3rd International Conference The recycling of wastes and drosses in buildings: from downcycling to upcycling towards the objectives of circular economy 1. State of the art Most anthropogenic waste generates an impact on the environment. The hierarchy defined by the European framework on waste management can help to reduce landfill capacity and allow the recovery of energy from existing materials, in order to balance energy and impacts during the production, installation, useful life and disposal. About 20 years ago, the Ronchi Law promoted sustainable waste management through the so-called "5R Hierarchy", definable as Refuse, Reduce, Repair, Reuse, Recycle. We still speak of hierarchy, even within a circularity of processes, with the aim of giving grea- ter importance to certain practices, considering however desirable the use of the others. In 2008, the Waste Directive 2008/98 / EC was issued with the aim of establishing a legal framework for waste treatment in the European Union, designed to protect the environment and human health, emphasizing the importance of an adequate waste management and reusing and recycling techniques to reduce pressures and impacts on resources and to impro- ve their use. In addition to reiterating a hierarchical relationship in the application of the methodologies, preferring, where possible, the reduction of the amount of waste, the legislator establishes the responsibilities of the person who produces the waste, imposing the burden of waste management costs on that subject, and it also entrusts the manufacturer with what remains after the use of its products according to the principle of "extended producer responsibility". Among the others, there is the obligation for member Countries to provide for the prepara- tion of appropriate waste management plans and prevention programs, once again attribu- ting to the practice of reduction a strategic value, and introduces some thresholds to be achieved by 2020, including the reduction of 70% of construction and demolition waste. Furthermore, in 2015 the European Commission through the Communication "Towards a circular economy (EC): a zero waste programme for Europe" [COM (2015) 614] introducing the EC theme in the European public debate, highlights the importance of identifying ways of behaviors and solutions to enhance wastes and drosses in resources. After 10 years from the enactment of the legislation and with the approach of the deadlines provided, we are still far from reaching the targets identified also in Countries such as Italy. 3rd International Conference The recycling of wastes and drosses in buildings: from downcycling to upcycling towards the objectives of circular economy Public Procurement, which also provide for the selective demolition and recovery of construction and demolition waste, as well as the disassembly project for building compo- nents and waste prevention. In this framework, research and design experimentation on the topic are currently indispensable, to allow the transposition of the above-mentioned regula- tory approaches to the scale of the building supply chain with the application of the most appropriate technical strategies and options. Recycling involves a certain amount of energy used and an increase in the environmental impact if nothing else is due to the transport of wastes and drosses to recycling plants. It is therefore necessary to outline the practices and evaluation methods of downcycling and upcycling, based on the value of the product after the transformation process. If the downcycle involves the transformation of a product into a less valuable one, the upcycle is the process of transforming products and waste into something with greater economic, qualitative or environmental value. Promoted by the Department of Architecture of Roma Tre University and by the Engineering Department of the University of Molise, the 3rd International Conference "The recycling of wastes and drosses in buildings: from downcycling to upcycling towards the objectives of circular economy" intends to share experiences of research and experimentation design and provide food for thought to the Scientific Community. The Conference is an opportunity for theoretical and popular discussion, aimed at expanding the themes and collecting proposals, on innovative models of waste management aimed at the integration of 5Rs, with reference to the Building sector and the upcycling experiences. Realized at various levels (experimentation on materials / components, realization of stands / architectures with waste materials, etc.). A call for paper is then published, aimed at the selection and publication of contributions of various origins, with the aim of restoring a framework of articulated art and an interdiscipli- nary and innovative proposal. 2. Official languages The official languages of the International Conference are Italian and English. According to the template attached to this call for paper, each contribution will be provided with a sum- mary in English and an extended text written in one of the two official languages. 4. Paper submission The authors are invited to send their contribution, in word format, strictly adhering to the attached template, at info@5erre.it in compliance with the deadlines indicated in the calen- dar indicated below and reported on the website www.5erre.it . The paper will be subjected to a double blind peer review by experts. 5. Pubblication The selected papers will be published into an instant book, with ISBN, which will be distribu- ted at the opening of the 3rd International Conference. 6. Registration Registration must be done by sending an email to info@5erre.it in the terms provided by the calendar. The registration form must be attached to the registration email, which can be downloaded from www.5erre.it, together with the confirmation of payment of the registration fee, accor- ding to the methods indicated below. The registration form must be filled in by the Corre- sponding Author only. 7. Registration fees The registration fee, which entitles you to participate in the 3rd International Conference "The recycling of wastes and drosses in buildings: from downcycling to upcycling towards the objectives of circular economy", to the publication of the paper, if selected, and to a copy of the Proceedings, is € 100 for the first author, to be added € 60 for each other author.
