The goal of the DSP is to create an enhanced downtown that continues to be the heart of the community, providing a variety of destinations in a pedestrian-friendly environment. Since the DSP’s adoption in 2003, the area changed from a downtown shopping mall to a vibrant mixed-use environment with places for people to live, work, and visit. In 2015 and 2017, three property owners approached the City with requests to allow for more development on several sites near the Sunnyvale Caltrain Station. The City Council allowed the property owners to submit applications. At the same time, the City Council recognized that these projects would require amendments to the DSP and authorized hiring an outside firm to help evaluate and update the DSP. The proposed updated plan keeps the Vision for Downtown (adopted in 2003) as “An enhanced traditional downtown serving the community with a variety of destinations in a pedestrian-friendly environment.” The update: • Acknowledges the changing retail environment • Includes flexibility for increased density through incentive programs or Community Benefits • Strengthens the design guidelines • Provides guidance to enhance the pedestrian experience and include more wayfinding such as signs, gateways and other icons
1 / Execut ive Summary DOWNTOWN DISTRICTS MAP 288–298 South Sunnyvale Avenue Sunnyvale/Carroll District – This district contains primarily medium and higher density residential uses to transition from the more intense Downtown Core to less intense residential neighborhoods. These residential uses will be supplemented with a small amount of service retail. FIGURE 1-1 DOWNTOWN DISTRICTS The Sunnyvale/Carroll district is bounded by the railroad tracks to the north and the affected streets of Evelyn Avenue, McKinley Avenue, Sunnyvale Avenue, Carroll Street, and Bayview Avenue and is composed of Blocks 3, 4, 5, 6, 7, and 23. In 2020 this district is residential and commercial in character, containing low and medium density housing and local-serving businesses. Blocks 4, 5, 6, and 23 are zoned for multi-family residential, ranging in density from medium- to high-density. Multi-family residential developments would buffer outlying singlefamily neighborhoods from the railroad and the denser downtown uses. Townhouse densities of 24 units per acre along Washington Avenue would match thePage existing 1-4 developments along these streets. Blocks 3 and 7 provide a transition from the Downtown CoreSpecific Downtown and are designated Plan 2020 for commercial and mixed use development.
