TS-iPASS – Act No:3 of 2014 • The Telangana Government has enacted the “Telangana State Industrial Project Approval and Self-Certification System (TS-iPASS) Act, 2014” (Act No.3 of 2014) All state level department approvals under the ambit of TS-iPASS Right to timely clearance through legislation Accountability in terms of penalty for non compliance Deemed approval Provision basing on self certification Reduction in number of mandatory documents to eight (8) • An end –to- end interactive online approval system – https://ipass.telangana.gov.in • Register Submit Questionnaire Know approvals & fee details Submit details which captures all aspects in a single form (CAF) Single point online payment Track Appl Download approval
TS-iPASS EODB • Entrepreneurs dash board, Department Dash board, CMs Dashboard • All department portals integrated with TS-iPASS Online registration, online renewal, and online inspection module • Chasing Cell (TS-iPASS) headed by Principle Secretary to CM for reviewing departmental performance and to recommend policy decisions to be taken up the Government advantageous to entrepreneurs - Various Reports for review • Categorization of Risk – Low , Medium and High Low risk – Exempted from inspections Medium risk – 3rd party inspections High risk – Departmental inspections Depts : PCB, Factories, Labor, Boilers, CT etc., • Targeted inspections – Effective utilization of manpower • Computerised scheduling inspections & Randomised allocation of Inspectors • Inspection Report to be uploaded by the Inspecting Officer within 48 hours • Joint Inspections: Synchronised/Joint inspections will be carried under 10 Acts (including labour and factories act) – this is a major relief to Ind. TS-iPASS EODB • Long term gain: Departments have begun to take a critical look at necessity of inspections. Industries department have done away with 90 % of inspections • Labour & Factories, PCB, CT -Voluntary self-certification scheme • Boilers: Third party certification of boilers through competent persons • Fire: NOC not required for residential buildings
Addition of New Services. • In addition to 24 pre establishment approvals , 4 Approvals from Labor Dept are included, making total pre – establishment approvals to 28 under ambit of TS-iPASS. Reimbursement of Interest Subsidy to Spinning / Textile industries in addition to the TUF Scheme (Technology Upgradation Fund Scheme of Ministry of Textile, Government of India). Reimbursement of interest subsidy @ 4% for spinning activity (excluding Ginning) for period of (5) years from the DCP. Reimbursement of interest subsidy @ 6% for Industries involved in composite activities i.e., Spinning and Weaving/ Knitting/ Dyeing/ Garmenting (excluding ginning) for a period of (5) years from the DCP.
