Introduction This document is a submission note for the project of organization and management of the AIEJI Congress 20121 in Lausanne city, in coordination with various partners, institutions and local associations. Objectives Various objectives are aimed at the development and implementation of this project. We have listed 3 of them which seem to us most important and which we would like to see ultimately fulfilled: 1) Multicultural and multidisciplinary enrichment on the theme of timeline in our educational practices 2) Active participation of the beneficiaries of social benefits with an important revaluation of their role 3) Rich and sustainable Inter-institutional collaboration 1) Multicultural and multidisciplinary enrichment on the theme of timeline in our educational practices Each AIEJI Congress is an opportunity for the participants to enhance their knowledge and discover intercultural and multidisciplinary manner of working on a given theme. For the Congress 2021 we have decided to deal with the theme of timeline. The timeline (“characteristique of what takes place over time”) according to Larousse) is a cross-sectional theme for all countries and all cultures, in educational actions for the people in difficult situation. This is an universal theme, according to Blaise Cendrars, writer of Swiss origin, “We are all in a timetable that rings”. Switzerland, this country, about which some says that we have the watch and another opportunity, would want to be the host country of AIEJI Congress 2021. This theme of timeline brings together, but also enables exchanges on different cultural, societal, sociological and anthropological issues. 2) Active participation of the beneficiaries of social benefits with an important revaluation of their role As far as possible and for maximum fields, we will appeal to the beneficiaries of the logistical part of the Congress, supervised by the professionals. The founding principle of the Congress is, indeed to utilize the expertise of different institutions or organizations employing social educators in the Canton de Vaud and working with people in difficult situation. 3) Rich and sustainable inter-institutional collaboration According to our present idea about the organization, a Committee Office will be composed of eight persons and we want that different institutions, services and organizations are represented and directly linked to the grass-root associations that will support and financially help the Congress1. 3 1 More details will be provided on this subject under the Chapter “Organization”
This intensive collaboration allows a better knowledge of the institutions represented and thus refines inter-personal relations as well as inter-professional relations. Moreover, different heads of departments will be appointed2, here also lies an institutional diversity enabling to realize our objectives of active participation of the beneficiaries. The planned visit of the French-speaking institutions in Switzerland will also enable exchanges with the local socio-educational services with an important collaboration to ensure that this takes place as close as possible to our expectations as well as those of the participants. Organization, development This chapter is linked to the objectives and we will narrate those as such. However, we want to leave maximum policy space for the institutions, partners and local associations to be permitted to proceed in this project and bring in it their personal touch. We will, therefore, only go over the broad lines of what we think is essential in terms of organization. 1) Multicultural and multidisciplinary enrichment on the theme of timeline in our educational practices Here are some lines on how the concept of timeline will be stated in an International Congress from different approaches: Time as an educational resource or to do nothing is also doing something because time passes and then…Time can heal where reason fails to do so. Universal time and personal time or how each person writes his or her story, how these stories intersect in providing education to the people in difficult situation? Timeline in our actions: duration of the mandate, time that represents on a life, time already passed and story that goes with it, counting the past and envisaging the future to construct the present, lap time is the physical time. Different moments of life: childhood, adolescence, adult, neurological and psychological effects of time passed, experiences that are formed, forged and distorted. Metaphysical time, decisive tipping point with a notion of before and after, where some special thing happens. Kairos is qualitative; this is the time “between”. It is not measured; it is immaterial and felt, it is time for appropriate opportunity. Seize the day; enjoy the present, offer the moments of happiness to the people in difficult situation even when things are difficult. Time in all its opportunities - past, present and future. Aiôn is the time of cycles, it represents uncertainty and probability. Time that count us because if there is life, there is also death and, therefore, a predetermined time on earth or how to live well. Three terms referred to in bold in the text viz. chronos, kairos and aion represent three principal concepts of the time and will be dealt with throughout the Congress, as gateways to think of our educational actions in favor of the people in difficult situations. 4 2 Same thing as in the previous footnote
The theme of timeline will be stated in different forms: Plenary Conference: Speakers will be invited and a particular attention will be focused on the quality of the speaker and the diversity of approaches on the theme. Workshop: Contacts will be made via AIEJI to invite the participants who will develop their working manner in their countries. Presentations will be made in small groups for which the participants may register according to their preference. This will enable them to listen to other speakers of their choice, on a project or on some professional attitude, to ask questions and exchange on the issues beyond the timeline. Visits of the institutions: French-speaking institutions of Switzerland will be informed of the Congress and the opportunities of inviting the participants of the Congress. Visits of the local institutions will also be organized, enabling the participants to discover professional realities of Switzerland and more particularly of the French-speaking Switzerland region. These visits will be conducted in small groups; a wide choice will also be proposed to ensure that each participant benefits from a visit based on individual interests and affinities with the inviting institutions. Festive evening: Where time will stop for a few hours conveniently. It is necessary to imagine some attractions to rhythm and delve into the following sentence of Lamartine: "Ôh time! Suspend your flight, And you, propitious hours! Suspend your course: Let us enjoy quick delicacies Most beautiful of these days! The Congress is organized to stimulate intellect, develop skills, encourage thoughts, expand professionals and give them new course of actions, but to promote exchanges between the professionals of different countries and continents as well. A particular emphasis will be placed on the discovery of our heritage, our institutions, our customs and our sense of hospitality. 2) Active participation of the beneficiaries of social services with an important revaluation of their role. Next to the specific fields which will be ensured by the professionals of the branches concerned, for this Congress we have selected to reverse the thoughts and to imagine that it is being made for the social workers, by the beneficiaries who will, of course, be trained for this organization. Many institutions and organizations of French-speaking Switzerland region may be approached as partners (for example: programs for the unemployed, professional schools with specialized guidelines, sheltered workshops, etc). Here are some fields where we may use them: Secretariat and administrative management The Management of such a project cannot be done without strong editorial and administrative skills. In fact, letters will be written, flyers will be printed to present the Congress with supporting documents to list the participants, organize the visits, prepare the program, etc. A whole part of financial management is also to be envisaged, at the budget, invoice, entries and exit of money levels, etc. 5
Installation and establishment of the Congress premises A hall as well as various adjoining rooms will be reserved for holding Plenary Conference, but “workshops” as well, a suitable meeting place, meals and breaks, reception space and organization of the participants of the visits and “workshop”, etc. Tables, chairs, decoration, paintings, etc. will be required. Communication / reception management This particular important field will not only determine who needs different type of information, when and in what form to present it to individual one, but also to manage the whole part related to multilingualism. As for the general communication issue, there will be a whole section before the Congress but also during the Congress, the possible establishment of a website, release of videos, articles, a Congress journal, announcing before the Congress on specialized sites, broadcasting a press release, distributing posters in specific locations, etc. Depending on the it is to be seen about the persons who will participate in the organization and the management of the Congress. Hotel and restaurant service Previous Congresses had gathered hundreds of persons. From all over the world, the financial resources vary from one participant to another and it is thus necessary to develop a partnership ensuring attractive tariffs with local hotel services, various tariffs to enable accommodating all the participants. Furthermore, breaks and lunch breaks will be provided on site, which requires a whole infrastructure and personnel to meet the food requirements of the participants. The festive evening will bring together hundreds of persons; again there will be a challenge at the catering level. Sound and information technology For who says Plenary Conference is called as micro and logistic at the sound level but at visual and technical level as well. This section demands involvement of the experienced people in the field. Different associations organize conferences and may then share their resources with us to realize such a project in the best conditions. Media and marketing The success of this Congress will also require a good communication with various media in order to allow exposure of the event and highlight positive outcomes to the participants. At the marketing level, we can imagine the materials of souvenir support, a basic document for each participant, discounts for restaurants, museum visits, etc. Contacts will have to be arranged ahead of the Congress to ensure this provision. 3) Rich and sustainable inter-institutional collaboration This field will be created in cooperation with the institutions, partners and local associations which defines organizational modalities. Nevertheless, we have already elaborated a draft flowchart allowing better visualization of the structural construction of the steering committee of this project. Different levels are represented: 6
Basic Association, legal structure: the idea would be to create a new association with a name, a legal structure and statutes, the purpose of which will be to organize and manage the AIEJI Congress 2021. This would be constituted by different associations who would firmly bear the losses or profits involved in this project. The amount of commitments will ensure decision on pro-rata basis in case of losses. In case of profits, the Committee will decide of the follow-up actions. Office Committee: it would be composed of a President, two Vice-presidents and four members who will distribute important administrative departments among themselves. An organizational consultant, outside the Committee would provide their views and skills in organizing the AIEJI Congress. Committee: the Committee would be composed of the office and different heads of departments necessary for covering all the requisite fields of the organization of this Congress whose outline has been stated in the chapter “objectives”. Commissions: the commissions would be managed by the heads of departments who will report to the Committee and organize functions on the ground. These contacts, created over a period since these started years before the Congress, will enable a better knowledge of the persons who “create” the socio-educational network Vaud, see French-speaking Switzerland, and their respective missions. A few years of partnership, with the aim of a project such as the organization and management of the AIEJI Congress 2021, will offer an opportunity to develop synergies and think together about an added-value of our inter-institutional collaborations, in some form whatever may be (inter-vision, exchange of practices, provision of premises, diverse professional competences, etc). 7
We hope that this aspect will be an important element for all those persons who wish to mobilize themselves for the project. On the one hand, we want an international rapprochement but also local rapprochement, rich in collaboration, mutual assistance and sharing, this while subscribing to a logic of the theme of the Congress and time, but also in the logic of professions that we represent and the values which we defend. Through these kinds of events the people can relate to each other among themselves and share what is essential and paramount for all: our humanity. Beyond the beneficial effects of such simple meet, between the people that many elements separate, there is this unbroken link of humanity, stated about the Congress via education 8 through the theme of timeline. The Congress assembles, meet, stimulate and enrich all the people who are participating there.
It is with great force that the participants of the Congress 2013 in Luxembourg declared wholly that we were doing the best job in the world. We look forward to confirming this at the Brazilian Congress next year. Taking care of each other is a great asset to be protected. Mobilization for making it prominent is even better. We have need for those people on this earth to work with the persons in difficult situation, but we have also need the support to make this segment of the population noticeable who are in distress. It is a duty, a human right and an ethic too that we wish to protect to make this world and its inhabitants better. 9
