Formica, Village Manager PURPOSE AND ACTION REQUESTED: Staff requests consideration of a Resolution authorizing renewal of the Village’s membership in Chicago’s North Shore Convention and Visitors Bureau (CNSCVB) for the period of July 1, 2021 to June 30, 2022. BACKGROUND: The Chicago’s North Shore Convention and Visitors Bureau is a State of Illinois-certified tourism bureau which is charged with promoting its member communities - Evanston, Glencoe, Glenview, Northbrook, Northfield, Prospect Heights, Skokie, Wheeling, and Winnetka – and receives State of Illinois matching grant funds in order to do so. The Bureau directs programming toward group tour planners and corporate meeting planners, as well as individual visitors, with a focus on putting “heads in beds” in North Shore area hotels and encouraging spending at area restaurants, retailers, and attractions. During the COVID pandemic, the Bureau has focused on marketing and promotion of the local restaurants and destinations (see Attachment 2) as the hotel bookings decreased by as much as 80% in 2020 due to limited business and pleasure travel. The Village’s membership in CNSCVB was initiated in 2008 in response to requests from Glenview hotels to establish a relationship with a Bureau so that they could receive marketing services. Glenview hotels, retail businesses, restaurants, events, and Park District facilities are regularly featured in promotions and tours created and paid for by the CNSCVB. Events are promoted to the more than 13,000 North Shore e- newsletter subscribers, as well as lists purchased annually from multiple zip codes which best match the targeted demographics for North Shore visitors. The CNSCVB additionally has a strong social media presence including weekly outreach which captures 187,000 views from followers via Facebook, Twitter, Instagram, YouTube, and Pinterest. This scope of exposure is best achieved by working regionally with neighboring communities and combining municipal contributions with State of Illinois matching grants to fund an aggressive sales and marketing program. A total of 89 Glenview businesses and facilities (up from 66 last year) are current members, each paying their own membership dues. Membership dues for smaller businesses are in the $200-$300/year range, and dues for the hotels are calculated based upon the number of rooms at $25/room per year. 1
Membership Details: Membership dues for each CNSCVB member municipality are calculated at the point of entry into the Bureau, based upon the number of hotel rooms in a community. Glenview’s membership dues were set at $62,900 in FY2008, remained the same for 10 years, and were increased in 2018 to $66,821. In 2020, due to the Coronavirus pandemic, the Bureau discounted the annual membership by 50% to provide economic relief during the unprecedented time. The Bureau will return to the regular annual membership rates in 2022. Staff has and will budget $66,821 to cover the July 2021–June 2022 Glenview membership dues. Municipal membership in CNSCVB is a prerequisite in order for the hotels, restaurants, retailers, or attractions within those municipalities to become members and thereby receive the CNSCVB services. A 5% Hotel and Motel Tax on Glenview operators has been in effect since 1985. In order to offset the CNSCVB membership dues and generate additional revenue, the Village raised the Hotel and Motel Tax in 2008 by 1% (to 6%). The 1% increase currently generates an amount consistent with the original intent, which covers the annual CNSCVB membership dues, in additional to generating additional revenue. Historically, the Village uses revenues generated from local hotel taxes to pay annual membership dues in the CNSCVB. RESOLUTION NO. ______ WHEREAS, the Village of Glenview (the “Village”), is a home rule municipality located in Cook County, Illinois; WHEREAS, the corporate authorities have previously approved and executed a Membership Agreement by and between the Village and Chicago’s North Shore Convention & Visitors Bureau (“CNSCVB”); and WHEREAS, the corporate authorities have determined that it is in the public interest to renew the Village’s membership with CNSCVB as a full municipal member for the next annual term which ends June 30, 2022. NOW, THEREFORE, BE IT RESOLVED, by the President and Board of Trustees of the Village, as follows: That the President and Village Clerk are authorized to execute such documents as may be required for a renewal of the municipal membership in CNSCVB in the amount of $66,821.00 for the term July 1, 2021 – June 30, 2022. Mission Chicago’s North Shore Convention and Visitors Bureau (CNSCVB) is one of 38 local convention and visitors bureaus certified by the Illinois Department of Commerce and Economic Opportunity’s Office of Tourism. Our mission is to strengthen the positive awareness of our service area, Chicago’s North Shore, as a business, meeting, event and visitor destination. Our staff of six administers aggressive sales and marketing programs to highlight the hotels, restaurants, attractions and retail businesses of Glenview and Chicago’s North Shore. 5
Public/Private Partnership The source of over half of the Bureau’s annual budget comes from the State of Illinois. The other half is derived from our local member communities: Evanston, Glenview, Winnetka, Wheeling, Prospect Heights, Northbrook, Skokie, Glencoe and Northfield –as well as our private sector business members via membership and advertising and sponsorships. 6
Chicago Area Convention and Visitor Bureaus This map represents the certified convention and visitors bureaus in the Chicagoland area. Almost every hotel within the Chicagoland region is afforded state and local hotel tax dollars sales and marketing support through their local bureau. 7
Addressing Covid-19 Covid-19 mitigations and restriction had a devasting impact on our hotels, restaurants, attractions and retailers. The bureau was fortunate to use its resources to create local programming to help our businesses survive. 8
Addressing Covid-19 Produced Zoom meetings to help member businesses with Covid relief funding and recovery forecasting and assisting individual businesses with their applications. Zoom topics included: • Accessing PPP • Applying for Business Interruption Grants • EIDL and EITC opportunities • Navigating each Phase of the Illinois Recovery Plan • Advocating for relief legislations (cocktails to go, etc.) 10
Paid Social Media Businesses applied for Covid relief loans, had tax collections delayed and many other remediations. However, they needed customers to Purchase their goods and services and had no marketing budgets. We were an important outlet for paid and targeting digital advertising. 11
Hotels and Covid-19 With travel bans and stay-at-home orders, hotels were devastated. Many who rely on group business (conferences, meetings, events and business travel) took the brunt of the hit. The bureau worked with the hotels to update visitors on health and safety protocols for each hotel and contracted with Threshold 360 which allowed planners and visitors to tour Glenview hotels virtually for future planning. 12
