INSTRUCTIONS FOR BIDDERS
“TENDER FOR HIRING OF CCTV SURVEILLANCE SERVICES
FOR MONITORING OF MUHARRAM-UL-HARRAM - CHELUM
– RABI UL AWAL PROCESSIONS 2020”
1. Bidder/Company must be NTN and GST registered firm
2. Last 3 year bank statement and tax return of last financial year must be attached
3. The Bidder/Company should not be blacklisted by any Firm or
organization/department/authority
4. Bidder/Company must have experience of installation of CCTV cameras through
fiber optics out door.
5. Company must submit its company profile which includes, list of completed
project in last 3 years (mentioning CCTV cameras quantity and Cost) and at least
3 completed projects of CCTV using fiber optics as connectivity minimum 50
cameras.
6. The Quotation must include CDR of 2% (estimated cost) of the bid value in favor
of Deputy Commissioner Rawalpindi. The Successful bidder will have to submit
10% (contract award money) Insurance/Bankers Cheque as security.
7. Rates must be quoted for each item on prescribed bid format
8. All applicable taxes of Government are the responsibility of the bidder
9. All Quotations will be opened under Rules 38 (2)(a) ( Single Stage Two
Envelops).The bid shall be a single package consisting of two separate
envelopes, containing separately the financial and the technical proposals;
10. The envelopes shall be marked as “Financial Proposal” and “Technical Proposal”
11. The instructions issued by the Services and General Administration and Rules of
PPRA 2014 will be applicable on all bids.
12. Tenders incomplete/Cut/Broken etc. will not be accepted
13. The tender advertisement can also be seen from the website of PPRA
14. All equipment must be installed for a test run one day before the mentioned
dates in bidding document.
15. The system must have remote view facility and bidder will ensure live feed
sharing with Control Room of Home Department Government of the Punjab.
16. The Security Branch of City Police Officer CPO Rawalpindi will determine and
facilitate regarding the procession routes and locations for CCTV cameras
17. Power backup for all day for control room and CCTV Cameras at sites.OFFICE OF THE

18. The System is required to be functional nonstop on the mentioned dates. This
has to be ensured by the bidder
19. Bidder is required to establish control room at specified location and control room
must be equipped with power back UPS/ Generator.
20. Bidder will provide CCTV footage of all events in external hard disks.(2 Sets)
21. District Police Rawalpindi will ensure security of equipment’s deployed for
coverage of processions.
22. Tender Documents can be obtained from DC Office Rawalpindi by Paying
Rs.1000/ for registration of your firm to participate in bidding process.
23. The contract will be awarded to the successful bidder on the basis of lowest rates
offered for highest quality of services.
24. The work will be awarded to bidder whose bid (grand total) will be the lowest.
(sum of Part- A , Part B , Part C) while payment will be made as per verification
of the work done.
25. Bidder/Company will submit its execution plan regarding installation with
complete details of site and cameras at each site.
26. Bidder will provide list of its technical staff and also depute staff in each control
room
27. The office of the Deputy Commissioner has the right to cancel tenders before
ADVANCE ACCEPTANCE is issued in the light of Rules 35 Amendment Rules
PPRA -2014
