Any wall over 4 ft. shall be designed and stamped by a licensed engineer. 5. For Final Plan Review, additional detail should be provided on the landscape plan, including calling out all proposed tree species. 6. For Final Plan Review, the address marker location and design shall be provided at Final Plan Review. 7. Some retaining walls and a small area of roof overhang are located outside of the building envelope. The applicant will be required to submit for a Deviation from the Design Guidelines to allow for these improvements for Final Plan Review. Staff Recommendatio Staff recommends approval of the Sketch Plan for the Veit Residence, subject to the following conditions 1. The applicant shall address the comments provided in this staff memorandum and any DRB comments prior to a Final Plan Review submittal. E DRB Deliberatio DRB members Jeff Townsend, Michael Current, and Bobby Ladd were present. Steve McKeever was absent. Pavan Krueger, Architect and Amanda and Andrew Veit, owners were present. Pavan introduced some of the goals of the project, including to keep the living spaces on one level. The owners love the idea of indoor/outdoor living. They were also wanting low maintenance materials. Jeff stated that it would be bene cial to have Eagle County review the landscape plan for compliance with the wild re regulations. It could change a lot of the landscape plan. He stated he was ok with eliminating either the stone or wood on the north elevation as not visible. He was ne with no trim for windows in steel wall forms. He was concerned about the walls adjacent to the garage as it was a signi cant structural wall outside the building envelope. The upper wall should at least be a boulder wall Michael said he was ne with the low roof pitches. He was more concerned about the gable roof on the crows nest and thought it was odd that it was not a shed roof. He was also ok with no trim on windows in steel wall forms, but more concerned with corner trim and corner window details. He wanted additional information on the dog run and any proposed fencing. He was also concerned about the retaining walls at the west side of the garage. He stated he was nervous about white stone. He thought the exterior stair needed structure at base. He was good with the entry and stated that everything was looking nice. Bobby stated that he was concerned about the retaining walls adjacent to the garage. It is a lot of disturbance and likely not the best location for a parking space. He was also ok with looking at a shed roof on the crows nest. The gable form is not integrated with the architecture. He liked the north/south stone wall concept and wanted to see it carried throughout the project more. The dog run needs more information.
