WHO WE ARE The Texoma Workforce Development Board is a volunteer board. Board members oversee the delivery of employment and training programs in the Texoma Workforce Development Area. Comprised of Cooke, Fannin and Grayson Counties, the Texoma Area covers 2,700 square miles and is home to approximately 200,000 people. Message from the Executive Director JANIE BATES October 2021 marks the 25th anniversary of the Workforce Solutions Texoma Board! Many things have changed over the past 25 years and we have seen countless successes. When we first formed the Board (due to new legislation), we were a department of the Texoma Council of Governments (TCOG). Our Board was the 3rd one certified in Texas—not bad for a staff of 3! Soon after the certification, we transitioned to our own agency. The Board office was originally located on Woodard Street in Denison and the former Sherman Board office was the Workforce Center for Grayson County. The Gainesville Workforce Center was located downtown and Bonham’s Workforce Center was in the current location. Our Sherman center quickly outgrew that location and moved into our current Workforce Center in Denison. We also recently moved the Gainesville office to a great new center and moved the Board office next door to the Denison Center. When we became our own agency, we only had one program (the former WIA), but soon added Child Care, SNAP, TANF-Choices and ES. Thankfully, along with those programs, came a few more staff and in the days since, many more programs. There were many sleepless nights and early mornings for me because I had no clue what I was doing and neither did anyone else! The legislation was new, no one had any idea what a workforce board was and there was no one to guide us—just two 4” binders of instructions on how to write a plan and a very clunky piece of legislation. Thanks to many great board members, county judges and mayors we made it through those tough days and learned how to survive all the changes. I will always be grateful for the leadership provided by Judge Horace Groff. Our chair at the time, Janet Gott, spent some long days in Austin with me while waiting to testify before the Texas Legislature. She and Representative Larry Phillips were such great supporters who not only helped Texoma but the entire state. Workforce Solutions Texoma has definitely had an impact on our region and the state during our 25 years. Partnerships developed with our economic development entities, colleges, cities and counties. Those partnerships have given our residents greater skills and provided our employers with a quality workforce. Staff in our three Workforce Centers have served thousands of residents, helping them find jobs, access training for in-demand careers and helped many families afford quality child care. We appreciate the widespread support of our community—our success is your success! Again, thank you for your support and we plan to serve Texoma another 25 years! PAGE 4
Message from the Board Chair DEE LOUGH As we approach the 25th anniversary of what has evolved into Workforce Solutions Texoma, it is quite impressive to see the changes which have taken place since our inception. When I began my work career, Texas Employment Commission was somewhat a last resort for those folks looking for work or choosing to file for unemployment insurance. It was not considered a very customer friendly environment by many and was not the first choice for most if you were looking for work. Fast forward to the present and Workforce Solutions has transformed into what is truly a "solution" to what employers and employees alike can turn to in order to satisfy an ever- changing work environment. Our childcare component answers the need for quality care for young children enabling parents to seek employment and a better life for their families. Our skills training offers hope to those seeking to improve their prospects of a better job and a better future. Our programs to introduce high school students to the world of manufacturing and the opportunities available to them for good paying, technical level jobs, are giving options to students who may not be ready to move directly from high school to college. The teacher externships are a cooperative endeavor between business and the school systems to give teachers insight into real world of work. This allows them to tailor classwork to prepare their students to go out into the world with a knowledge of what it takes to live in a daily work environment. Those are just a few of the reasons I am so proud to have been associated with Workforce Solutions Texoma since its beginning. One of the best decisions our team made during the formation of this organization was the choice of Janie Bates as the Executive Director. Janie has developed a team of outstanding and talented individuals who make a difference in the lives of our clients every day. The work they do and the integrity they display is a source of pride and confidence to those of us who serve on the board. It has been my pleasure to serve on this board and I appreciate the honor of serving as Chair. PAGE 5
CAREER EXPLORATION SUMMER EARN & LEARN Summer Earn & Learn offers eligible students with disabilities, aged 14-22, an opportunity to test their skills in the real world with paid internship opportunities at local employers. The program connects these students to successful work experiences, which helps them gain job skills and build confidence. Multiple worksites that previously participated returned this year. The participant enjoys working Workplace readiness training with the dogs. The supervisor states she is doing a great job Supports and Accommodations and is always prompt and a favorite among the volunteers. CHILD CARE SERVICES Workforce Solutions Texoma Child Care Services (CCS) strengthens families and communities by offering child care assistance to help low-income parents pay for child care so they can go to work or attend educational or vocational programs. During COVID-19, Workforce Solutions Texoma also supported child care through Quality activities and additional CARES Act Funding payments.
