RSA 91-A Update/Personnel Records and Internal Investigation Reports
Anna Cole, Attorney, Drummond Woodsom, delivers well-informed, creative advice to support public and
private employers, as they navigate the ever-changing landscape of labor and employment laws. Co-Leader
of the firm’s Labor and Employment Practice Group, Anna counsels employers on achieving and maintaining
compliance with federal and state employment laws, the development of personnel policies, and represents
employers in collective bargaining negotiations, contract administration, and grievance and arbitration
proceedings. Anna trains and presents on employment topics nationally and provides seminars for
individual clients.

Huddy Grandy, Attorney, Drummond Woodsum, represents and advises New Hampshire municipalities on
a wide range of issues, including environment, land use, and public utilities matters, zoning, administration
and enforcement, municipal ordinances, road law right to know, contracts, and general government
relations, among others. Huddy’s wealth of knowledge in land use and planning is derived from her multi-
disciplinary background. Huddy worked as an Assistance City Solicitor for the city of Wilmington, Delaware,
where she advised on environmental and public utility issues. She also served as a Program Manager for
the city of Providence, Rhode Island where she worked to address urban blight and affordable housing.

Road Issues – Managing Class VI Highways
Keri Roman, Attorney, Drummond Woodsum, has worked with numerous municipalities for over a decade
on a variety of issues including land use matters, municipal finance, tax abatements, road law, municipal
ordinances, and town warrants, among many others. Keri has also formerly served as a Selectman, a
Planning Board member and a Recreation Commissioner in Rye.

Matt Decker, Drummond Woodsum, provides New Hampshire cities and towns with counseling and
litigation support on a wide array of legal issues including code enforcement, land use, public roads, public
meetings, public works projects and infrastructure, property tax enforcement, property tax appeals, law
enforcement, and contracts.

 Steven Whitley, Attorney, Drummond Woodsum, has been advising clients on a wide variety of municipal
 and legal issues for nearly 15 years including town governance, annual town meetings, public finance,
 zoning and land use matters, Right to Know law, and tax abatement appeals. He is also a member of Town
 of Hopkinton Selectboard and Chair of the Hopkinton Economic Development Committee.

 Jane Taylor, Attorney, Drummond Woodsom, focuses her practice on municipal law, with significant
 concentration in insurance, right to know, contracts, and municipal operations. Prior to Drummond
 Woodsum, Jane served in the New Hampshire House of Representatives. She was also general counsel for
 the former Peerless Insurance Company (now absorbed into Liberty Mutual) and was previously the
 Claremont (N.H.) City Solicitor.

               Investment Plan
                  Presented by Taylor Caswell

    How will this federal initiative work to ease local approval for housing units? How will the plan
    incentivize developers and town officials? What impact will the plan have on the statewide housing
    shortage and how far will it go in addressing the needs of local communities in the state?

    Taylor Caswell, is the first Commissioner for the Department of Business and Economic Affairs since
    2017. “As the state’s chief economic official, he encourages and promotes economic vitality
    through recruiting businesses and workforce, promoting the state’s tourism industry, and growing
    international trade and relationships for state businesses across the globe” (Business and Economy
    News release June 16, 2021, www.indepthNH.org May 3, 2022).

    11:00 am        Decision Making in Unpredictable Environments
                    Presented by Ty Gagne

    In February 2008 somewhere above treeline in the White Mountains, in some of the coldest and worst
    winter conditions imaginable, two men lie unconscious in the snow as explosive winds batter the
    nearby summits. In this session Ty will lay out events that led up to the accident and subsequent
    rescue attempt during severe and dangerous conditions, and discuss strategies for decision-making
    and risk mitigation in environments where unpredictability is present.

    Ty Gagne, Chief Executive Officer of Primex3, has held executive positions in the municipal, non-profit,
    and other healthcare sectors, and was a two-term school board member. Ty holds a Master of Public
    Administration from the University of New Hampshire and a Bachelor of Science from Granite State
    College. He is a member of the Leadership of NH Class of 2013, and the Mount Washington Observatory
    Board of Trustees. Ty completed the program for Senior Executives in State and Local Government at
    Harvard University’s Kennedy School of Government, and holds the Associate in Risk Management (ARPM)
    and the Associate in Risk Management for Public Entities (ARM-P) designations.
