Introduction • The coach overview is designed to set the conditions for the success of the league, and provide coaches information regarding expectations, equipment, officials, rules, and the game. 2 2/28/2022
ASA Philosophy • The ASA Sports program strongly emphasizes the child first, and the sport second. • Coaches have a tremendous impact on young people. • Success is not defined by winning. 4 2/28/2022
Sportsmanship and Participation • The ASA Football Program regards bad sportsmanship as unnecessary and completely intolerable. • Sportsmanship is everyone's business. • Coaches are responsible for their team’s (coaches, parents and players) behavior. • Good sportsmanship is a priority in the development of ASA athletes. • MINIMUM PLAYING RULE - Except for injuries, all players must start on either Offense or Defense and may only sit out 1 play per half. Free substitution is allowed in any overtime period.

Coaches on the Field • For Kindergarten Division, two (2) coaches will be allowed on the field. Division 1, one (1) coach will be allowed on the field. The coach may assist the players in calling their plays in the huddle and in lining up the players in their proper positions. • A coach may give verbal instruction until the ball is snapped. Once the ball is snapped all communication (verbal and non-verbal) from both the offense and defense coaches on the field is prohibited. The spirit of the rule is to allow coaches to call the play and line the players up correctly—period.
Game Format • The game will be played per ASA FLAG Football rules. All players are eligible to receive a pass including the quarterback after a hand-off. The center is also an eligible receiver. • Two 20 minute halfs with a running clock. • 5 minute half-time. • 25 seconds to get a play off. • Ball placed at the 30 yard line to start each offensive possession. • There will be no ties. Overtime rules are used until one team wins.
Offensive Positions • The offense shall have a QB, center and 5 eligible receivers. (The center is eligible) All plays must start with a center snap between their legs. Each offensive team MUST have at least one offensive player on the line of scrimmage, and the remainder can line up anywhere they want. • The offense can either run or pass. The quarterback cannot run the ball, he must handoff or pass the ball. The player who takes the hand-off may throw if he is behind the line of scrimmage. • Once a team is in the no running zone the ball must cross the line of scrimmage in the air and cannot be passed behind the line of scrimmage and then carried forward. • FOR THE KINDERGARTEN DIVISION ONLY- Each player must carry the ball at least once per game before any player can carry the ball more than once. An attempted pass reception is considered a carry. The league suggestion is to run the players who do not normally carry the ball on your first few offensive plays, then use your regular backs the rest of the game. Coaches must develop a plan to implement this rule.
Defensive Positions • The defense may line up in any defensive formation they desire. There is no prohibition as to zone or man. • When the quarterback transitions (hands off or passes) the football any defensive player can cross the line of scrimmage. Players may blitz (cross the line of scrimmage before the quarterback transitions the football) as long as they are a minimum of seven yards from the line of scrimmage. A special marker, or the referee, will designate seven yards from the line of scrimmage.
General Game Rules • “No running zones” are located five yards from a first down and the goal line. This is designed to avoid short yardage power-running situations. The use of high motion is NOT allowed. Motion is allowed as in regular Fall ASA football rules. • If the quarterback fumbles the snap ONLY he is allowed to pick it up and continue the play. • Spinning is allowed, but players cannot leave their feet to avoid a defensive player, no jumping. • The ball is spotted where the ball carrier’s feet are when the flag is pulled, not where the ball is. • If a player who is the ball carrier falls down the play is dead. • If a ball carriers flag falls out during a play the play is not dead until the ball carrier is touched.
Blocking Rules – Kindergarten Division • In KINDERGARTEN DIVISION – No “contact” blocking is allowed, only “shield” blocking. • An offensive player may attempt to get in the way of a defensive player, but his arms and hands must be kept straight down against his own body and not extended away from his own body. The offensive player can not initiate contact with the defensive player. • Conversely, a defensive player must attempt to go around a shield block and can not “run through” the block or initiate contact with the offensive player.
Blocking Rules – Division 1 • In DIVISION 1, hands ONLY contact blocking is allowed. • Offensive players may contact defensive players with their open hands anywhere above the waist and below the neck of the defensive player. No contact to the head or neck is allowed. • Offensive players can NOT block with their shoulders or forearms/elbows. • Defensive players are allowed to contact offensive players with their hands and arms to avoid and/or defeat a block. • No closed fist contact is allowed.
Special Playing Rules • Defensive tackling is defined as intentional tripping or intentionally contacting any offensive player by force. The ball carrier has the responsibility to avoid intentional contact. Game officials can use their discretion on other acts of contact to determine if contact is intentional. • There will be no fumble recovery. Once the ball is dropped and touches the ground, it is dead at the point of loss of possession, and the team that has possession will run the next play from that point. Intercepted passes can not be advanced. Mid-air fumbles or intercepted pitches are treated the same as an interception. • The ball carrier is not allowed to move, push or knock away the hands of the defensive player trying to get the player’s flag. The ball carrier is not allowed to “protect” the flags by use of hands, arms or the ball. A ball carrier may not “stiff” arm. A ball carrier’s running style is not a factor in flag guarding, if the hands intentionally protect the flags it will be flagged as flag guarding. • Flags may not be pulled from players not in possession of the ball. • The complete ASA Flag Football Rules and Policies can be found at: http://www.allensports.org/Portals/3/Documents/Football/ASA%20Flag %20Rules%20and%20Policies%20-%20Spring%202020.pdf
