MML Webinar: The American Rescue Plan Act - What State and Local Government Employers Must Know Presented by Scott Cruz, Attorney, Greensfelder, Hemker & Gale, P.C. May 5, 2021: Free of Charge The American Rescue Plan Act contains several provisions of relevance to municipal employers. In addition to providing a new COBRA premium assistance subsidy for qualifying individuals, the new law extends the Families First Coronavirus Response Act (FFCRA) payroll tax credit through Sept. 30, 2021, for businesses that voluntarily offer pandemic-related paid sick and family leave to employees, for which state and local government are not eligible. Register now. U.S. Treasury Guidance U.S. Treasury guidance regarding APRA funds is expected to be issued by May 11, 2021. This guidance should provide important answers for specific questions such as how APRA funds may be used, what the reporting requirements will be, as well as how to handle the investment of APRA funds. Emergency Rental Assistance NLC worked with the National Low Income Housing Coalition (NLIHC), using an analysis by the NYU Furman Center and the Housing Initiative at Penn, to develop a new practices guide for cities operating Emergency Rental Assistance programs. Despite significant federal sums for rental assistance, more than $40 billion, state and local programs have been slower than expected to deliver the aid to residents. The guide offers quick do's and don'ts for operating ERA programs, and principles to reduce obstacles and improve targeting of aid. This primarily applies to direct recipients of ERA program funds - cities over 200,000 and state programs. However, it could also be useful for smaller cities who are proactively trying to connect their residents to aid through the states or larger metro areas. We will be co-hosting a webinar with NLIHC in the next couple of weeks, and we expect Treasury department officials overseeing the rental aid program to participate. Missouri State Assistance For Housing Relief (SAFHR), a state program, may be able to help – learn more and find out how to apply! What help does SAFHR for Renters provide? 1. pandemic; 2. Covers up to a total of 12 months of rent and utility bills, back to April 2020 and for up to 3 months in the future; 3. Utilities include gas, electric, water, sewage/waste water, fuel (propane, wood, etc.) and trash; 4. Money is paid directly to landlord or utility company. Applications are open now! American Recovery Plan Act (ARPA) - DUNS Number Needed It is expected that metropolitan cities will receive their payment direct from the U.S. Treasury. Non-metro municipalities will receive payment from the State of Missouri. The Treasury website provides that all cities will need a valid DUNS number to meet reporting the requirements under the program. MML encourages all municipalities that do not already have a DUNS number to visit https://fedgov.dnb.com/webform/ to receive their DUNS number. The following additional steps apply to metropolitan cities (population over 50,000) only: 1. Ensure the entity has an active SAM registration. SAM is the official government- wide database to register with in order to do business with the U.S. government. All Federal financial assistance recipients must register on SAM.gov and renew their SAM registration annually to maintain an active status to be eligible to receive Federal financial assistance. There is no charge to register or maintain your entity SAM registration. If an entity does not have an active SAM registration, please visit, SAM.gov to begin the entity registration or renewal process. Please note that SAM registration can take up to three weeks; delay in registering in SAM could impact timely payment of funds. Click here for a quick overview for SAM registration 2. Gather the entity’s payment information, including: Entity Identification Number (EIN), name, and contact information; Name and title of an authorized representative of the entity; Financial institution information (e.g., routing and account number, financial institution name and contact information). Allocation Tracker The National League of Cities (NLC) offers an Estimated Local Allocation Tracker for the American Rescue Plan. State and Local Fiscal Relief Funds, but estimations for each municipality have been released. Use NLC's new allocation tracker to find out how much your community is eligible for. Municipalities can continue to share questions and feedback around the American Rescue Plan Act through this form. This guide is the result of efforts made to increase access to free and low-cost transportation resources across Missouri’s rural, suburban and urban communities to administer the COVID-19 vaccine. MML manages a number of email listservs that provide municipal staff with a quick way to contact fellow municipal professionals in the same profession. By emailing a single email address, list members are able to ask questions and receive almost instantaneous feedback from other officials who often share their experiences and provide useful materials. Some listservs, such as the City Administrator and City Attorney listservs, are only open to officials who join that profession’s association. For instance, access to the city administrator list is limited to full members of the Missouri City/County Management Association (MCMA). Other MML listservs, such as the public information officers list, the technology list and the planners list, are open to any official in that profession serving in a MML member city. Nine (Bridgeton, Clarence, Claycomo, Crocker, Lake St. Louis, Rock Hill, Sunset Hills, Trenton and Warson Woods) received voter approval for the use tax. Voters in Butler, Carl Junction, Centralia, Kearney, Neosho, Poplar Bluff, Raymore, Rogersville, Verona, and Webster Groves chose not to pass the tax. Railroad Crossing Safety Bill Proposed Missouri U.S. Senator Roy Blunt has helped introduce legislation that will provide $500 million a year for five years to improve safety and reduce congestion at railroad crossings in communities around the country. EPA Compliance Tips for Small, Mechanical Wastewater Treatment Plants This advisory is directed to owners and operators of small publicly owned wastewater treatment works and small private wastewater treatment plants, both commonly referred to as wastewater treatment plants (WWTPs). It is intended to provide small WWTPs with information that will help them comply with their National Pollutant Discharge Elimination System (NPDES) permit effluent limits. Restaurant Revitalization Fund – Small Business Administration: Applications accepted beginning May 3, 2021. SBA is now accepting applications for the Restaurant Revitalization Fund. The American Rescue Plan Act established the Restaurant Revitalization Fund (RRF) to provide funding to help restaurants and other eligible businesses keep their doors open. The program received $28.6 billion in program funding. This program will provide restaurants with funding equal to their pandemic-related revenue loss up to $10 million per business and no more than $5 million per physical location. Recipients are not required to repay the funding as long as funds are used for eligible uses no later than March 11, 2023. Eligible entities include restaurants; food stands, food trucks, food carts; caterers; bars, saloons, lounges, taverns; snack and nonalcoholic beverage bars; bakeries; brewpubs, tasting rooms, taprooms; breweries and/or microbreweries; inns; and licensed facilities or premises of a beverage alcohol producer where the public may taste, sample, or purchase products. During priority period days 1 through 21, SBA will accept applications from all eligible applicants, but only process and fund priority group applications. These include small businesses owned by women, veterans, or socially and economically disadvantaged individuals.
