how these actions will help improve the entire experiences for our students. I want to thank all of the participants, as these long days in the winter can drag with cold weather and darkness too early in the evening; but I saw great debate and energy around this activity and am excited to present to this to School Committee as part of the FY23 budget proposal. 4. Mask Mandate ends on January l5’: I encourage the School Committee to begin thinking and prepare their thoughts to deliberate about the mask mandate that is currently in place but will expire on January 15th We cannot predict the future, but with availability of vaccines for students aged 5 and up there may not be an extension to the mask mandate past Jan. 15th• We currently have two more School Committee meetings (One on December 14th, 2021 and one on January 11th, 2022) that we can use to tackle the issue. I am going to gather my thoughts on this issue and will meet with John Garside from the Board of Health and Mayor Vigeant to discuss further; with the intent of bringing forward discussion points for a future meeting. 5. Enrollment Updates: Since Asst. Supt. O’Brien reported to you, we have seen a steady increase in enrollment at the schools. Notably, we have enrolled and are serving more EL students and especially beginner students this year. Asst. Supt. O’Brien reported 1235 EL students, and we currently have registered 1340 as of today. I have gathered some data to share with the Committee, on the percentage of students in MPS who are receiving EL services by year to provide context. School Year 2014: 14.5% of students receive EL services School Year 2015: 16.4% of students receive EL services School Year 2016: 17.9% of students receive EL services School Year 2017: 20.5% of students receive EL services School Year 2018: 24.1% of students receive EL services School Year 2019: 23.6% of students receive EL services School Year 2020: 25.3% of students receive EL services School Year 2021: 23.9% of students receive EL services School Year 2022: 2 7.9% of students receive EL services In past years, the Committee has invested in EL staff at all levels; and we continue to create programming to support our students. The increase in students may require us to ask for additional staffing in the upcoming budget proposal to meet this growing demand in our schools. SCHOOL COMMITTEE UPDATE - FINANCE & OPERATIONS TO: MICHAEL BERGERON, SUPERINTENDENT OF SCHOOLS FROM: DOUGLAS DIAS, DIRECTOR OF FINANCE & OPERATIONS SUBJECT: SCHOOL COMMITTEE UPDATE DATE: 11.23.21 Tonight’s update from Finance and Operations: Furniture Upgrade: As part of the K-12 furniture purchase that will be delivered in the summer of 2022, we are evaluating options for the existing furniture. We are simultaneously exploring a bulk sale of government surplus furniture, as well as looking at costs for disposal of bulk waste. Once we establish the best path forward, a recommendation will be brought to the School Committee for a vote. If any Marlborough organizations are interested in used student seating, please reach out to Andy White at awhite@mps-edu.org to express your interest. Challenge Course: The District has conducted procurement to enhance the challenge course that was built over the summer. The course extension will include additional high elements, low elements, and a zip line. We are proud to return this great feature to the weilness program. dPMPS Transforming Education Marlborough Public Schools Jody O’Brien • Assistant Superintendent of Student Services & Equity 25 Union Street, Marlborough, MA 01752 (508) 460-3509 ext. 13820 .jobrienmps-edu.org Assistant Superintendent of Student Services & Equity Report to School Committee Regular Session November 23, 2021 On Tuesday, November 16th our district wrap-around service providers coordinated and hosted a parent workshop for families who have not had access to health insurance. It was held at Whitcomb School from 6-8 pm. Family Liaisons, SACs, Nurses, RPOC, & Translators communicate the event to families that were known to have barriers to health insurance with flyers for the workshop. Pizza and babysitting were advertised as part of the event, as well. Kayla Flaherty-Dawson and Rafael Silva, along with several Spanish and Portuguese translators, welcomed seven families that night. The two-hour open house format worked well for families. There was a consistent flow of parents coming in and out, which made it easier to be able to sit and help everyone individually versus if everyone had shown up at once. Parents were provided laptops with the online MassHealth application and provided 1:1 support and assistance to complete the application. While some were able to complete the entire application, others needed additional documents that needed to be uploaded. Ms. Flaherty-Dawson and Mr. Silva will be scheduling follow-up meetings with families to complete process in order to obtain MassHealth insurance in order to access medical services. The district plans on hosting several of these workshops on an ongoing basis, with the next one most likely in January. Do you need help to apply for MassHealth for your family? Join us at Whitcomb Middle School on Tuesday, November 16th from 6-8 PM for our MassHealth Parent Workshop! **Food and childcare will be provided during the event** Participants will have access to computers to complete the application online, and Wrap-Around Coordinators and Translators will be available to help walk families through the process and answer questions. What do I need to bring? 1J Social security numbers for everyone applying (if they have one*) Li Immigration documents for all non-U.S. citizens applying (if they have them*) (i.e. green card, visa, letter verifying pending status, certificate of naturalization, employment authorization) U Income information for each member of the household (copy of most recent federal tax return, current pay stubs) U Government issued ID (i.e. state ID, drivers license, passport) * Parents can still apply for MassHealth for their children even if the parent does not have a social security number. Parents do not need to supply documentation of their own immigration status unless they are applying for MassHealth for themselves. Children under 19 can still be eligible for MassHealth even if they do not have a social security number. Chairman Vigeant called the regular meeting of the Marlborough School Committee to order at 7:30 p.m. at 17 Washington Street, Marlborough, MA. Members present included Michelle Bodin-Hettinger, Daniel Caruso, Earl Geary, Katherine Hennessy, Heidi Matthews, and Denise Ryan. Also present were Superintendent Michael Bergeron, Director of Finance and Operations, Douglas Dias, the Assistant Superintendent of Teaching and Learning, Mary Murphy, and the Assistant Superintendent of Student Services and Equity, Jody O’Brien. Additionally, MEA Representative Eileen Barry was present. This meeting is being recorded by local cable, WMCT-TV, and is available for review. 2. Pledge of Allegiance: Chairman Vigeant led the Pledge of Allegiance. 3. Presentation: None. 4. Committee Discussion/Directives: None. 5. Communications: None. 6. Superintendent’s Report: Superintendent Bergeron updated the committee on the COVID-19 data for the City of Marlborough and MPS. He provided an accurate, up to date verbal report of the COVID 19 data for MPS that differs from the November 4th written report that was presented. 4MPS Marlborough Public Schools Transforming Education School Committee District Education Center 25 Union Street, Marlborough, MA 01752 (508) 460-3509 The Superintendent updated the committee on vaccination rates in the middle school and high school per grade; he also included the percentage of MHS faculty and staff that reported being vaccinated. Superintendent Bergeron reported that the Board of Health and Bouvier Pharmacy worked on a plan to have a vaccine clinic for children ages 5-11. Tonight at 4:3opm he sent out an email to families about the November 20th clinic in the MHS cafeteria from am — 1 pm. Families can sign up, fill out a consent form, and select their time online through the link that was sent out in three languages. Buses will be run throughout the city to transport families to the clinic. Snacks will be available on site as well. There is a limited supply of vaccines available. The second dose will be given out on December 11th• Chairman Vigeant discussed COVID-19 data from the state and from the City of Marlborough. The MHS faculty and staff vaccination rate was from self-reported communication, so there may be vaccinated individuals who are unaccounted for in the statistic. The students who received the John and Abigail Adams Scholarship had opted into testing last spring to be eligible for this award. A. Assistant Superintendent of Teaching & Learning Report Mrs. Murphy, the Assistant Superintendent of Teaching and Learning, reported that MHS senior Aiden Grocki scored a five on the AP 2-D Art and Design Exam, which is the highest possible score. A piece of Aiden’s art is attached to Mrs. Murphy’s report. Mrs. Murphy also shared about staffs activities and experiences at the all-staff November 2nd Professional Development Day. The PD catalog that lists the trainings, and their descriptions, that staff could choose from was attached to her report. Educators sign up for these trainings through TeachPoint. Members’ Forum: Mrs. Matthews reviewed and signed the warrant. Mrs. Hennessy shared that Dessert Theatre is being held in the Little Theater on November i9t and 20th Tickets can and should be purchased ahead of time. There will not be dessert provided due to COVID-19 restrictions. Mrs. Bodin-Hettinger attended and as delegate voted at the MASC meeting. She stated that all the resolutions that were presented have passed. Most of the amendments had to do with wording as opposed to content matter. Mrs. Hennessy reminded everyone that Winter Athletic registration is open. Chairman Vigeant stated that the Veterans Day parade will happen at loam on Thursday morning through Main Street.
