Brookline Preservation Commission Local Historic District Report Address: 55 Devon Road District: Chestnut Hill North LHD Applicant: Noury-Ello Architects Date Built: c. 1893 Architect: unknown Builder: unknown Statement of Significance: The circa 1893 house was originally built for Charles Miller, a clerk, and his wife Jenny, who also built and lived at #30 Norfolk Road as well as 15 and 33 Circuit Road. While no building permit exists, it is possible that the house was designed by Chapman Frazer as shortly after construction, in 1899 and in 1902, rear multi story additions designed by Chapman and Frazer were added to the house. Since its construction, the house has been added onto and altered a number of times, including an addition to attach a rear carriage house by 1919, as well later additions in 1927, 1934, and 1936. Aluminum gutters and downspouts were installed in 1995, and the house appears to have a variety of windows replaced or added throughout the years, presumably during interior alterations. Proposed Alterations: The applicant is requesting approval to remove a one story 66 sf. rear addition, and infill the space with new french doors and siding to match the existing. Additionally, with the removal of the addition, the applicant would like to rebuild the left side of the dining room bay and install a double hung 6/1 wood single pane window, to match the existing window on the right side of the rear bay. Further, as part of the proposed interior renovations, on the rear elevation, the applicant would like to replace two sets of french doors as well as a grouping of first floor windows with either a 9 lite wood, SDL, thermal glazed casement window or a 9 lite wood, SDL, thermal glazed fixed window. In all locations, the applicant will match the existing siding where necessary. Lastly, a new aluminum downspout on the rear elevation is proposed to match the existing downspouts. The applicant is also proposing to replace a set of rear french doors, located on the far left side behind an addition, with a pair of 6/1 wood, thermal glazed double hung windows. These will not be visible from a public way and staff will issue a Certificate of Non-Applicability for the work. Page 1 of 5 55 Devon Road Local Historic District Report – January 2021
Applicable Guidelines: Traditional building materials should be used for existing buildings; Existing windows should be repaired, not replaced; If a replacement window is proposed, the material and design of the existing window, including the casing, size, number of panes and type of window should not be changed unless the window is not a character defining feature of a façade, in which case minor changes in the proposed replacement window may be approved by the Commission; If a replacement window is proposed, it should not have muntin bars greater than 7/8” wide and should not have jamb liners contrasting in color to the windows; If a window in new construction has insulating glass and if the division of the lites of glass by muntins is deemed appropriate by the Commission, it should have either true divided lites with muntins no wider than 7/8” or (i) permanently applied muntins no wider than 7/8” and (ii) dark colored internal spacer bars, but it should not have either flat muntin grids applied to the inside or outside panes nor removable muntin grids; New and replacement windows should not be clad in non-historic materials. Vinyl or vinyl-clad and metal-framed sash, and replacement windows incorporating external storm panels that are integrated into the sash, should not be used; Wood frames should not be metal panned and the dimensions of window openings, jambs and sashes should not be changed; Existing doors and door openings, including transoms and sidelights, should be repaired not replaced; Doors, including garage doors, should not be made of metal or plastic; If an existing door cannot be repaired or is an inappropriate door, the proposed replacement door should be made of wood and, if glazed with muntin bars, should have true divided lights. Preliminary Findings: As the property is located on the corner of Devon and Norfolk Roads the rear is technically visible from Norfolk Road, even with a solid 6’ fence and vegetation lining Norfolk Road. The Commission should take into consideration the minimal visibility, as it was very difficult for staff to assess visibility at this site, even in a winter month. The overall concept of the proposal appears appropriate. While the applicant is proposing thermal pane glazing for the new french doors, casement windows, and fixed windows, the Commission should keep in mind that in those locations, insulated glazing exists now as it appears the rear first floor fenestration has been altered on the house. Single pane double hung windows do still exist on the rear bay, and that is the reason for why the applicant is proposing a single pane double hung window when reconstructing the left side of the bay.
