Background context Building safety is a top priority for the Council - we have committed to investing £40million to building safety works, with further wider investment earmarked over the next 10 years. Following the Grenfell tragedy, the Government commissioned an independent review of building 1 regulations and fire safety in all high-rise buildings across the UK. After the Council conducted building safety reviews some materials, which previously met the 2 requirements, now need to be updated to meet the new regulations. Started to design new package of building works to ensure buildings meet the new standards / 3 regulations. Supported residents' safety while we design and deliver the works by introducing a Waking Watch, 4 who monitor 24x7 in all high-rise buildings. Agreed the change of the fire strategy to simultaneous evacuation with Waking Watch until key 5 improvement works are completed.
What have we achieved so far Project plans have been developed for each high-rise block. Annual Fire Risk Assessments (FRA) are carried out in communal areas to identify day-to- day fire actions and repairs. Flat front entrance doors have been inspected and will be replaced, if required, with a fire rated door to meet current standards. Identified and supported residents who require assistance to evacuate with a Personal Emergency Evacuation Plans (PEEPS). Developed a residents Building Safety panel – who meets regularly to discuss building safety needs and requirements.

St David’s Court – what have we done We have taken the following actions to keep you safe. Historical improvements works: over the years the block has received 1 package of investment including new windows, fire doors and a communal heating system. In 1993/94 Hun Thompson Associate re-clad the building. Waking Watch: was introduced in December 2020. The specially trained 2 people patrol all floors and the outside area 24x7x365. 3 Leaseholders: there are no leaseholders in this block. Surveys / checks: further to the independent fire engineers surveys we have 4 been developing plans with specialist building engineers to carry out the identified works. Personal Emergency Evacuation Plans (PEEPS): we contacted all residents at least twice to offer a PEEPS, we have completed the requested two PEEPS. 4 If you are still interested in a PEEP – please speak to your Tenancy Officer or email tenancy.management@walthamforest.gov.uk Front entrance doors: we have inspected and replaced 32 flat front entrance 5 doors with a fire rated door to meet current standards. We are chasing the rest. Fire Risk Assessments (FRA’s): in January 2022 we carried out annual FRA 6 in communal areas to identify day-to-day fire actions and repairs.
St David’s Court – what are we doing next We are taking the following actions to keep you safe, dates are subject to statutory approvals having been received Carry out works to external coating to meet the latest building safety regulations. 1 Estimated to start in October 2022 and finish in May 2023 Replace and install the following items with modern materials which meet current building and 2 fire safety regulations: • windows between flats and communal hallways Estimated to start in February 2022 and finish in April 2022 • the balcony walkway ceilings Estimated to start in October 2022 and finish in December 2022 • PVC down pipe Estimated to start in October 2022 and finish in January 2023 3 Replace front entrance doors Install communal fire and heat alarm systems as well as smoke detectors in every home. Estimated to start in February 2022 and finish in May 2022 4 Install sprinkler system Estimated to start in May 2022 and finish in October 2022 5 Lastly, carry out a full check to ensure all the completed works meet the latest building safety standards
St David’s Court – we need your help We are working hard to keep you safe, we need your help too 1 Please ensure you provide access when we need to carry out works in your home, this includes: • Front door replacements • Windows between the flats and communal corridor • Installing the fire, heat and smoke detectors • Installing the sprinkler system We will need a responsible adult to be present while we carry out these works. 2 Please ensure any communal corridors are kept clear so works can be undertaken with ease. 3 Please ensure any areas within your home are kept clear so the engineers can access the space and work safely. Please be mindful of our operatives' safety, and wherever possible keep pets in another room until the works are complete. 4 Please let us know if you have any considerations we need to be aware of, for example requiring information in a different format, such as translated or extra-large font.

Morgan Sindall update Will be installing the windows, doors, external wall insulation, balcony, ceilings etc COVID-19: keeping you safe - engineers have been trained and will continue to operate in a safe systems of works, such as: • wearing personal protective equipment (PPE) • access questionnaires ensuring proactive measures are in place prior to entering the property • take regular lateral flow tests. Keeping you updated – a variety of communications methods will be used to keep you informed, for example: • Resident Liaison Officer – will provided dedicated support • Letters • Resident booklets • Waltham Forest website
Building Fire Safety Works for the London Borough of Waltham Forest Morgan Sindall have been tasked with delivering works within your homes, which when complete will ensure they are in a building that incorporates the latest fire safety requirements. These works are as detailed within Waltham Forest’s information which precedes this introduction. To date our engineers, architects and surveyors have been carrying out detailed investigations to make sure the works necessary are identified and brought within a programme which has passed through the building control system which in itself includes the detailed advice from the London Fire Brigade. The work is mostly carried out without significant disruption, although there will be some instances where we may have to work within your home and we will give you details of how we will approach these instances later The local Building Control department are finalising the review of the works and we anticipate being in apposition to commence the work shortly afterwards. We will begin on site with a two week period of mobilisation. This is where we set up our operation on site with welfare, offices and stores being brought to St David's Court. A part of this mobilisation will be the provision of Resident Liaison infrastructure from which we will provide you with a point of contact should you have any questions or problems you need to bring to our attention, a booklet will be delivered to you via our Resident Liaison officer which will provide you with details of how to contact their services, what to expect from the work and how to let us know of any concerns you have so that we can respond appropriately.
