*S6M-00364 Paul O'Kane: Thomas Donohoe Statue, Busby—That the Parliament notes East
Renfrewshire Council’s plans for a statue of Thomas Donohoe in Busby, which is to be unveiled in
August 2021; commends the Council Environment Department and Busby Community Council for
their support of the project to erect this statue; understands that Donohoe was from Busby and
emigrated to Brazil where he organised the first football match in the country, and that this
contribution to Brazilian society made by Donohoe led to him being called the “father of Brazilian
football”, and believes that the statue, which has been created by the accomplished Scottish
sculptor, Kate Robinson, will help to highlight this hugely interesting man's legacy and links
between Busby and Brazil. R

*S6M-00362 Neil Gray: Post Offices and CJ Lang—That the Parliament recognises the value
and importance of local Post Offices to the communities that they serve; supports the need to
retain the variety of services for people across society; notes with disappointment the reported
decision by CJ Lang to propose the closure of 31 branches in its Spar stores across Scotland,
including Allanton in the Airdrie and Shotts constituency, and calls on the Post Office and CJ Lang
to engage in talks to guarantee a future for Post Office services in the communities affected.

*S6M-00361 Douglas Lumsden: Aberdeenshire Council Achieves Silver LGBT Charter—That
the Parliament congratulates Aberdeenshire Council's Housing Options and Homelessness Team
on receiving the Silver LGBT Charter; notes that the award received from LGBT Youth Scotland is
in recognition of a thorough review and update of policies and practice, as well as undergoing
training on LGBT inclusion; understands that, in particular, the organisation showed great
examples of equality impact assessments and action planning, and is pleased that staff and
service users will benefit from this approach to inclusion in the years to come.

*S6M-00360 Jackie Baillie: West Dunbartonshire Council Wins Food for Life Served Here
Award—That the Parliament congratulates West Dunbartonshire Council on being awarded the
Soil Association Scotland Food for Life Served Here award; understands that the council won a
Bronze award for its school meals; notes that the award scheme covers 32 primary and ASN and
29 early years settings; further notes that West Dunbartonshire Council was the 16th local

authority in Scotland to achieve a Food for Life Served Here award; celebrates the fact that the
award recognises local authorities that serve freshly prepared, healthy meals, made using locally
produced and sustainable ingredients; understands that the Food for Life Scotland programme is
run by Soil Association Scotland and supports local authorities to put more Scottish food on school
dinner plates; celebrates the fact that West Dunbartonshire Council was able to achieve this award
during a pandemic, and sees this as testament to the hard work and dedication of the council’s
catering team.

*S6M-00358 Liam Kerr: Royal Mail Announces Tenfold Increase in Electric Vehicles—That
the Parliament welcomes Royal Mail’s recent announcement of a tenfold increase in the number of
electric vehicles it runs across its UK fleet, with plans to introduce around 3,000 additional, low-
emission vans throughout the country; understands that the new vehicles will help postmen and
women deliver letters and parcels in a secure and environmentally-friendly way; commends the
company’s work to date to reduce emissions, and wishes it continued success.

*S6M-00357 Monica Lennon: Recognising the Contribution of Neena Mahal as Chair of NHS
Lanarkshire—That the Parliament acknowledges the contribution that Neena Mahal has made
since 2013 in her role as Chair of NHS Lanarkshire, which provides health services to a population
of over 650,000 people; commends Neena for leading the board through a significant programme
of transitional change, for contributing to national areas of work, including the Leadership, Talent
Management and Succession Planning Group, the National Performance Management Group, the
NHS Chairs Quality Portfolio Group and the Quality Improvement Development Programme for
Executive and Non-Executive Board Members, and for her commitment to the people of
Lanarkshire and the NHS Lanarkshire workforce during the COVID-19 pandemic; recognises that
Neena has led on work to improve diversity on NHS boards, has brought a wealth of experience in
corporate governance and strategic management to her NHS Lanarkshire role, and has served on
the boards of various public bodies, charitable and voluntary sector organisations over the last 25
years, and, as her term as Chair of NHS Lanarkshire ends, sends its best wishes to Neena for the
future.

*S6M-00356 Monica Lennon: Tribute to Period Dignity Campaigners, Lady Business—That
the Parliament congratulates Larbert High School pupils Tilly O’Donnell, Meredith Rae, Abby Reid
and Elle-Rose Fotheringham who, with the support of their teacher Mrs Howie, formed the period
dignity activist group, Lady Business; notes that the group is committed to ending period poverty
and championing period dignity for their peers and school community; commends the group’s
leadership in securing access to period products in the school toilets, and holding assemblies to
educate younger pupils about menstruation and help to reduce stigma; believes that the success
of the Period Products (Free Provision) (Scotland) Act 2021 was aided by grassroots activists and
campaigners, including the founding members of Lady Business, who attended the rally at the
Scottish Parliament to coincide with stage 1 of the Bill to campaign for everyone in Scotland who
needs period products to be able to access them in a free and dignified manner, and, on
completion of their education at Larbert High School, sends its best wishes to Tilly, Meredith, Abby
and Elle-Rose for their future and hopes their campaigning and commitment to equality will
continue to inspire other young people to be active citizens.

*S6M-00355 Edward Mountain: HRH The Princess Royal Officially Opens Alness
Academy—That the Parliament welcomes the official opening of Alness Academy by Her Royal
Highness, The Princess Royal on 8 June 2021; acknowledges that the new school will provide a

*S6M-00353 Christine Grahame: The Herbert Protocol—That the Parliament welcomes the
introduction of the Herbert Protocol to the Lothians and Scottish Borders; notes that it is named
after George Herbert, a Normandy landings' veteran, who lived with dementia and died in 2011
after going missing whilst looking for his childhood home; understands that this well-established
protocol is now available to everyone registered with adult care services in the Lothian and
Borders; notes that it involves the completion of a form with key information, such as a recent
photograph, contact details, habits and significant locations, which can then be provided to police
officers and used to save vital time in a missing person inquiry, and believes this to be a positive
step and one that will provide reassurance to families of people living with dementia.

*S6M-00352 Beatrice Wishart: Prioritising Dedicated Care for Perinatal loss —That the
Parliament recognises the need for dedicated facilities for perinatal loss, with a standard of care
equivalent to that provided to patients undergoing labour and delivery; acknowledges that, while it
is estimated that one in four pregnancies end in miscarriage, the true scale is not known; notes
that in 2018-19, 4,635 women in Scotland required inpatient treatment for a miscarriage;
understands that guidance from the Royal College of Obstetricians and Gynaecologists
recommends that dedicated facilities are made available to address the specific emotional and
practical challenges of people in these circumstances; understands that, while there are examples
of good quality care, separate facilities and follow up support are not yet always available,
and believes that this, alongside greater support for perinatal mental health, should be prioritised
in the current parliamentary session.

*S6M-00351 Miles Briggs: Heart of Midlothian Partnership with MND Scotland —That the
Parliament congratulates Heart of Midlothian and MND Scotland on their new partnership, which
has been made possible thanks to what it sees as generous funding from Dell Technologies;
understands the MND Scotland logo will appear on the season 2021-22 Hearts' shirt; notes that
the partnership will aim to help raise awareness of the work carried out by MND charities
throughout the UK and support people in Scotland who are living with the condition; understands
that funds raised will help enable pioneering work, such as the projects taking place at the Euan
McDonald Centre for MND Research at the University of Edinburgh, and considers this
partnership to be a fitting tribute to former Hearts' captain, Marius Žaliukas, who died from the
condition in 2020.

the loss of a pregnancy, and congratulates, and praises, the business, for what it sees as it taking
the lead as a responsible retailer by addressing issues raised by its Partners on issues that matter

as the number three institution in the world for performing arts education in the 2020 QS World
University Rankings; recognises the challenges faced by the cultural sector throughout the
COVID-19 pandemic, as well as the precarity facing many artists; believes, therefore, that more
should be done to protect the creative industries, and considers this achievement by the
Conservatoire to be a testament to its wonderful community of students and staff and their

Loganair's launch of its GreenSkies environmental programme, which commits Loganair to
becoming fully carbon neutral by 2040; understands that Loganair is the UK's first regional airline
to make this commitment; commends the project, which will introduce carbon offsets to remove
the same amount of carbon from the environment as that generated by every Loganair flight;
further understands that a £1 Carbon Offset charge will be included in the ticket price for every
customer’s flight, directly acknowledging the cost of flying and its environmental impact; applauds
the project’s plan to fund initiatives such as reforestation projects and sustainable technologies,
helping to achieve carbon neutral flying, and looks forward to live trials taking place in the Orkney
Islands this summer on developmental aircraft powered by hydrogen and renewable electricity.

move could help the tourism sectors and might help prevent the spread of COVID-19, whether it
plans to develop compatibility between the Check in Scotland app and the equivalent apps in
the rest of the UK and, if so, what discussions it has had with the other UK administrations
regarding this.
S6W-00604 Jackie Baillie: To ask the Scottish Government, further to the answers to questions
S4W-18890 and S4W-20593 by Alex Neil on 8 January and 4 April 2014 and S4W-27915 by
Shona Robison 29 October 2015, the 2011 report, A Study of Medical Negligence Claiming in
Scotland, which was published by the No-fault Compensation Review Group that was chaired by
Professor Sheila McLean of the University of Glasgow and its consultation on the matter in 2012,
whether it will bring forward legislation to introduce a no-fault compensation for patients who have
been harmed as a result of clinical treatment.

Progress of Legislation

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other
relevant information, e.g. about lodging amendments, is given in italics.
As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1,
amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed,
amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at
Stage 2 is four sitting days before the meeting at which those amendments will be considered (e.g.
Wednesday for a meeting on Tuesday); at Stage 3 it is five days before. Amendments may be
lodged until 4.30 pm on any sitting day, except on the last lodging day for each Stage, when the
deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for
consideration may be lodged no earlier than the completion of any consideration of evidence at
Stage 2.
Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of
Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as
early as possible during the day.

Following a reference under section 33 of the Scotland Act 1998 by the Attorney General and the
Advocate General for Scotland, the Supreme Court has ruled that some provisions of the Bill are
outwith the legislative competence of the Scottish Parliament. The Bill cannot be submitted for
Royal Assent in its unamended form.

United Nations Convention on the Rights of the Child (Incorporation) (Scotland) Bill (G)
Passed, 16 March 2021
The Bill has been referred to the Supreme Court under section 33 of the Scotland Act 1998 by the
