March 30, 2021 NDHSAA Board of Directors Meeting Synopsis VALLEY CITY, N.D. – The North Dakota High School Activities Association Board of Directors met in person on Tuesday, March 30. The following were highlights of the meeting: The Board of Directors voted to approve the sanctioning of girls wrestling as a NDHSAA-sponsored sport starting in the 2021-22 school year. The Board of Directors’ Tournament Committee gave a report on Proposed 2022 Winter Region Tournament Sites. The report was approved by the Board. 2022 Winter Tournament Sites are updated on the “2021-22” Tab on the “NDHSAA Current Tournament Sites” Page found at https://ndhsaa.com/calendar/tournament-sites/current The NDHSAA’s Seven-Year Calendar was updated with Board-approved first practice, first contest and other important dates for activities during the 2027-28 school year as well as NDHSAA Football dates running through the 2027-28 school year. Approved dates can be found at https://ndhsaa.com/calendar/approved The Board approved a request from District 9 Chairman Jason Ermer (Garrison) and District 10 Chairman Jerome Slag (New Salem) to utilize a Super Region format for the Region 5 boys and girls basketball tournament beginning in the 2021-22 school year. The Board approved meeting dates for the 2021-22 school year. Executive Director Matt Fetsch gave an update on the Technology Director position. Applications for the position will be accepted through the March 31 deadline and finalist interviews will take place on April 7. The next NDHSAA Board of Directors meeting is scheduled for June 7-8 in Valley City. 2021 Mandatory Fall Administrator Meetings NDHSAA will host mandatory Administrator meetings in September of 2021. Each member school must send at least one representative which may be a superintendent, principal, or activities/athletic director. Coaches are also welcome to attend. Each school not in attendance at one of the meetings will be required to pay a $50 non-attendance fee. The meetings will cover information pertinent to administration of NDHSAA sponsored activities, Constitution & By-Laws, general regulations, and publications covering all activities shall also be reviewed. 2021 NDHSAA Girls Regional and State Tennis May 27-29, 2021 has been set for Girls Regional Tennis Tournaments. West Region will be held in Jamestown and East Region will be in Fargo. The deadline for team play-in is May 24. Coaches and ADs are reminded regional registrations are due to the NDHSAA office and tournament managers by NOON (CDT) May 19. Entry form links will be emailed to coaches May 3, 2021. State Girls Tennis will be June 3-5, 2021 in Grand Forks. May 27-29 - Todd Olson, Mgr. June 3-5 - Mark Rerick, Mgr. The Role of a Tennis Spectator Being a tennis spectator is not just like any other sport. You are expected to abide by the following sportsmanship guidelines. If you do not follow these guidelines you put the tournament officials and your team/coach in an uncomfortable situation. Schools are encouraged to share this information with your parents before the beginning of your tennis season. Spectators: • Are not permitted on the court • Should not lean or crowd around the fence • May not converse with players once they enter the court • May not, in any way, assist the players with the match (coaching, scoring, line calls, rules, etc.) • Should refrain from distracting the players • May cheer or applaud when one of the players hits a winning shot • Should not cheer or applaud when players commit unforced errors. If you do not understand the difference between an unforced error and a good shot by your player, DO NOT CHEER! The last thing the State or Region Tennis Tournaments need is the match to become a matter of which crowd can cheer the loudest. This is very distracting to the players. • Should realize they are watching the match from angles that differ from the players. Line calls are very different to make as a tennis player. It is easy to criticize a player for making a bad call when you are standing still watching. Players who officiate their own matches are not always in a position to make quality calls. • Good Sportsmanship means respecting the abilities of all players involved. It means giving credit to both sides – win or lose. 2021 NDHSAA Class A Plays 2021 State Class A Plays will be held on April 12 at Lake Region State College-Devils Lake. Golf Sportsmanship Reminder NDHSAA requests that sportsmanship and golf etiquette be emphasized during the spring golf season. Golf coaches are asked to teach the rules of golf etiquette to their participants. There has been concern that some players are not being honest in counting their score and other rules are being broken because of ignorance of the rules. Regional and State managers are asked to make an extra effort this year to see foursomes are properly supervised, rules and sportsmanship are covered in the pre-tournament meeting and the scoring procedure is followed. The following rules of golf etiquette/sportsmanship should be taught to each golfer and covered at every tournament. 1. Be honest; count every stroke. 2. Make sure you know how many strokes to add for each specific penalty. Don’t guess; ask the tournament manager or club pro. 3. Don’t move, talk, or stand too close to a player while the player is making a stroke. 4. Don’t play until the group ahead of you is safely out of the way. 5. Play without delay but stay with your foursome. Leave the putting green without delay with your foursome. 6. Each person should call out his/her score as soon as you have holed out so the score is verified. 7. Replace divots, smooth out bunkers, etc. 8. Don’t step in the line of another golfer’s putt. 9. Keep control of your temper. Do not use offensive language or throw clubs. 10. Be a lady/gentleman at all times. Do what is proper and sportsmanlike. 11. Electronic devices are not to be used on the course at any time. – Exception – Distance measuring devices in both Class A and B. NDHSAA Coaches Education - Permit Submission Form due April 1st Coaches Education submission forms are due to NDHSAA on April 1 each year. Schools not submitting their Coaches Education form by April 1st will be fined $300 and will not be eligible for postseason competition until their fine has been paid and their submission has been received. All schools will be fined $200 for each coach appearing as non-certified for any two years in any school. Participants Must Be Accompanied Please be reminded all regional and state individual and team members must be accompanied by a coach or school official as noted in the NDHSAA By-Laws on page 4, Part Two, Article III-CONTESTS, Section V. Managers of regional and state NDHSAA sponsored activities have been notified to strictly enforce this rule. No participant or team will be allowed to participate without a coach or faculty representative present at the contest. 2020-21 NDHSAA Board Meetings Following is a list of NDHSAA regularly scheduled Board meeting dates. ACT/SAT Test Preparation Programs Editor’s Note: This information was sent to NDHSAA from Dr. Karissa Niehoff, NFHS Executive Director. eknowledge has partnered with the NFHS to offer free SAT and ACT Preparatory DVDs to NFHS member state associations and their constituent high schools. These programs created by eKnowledge normally sell for $199.95; however, through this generous gift, students in your schools can receive a complimentary copy for only shipping and handling costs. The PowerPrep programs include 11 hours of video instruction, practice tests, sample questions and more than 3,000 files of supplemental test prep material. This program is designed for the students to study at their own pace. In the past several years, eknowledge has donated more than 200,000 programs with a value of $42 million. To secure a donated program, contact www.eKnowledge.com/NFHS or order by phone (951-256-4076) and reference the National Federation of State High School Associations. 2021-2022 Officials Registration Online All officials hired for interscholastic competition at the high school level must be registered with the NDHSAA before officiating. Out-of-state officials who officiate contests in North Dakota must submit a reciprocity form and fee to NDHSAA before working games or meets. Registration is not complete until forms and fees have been received and processed by the NDHSAA office. Officials registration will be available online only through NDHSAA and officials must have an NDHSAA account in order to register. Officials registration is due July 1st of each year. Registration after July 1st of each year until the last rules clinic date in each sport is available, however late fees will apply to all renewals. Rules clinic completion is mandatory for all officials in the sport(s) they plan to officiate. Exams must be taken each year in the sport(s) in which exams are offered. Each basketball official must have officiated or have been a supervisor at an NDHSAA approved day camp within the previous three years to be eligible for officiating region and state tournaments. Officiating requirements vary from sport to sport and will be available in their entirety in the May BULLETIN and on the Officials & Judges tab of the NDHSAA website. https://ndhsaa.com/officials/requirements Complete registration information will be available on our website in the beginning of May. Registration for 2021/22 will open on May 15, 2021. NCAA Eligibilty Center The NCAA Eligibility Center provides information for students considering Division I or II collegiate athletics. Spring NDHSAA Website Requirements Spring sport rosters/pictures/cutlines and schedules are soon due. Schools are required to have information for all spring sports uploaded to NDHSAA three weeks into each season. Failure to upload required information will result in a $50 late fee. Schools have the ability to edit this information as rosters change throughout the season. NDHSAA member schools are required to upload a team picture, cutline, which identifies the lineup on the team photo, team roster and schedule/record for all sports. This process allows invitational, district, regional and state tournament managers the ability to download and prepare tournament programs. For additional information on uploading team information to NDHSAA, please contact Brenda Schell at the NDHSAA office. 2020-21 Distinguished Service Award Nominees Requested NDHSAA is requesting nominations for the 2021-22 Robert D. King Distinguished Service Award. Nominees must exemplify the highest standards of professional ethics, sportsmanship, moral character, and carry the endorsement of their local high school. One may nominate an administrator, board of education member, coach, contributor, fine arts coach/ director, fine arts judge, or game official. The criteria letter and nomination form can be found at www.ndhsaa.com under Administrators & Coaches>Forms. Nominations should be based on the following criteria: • School administrators would be considered on the merits of their high school administrative achievements and contributions to interscholastic activities. • Board of education nominees would be considered on the merits of their contributions to interscholastic activities, especially on a state level. • Coaches would be considered on the merits of their high school coaching achievements only. • Contributors would be individuals who have made a contribution to interscholastic activities in some other capacity other than those previously mentioned (may include such areas as sports medicine, sports media, or reporting other school activities). • Directors would be considered for their contributions to the interscholastic activities in their school and on a statewide basis. • Officials would be considered on the basis of their service as a high school official, adjudicator, judge, etc. All candidates will be judged on their significant and/or long term contributions to interscholastic activities. While many have served their local programs over a long and distinguished career, longevity without meaningful state impact does not constitute appropriate credentials for Distinguished Service Award consideration. Their accomplishments must have been worthy of state recognition to be considered. An appointed selections committee will review the nominations with a final list submitted to the entire Board of Directors. ACT/SAT National Test Dates Administrators, activities directors and coaches should remind their students of the following 2020-21 dates so they may avoid conflicts. Please have them contact their school counselor for deadline registration dates and further details. ACT NATIONAL TEST DATES SAT NATIONAL TEST DATES April 17, 2021 May 8, 2021 June 12, 2021 June 5, 2021 July 17, 2021 Annual Sports Physicals - New Physical Form Student athletes participating in NDHSAA sanctioned sports programs are required to file a pre-participation health history screening and physical examination form with their school office prior to their participation (including practice) on a yearly basis. Yearly exams may now be done on or after April 15th to be valid for the following school year. Physical examinations completed before April 15 are not valid for the following year. NDHSAA Board approved a new physical form for use beginning April 15, 2020. 2021-22 Directory Update Reminder Administrators are reminded the 2021-22 NDHSAA Directory of Member Schools will be sent to schools in September and published on our website under the Member Schools link. Schools are requested to check and edit their school information prior to the deadline. Schools are requested to have all information updated in the NDHSAA website by August 5, 2021. We understand that all positions may not be filled by the deadline. Contact Brenda Schell if you would like TBA listed for any position. Please check your NDHSAA school profile now and update any changes in August for accurate printing. Call or email NDHSAA if you have any questions. The test will be available online only and must be completed and submitted within the applicable window. (www.ndhsaa.com) The NDHSAA office will assess a penalty of $25 for non-completion of any mandatory online exam by a head coach. Officials non-completion of a mandatory online exam will result in a lower classification the following year. If an official is certified, they will drop to probationary for one year in that sport. If an official is probationary they will drop to ineligible for one year in that sport. The meet will be held on Friday and Saturday, May 28-29. The Class A and B regional meet order of events can be found in the complete regulations. Track Information New Regulations: The deadline for completing region meets is the Saturday prior to the state meet. The addition of a wheelchair division has been added for regular season meets. 2021 NDHSCA-NHSACA Coaches Convention The North Dakota High School Coaches Association is hosting the State Convention this summer in Fargo at the Ramada Hotel. The dates of the convention are July 19 through July 22. A room block has been reserved at the Ramada. Please make reservations early! Here are some key points in preparation and registration for the convention. 1. Convention registration is $65.00 and membership is $60.00. This will ensure membership for the 2021-2022 school year. 2. Registration will be available starting around May 1st. A tentative convention schedule will be posted on our website by March 1. 3. There is a chance for coaches to earn up to two semester hours of graduate credit through North Dakota State University. Coaches would need to attend all four days (July 19 through July 22) to receive the two semester hours of credit. For one semester hour of credit, coaches would need to attend any two days of the convention. Graduate credit will be $65.00 per credit. Individuals must register for the convention in order to take the credit. This is an awesome deal. 4. Coaches will be able to recertify for CPR/AED/First Aid Training by attending one of the three sessions available on Monday, July 19th. There is a $15.00 charge for taking the training. 5. Coaches will be able to update their concussion management by attending the noon luncheon session on Monday, July 19th. We will only have one session on concussion management available. 6. All registration will be done on-line! If people have a problem with the registration process, they are urged to contact their school’s information technician, computer instructor or Randy Johnson at duck@westriv.com. 7. All Athletic Directors are reminded this will assist coaches in the recertification process. 8. Every coach in the State of North Dakota is encouraged to attend. This is a great time to build communication with high school and college coaches speaking at the event. Registration will be available around May 1st. Another very popular activity over the past years is the Taco Bar sponsored by Universal Athletics. This will be on Wednesday, July 21st at the Ramada Hotel. There will be a Bean Bag Tournament that evening as well. This social is open to all coaches attending the convention. Here is a breakdown of the schedule: Monday, July 19 – Leadership sessions Tuesday, July 20 – Sport Specific Sessions Wednesday, July 21 – Sport Specific Sessions. Only top high school and college coaches have been invited to complete the sessions for each sport. All coaches are also encouraged to share this information with all fellow coaches, grades 7-12, in their school system. All head coaches should feel an obligation to include their entire staff to attend the convention for professional development and to complete Coaches Education Requirement.
