March / April 2021 Swissvalian THE Your Community Newsletter Clean-Up Day Swissvale Clean-Up Day is back. This years clean-up day event will be held on May 15, 2021 beginning at 9:00 a.m. As in years past, this is a two-part event. Activities begin at 9:00 a.m. at the Borough Building and at Memorial Park. We will be targeting areas around the Borough to clean and will provide bags, tools, grabbers, gloves and T-Shirts to all participants. We are looking for volunteers of all ages and abilities to help with the annual clean-up. Volunteers should report to the Borough Building at 7560 Roslyn Street by 9:00 a.m. on Clean-Up Day. Instructions will be given at that time and teams will be formed to clean various areas of the Borough. All volunteers will receive a complementary lunch and all are eligible to win prizes at the end of the clean-up. Simultaneously, we will be collecting bulk waste and hard to recycle items at Memorial Park on Church Street. Any type of bulk waste will be accepted at this event as well as hard to recycle items such as televisions, computers and computer peripherals, batteries, paint, paint thinners, oil, antifreeze, fluorescent light bulbs, tires, freon and non-freon containing appliances, and almost any other type of waste product that is not normally collected in your weekly trash and recycling pick-up. (Refrigerators cannot be accepted). This service is available to Swissvale residents only and all participants must show proof of residency. The gates at Memorial Park will open at 9:00 a.m. and will close at 1:00 p.m. Please consider taking a few hours of time to volunteer and make Swissvale a great place to live and work. Even if you cannot participate in the entire event, any time you can devote to the clean-up is greatly appreciated. Street Sweeping Street Sweeping will begin on April 5, 2021. After a year with little street sweeping occurring due to the COVID-19 pandemic, the Borough is ready to resume street sweeping as required by our Consent Order with DEP. Cars must be moved off of the street between 8:00 a.m. and noon on your street sweeping day to accommodate the street sweeper. Cars that are not moved will be ticketed. With Deputy Chief Miller’s retirement, the Borough recently promoted Firefighter/Paramedic Michael Norkus to the position of Shift Commander. Mr. Norkus grew up here in Regent Square and has been a member of the department for 13 years. He served as a volunteer firefighter for 7 years (2007- 2014) until he was hired as a part-time Firefighter/Paramedic in December 2014. He is married with a newborn child. He has completed the following National Board of Fire Service Professional Qualifications Certifications: Firefighter I, Firefighter II, Fire Inspector I, & Fire Instructor I; and is currently completing his Fire Officer I certification. 4 The Swissvalian March / April 2021 Public Works Help Wanted The Borough of Swissvale is currently accepting applications for summer help in the Department of Public Works. The primary job of the summer help is cutting grass at Borough owned properties and over 125 other vacant properties throughout the Borough. Employees will also be used to collect litter throughout the community and assist with other Public Works functions as needed. Applicants must be a minimum of 18 years old and will work 40 hours per week for 12-16 weeks starting as early as May 1, 2021. Regular work hours are Monday thru Friday from 7:00 a.m. to 3:30 p.m. The rate of pay for this position is $10.00 per hour. The Borough of Swissvale is currently accepting applications for a part-time, temporary employee in the Department of Public Works. This employee will primarily work at Les Getz Memorial Park and will mow grass using a lawnmower and a lawn tractor, collect and properly dispose of trash on a daily basis, clean and stock restrooms daily, maintain baseball fields, prepare for special events and assist the Department of Public Works as needed. The position is expected to begin on or around April 15, 2021 and last for three to six months. Pay rate is $14.29 per hour with a maximum of 24 hours per week. Work hours are flexible. Applicants must be a minimum of 18 years old and must be a motivated self-starter who can work with minimal supervision. www.SwissvaleBorough.com The Swissvalian 5 Police Corner Abandoned Vehicles The Swissvale Police Department is empowered by State Law and local ordinance to remove abandoned vehicles from roadways located with Swissvale Borough. An abandoned vehicle is defined by Pa Vehicle Code Title 75 Section 102 as the following: A vehicle (other than a pedalcycle) shall be presumed to be abandoned under any of the following circumstances, but the presumption is rebuttable by a preponderance of the evidence: (i) The vehicle is physically inoperable and is left unattended on a highway or other public property for more than 48 hours. (ii) The vehicle has remained illegally on a highway or other public property for a period of more than 48 hours. The vehicle is left unattended on or along a highway or other public property for more than 48 hours and does not bear all of the following: (i) A valid registration plate. (ii) A current certificate of inspection. (iii) An ascertainable vehicle identification number. (a) The vehicle has remained on private property without the consent of the owner or person in control of the property for more than 24 hours. (b) The vehicle has remained on the private property of a salvor for 20 days. Any vehicle that is found to meet the above conditions has a tow tag attached to the vehicle. The tow tag informs the owner that the vehicle must be removed or brought into compliance with the above conditions. If the vehicle is not brought into compliance within 10 days, the vehicle is impounded. If you have an abandoned vehicle on your street you can advise police several ways. 1. 6 The Swissvalian March / April 2021 Environment Updates from the Swissvale Shade Tree Advisory Committee • The Tree City USA application for Swissvale has been completed and submitted. • The SSTAC has applied for a grant for trees to be planted in the Swissvale Business District, as well as on Harrison Street. Tree pits will be dug by the Swissvale DPW. • In February, the SSTAC members, with the assistance of Nine Mile Run Watershed Association, assessed and pruned the trees at Park Avenue and at the park-let at Church and Braddock. • Please continue to look for signs of the spotted lanternfly as detailed in the last edition of the SWISSVALIAN. Remember, you should try to collect it and kill it, or take a good picture of it and report your sighting online to the Pennsylvania Department of Agriculture https://extension.psu.edu/have-you-seen-a-spotted-lanternfly or call Penn State Extension at 1-888-4BADFLY (1-888-422-3359). • Spring is the perfect time to plant or transplant, as there is more moisture in the soil. It is important to dig a new hole, larger than the root ball of the tree you are planting, and with enough room to add soil. You may also want to spread mulch or refresh the mulch around your trees’ trunks. Among other things, mulch makes for better water retention, so the soil dries out more slowly, especially in the drier summer months. Usually that trash is mostly of plastic bags, pop bottles, and (in true Pittsburgh fashion) Turner’s Tee cartons, but this year we’ve been seeing a large number of disposable masks and gloves in the stream. This year’s event will be marked by the continued labeling of the Swissvale trees. The tags contain the tree name, Latin name, and planting date. Included on the tag will be the names of the groups responsible for planting the trees- Swissvale Shade Tree Advisory Committee, the Western Pennsylvania Conservancy, and Nine Mile Run Watershed Association. 8 The Swissvalian March / April 2021 Community Happenings Swissvale Farmers Market Seeks Volunteers The Swissvale Farmers Market will conduct its eighth season this coming summer. The market is one of the factors that contributes to making Swissvale a “most livable” community. Even though the market does not start until the beginning of June, preparations are beginning now. Two matters currently on the agenda for the Swissvale Farmers Market are the searches for volunteer helpers and for new members on its board of directors. The market is open from 9:00 a.m. to 1:00 p.m. every Saturday from the first of June until the end of October. The location is the municipal parking lot on Noble Street. Volunteers are needed to help with set-up and closing, and to assist during market hours. Volunteer opportunities are flexible. A commitment to help at the market can be tailored to the availability and interests of the individual. The Swissvale Farmers Market is also seeking additional membership to its board of directors. The market exists as a nonprofit corporation. The board meets monthly. During the pandemic, meetings are conducted by Zoom. Membership on the board assumes ability to attend meetings and a commitment to the best interests of the market. Each board member has voice and vote in the affairs of the corporation. For anyone who loves our borough and values the work of the Swissvale Farmers Market, here is an opportunity to engage in productive action. Swissvale Economic Development Corporation Swissvale Economic Development Corporation is made up of Swissvale residents working for positive improvements in the Borough of Swissvale. This year, the organization’s theme will be “First Impressions”, focusing on projects that will improve the overall aesthetics of Swissvale. A few of the things we’ll be working on will include holding regularly scheduled litter pick-up days, funding a “curb appeal” mini-grant program for Swissvale home owners, and additional projects that will make Swissvale a more visually inviting place to live, work, and play. As the year progresses, more opportunities will present themselves and be put into motion by the group. The monthly litter pick-up program has been in place for the last several years. Volunteers clean up trash in the most visible areas of our borough. This helps to provide a cleaner, more welcoming view of Swissvale for residents, visitors, and passers-by. The first clean-up of 2021 will be on March 20th. After that, they will be held on the second Saturday of every month from April through November. Interested people can meet in Goodfella’s parking lot at 10:00 a.m. SEDCO is also developing an exciting opportunity to assist homeowners in the Borough of Swissvale with exterior home improvement projects, through a mini-grant program for projects that will boost the curb appeal of their homes. The National Association of Realtors reports that curb appeal is an important attribute when buying or selling homes. First impressions are everything!
