1. BACKGROUND 1.1 The Commissioner Falls Creek is one of Australia’s leading alpine resorts, with snow-related activities during winter and a number of outdoor activities during summer. Falls Creek Resort has a strong history of engagement with the arts and has previously supported many cultural events including artist camps, art exhibitions, the Melbourne International Comedy Festival, film festivals and Falls Creek Museum. The Board of Falls Creek Resort Management (FCRM) adopted an Arts and Culture Strategy in 2016 and soon after, established an Arts and Culture Development Committee chaired by FCRM board member and former CEO of Regional Arts Victoria, Lindy Allen. The committee has a five year plan to reinvigorate year-round cultural activity on the mountain. In order to increase creative spaces, public art and cultural opportunities within the Falls Creek, the committee introduced an annual Artist-In-Residence (A-I-R) Program in the summer of 2016-2017 which has brought many new artists to the village. Priority themes for the program include raising broad awareness and appreciation for our alpine environment, creative development around alpine-specific concepts and a response to the impacts of climate change in alpine areas. By supporting the emergence of a cohort of artists who understand this environment and are immersed in ongoing discussions about creative exploration of these themes, FCRM hopes to position Falls Creek as Australia’s arts mountain. Based on the early success of the A-I-R program, FCRM is now keen to commence work on the next major initiative within the Arts and Culture Strategy, a new public art commission to be located along the entrance to Falls Creek village. 1.2 The Commission FCRM wishes to commission a new major public artwork by an established artist. The process will be by an initial expression of interest, detailing the concept proposed in response to the brief, followed by an offer to a limited number of artists to further develop the concept. The value of the commission will be negotiated with the successful artist but as an indication of the scale of the work, proposals with a commissioning budget in the realm of $150,000 - $300,000 are encouraged. The artwork will be located along Bogong High Plains Road. Due to the commanding presence of the alpine peaks visible in this area, the successful work is likely to be a work of considerable impact. Artists should be familiar with the location and are free to propose a preferred site in the expressions of interest process, but the actual site will be determined by negotiation with the successful artist and FCRM with consideration of site suitability and installation logistics. 1.3 Falls Creek Community Profile Falls Creek’s community includes approximately 250 permanent year-round residents, seasonal community members, business owners, stakeholders, organisational staff and people from the broader region who call Falls Creek ‘their mountain’. All of these permanent and seasonal community members possess a sense of ownership and loyalty which goes beyond the geographic area. A further 500,000 people pass through the resort over the course of the four seasons. 1.4 Curatorial Panel A Curatorial Panel will be convened to assess the initial submissions, create a short-list of preferred artists, and oversee and assess the second round of submissions. Members of this panel will be drawn from Australia’s leading art institutions. Further details on the membership of this panel will be advised. The final decision in relation to the commissioned artist will reside with the Falls Creek Resort Management Board. 1.4 Applicant Eligibility As this project will be seeking funds from a range of federal, state and private sources, applicants will need to meet a range of criteria in order to be eligible to express an interest in this commission. The commission is for new work and therefore designs based on existing artworks will not be accepted. It is anticipated the artwork will be completed and installed during 2019 at the end of the winter snow season and artists must be available to complete the commission in this time frame. Aboriginal and Torres Strait Islander artists are actively encouraged to apply. Applicants must be: Able to demonstrate their ability to produce new, significant work for presentation in a high-profile location. Page | 4
2. SITES FOR THE COMMISSION 2.1 Location On Bogong High Plans Road at or near the entrances to the village of Falls Creek. Bogong High Plans Road, Falls Creek, carries in excess of 50,000 vehicles during summer. During the snow season (mid-June to late September), 80,000 vehicles pass along this stretch, terminating in Falls Creek as the road onward to Omeo is closed in winter. The exact location of the artwork will be decided in consultation with the selected artist/artist team, FCRM’s CEO and Executive Leadership Team and FCRM’s Board. The location is prominent and will present a strong visual impact. The artwork must have regard to the tree-lined journey into the village and the surrounding Alpine National Park. Applicants are advised to request copies of building and planning design and development overlays as this may assist in developing concepts and considering materials used. The artwork should be designed and located to ensure that it does not adversely affect the safety of pedestrians, motorists or cyclists. It should not pose a physical obstruction to traffic or the sightlines of road users. The location of any underground services (ie power and/or irrigation) will be available to the selected artist/s. In determining the exact location of the artwork and prior to installation of footings, it will be the artist’s responsibility to ensure they liaise with FCRM’s CEO to ensure that there are no underground cables, wires, pipes or drains that the installation of the artwork may interfere with. 3. CONCEPT DEVELOPMENT 3.1 Concept FCRM intends to create an iconic public artwork which engages, challenges and stimulates its audience. The artwork will enhance the Resort’s reputation as a place with a deep connection to its heritage and a forward thinking approach to its future. The inspiration for the design concept should reference and take into account the uses and heritage of Falls Creek Resort as a ski resort, a summer activities destination and an Australian national alpine park area with significant indigenous and ecological heritage. OBJECTIVES: To create a high quality contemporary artwork that will: • be a contemporary expression of the Falls Creek community’s affection for this unique alpine village and their aspirations for its sustainable future • have enduring conceptual relevance • be sympathetic to the distinct form and streetscape of Falls Creek Village • celebrate the ancient, recent and contemporary stories of human occupation and endeavour • enhance the experience of arrival to Falls Creek for both summer and winter visitors • assist in positioning Falls Creek as Australia’s arts mountain • reflect FCRM’s commitment to valuing and promoting creative expression • provide an opportunity for an established artist to produce a signature public artwork Page | 7
3.2 Target Audience This will include: • residents of and visitors to Falls Creek Resort including locals, workers, winter sports visitors and summer visitors including mountain bike riders, bush walkers and those undertaking altitude training • alpine road users including holiday makers passing through the village from east to west or vice versa • national and international visitors exploring the high country 3.3 Artistic Merit The design and production of the artwork will be innovative and display considerable artistic and design merit. 3.4 Materials The successful applicant will be expected to fully consider the materials they would use with reference to strength and durability in an external location with weather extremes. The work will: • be fabricated using durable, robust, high-quality, low-maintenance materials • reflect the purpose and intent of the artist’s concept • be able to withstand exposure to intense sun, gale force wind, torrential rain and snow • be easily cleaned • meet all relevant safety standards, not pose a hazard to drivers or cyclists and avoid dangerous protrusions and sharp edges • require minimal ongoing maintenance • complement the character of surrounding built and natural environment • have a minimum lifespan of 20 years FCRM is committed to protecting the natural, cultural and social identity of the area. It continues to develop policies and practices that support a sustainable natural environment, respect and preserve biodiversity and provide opportunities for people from all walks of life to discover, enjoy and seek to further understand these values. The artist may choose to reflect these values in their design and chosen materials. 3.5 Practical Considerations and Maintenance The selected artist/s will provide an extensive Maintenance Manual at handover of the work and a Schedule of Maintenance for the life of the artwork. FCRM will care for and maintain the artwork once it is installed. All Permits and Liabilities will be issued by FCRM and it is the responsibility of the selected artist/s to supply all required information and documentation to successfully complete this stage. The work is required to: • comply with all relevant Australian standards, building codes and codes of practice • be treated with anti-graffiti coating, depending on the nature of the material used • have minimal long-term maintenance requirements and costs • Copyright and Intellectual Property will remain with the artist, yet FCRM retains the right to use the imagery of the work in promotional material. • Artists need to hold their own insurances. 3.6 Warranty The artist will provide a 12-month warranty period for materials and construction from the day of handover. 4. COMMISSIONING PROCESS & TIMELINE 4.1 Process Overview Overall, the Commissioning process will be a three stage process. This document outlining the EOI process will incorporate stage one and two, with execution of the commission being stage three. N.B. Stage 3 is funding dependent The first stage closes on Fri 11 May 2018 at 2pm. Artists not familiar with Falls Creek who are interested in putting in an EOI are strongly encouraged to visit the village prior to lodging their submission. Late applications will not be considered. At the conclusion of the public call for EOIs, a curatorial panel will convene and shortlist finalists. Finalists will be advised on Mon 28 May 2018. All those submitting an EOI must be available, if short-listed, to attend an on-site meeting at Falls Creek on Fri 1 Jun 2018. Attendance at this briefing is compulsory. Do NOT submit an EOI unless you are able to attend this meeting. At this meeting, finalists will be briefed on-site and will be contracted to undertake stage 2 of proposal development including creation of a maquette, site drawings, confirmation of materials to be used, engineering specifications, timeline and Page | 9
budget for delivery. All finalists will have their travel and accommodation needs covered to attend this briefing. All finalists will receive a fee of $1,500 to undertake this further stage of concept development. The second round of submissions from finalists closes on Fri 13 Jul 18 at 2pm and the successful artist will be announced on Tue 31 July 2018. FCRM will work with the successful artist to create opportunities, such as exhibitions and artist’s talks, to profile the artist’s work both at Falls Creek and in other locations as part of its overall media strategy. Fri 16 Mar 18 Expressions of Interest (EOI) for the Falls Creek Gateway Commission open. Fri 11 May 18 Gateway Commission EOI closes at 2pm. Late submissions will not be considered. Fri 18 May 18 Curatorial panel meets to view first round. Short-listed finalists chosen to go to second stage. Mon 28 May 18 Finalists advised. Fri 1 Jun 2018 Finalists On-Site Briefing. Shortlisted artists/s will be briefed on-site at 2pm and a Contract of Engagement will be issued to develop concept design proposals for the public artwork. Attendance at this briefing is compulsory. Finalists will receive a payment of $1,500 to undertake further concept design during this stage. Fri 13 Jul 18 Finalists submissions close at 2pm. Late submissions will not be considered. Thu 19 Jul 18 Curatorial panel meets. Successful artist/s chosen. Mon 30 Jul 18 FCRM Board Meeting: endorses selection of winner Tue 31 Jul 18 Media announcing winner Fundraising campaign commences DESIGN DEVELOPMENT STAGE Payment 1 to artist/s for further design development preparation & presentation. Relevant approvals will be sought and secured, artist/s will develop their design and ensure their proposal meets all safety, engineering and other FCRM requirements. Mon 10 Dec 18 Artist presents final detailed plans to FCRM Board. INDICATIVE COMPLETION TIMEFRAME Feb 19 DESIGN APPROVAL Following the Board’s endorsement, the work will receive final sign-off by FCRM’s CEO and Executive Leadership Team. Final stage contract negotiation with successful artist will commence. Mar 19 COMMISSION AGREEMENT Fundraising campaign concludes Contractual arrangements between FCRM and artist finalised. Payment 2 to artist/s. Apr 19 APPROVAL OF IMPLEMENTATION PLAN FCRM signs off on implementation plan including specifications for fabrication. Payment 3. Following sign-off by FCRM, the artist/s will undertake final preparation for fabrication and installation of works. A pre-installation meeting with FCRM staff will be required two months ahead of planned installation date in order to confirm the exact location and discuss any engineering requirements. The artist will be required to notify FCRM as least 28 days prior to the planned installation of the artwork. Sep – Nov 19 COMPLETION OF WORK Payment 4 - Final Payment upon finalisation of installation, sign off and handover to FCRM The artwork must be installed by Fri 13 December 2019. TBA Artwork launched. 4.2 Expressions of Interest You MUST fill in the Falls Creek Major Public Art Commission Cover Sheet at the end of this document and include this with your submission. Expressions of Interest should be presented on a USB drive and posted to FCRM to arrive by the due date. EOIs delivered by post must be addressed as noted above and must be clearly postmarked as posted at a date and time that Australia Post advises for it to be received on time. LATE SUBMISSIONS WILL NOT BE ACCEPTED. Your EOI should include: • A written response outlining your concept for the proposed public art outcome (no more than two A4 pages). • Drawings or other illustrations of the proposed work. • Artist’s Curriculum Vitae (CV) • Maximum of 10 images of relevant work supplied as a Powerpoint presentation. This presentation should include details of the work such as materials, dimension, location, commissioner and collaborative partners as relevant • Any other information which addresses the assessment criteria in 4.3. 4.3 Expressions of Interest – Assessment Criteria Assessment of Expressions of Interest shall include consideration against the following criteria: Strength of the concept • Aesthetic and conceptual response to the site and the brief: the way in which the project meets the various requirements of the briefing paper, including its appropriateness in terms of scale and material, its capacity to reflect the social and cultural history of the location and to engage visitors (of all ages) to the area • Artistic merit as evidenced in the visual material provided Artist’s capability • Demonstrated ability to work on a project of this nature within the timelines and budget • Significant relevant experience in the public realm • Demonstrated ability to develop concepts and communicate ideas • Demonstrated ability to create work that engages with a broad public • Availability to work within the project timeline • Demonstrated ability to work on permanent and durable work • Experience with materials of relevance to the required project outcome 4.4 Stage Two Proposal Finalists from the first stage of the EOI process will receive a detailed briefing on how to proceed during the second stage. This briefing will be held at Falls Creek on Mon Fri 1 Jun 2018. Attendance at this briefing is compulsory. Finalists will receive a payment of $1,500 to undertake further concept design during this stage. The Commissioner recognises that the first round of EOI’s may not elicit a proposal that meets the key criteria sufficiently to take it to the second stage and therefore reserves the right not to select a proposal from this first stage. 5. BUDGET As the work will be a major public art commission, FCRM estimates the completed work will have a budget in the realm of $150,000 - $300,000 (including fee to artist/s). FCRM will provide practical assistance regarding site preparation and installation. Your Expression of Interest should include a Project Budget with preliminary estimates of all costs associated with the concept design, such as: • Artist’s fees for development, design and delivery • Fabrication and installation of the work including materials, engineering, transport, installation, lighting, a plaque, interpretive signage (if required) NOTE: The total agreed budget will be the only allocation available towards the fabrication and realisation of the artwork. The commission fee to the artist will be an agreed percentage of the overall commission cost taking into account such practicalities as the work’s scale, fabrication requirements and the time involved. FCRM will negotiate in good faith in line with industry best practice and relevant government procurement guidelines. Indicative Commission Payment Schedule: Payment 1 DESIGN DEVELOPMENT STAGE $5,000 (this payment is not included in the overall commission fee).
