A message from the Chief Accountant CC's Chief Finance Officer Jane Palmer Finance Department The department reports to me as Chief Constable s Chief Finance Officer (CC-CFO) and provides services to both the Chief Constable and the Police Fire and Crime Commissioner. The department is centralised at Police Headquarters and provides services in three main areas with an establishment which the T2020 proposals will reduce to 27.50 fte by the start of 2020/21. The department has an excellent reputation internal audit reports regularly provide reasonable or substantial assurance that the controls upon which the organisation relies are suitably designed, consistently applied and operating effectively. External Audit reports on the Statutory Accounts have not found it necessary to make any recommendations for a number of years. Although the two corporation soles are separate legal entities and separate statutory accounts are required, all financial transactions are processed through the same general, payables and receivables ledgers, using an Oracle Financial System. However, separate payrolls are maintained for each entity. Combined management accounts are produced monthly for the whole group . Summary of services: • The payroll function is currently operated via a bureau service, with all data input functions performed by NYP staff. The department is in the process of transferring relevant data input to an HR Administration Hub and the establishment of the team has already been reduced to reflect this transfer of data input functionality. Police and Local Government Pension Schemes are managed on our behalf by external contractors but we provide a lot of payroll information to assist with administration. • The P2P function provides accounts payable and receivable and in-house purchasing functions. • Procurement support for over £50k projects is largely provided through a regional collaboration with other Yorkshire and Humberside forces (YaTH). The T2020 proposals include an uplift of in-house procurement resource, and a transfer of the line management of the Purchase to Pay section into the Management and Financial Accounting team. • Management and financial accounting includes Purchase to Pay (P2P) and provides: o accounts payable and receivable and in-house purchasing functions o budget monitoring, management information and outturn forecasts to the Force and the Commissioner - for both capital and revenue budgets o all the related activity (journals, analysis etc.) o statutory accounts and statutory and other returns o treasury management o grant claims and income generation monitoring including income contracts o support for the S151 responsibilities for both Chief Finance Officer s (CFO s) o maintenance of Finance, Contract and Procurement Regulations and the Devolved Resource Manual (the DRM - which records the detailed in house financial regulations) 3
Challenges The department would benefit from an integrated HR and Finance system (ERP), including duties and payroll. Significant amounts of time are spent transferring data between systems, and reconciling the results to verify the data. It is hoped that this will be implemented as part of the later phases of the current transformation work (perhaps in 2021/22), once the process and procedure changes have been implemented across the force to maximise use of existing resources. NYP needs to modernise systems in order to minimise data input by keying, and to reduce the number of people employed to perform transaction processing. All finance processes are being reviewed as part of the T2020 process to understand the Why, Who, When - why we are we doing this, who uses the output, can the information be provided in a different way, is it providing information that is a priority for NYP, etc. The department will seek to move the whole of NYP to a right first time ethos for financial information. This will facilitate reconfiguration of the department so as to concentrate more on understanding what the financial data saying, rather than investing time in moving data about. 5

About Enable North Yorkshire Police, Fire and Crime Commissioner Julia Mulligan has announced plans for back-office staff to work as one team, under one roof, as part of awider programme to improve efficiency and affordability across the police and fire services in North Yorkshire. The Commissioner took on the responsibility forthe North Yorkshire Fire and Rescue Service in November last year, with a pledge to increase collaboration and reduce costs. The new plan involves back office departments such as finance, HR and IT, as well as others, coming together as one team, under the name Enable North Yorkshire. Enable North Yorkshire went live from April this year, with a mission to provide high quality, efficient business support services for both North Yorkshire Fire and Rescue Service and North Yorkshire Police. Enable North Yorkshire is based at Alverton Court in Northallerton. The building, which was recently refurbished to accommodate police head office functions as well as the town s Police Station, will become the HQ for both North Yorkshire Fire and Rescue Service and North Yorkshire Police, allowing both organisations to make financial savings. The current fire service HQ is located at Thurston Road, also in Northallerton, and is reaching the end of its lease. Enable North Yorkshire is headed up by Managing Director Ray Ward, who is accountable to both the Chief Constable and the Chief Fire Officer for providing the services needed to support their respective operations. The creation of this post, plus a statutory Chief of Staff role for the Office of the Police, Fire & Crime Commissioner, together with the dis-establishment of the current Chief Executive Officer functions in both Fire and Police services, represents the first step in a wider senior management review. The Commissioner pledged to undertake this review as part of the Fire Service Local Business Case, and it is expected to deliver significant cost savings. The creation of Enable North Yorkshire will not, in itself, result in any job losses. Separately to this, both Police and Fire services are engaged in a programme called Transform 2020 which is looking at achieving greater efficiency in both organisations. Transform 2020 plans are still in development and are not expected to be confirmed until later in the year. 8

Role Profile- Head of Finance Job Title: Head of Finance and S151 Officer Responsible to: Chief Constable as Section 151 Officer Managing Director of Enable as Head of Finance Direct reports: Finance Manager Payroll and Pensions Manager Procurement Specialist(s) employed via Region Proposed Grade HOS 4 (subject to grading) Job Summary Accountable to the Chief Constable and responsible as Section 151 Officer for the proper administration of the police force's financial affairs under paragraph 4 (1) of Schedule 2 to the Police Reform and Social Responsibility Act 2011. Accountable to the Managing Director of Enable North Yorkshire, this role will be responsible for the Strategic Leadership of all Finance and Management Accounting Services for Policing to the Corporations Sole of the Chief Constable of North Yorkshire (CCNY) and the Police Fire and Crime Commissioner for North Yorkshire (PFCC). Lead a multi-disciplined and flexible Finance Department to enable Senior Leadership colleagues to achieve their business requirements in a manner complaint with legislative and corporate governance frameworks. The role is expected to evolve as Enable North Yorkshire is implemented and developed across North Yorkshire Police and North Yorkshire Fire and Rescue Authority. Main Responsibilities As Section 151 Officer: • The Section 151 Officer is the financial advisor to the Chief Constable and has a statutory responsibility to carry out functions under section 151 of the Local Government Act 1972, and Section 114 of the Local Government Finance Act 1988, ensuring that the financial affairs of the Chief Constable are properly administered having regard to their probity, legality and appropriate standards. • Report to the Chief Constable, to the PCC and to the external auditor any unlawful, or potentially unlawful, expenditure by the Chief Constable or officers of the Force, also when it appears that expenditure is likely to exceed the resources available to meet that expenditure. • Advise the Chief Constable and the PCC on the robustness of the budget in relation to the force and adequacy of financial reserves. • Determine the accounting records for the Chief Constable (including the form of accounts and supporting accounting records) and the accounting control systems. • Ensure the production of the statements of accounts of the Chief Constable. • Exercise responsibility for force expenditure (in other words that part of the police fund which is provided to the Chief Constable) provided that such responsibility shall be exercised in accordance with the law and with the Commissioner s financial and contract regulations and any relevant statutory guidance and codes of practice. • The Scheme of Delegation, the Financial Regulations, the Contract Regulations and Property Procedure Rules authorise the Section 151 Officer to take various expenditure and other financial decisions on behalf of the Chief Constable and/or the Commissioner and otherwise specify how the post holder should exercise responsibility for the proper administration of financial affairs. • Make the necessary arrangements for maintaining effective external and internal audit functions, operating in accordance with best practice as recommended by the Institute of Internal Auditors and CIPFA guidelines as well as statutory obligations and regulations. • Participate in the annual review of the Governance Environment as required by the Accounts and Audit Regulations 2011 and the Financial Management Code of Practice. • Exercise the powers and responsibilities of the Police Pension Scheme Manager on behalf of the Chief Constable. 15
As Head of Finance: • Lead on Financial Management matters, providing a strategic input, setting the vision, policy and strategic direction in the delivery of finance related activities and projects to enable the success of NYP and the PCC achieving the overall strategic aims. • Responsible for the maintenance of a longer term focus, motivating and leading staff during times of uncertainty, managing risk while identifying opportunities in streamlining service delivery that support and enable value for money. • Provide expert advice, coaching support and assistance to the Senior Leadership Team as required to improve financial management capabilities. • Responsible for proactively engaging and developing relationships with a wide range of internal and external customers, clients, stakeholders and partners. • Take delegated responsibility from the Chief Constable and the PFCC Chief Finance Officer for governance and financial issues, including treasury management, acceptance of income, agreement of charges for policing services. Implement and ensure compliance with all relevant financial legislation, guidance and regulations, including maintenance of the Devolved Resource Manual. • Drive continuous improvement on financial issues throughout the organisation. • Provide overall direction on business planning, cost modelling, management of budgets and rolling forecasts ensuring key control and accountability. • Strategic Lead for the production of statutory accounts. • Develop, review and implement organisation-wide policies and ways of working that relate to the specific business areas, developing and implementing best practice in response to national and local decisions and legislative requirements. Person Specification Essential qualifications, skills and experience • Chartered Accountancy qualification from a designated CCAB body. • Eligibility to act as statutory section 151 officer • Current member of one of the designated accountancy bodies. • Substantial post qualification experience at a senior level with the ability to operate at both strategic and operational levels • Commercially astute with a proven track record in achieving improvements in standards and performance whilst reducing costs • Comprehensive understanding of accountancy • Highly developed leadership skills with the ability to inspire, lead, manage and develop specialist cross functional teams and the organisation as a whole to deliver high quality outcomes. • Experience of managing strategic risk at a senior level within the organisation. • Strong communications and influencing skills with significant experience of client and stakeholder relationship building and management. • Resilient and have the ability to work under pressure and to tight deadlines • High level of attention to detail with an ability to see the big picture • Demonstrable knowledge of Microsoft Office suites including excel and word.
