The Premise Homelessness is one of the most intractable challenges confronting modern societies. It is a humanitarian crisis of global scope, affecting poor and wealthy nations alike and the many pathways to homelessness reflect soci- etal and economic global diversity. In turn, this diversity requires solutions that are equally diverse and focused on the unique needs of each unsheltered community. In nations of great wealth, homelessness is not only one of the most vexing issues but one of the most shameful; with large and in this time of crisis rising numbers lack- ing a safe place to call home. Nowhere is the gap between wealth and impoverishment more striking than in the United States. With the Na- tion’s largest unsheltered population, California’s homeless encampments have been compared by the United Nations to the slums of New Delhi and Mexico City. While 1 in 9 Americans live in California, a staggering 1 in 4 of the nation’s homeless can be found there in urban, suburban and rural locations throughout the state. The focus of this competition, the fifty block area east of downtown Los Angeles known as Skid Row, contains one of the largest stable homeless populations in the United States, including a large number of chronically homeless individuals, people who have lived unsheltered for more than a year. Established in the 1930’s during the Great Depression, Skid Row’s population has ranged over the years between 4,000 to 8,000 inhabitants with the 2019 population count being 4,757, an 11% increase over the previous year. Given the impact of Covid-19, the Skid Row population is expected to not only significantly increase in the coming months but to be critically at risk due to health concerns. Lacking the ability to afford personal protection supplies and inability to maintain social distancing, the occupants of Skid Row are one of the most susceptible populations in Los Angeles and southern California. The challenges of homelessness have been further exacerbated by the extraordinary public health crisis that has touched every nation of the world. While the humanitarian tragedy of homelessness in Los Angeles has received considerable media attention over the years, a growing number of non-profit organizations are working to meet the challenging physical and mental medical needs of this community, engage in first contact support services, provide transitional training programs for self-sufficiency, and provide guidance to available resources. One of the most significant chal- lenges that these organizations face is the inability to acquire or assemble physical space to house the services they provide within Skid Row. Given that limited funds already affect these programs’ ability to serve those in need, it is practically impossible to purchase property to physically house these services within Skid Row where typical of dense urban cores space is limited and expensive. The City of Los Angeles has developed a plan to provide future permanent supporting housing for the homeless, however, this plan will take years for completion and doesn’t meet the immediate needs for transitional hous- ing, food, shelter, security, cleanliness, that is needed during the pandemic. This competition is to challenge architects and students to propose solutions to meet that need for immediate and temporary space for the Los Angeles Skid Row homeless community. The intent of this competition is to solicit design ideas for a temporary homeless shelter and services facility. Designers should consider that the useful life span for this facility would be between 3 and 10 years. Any pro- posed design should take into account the facility’s removal and sustainable potential for either reuse or recy- cling. Proposed designs should also take into account the urgent need for this facility and consider solutions that could be constructed quickly and cost efficiently. The Program Competitors are invited to propose architectural solutions that provide space for temporary transitional housing and community services to best address the current critical needs of the urban homeless during the pandemic. The goal is to infill a site in a central location which has been left empty, and act as a catalyst for future regen- eration; a design scheme which can be replicated elsewhere within the district according to site availability. Location & Site Conditions Skid Row is generally recognized as covering fifty city blocks (2.71 sq. mi) immediately east of downtown Los Angeles. Skid Row is bordered by Third Street to the north, Seventh Street to the south, Alameda Street to the east, and Main Street to the west. Competition Requirements Project: Skid Row 2021 Ideas Copetition Site Data: The proposed site is: • located at the vacant lot on 5th Street between 403 E 5th Street and the Azusa Lighthouse Church on 421 E 5th Street, Los Angeles California, USA. (assume no structures exist on the plot) • an approximate gross site area of 7,500 square feet (about 700 square meters). • LA CIty Planning Map Reference No. MR 29-66 • Zoning (Q)R5-2D, teams can access more information on the City of Los Angeles website linked to Zimas (zimas.lacity.org) Max footprint: should not exceed a width of 50 feet (15 meters) and depths of 145 feet (44 meters) Max height: should not exceed more than 6 story’s (to match adjacent properties) Materials: there are no pre-defined materials, participants have total freedom of choice; however, the jury will be looking for thoughful consideration of material selection in relation to the AIA Framework for Design Excellence and the AIA 2030 Challenge.
