The significance of the construction of the Second track Divača – Koper railway line 1. Rapidly growing demand for transportation of freight between Port of Koper and hinterland countries along with severe capacity constraints on the existing single railway track Divača – Koper necessitate construction of an additional railway line on this section. 2. The building of the Second track Divača – Koper railway line is the flagship logistic project in Slovenia. 3. Second Track Project will connect the port of Koper with the town of Divača and eliminate an important bottleneck of the core Mediterranean and Baltic-Adriatic TEN-T corridors. 4. The Second Track is vital for positioning of Slovenia as a key European transit country as well as for increasing competitiveness of rail transport compared to environmentally and operationally costly road traffic. 5. In addition in 2017 the Government initiated activities to amend the project scope and allow for construction of service tubes for tunnels T1, T2 and T8 in full diameter to enable the building of the additional railway track in parallel with the new railway track and to eventually remove the 45 km long outdated track.

Key objectives of the project
Key Milestones of the project – part one 1. The 2TDK company was established by the Government of Republic of Slovenia on 31 March 2016. 2. The building permit for the entire project was issued on 31 March 2016. 3. Act regulating the investment of the second railway track from Divača to Koper (ZIUGDT) entered into force on 21 July 2018. 4. By decision, the Ministry of the Environment and Spatial Planning has amended the building permit of 31 March 2016 on 6 August 2018 and 2TDK became holder of the building permit. 5. The Government of the RS approved payment of the first part of company's share capital in the amount of EUR 20 mio on 30 August 2018. 6. The transfer of the investment from DRSI to 2TDK was completed in November 2018. 7. Investment programme was adopted by the general Meeting of the Company (the Government of the RS) on 24 January 2019 (required by national legislation; prepared by Deloitte, the 2TDK‘s financial adviser).
Key Milestones of the project – part two 8. The Concession Act was adopted on 4 April 2019. 9. The Concession Agreement between 2TDK and the Government of the Republic of Slovenia was signed on 9 Mai 2019. The concession for the second track is awarded for 45 years from the conclusion of the concession contract. 10. The Service level agreement (SLA) is currently being in the process of preparation and harmonisation between relevant stakeholders. We believe, that it will be signed in June 2019. 11. All the implementing regulations, related to the special revenues, based on Act were adopted: In order to cover financial obligations of the 2TDK, the Act is introducing higher charges for the use of railway (payed to the 2TDK from the SŽ-Infrastruktura) and availability payment payed to the 2TDK from the state budget (sources for the availability payment are highway mark-up and port tax).
Current state of the project - preparatory works in progress 1. Geological, geotechnical and hydrogeological surveys: - on-site investigations for additional geological, geotechnical and hydrogeological surveys completed. - no additional risk identified. - monitoring until September 2019. 2. Archaeological surveys: - works started in November 2018, after implementation of sheltering of the areas of the archaeological excavations and are well in progress. 3. Executive design: - the tender was published in November 2018; - It is envisaged, that the contract will be signed on 10 June 2019.
Current state of the project - preparatory works in progress 4. Access roads - contract signed on 15 December 2017 (vaule EUR 14,48 mio). - the contractor was introduced into the work in 25 January 2019. - works are in progress according to the timeline. 5. Construction of structures for bridging Glinščica Valley - the public tender was published on March 2019 (design&build). - the deadline for the submision of tender proposals was 10 Mai 2019. - 2TDK received three binding offers that are currently being in the process of evaluation. - start of works (executive design) is predicted in July 2019.
