INTRODUCTION ED-CEO • The following presentation will outline for the Council each Board Committee and Subcommittees focus areas to be accomplished during the calendar year 2021. • The focus areas are all aligned with the Agency’s mission and regional strategic plan adopted by the Board of Directors. 5-5
COMMITTEES AND SUBCOMMITTEES • NOACA as an MPO is directly responsible for making sure federal and state dollars spent on existing and future transportation projects and programs are based on a continuing, cooperative and comprehensive transportation planning process. • Committed to meaningful public engagement throughout this process as well as responsible for establishing priorities to meet short-term (next 5 years) and long-term (20+ years) multi-modal transportation needs 5-5

BACKGROUND EXECUTIVE COMMITTEE • This committee provides advice to the Executive Director and staff, reviews agency policy documents, approves Board agendas, and carries out specific responsibilities as delegated by the Board of Directors. • Other standing committees present items for Board discussion or approval to the Executive Committee for placement on the agenda 5-5
BACKGROUND GOVERNANCE COMMITTEE The Governance Committee oversees the Code of Regulations, and evaluates and makes recommendations • Nominates officers of the Board of Directors for the upcoming year and conducts the election of those officers • Creates and implements an orientation program for new directors • Monitors the procedure by which Directors annually identify and report conflicts of interest • Reviews and recommends proposed revisions to the Code of Regulations, as necessary 5-5

BACKGROUND POLICY COMMITTEE • The Committee develops recommendations for implementing policies with regard to transportation, water quality and air quality efforts • Develop new policies as well as evaluate and modify existing policies to facilitate decision making at all levels. • Monitor and adjust policies for consistency and compatibility across agency processes • Review NOACA policies for conformance to state and federal law, rigorous ethical standards and good management standards • Monitor NOACA’s planning activities and practices for consistency with Agency policies 5-5

BACKGROUND FINANCE AND AUDIT COMMITTEE • The Finance and Audit Committee will aid in ensuring that the agency follows sound financial planning, accounting, and administrative practices • Selection of outside auditors • Review and evaluate the Agency’s accounting and financial controls • Provide general financial oversight for the Agency • Report annually to the Board of Directors on the results of the audit 5-5

BACKGROUND PLANNING AND PROGRAMMING • Develop recommendations for implementing policies with regard to transportation, water quality and air quality efforts, as well as advance the agency’s efforts regarding the safe and efficient travel of all modes of transportation • Administer the Regional Transportation Investment Policy • Recommend projects for inclusion in the Long-Range Transportation Plan, Transportation Improvement Program (TIP) and Annual Priority List. • Recommend approaches for implementation of the agency’s transportation programs and activities • Monitor NOACA controlled funds to ensure the efficient use of resources • Evaluate procedures for continued improvement and streamlining • Monitor performance of the region’s transportation system • Develop a comprehensive regional approach to environmental concerns 5-5

BACKGROUND EXTERNAL AFFAIRSCOMMITTEE • The External Committee assists the Agency with its relationships with various government agencies and subdivisions, the media and general public. • Guide the development of local, state and federal legislative agendas for consideration by the Board of Directors • Develop an up to date, state of the art public Interaction Policy (PIP) that includes effective approaches to engage and inform locally elected officials, local, state and federal legislatures, the business community and the general public in the NOACA region • Develop communications that position NOACA as an influential and reliable source of information to elected officials, the media and the public; as well as a stakeholder and advocate in local, statewide and national policy-making and funding decisions • Establish the Business Advisory Council and Citizens Advisory Council • Participate in the development of the NOACA Annual Meeting 5-5

BACKGROUND AIR QUALITY SUBCOMMITTEE • The Air Quality Subcommittee provides advice and policy recommendations to the Planning and Programming Committee with regard to air quality environmental planning powers of the Agency • Assist in identifying significant environmental problems, priorities, and concerns with development of a comprehensive regional approach to environmental and air quality concerns • Review and provide recommendations to advance Congestion Mitigation and Air Quality Improvement (CMAQ) projects through the statewide committee • Assist in environmental and air quality work program development • Serve in such other capacities as the Planning and Programming Committee and Board of Directors may determine. 5-5

BACKGROUND WATER QUALITY SUBCOMMITTEE • The Water Quality Subcommittee provides advice and policy recommendations to the Planning and Programming Committee with regard to water quality environmental planning powers of the Agency • Assist in identifying significant environmental problems, priorities and concerns with development of a comprehensive regional approach to environmental and water quality concerns • Review and provide recommendations concerning wastewater treatment Facility Planning Area (FPA) boundary change requests • Assist in environmental and water quality work program development • Serve in such other capacities as the Planning and Programming Committee and Board of Directors may determine 5-5

BACKGROUND TRANSPORTATION SUBCOMMITTEE: • The Transportation Subcommittee shall provide advice and policy recommendations to the Planning and Programming Committee with regard to transportation matters affecting the Planning Area • Assist in developing short and long-range plans and programs for the planning area, in accordance with NOACA’s role and responsibilities as an MPO as required by federal law • Assist in identifying significant transportation issues, using a regional approach to address these issues, • Assist in development of the transportation elements of the annual Overall Work Program • Review and provide recommendations regarding federal functional classification revisions and updates • Serve in such other capacities as the Planning and Programming Committee and Board of Directors may determine • Develop alternative transportation policies for consideration by the Planning and Programming Committee 5-5

BACKGROUND EQUITY SUBCOMMITTEE (Under Development) The Equity Subcommittee provides advice and policy recommendations to the Policy Committee to ensure equity in all matters affecting the NOACA region 5-5
NOACA will STRENGTHEN regional cohesion, PRESERVE existing infrastructure, and BUILD a sustainable multimodal transportation system to SUPPORT economic development and ENHANCE quality of life in Northeast Ohio.
