1 Purpose: The purpose of this document is to ensure that the work scope is both planned and completed to achieve zero incidents to personnel and the environment: whilst simultaneously achieving the outages duration and budget objectives. The overriding vison for the outage is: Do it safely or not at all. There is always time to do it right. During the outage it is our belief that all incidents can be prevented through committed and visible management and competent involved personnel. All personnel are requested to demonstrate their commitment through the 3 C’s of communication, cooperation and coordination. The outage shall be managed through the sites existing commitment to QSHE, which is documented within the sites two specific policies, the HSE and Asset Management / Quality policy, which are included within this CPP for reference. All persons entering site are required to adhere, cooperate and support these policies. Further to these policies, the site operates a hierarchy of documents within the sites Integrated Management System. All contractors are required to consult with their designated BWSC representative to obtain the most up to date revision of HSE documentation relevant to their scope of works and ensure their work groups are fully compliant. 2 Stop Work Authority: Stop Work Authority (SWA) establishes the responsibility and authority of any individual to stop work when an unsafe condition or act could result in an undesirable event that has consequences including health, environment, or safety negative outcomes. In general terms, the Stop Work Authority involves a stop, notify, correct, and resume approach for the resolution. All persons who enter site have the right and are empowered to stop work at any time if they believe work is being done in an unsafe manner, or there is risk to individuals or the environment. 3 Scope: This Construction Phase Plan has been developed to demonstrate the requirements which all persons working on site shall adhere with, to ensure a successful outcome is achieved. The adherence to such plans shall be monitored through the Principal Contractor and Principal Designer. All persons working on or visiting the site will be made aware of this plan and its contents though their normal management and supervisory routes. This plan applies to the scope of works outlined within and known as the 2021 Main Outage Works, covering the period 23/07/2021–31/07/2021 inclusive any associated pre-outage/post outage preparation works. This plan does not apply to the start-up and normal operations of the plant; the timings for the cessation of CDM requirements will be communicated accordingly. This plan is a dynamic document that may be amended throughout the projects time frame. All persons working on or visiting the site will be made aware of any such amendments by the Principal Contractor. 4 Pre-Construction Information: The sites existing H&S file is available for review/information as required through the QHSE lead. 4.1 Existing Environment: The proposed works shall be conducted on and existing operational site (Power Station), although during the outage period the Power station shall be in a non-operational state. 4.2 Existing Services: Services that are currently attached to the site are as per the below description, with an overview of below ground services enclosed. Incoming: Potable Water Supply to WTP (Anglian Water) Potable Water Supply to Outage Compound (Anglian Water) Fibre Broadband/phone lines (BT Open Reach) 33 KV Electrical Power Supply (Northern Power Grid) NO domestic or industrial Gas supply is connected to the site. Outgoing: 33 KV Electricity Export (Northern Power Grid). Foul Water Sewage / Trade Effluent (Anglian Water). Surface Water Discharge Page 8 of 41

5 Roles & Responsibilities: BWSC GS UK shall maintain a support structure to oversee the works, which have been divided into six distinct areas (islands, with a separate lead reporting directly into the Principal Contractor. All relevant contractors are expected to report through these island leads. The below dates/timings are therefore indicative and subject to alteration. 7 Access/Egress (Security): Due to Current COVID-19 guidelines some additional measures have been put in place to ensure the safe working of personnel on site. • Staggered Start and finish times will be introduced, to reduce congestion and contact at all times. • All Workers are required to wash or clean their hands before entering and leaving the site. • Allow plenty of space (two meters) between people waiting to enter Site. • Site Inductions will be delivered by the contractors Management Team where possible and therefore minimise the number of people in attendance on site. • Temperature checks will be undertaken daily on all personnel entering site by the Site security. All personnel must undertake an outage induction prior to entry onto site and will receive a personal access card upon successful completion. BWSC shall control access and egress to the site via the utilisation of security gates and the above access cards. Persons not inducted shall remain outside the boundary fence until an induction can be arranged. All un-inducted persons shall be accompanied on site, until the site induction is completed. All persons entering site will be subjected to random/just cause drugs and alcohol testing and agree to vehicles been subjected to searches whilst on the site. Working Times The site will operate a 24/7 hours working during the outage period, with a maximum number of personnel on site at any one time not to exceed 100 persons. Where a 2-shift pattern is adopted the following staggered times shall be implemented for permit and car parking transitions: BWSC + Support – 24 Hour Working Boiler + Sub-Contractors – 07:00 – 19:00 Turbine + Sub-Contractors – 24 Hour Working Other – 07:00 – 19:00 8 Deliveries: All Material/Goods Deliveries to site shall be during normal operating times of: 07:00 – 19:00 Special out of hours arrangements can be made upon request to BWSC GS UK Ltd Note: All deliveries shall be stopped at the site security gate house Security staff on site shall inform site stores of its arrival and instruct the delivery driver how to proceed to the site stores for acceptance of items/goods Site stores shall inspect and accept all items/goods and determine the correct storage arrangements Rejected items/goods shall be either returned via the deliverer or placed in a quarantine area until the correct disposal can be arranged. 9 Traffic / Pedestrian Routes & Car Parking: The site operates a strict one-way traffic flow, which is in an anti-clockwise direction once you arrive on site. Only personnel deployed by appointed contractors shall be allowed on site during the proposed works. All vehicles must be parked in an allocated parking area. Vans may be moved to a work location for unloading/loading only and must then be transferred to a parking area. This will ensure a clear route around site is maintained at all times for emergency vehicles. In addition to the dedicated car parking, the site shall utilise the roadways around site (as highlighted in yellow overleaf) and these will be demarcated accordingly. There is a PPE free route from the parking area to the main administration building (control room) and also to the temporary outage compound (as highlighted in green overleaf). This PPE free route is intended for persons entering and leaving site only – at all other times full PPE shall be required. Please note: All other areas of the site shall operate a full PPE requirement as per the site induction. The map overleaf identifies the parking areas and PPE free routes to the control room & outage compound. Page 17 of 41

10 Outage Compound Cabins/Facilities The site has a dedicated outage compound facility with spaces for six double stacked cabins (12 in total) of size 32’x10’. All cabins will be supplied by BWSC which will include: • Dedicated contractor changing rooms, mess rooms and offices as requested. • Communal male toilet facilities. • Communal female toilet facility. • Communal male shower facilities. • Communal female shower facilities. • Communal changing room and mess rooms. The layout of the outage compound is shown in Appendix 2. Each cabin will be supplied with 240v 16/32A power, foul connections and potable water as r e q u i r e d which will be connected / disconnected FOC by BWSC. In line with current Guidelines (Government Guidance, Construction Industry Guidance) the following controls will also be adhered to: • Staggered break times to reduce congestion and contact at all times. • Enhanced cleaning of all facilities throughout the day and at the end of each day. • Additional hand washing facilities will be supplied in the outage compound. • Contractors are to supply their own hand sanitiser as required. • Workers should sit 2 metres apart from each other whilst eating and avoid all contact, maximum of 8 persons per cabin at once. • All personnel are asked to bring pre-prepared meals and refillable drinking bottles from home or use the onsite catering van. • Crockery, eating utensils, cups etc. will be removed. Personnel are required to bring their own, any purchases from the catering van will be issued disposable cutlery. • BREP will provide suitable and sufficient rubbish bins for hand towels with regular removal and disposal. • The number of people using toilet facilities at any one time will be restricted. • Enhanced cleaning procedures will be in place across the site, particularly in communal areas and at touch points including: o Taps and washing facilities o Toilet flush and seats o Door handles and push plates o Handrails on staircases and corridors o Lift and hoist controls o Food preparation and eating surfaces • Social distancing MUST always be maintained at the smoking shelter. 10.1 Cabin Requirements All cabins will be supplied with a smoke alarm and fire extinguisher and display the emergency evacuation sign as per Appendix 1. 10.2 Catering Vehicle There will Catering Vehicle on site during the outage providing hot/cold food and refreshments, located within the contractor’s compound. This will be available at the following times: Daily: 0700 to 1500 Night: Closed (Orders can be placed for sandwiches for night workers) • Payments at the catering van should be taken by contactless card wherever possible. 10.3 Disabled/Female Facilities: Disabled ablution and washing facilities shall be provided within the main administration building. Female facilities are provided in the Outage Compound facility. Page 20 of 41
11 Communication 11.1 Health & Safety Information: The QHSE information shall be communicated during the outage by the following media: Induction Process QHSE Notice Board (both in the main admin building and on the QHSE board in the outage compound) Radio Pre-Outage Meetings Daily Outage Meetings Safety Inspections 11.1.1 Outage Induction Process Due to Current COVID-19 guidelines some additional measures have been put in place to Limit personnel attendance on site. All inductions will now be completed using the Web link: https://www.bwsc.com/about/safety-at- site/brigg • It is the contractor’s management teams responsibility to ensure personnel attending site have carried out the following inductions as appropriate: o Site Induction - All personnel attending site MUST undertake the Site induction online. o Outage induction - All personnel attending site MUST undertake the outage induction online. o Confined Space Induction - All personnel entering a confined space on site (including the boiler internals) MUST undertake the confined space Awareness Training • It is the responsibility of the contractor to provide evidence of completing the above. The completed induction questionnaires held on the web link above MUST be sent to Daniel Crawford (dacra@bwsc.dk) prior to the outage commencement. Contractor Management Teams should ensure wherever possible, arrangements can be made for relevant inductions to be held at the contractor’s own premises or online through the above link. Please note, all personnel MUST undertake the site and outage induction as a minimum requirement. Where it is not possible for individuals to undertake the induction off site provision will be made through a booking schedule via Daniel Crawford (dacra@bwsc.dk) Page 21 of 41
11.1.2 QHSE Notice Board BWSC shall display all required statutory notices and information associated with the outage within the Main Administration Building Notice Boards. A copy of the F10 shall be posted here. All contractors working on the outage shall be deemed to be ‘Contractors’ under the CDM 2015 regulations, although only those with a permanent site presence shall be listed formally under the F10 notification. 11.1.3 Radio Communication In day communications shall be via the sites radio system, utilising the following radio channels during the outage period. Radio Channels & Functions 1 Operations / Control Room 2 Engineering General 5 Straw Barns / Conveyors/ Feeder Lines 6 Boiler 7 Shaft Line 8 FGT 9 ACC/Insulation 10 Hole Watchers / Rescue Team 11 EC&I Radios will be located within the control room and will be issued to contractors on a free issue basis by the Operations Staff. Spare batteries shall be available at the control room on an exchange basis. Any damage to radio’s etc. shall be charged to the relevant company. Contractors are requested to inform BWSC at the earliest convenience the expected no. of radios required and durations. All Radio channels and functions are attached to the site pass on the reverse. 11.1.4 Pre-Outage Meetings Once the CPP has been issued, all contractor supervisors involved in the outage are required to join the skype weekly outage planning meeting to discuss the following: Review/clarification of CPP requirements Review of works Coordination with other contractors Review / finalisation of schedule The dates for these meetings can be confirmed by the BREP Job Owner. 11.1.5 Daily Outage Meeting: Throughout the proposed works duration, an Outage meeting will be held daily at 13.00hrs over Microsoft Team to discuss the ongoing works (An email invite has been sent out to all area leads and supervisors). The area leads will attend the meetings alongside key contractors (invites will be issues) to ensure a contractor supervisor attends, to both provide and to ensure dissemination of relevant information to their other employees. Daily Outage Meetings shall consist of the following agenda (but not limited to): QHSE update (including any incidents/Injuries etc) Results of QHSE Inspections / Focus areas Daily Inspection Area for Joint Inspection (highest risk) Next 24hr review of works (supervisor led) Schedule review o Critical path o 24hr ahead milestones Temporary Works Review 24hr ahead Permit review (Confined Space/Hot Works/ hole watcher allocation etc.) Outstanding Actions from previous meetings Any Other Business (AOB) Note: Minutes/ Actions for these meetings shall be recorded and distributed by BWSC to all Supervisors present via an A5 bullet point list ~ 1hr post the meeting. All supervisors must use this information as a minimum, in addition to any other pertinent information during their daily General Safety Assessment Form (GSAF) briefing. 11.1.6 Safety Inspections: BWSC shall conduct QHSE based inspections throughout the proposed work and request that contract companies support these as a joint inspection. A list of suggested contract companies to participate and the corresponding dates are shown below. Please note although a company is invited to participate in a joint inspection, the company being inspected may not be the same. Furthermore, QHSE inspections shall be conducted by BWSC management representatives at random intervals. 12 EMERGENCY ARRANGEMENTS 12.1 Nearest Hospital (A&E): Scunthorpe General Hospital, Cliff Gardens, Scunthorpe, DN15 7BH 12.2 Accident Procedure: All individuals are responsible for reporting ALL injuries, ill health, incidents, hazards etc. immediately and must be reported to BWSC GS UK Ltd, prior to any person leaving site. All injuries and ill health at work shall be reported immediately to the Duty Shift Team Leader in the sites Main Control Room, who will arrange for a first aider to provide assistance and complete the incident report within the sites Accident Book (B1510). The following information should be recorded: Full name and address of injured person, Their occupation, Date of entry, Date and time of accident, Accident details — location and circumstances, work process, Injury details, Signature of person making entry. It is the responsibility of the Duty Shift Team leader to ensure the First Aider completes the Accident book entry. 12.3 Raising the alarm: All incidents shall always be communicated in the first instance to the Duty Shift Team Leader in the Main Control Room. This can be achieved either through direct telephone on the numbers below, or by Radio on Channel 1. All persons must clearly state the nature of the incident, scale and locations, along with details of any casualties and your contact details. Upon completing ask the duty control person to repeat the information and then await instruction. Landline – 01652 601301 / Mobile – 07432000948 and Radio Channel 1 Where the situation is critical and the incident is likely to warrant site evacuation, one of the sites Fire Call Points can be activated to evacuate site. 12.4 Evacuation Procedure: Site Wide Evacuation: Upon hearing the site fire alarm all site personnel and visitors shall proceed to the: Primary Muster Point, where they shall be accounted for. Where the primary muster point is unavailable, the secondary muster point is located adjacent to the Main entrance.(NB the Site incident controller will advise when the secondary muster point should be used) Contractor Compound Local Incident Muster Point (only for incidents within that area): In the event of an incident occurring within the contractor compound between the two barns, all contractors must first assemble at the Muster Point on the corner of Barn 2, where a head count shall take place by their respective companies. The results of this head count shall be communicated to the Control room via Landline – 01652 601301 / Mobile – 07432000948 and Radio Channel 1. All contractors shall then await instruction from control on how to proceed next. For Muster Point locations please refer to the Emergency Map within Section 12.7 of this document. If the emergency services are called to site to attend an incident, the site alarm will only be turned off with the joint consent of the attending Senior Fire Officer and Incident controller. In the event that emergency services are not called to site, the alarm will be turned off at the incident controller’s sole discretion. 12.5 First Aid Arrangements: All contractors shall ensure they have sufficient first aiders and equipment present on site, commensurate with their expected number of personnel on site and reflecting any 24hr working arrangements. Each contractor shall appoint an appointed person. There should be at least one notice displayed within each contractor cabin, which provides the location(s) of the First Aid facilities, First Aid Equipment and both the name(s) and location(s) of the relevant personnel. In the event of an incident on site the existing site first aiders and equipment shall supplement the above minimum arrangements. The site holds various eyewash stations throughout site and these can be used throughout the outage works. Where these are utilised, persons must report the use to the QHSE lead, who will arrange for their replenishment. 12.6 Spill Management: All spills or unplanned discharges, regardless of quantity or substance, must be immediately reported to the Duty Shift Team Leader (radio channel 1) who will mobilise additional support/resources to manage the situation. The site has a variety of environmental spill kits around site to prevent oils/chemicals entering the site drainage system and is available for use. Where these are used it must be reported to BWSC, who will arrange for replenishment of the used contents. Page 25 of 41

13 Site Permit to Work The site operates a PTW system which shall be adhered to for all works. Each company shall ensure sufficient persons are trained as ‘Permit Acceptors’ for their work scopes during the outage. This should also reflect multiple shift/location working and it is recommended that Supervisors as a minimum are trained. Certain tasks/works will require special control measures and permits to be in place prior to work commencing; those specific areas are confined space, hot work, floor opening/excavations and radiography. Before a Permit is issued the requirement(s) for such a document are assessed by a competent person (Safety Controller). The following course dates shall be held for permit acceptor training and are scheduled as below. Permit Issuing • Permits will be issued as normal via the permit office. • Only the trained Permit Acceptor should attend the permit office. • To maintain social distancing the following rules will apply: o At the start of the job, the permit acceptor will collect the job card and GSAF from the workshop door entrance from a member of BREP. o They will then enter the Admin building via the stairs and observe the 2m social distancing rules for access to the permit office as per the floor markings. o Once the permit has been issued, the Permit Acceptor will leave the Admin Building via the lift to ground floor. o For permit surrender and re-issue the 2m social distancing process will still be followed. Note: All previous trained Permit Acceptors are required to undergo retraining for the outage, as there are additional outage requirements. Permit Acceptors can only supervise 8 workers at a time and have only 1 Permit at a time. Therefore please plan the numbers of persons required to be permit acceptors prior to all work scopes commencing, which will ensure sufficient persons are available during the outage. Page 28 of 41
14 Risk Assessments/Method Statements: It is a legal requirement to make a suitable and sufficient assessment of the risks in the workplace. Assessments shall be made according to the criteria for establishing suitability and sufficiency as listed below. A suitable and sufficient risk assessment is one that: Correctly and accurately identifies a hazard, Disregards inconsequential risks and those trivial risks associated with life in general, Determines the likelihood of harm arising, Quantifies the severity of the consequences, Identifies the categories and numbers of people who may be affected, Takes into account any existing control measures, Identifies any specific legal duty or requirement relating to the hazard, Will remain valid for a reasonable period of time, Provides sufficient information to decide upon appropriate control measures, taking into account the latest technological advances, Enables priorities to be made. Each hazard shall be considered in the context of its impact upon activities, materials and substances, equipment, workplaces, people, and procedures, as set out in more detail below. For each activity, the following must be considered: Materials / substances Equipment People Procedures Workplaces All contractors shall submit their Risk Assessment and associated Method statements (RAMS) for the works they are to carry out on site at least 4 weeks prior to the works commencing. This will ensure the RAMS can be reviewed and accepted by BWSC in a timely manner. COVID-19 A suitable and sufficient risk assessment should be completed to demonstrate how hazards resulting from COVID-19 will be controlled to an acceptable level following Government Guidance, Construction Industry Guidance and site Procedures. 15 Additional HSE Requirements: Due to Current COVID-19 guidelines some additional precautions should be observed: • Close working must be avoided where possible. It is understood there will be situations where it is not possible or safe for workers to distance themselves from each other by 2 metres, in these circumstances face masks should be worn. • Non-essential physical work that requires close contact between workers should not be carried out. • Work requiring skin to skin contact should not be carried out. • Plan all other work to minimise contact between workers. • Re-usable PPE should be thoroughly cleaned after use and not shared between workers. • Single use PPE should be disposed of so that it cannot be reused. • Regularly clean touchpoints, doors, buttons etc. • Increase ventilation in enclosed spaces The following requirements SHALL be adopted by all contractors during the outage for activities as described. 15.1 Waste: All waste produced as a result of the outage activities shall be handled through BWSC approved waste provider (BIFFA) on a FOC basis. It is the contractor’s responsibility to apply the waste hierarchy to their tasks and to reduce the amount of waste produced. In addition, it is the contractor’s responsibility to place all waste into the correct designated receptacle and to ensure no contamination of contents. Waste receptacles shall be located on the east side of straw barn 1, clearly marked and shall be of the following type: General Waste DMR MMMF / Refractory Metal Wood In addition, there are oil/grease contaminated receptacles and supervisors should contact their BWSC GS UK Island lead for further information/access. 15.2 Lighting: General access lighting to a fixed place of work shall be provided by the sites fixed installed lighting. Where internal access to structures or where outage structures (Scaffold etc.) deem this fixed lighting to be inadequate, it is the responsibility of the contractor to provide supplementary access/egress and workplace lighting. 15.3 Noise: The sites noise survey and associated permanent signage was conducted on an operational site. Consequently, the site signage during the outage period will no longer apply and PPE requirements will be determined by task specific requirements. Contractors shall ensure that all personnel under their control use the correct PPE, as determined by their task specific requirements. The daily Outage Meeting will determine when the PPE requirements shall be re-enacted. Page 30 of 41
15.5 Lone Working: No Lone Working shall be permitted during the outage. Page 31 of 41
15.6 COSHH: Contractors shall supply to BWSC GS (UK) Material Safety Data Sheets (MSDS) for any chemical/substance they intend to use on site, at least 4 weeks prior to the substance coming onto site. BWSC GS will undertake a COSHH risk assessment for the chemical/substance and provide this for the contractors use. 15.7 Working at Heights All contractors shall endeavor to eliminate/reduce WAH. Where this is not feasible the contractor shall supply a rescue plan for their works indicating how potential casualties shall be rescued from the workplace to ground floor, where emergency services can take over. Access works undertaken by Capes shall be deemed to provide self-rescue cover. 15.8 Floor Grating Removal: All contractors shall comply with the sites floor opening procedure and ensure any openings have been approved and a floor opening certificate issued by the duty STL. All openings must have a fixed rigid scaffold barrier and signage, clearly indicating the reason for the opening and responsible person. 15.9 Dropped Object: All persons shall ensure work on grated floors is adequately sheeted to prevent debris/tools from falling. Where there is a risk of handheld tooling falling, tool lanyards shall be used. Confined space entry shall be in accordance with the sites confined space register, task specific risk assessment for the activity being undertaken and the requirements of Confined Space SMI GSUK- GP-SR-019. 15.10 Confined Space: Confined space works shall only be undertaken in accordance with the BWSC GS UK Safety rules, the issuing of a confined space permit and a rescue plan established by the company undertaking the works. All contractors shall ensure any persons entering into confined space works have been medically assessed as fit to do so and have also undertaken the BWSC Confined Space Awareness Presentations in line with the requirements of the confined space works that are to be undertaken. BWSC shall provide a rescue team (Internal) during the outage period, for works that have been identified as category NC3 and NC4. At all other times only NC1 and NC2 works will be allowed to be undertaken unless companies provide their own rescue team. In addition to the above BWSC shall provide confined space Standby Personnel, for all confined space entry points. Where a rescue team is employed on category NC3/4 confined spaces, no entry shall take place without the rescue team first assessing the suitability of egress/rescue. A dedicated radio channel (channel 10) shall be used for maintaining contact between standby personnel and the rescue team. Page 32 of 41
All Confined space working shall be discussed at the daily CDM meeting to ensure the number. so persons located at any one time do not exceed the rescue team’s capability. 15.11 Electrical Equipment: All Electrical Equipment brought onto site must comply with the current applicable legislation and UK Standards and have an in-date PAT identification. All power tools/lighting shall be 110v, although welding equipment may be 400v. All equipment must be compatible with these outlet configurations. Any change in configuration using interface leads must be supplied by the contractor to enable their equipment to be connected to the sites fixed outlets. 400v 3 phase 5 pin outlets – 63amp and 32amp 110v 32amp and 16amp outlets 15.12 Hot Works: Each company should consider ‘cold work’ alternatives before carrying out hot work. All Hot Work performed shall meet the requirements of the BWSC GS UK Ltd Hot Work SMI and shall not be undertaken without the issue of a hot works certificate and suitable trained Permit Acceptor. No hot works shall take place in the straw barns or fuel lines unless all fuel is removed 15.13 Handheld Grinders: All Handheld Grinders brought onto site must meet the following requirements: • 230mm (9”) angle grinders or larger and pneumatic operated grinders are not allowed on site • 110v grinders should have deadman’s triggers & brakes Companies are required to supply their own air movers and respiratory protection and where applicable breathing apparatus dependent upon the risks associated. All Gas Cutting / welding equipment brought onto site shall meet the following requirements: 15.14 Gas Cutting/Welding: The use of Acetylene is not permitted on site Flash back arrestors shall be fitted at both the torch and regulator end Hoses shall be joined using appropriate metal crimping equipment (hose clips shall not be used to fasten hoses) All bottles shall be secured in purpose-built trolleys and NOT secured to structures All bottles shall be turned off when not in use and removed to a safe location All bottles must be external to any internal areas such as the boiler. Hoses can be routed internally, but must be removed at the end of shift/when no works are taking place Cylinders shall be stored in locked purpose designed stores when not in use A purpose-built cradle shall be used for the lifting of gas cylinders. Lifting by wrapping with a sling or by valve/valve stem is not permitted 15.15 Simultaneous Operations (SIMOPS): Where CONTRACTOR activities are required to operate in close proximity to other activities on the BWSC sites (which may include activities undertaken by the CONTRACTOR itself), the CONTRACTOR shall develop a Simultaneous Operations (SIMOPS) Plan in order to mitigate any risks / hazards identified from the simultaneous activities that are planned to take place. These should be discussed as part of the daily outage meeting. Page 33 of 41
15.16 Lifting & Rigging: Contractors shall ensure all lifting operations performed meet the following requirements: • All lifting equipment required to undertake the works shall be provided by the individual company • Equipment brought onto site has a valid LOLER test certificate and sufficient training to operate. • All lifts shall be undertaken by a LOLER Competent Person • In addition, ALL mobile cranes lifts shall: o Be undertaken as a ‘Contract Lift’ o Have a BWSC ‘Site Access Plan’ Full details of any equipment to be brought onto site, shall be supplied to the responsible BWSC GS UK person at least 4 weeks prior to entry. BWSC will supply certified lifting equipment for the safe lifting of gas bottles. 15.17 Barricading & Signage: Contractors shall ensure works including any excavations, overhead work and other impediments are properly barricaded and are provided with warning signs and lights where necessary to prevent unauthorised entry. As a minimum the signage should include the following details: Company undertaking the works Work scope Contact person Radio channel BWSC GS UK Ltd shall provide a number of rigid plastic barriers for use, although when depleted barriers shall be supplied by each contractor. 15.18 Air Powered Tools: Where air powered tools are used the following must be applied: • Whip checks shall be fitted on all connectable joints • Correct mechanical crimps shall be used (hose clips not allowed) Only correctly rated air hoses shall be used on compressed air lines • Site airline fittings are standard air hose fitting (referred to as Airflow, Vertex, Safe flow) as picture below: Page 34 of 41
15.19 House Keeping / Routing of Cables: BWSC GS UK requires excellent levels of housekeeping to be maintained at all times throughout the works. It both promotes a safe environment and demonstrates a level of commitment / safety culture from each supervisor to their working party. BWSC expects all companies to adopt the following as a minimum: • Maintain good housekeeping at all times and keep all work sites clean and free from obstructions • Route all cables/hoses above head height • Mark and identify all tripping hazards • Keep access to emergency exits and firefighting equipment clear at all times 15.20 Adverse Weather Conditions: Where external works are planned, the contractor shall ensure all weather limiting criteria for the safe operation of equipment is identified and communicated to relevant staff and operators. In addition, for Cranes this will include associated wind speed limitations. 15.21 Heat Stress: Each company shall adhere to the BSCS GS UK Ltd ‘Heat Stress’ SMI. Where individual task risk assessment highlight this as a risk, BWSC GS UK Ltd will undertake a WBGT assessment and identify controls required. Any assessments required should be coordinated through the island leads. No works shall be permitted where the WBGT Corrected temperature exceeds 33 C. 15.22 Non-Specific Tasks: Any tasks that are not specified within this document must still meet the requirements of BWSC’s Management system. Contractors must communicate any specific tasks to their designated BWSC representative, in order to achieve compliance with any BWSC requirements Page 35 of 41
16 Health & Safety File: The health and safety file contains information needed to allow future construction work, including cleaning, maintenance, alterations, refurbishment and demolition to be carried out safely. The sites existing H&S file will be updated following this outage with all relevant information and contractors are required to provide the following information relevant to their works to the Principal Contractor within 1 month of the outage completion. 18 Appendix 1: Temporary Cabin Requirements 1) All cabins shall be fitted with smoke alarms 2) A designated smoking shelter is provided in the Outage Compound Area. 3) No naked flames or exposed induction elements are allowed in the cabins 4) All companies shall nominate to the BWSC Safety Lead those persons who will enact the role of FIRE MARSHALL, responsible for checking cabins in the event of an incident as identified below: Emergency Procedure for the Outage Compound in the event of a Fire or Significant Incident 1) In the event of a fire or incident been discovered the individual should immediately inform the main control room on 01652 601313 or radio channel 1 stating the nature & location of the incident. 2) Do not attempt to tackle the incident by yourself – it is important that the incident is raised and escalated to allow a proportionate response. 3) The Control room shall ensure as incident responder that an Emergency Response Team Lead is sent to the compound area to assist the evacuation of the outage compound area. 4) In the event of the alarm been raised within the compound area all personnel located within the cabin compound shall immediately vacate the cabins & stores and proceed directly to the main muster area in the SE corner of the site. (see MAP on reverse) 5) Each company’s nominated FIRE MARSHALL shall ensure all nominated cabins/Stores are clear of personnel – this shall be achieved by a visual & verbal method to all cabins. 6) The FIRE MARSHALS shall then report to the muster point and prevent any other person entering the area. 7) Fire Marshalls shall report to the Emergency Response Team Lead that their cabins are evacuated and are clear of personnel. 8) Where the appointed fire marshal is not present in the cabins, another person should enact the role of FIRE MARSHALL. 9) The BWSC Emergency Response Team Lead shall then respond to the incident Controller & co-ordinate response/emergency services as required. Welfare Facilities • Staggered break times to reduce congestion and contact at all times. • Enhanced cleaning of all facilities throughout the day and at the end of each day. • Additional hand washing facilities will be supplied in the outage compound. • Contractors are to supply their own hand sanitiser as required. • Workers should sit 2 metres apart from each other whilst eating and avoid all contact, maximum of 8 persons per cabin at once. • All personnel are asked to bring pre-prepared meals and refillable drinking bottles from home or use the onsite catering van. • Payments at the catering van should be taken by contactless card wherever possible. • Crockery, eating utensils, cups etc. will be removed. Personnel are required to bring their own, any purchases from the catering van will be issued disposable cutlery. • BREP will provide suitable and sufficient rubbish bins for hand towels with regular removal and disposal. • The number of people using toilet facilities at any one time will be restricted. • Enhanced cleaning procedures will be in place across the site, particularly in communal areas and at touch points including: o Taps and washing facilities o Toilet flush and seats o Door handles and push plates o Handrails on staircases and corridors o Lift and hoist controls o Food preparation and eating surfaces • Social distancing MUST always be maintained at the smoking shelter.
