D. Public Comment & Business from the Floor Ten minutes of the meeting are reserved for members of the public who wish to address the Conservancy Board on items of interest that are not on the agenda and are within the subject matter jurisdiction of the Conservancy. Speakers shall be limited to three minutes. The Board is prohibited by law from taking any action on matters discussed that are not on the agenda; no adverse conclusions should be drawn if the Board does not respond to the public comment at this time. Consent Calendar: E-2 ACTION ITEM: Approve Board Meeting Calendar for 2021 RECOMMENDATION: It is recommended the Board approve the schedule for the San Joaquin River Conservancy Governing Board meetings reserved for the 2021 calendar year. IF approved, the Board meetings will be scheduled on the first Wednesday of each month. The start time will be 10:00 a.m. for meetings held March through October and 10:30 a.m. for November through February. February 3 August 4 March 3 September 1 April 7 October 6 May 5 November 3 June 2 December 1 July – no meeting scheduled 10

RECOMMENDATION: It is recommended the Board approve $1,519,000 in Prop 84 bond funds and a grant agreement with the Fresno Building Healthy Communities for the San Joaquin River Parkway Western Reaches Activation and Restoration Plan: Camp Pashayan to Millburn Overlook. Wildlife Conservation Board (WCB) authorization would be requested at their February 2021 meeting. Circle V Public Access Plan US Green Building Council Central California (USGBC Central California) proposes to develop a public access plan that will serve as a guide for future implementation projects on the 20.76 acres owned by the Conservancy at Circle V. USGBC Central California in collaboration with the Advocates for Indigenous California Language Survival are looking to engage stakeholders and the general community in a discussion on potential uses of the Circle V property as Indigenous and Environmental Resource Center. The objective of this project is to create a vision for the public usage of the building and site, including access to the San Joaquin River. Also providing meeting and offices spaces, and more. 20

This includes the construction • boat ramp • 40-foot by 16-foot fishing pier • 5-foot by 88-foot gangway, a concrete and gravel parking area • 20-foot by 17-foot single vault toilet restroom facility, and • 80-foot-long French drain along the eastern berm of the fishing pond 35
