Active Shooter Incident Study and Review In the past 7 years, our country has experienced a rise of violence in our schools and public places, particularly in active shooter incidents. Community Engagement Methods Course Description: The Euclid Police Dept. Community Policing Unit is always finding new ways to reach our community members in order to build trust. Children’s programming, innovative outreach, and community partnerships help us engage with our residents. This presentation will cover EPD’s initiatives, programs and events that help us connect with our community. We will answer questions such as how to get officer “buy-in”, locate resources, and ways to promote your department in a positive way. We will also provide suggestions on how to create engaging social media. About our Speaker: Kate McLaughlin is an OCPA certified Crime Prevention Specialist with a Master’s Degree in education from Notre Dame College. She is the Euclid Police Department’s Crime Prevention Analyst and Intelligence Liaison Officer for the Ohio Fusion Center. Detection and Response to Elder Abuse Course Description: Do you ever feel lost when responding to or investigating elder abuse cases? The purpose of this workshop is to give public safety professionals responding to reports of at-risk adults information to identify the indicators of elder crimes, when to collaborate with Adult Protective Service Agencies responsible for investigating, and a basic understanding on how to investigate the cases in accordance with Ohio law. Medical Marijuana Laws Course Description: House Bill 523 took effect in early 2016, legalizing medical marijuana in Ohio. Although the legislation established a basic framework for the program, it left the task of creating specific rules and guidelines for cultivation, processing, testing, dispensing and medical use to three state agencies. This presentation shares the state of Ohio Board of Pharmacy’s responsibilities regarding this program, and provides an overview of the board’s duties. Attendees will receive detailed information of the procedure for patient registration, and the laws and rules pertaining to the Medical Marijuana Control Program. Neighborhood Watch Establishing this Program in Your Community Course Description: The Neighborhood Watch program was created to enhance, expand, and revitalize watch programs throughout the country. This program helps communities and individual neighborhoods feel proactive in crime prevention by creating an opportunity to gather and discuss crime concerns and other issues within the neighborhood. This class will help your agency or association develop and maintain a Neighborhood Watch Program in your community and discuss the benefits of the program. About our Speaker: Dorothy P. Smoot currently serves as Executive Director of the Community Police Partnering Center. She and a staff of Community Engagement Specialists facilitate problem solving teams and provide technical support to community members interested in collaborating with police to address issues of crime, disorder and quality of life in their neighborhoods. Post Overdose Response Team (PORT) Course Description: In this class you will learn about the Post Overdose Response Team (PORT), created to focus on the current heroin epidemic within our communities. In 2017, nearly 300 people were referred to PORT. They were able to reach just over half of the victims referred to them directly or through their family members. The instructors, active members of PORT, will discuss what services this important team offers to overdose victims and their families, and explain how visits are performed, in an effort to bridge the gap between overdose victims and Law Enforcement. Resilience for First Responders Course Description: Chief Biehl strongly believes that we all should promote officer health and wellness to help prevent injury and death. To achieve that goal, he works with other leaders, across the country, seeking opportunities to integrate good practices and partnerships. Recognizing that agencies cannot successfully tackle these issues alone, this workshop will look at successful strategies and community partnerships to consider how individuals and organizations can be better equipped to build resiliency at work and in our personal lives. The class, Resiliency Practice for First Responders is a companion class to this course, but both classes can be attended individually. About our Speaker: Chief Richard Biehl / Dayton Police Dept. Recognizing Predatory Behavior Course Description: Behavioral studies have identified many nonverbal behaviors that are statistically associated with an emotional and psychological state, and with deception or violent intent. In this class we will explore many of the indicators that will often precede a violent or predatory incident. About our Speaker: Special Agent Tisha Hartsough has worked for the FBI for over 20 years, where she is currently assigned to the Columbus Resident Agency, Cincinnati division, where she investigates violent criminal activity. She also serves as Legal Advisor to the FBI Cincinnati division. Response to an Active Shooter Class participants will have the opportunity to become a Certified Instructor and present this informative class to members of their community. Attendees will receive a copy of the presentation for their use. Course Description: This class will take you through the “Run, Hide, FIGHT!” Program that has been presented over 1500 times since 2017 to churches, businesses and civic clubs in the Dayton, Ohio area by Certified Instructors of the Miami Valley Crime Prevention Association. The class offers important information on bettering your chances of survival during an active shooter event. It will also cover common questions asked by community members attending the class. About our Speaker: John Pawelski Jr. - Miami Valley Crime Prevention Association John has been an officer for 8 years, and is the current president of the Miami Valley Crime Prevention Association. John has been a Certified Instructor for the MVCPA since 2012, and has also served as the association’s director.

It also removes the requirement to tell law enforcement officers about the weapon unless asked. Conference instructor Jonathan Fulkerson, frequently deals with matters involving firearms and Ohio’s concealed handgun licensure. This class will cover how and why the bill was passed, and the repercussions for the law enforcement community. The use of drones for public safety purposes include crime scene mapping, suspect tracking, search and rescue, fire assessment, and many other applications. In fact, it has been noted in 2020 that nearly 1,500 public safety entities are said to be using drones. Of these, over two-thirds are county sheriff and municipal police departments, followed by fire departments and state and county emergency management agencies. This session will provide an overview of UAS and outline the process for developing a drone program for public safety purposes. Specific topics include applicable policies and procedures, available technologies, training, and cost of implementation. This comprehensive course is designed to address local community needs ranging from physical security to violence prevention. The course is tailored to the needs of today’s crime prevention and community policing practitioners, and places great emphasis on programmatic initiatives giving the practitioners the knowledge, tools and resources to do their jobs successfully. Michael Blankenship Memorial Service Award This year marks the 25th anniversary of the tragic death of Ohio State University Police Officer, Michael Blankenship. In February of 1997, Officer Blankenship was killed in the line of duty while responding to a call for service on the Ohio State University campus. Michael was a strong supporter of OCPA and crime prevention. Since 1997, the Michael Blankenship award has been given annually as the Ohio Crime Prevention Association highest honor. This award recognizes a crime prevention practitioner whose life and work reflect a commitment to the philosophy and mission of the OCPA. The winners of this award for 2020 and 2022 will be honored at our Annual Awards Luncheon on Tuesday, April 26, 2022.
