Brief information on the project In February 2021, the Democratic Republic of Congo’s president Félix Tshesekedi was elected Chairperson of the African Union by the Assembly of Heads of State and Government for a one-year term. He takes over the Chairship from President Cyril Ramaphosa of the Republic of South Africa. Liaison will be needed between the DRC’s government, the AU, the EU and Germany to advance SDG7 in Africa. Moreover, it will be the responsibility of the DRC’s government to implement and prepare the activities and policies for the upcoming 2021 AU-EU Summit. Form 41-13-3 1
b. Context The Africa-EU Energy Partnership (AEEP) was launched by African and European Heads of State in 2007 at the AU-EU Summit in Lisbon. A central partnership of the Joint Africa-EU Strategy, the AEEP is the key political platform through which both continents work together on energy. The overall aim of the AEEP is to facilitate the achievement of universal access to affordable, sustainable and modern energy in Africa, including in rural areas, as a necessity and as a pre-requisite to generating inclusive development and jobs. Since it was established in 2007, the AEEP’s mandate and activities have evolved to reflect the changing landscape in which it works. Both continents’ commitment to energy and the partnership remain strong, as was most recently confirmed at the 5th AU-EU Summit, held in Abidjan in November 2017. One mandate of the AEEP is to support the African Union Commission in the field of energy. In 2021, the Democratic Republic of Congo became chair of the African Union and can initiate continental policies on energy. It will be the responsibility of the DRC’s government to prepare for the 6th AU-EU Summit in October 2021. To liaise with the DRC’s government and between departments of the DRCS Government during DRC´s Chairing of the Africa Union, the Secretariat is looking for a consultant. c. GIZ shall hire the contractor for the anticipated contract term, from 16.08.2021 to 31.05.2022 d. The contractor shall provide the following service: Liaise between the AEEP, the Democratic Republic of Congo’s Government and between relevant Ministries in the DRC’s government on the subject of continental energy and development. Support the Secretariat of the Africa-EU Energy Partnership during the DRC’s chair at side-events and in liaison with the DRC’s Government, the African Union Commission and other AEEP Steering Group members (incl. digital formats). Liaise with the Democratic Republic of Congo’s Government and between DRC’s Government Ministries post the AU and AU-EU Summit to ensure initial implementation of any Summit resolutions and in preparation of the AU-EU Summit. Address and liaise on DRC political messages as AU chair regarding energy (see Annex 1). Ensure continuity and a smooth and complete handover to the Consultant appointed to lead political liaison during the chairing of the AU by the next member state. Produce a report (max. 6 pages) that outlines DRC’s achievements and concrete steps taken in the field of energy serving as chair of the AU. The report shall highlight how the consultant supported this process and raise challenges as well as lessons learnt. 2

There is no contractual right to use up the full days/travel or workshops or budgets. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price sheet. Note: If restrictions are introduced to combat coronavirus/COVID-19 (restrictions on air travel and travel in general, entry restrictions, quarantine measures, etc.), GIZ and the contractor are obliged to make adjustments to their contractual services to reflect the changed circumstances on the basis of good faith; this may involve changes to the service delivery period, the services to be delivered and, if necessary, to the remuneration. Annex 2.1 DRC Messaging as AU Chair 1. Reiterate the DRC’s commitment to the success of the Grand Inga project and reassure member states that the DRC is making a concerted effort to conclude development agreements with credible developers. 2. Highlight the criticality of “crowding in” private sector financing through innovative financing structures in order to optimize the funding available for a project of this magnitude. The project is being spearheaded by Fortescue Australia who will develop power generation and downstream industry components. Note that discussions between the DRC, Fortescue and the Sino-Spanish consortium are ongoing to ensure efficient development of Grand Inga is not delayed further. 3. Underscore that by bringing large demand for energy, Fortescue will ensure the project is not stalled by lack of off-take and is delivered and operated rapidly and efficiently. 4. Reiterate DRC’s commitment to honor the treaty with South Africa and trade electricity with other African countries. 5. Acknowledge the financing gap for transmission lines essential for regional trade and continental electrification. Stress that the focus of the AfDB & AU’s support should be on developing this infrastructure. Welcome the AfDB’s commitment (as 4
Africa’s Development Bank) openness to engage at the highest level of the Vice President and President of the Bank 6. Acknowledge support from the AUC, AUDA-NEPAD, AU High Representative for Infrastructure Development in Africa and the need for multi stakeholder approach to addressing the challenges the project may be facing at regional and continental level. 7. Outline priorities for DRC’s chairmanship which may include proposal to set up a Presidential Committee drawn from the five power pool regions on the continent to define and address key issues that need to be addressed at regional & continental level and establishment of multi-stakeholders taskforce which includes the DRC, AUC, AUDA-NEPAD, AfDB, AU High rep on Infrastructure, power pools to make recommendations to the Presidential Committee on how these can be addressed. 8. Acknowledge support from external Partners like the European Union, Germany, Australia, World Bank and others in the partnership with the AU institutions on the Program for Infrastructure Development in Africa and the Continental Power Generation and Transmision Masterplan. 5
