City Manager Update October 9, 2020 Broad Creek “Legacy Park”: Recreation, Parks and Open Space (RPOS) developed a park design concept for the vacant lot across from Richard Bowling Elementary School along Princess Anne Road. The park theme is “Healthy, Active and Abundant” providing walking trails and open space for educational programming and passive use. A tree shaded brick plaza is integrated into the walking trails including benches and game tables for community use with a view to a distinctive metal-work gateway sign announcing "Broad Creek". The park is one of a few urban orchards in Norfolk, providing the community with fresh fruit and creating a living classroom. The new park along with the Jordan-Newby Library, Richard Bowling Elementary School and KROC Center will provide the community a nexus for education, fitness, recreation and community engagement. Norfolk Leads the Way for Completed Adoptions: Thanks to the caring and compassionate Family Services Team at the Department of Human Services (DHS), the City of Norfolk leads the way in completed adoptions this year for the Eastern Region of Virginia. Team Norfolk finalized the most adoptions – 30 – of the 120 children who found forever homes in the Eastern Region. That total matches the number of adoptions completed by Norfolk’s DHS last year. Statewide, 858 children found permanent adoptive families. Emily Lowe, Permanency Practice Consultant for the Virginia Department of Social Services, wrote a note of congratulations to the team. “You and your staff have helped these children find forever families, which I am sure has brought much light and peace to their lives,” she wrote. DHS Acting Director Denise Gallop lauded the focus and dedication of the DHS team. “Finalized adoptions mean forever families for children who would otherwise linger in foster care,” Gallop wrote. “One child at a time!” Department of Finance Purchasing Office Receives National Honor: The National Procurement Institute, Inc. has awarded the prestigious 25th Annual Achievement of Excellence in Procurement® (AEP) to the Department of Finance Purchasing Office. The AEP Award is earned by public and non-profit agencies that demonstrate a commitment to procurement excellence and the City is one of only 8 jurisdictions in Virginia to receive this honor. The AEP, which is the national program used to benchmark organizational excellence in procurement, is awarded annually to recognize innovation, professionalism, e- Procurement, productivity, and leadership in the procurement function and encourages the development of excellence as well as continued organizational improvement based on standardized criteria designed to measure state of the art in best practices. This significant accomplishment and recognition shows the high standards that the City meets in public procurement and serves to confer confidence to our residents that the City is committed to developing and maintaining purchasing programs and processes that ensure competency, productivity, transparency and good customer service. Granby St Bridge Rehabilitation Project: Starting the week of October 12 until spring 2021, the right northbound lane on the Granby Street bridge over the Lafayette River will be closed to facilitate bridge repairs. Full closure of the northbound side of the bridge is anticipated in spring of 2021. The full closure of the southbound side of the bridge is not anticipated until 2022. Public outreach will include press releases, social media posts, and notifications to nearby civic leagues and the Riverview Business Association.
