Legal Description: “Lot 1A & 2A of Goodfellow Addition in the N1/2 NE1/4 Section 18, T111N, R51W (Oakwood Township)” ~~ located at 46075 204th St, Bruce, SD 57220. Brookings County Zoning Ordinance, Article IV District Requirements: Chapter 4.03 “LP” Lake-Park District: Section 4.03.02 Conditional Use Permit # Permit # 2: Private parks and camp grounds 2021cu014: Ryan and Stacy Ness have applied for Lake Park Conditional Use # 2: “Private park and camp ground”. The campground is located at the Owl Lodge that was operated by Vance Goodfellow. The Ness’s have purchased the property and would like to reopen the campground at the “OWL Lodge”. The property is located in the Lake Park Zoning District and is not located in the flood plain or Zone “B” of the Aquifer Materials Maps. They are proposing to open a campground for 7 camping spots. They are in the process of installing electricity to each camp site. And are considering also installing water and sewer or a dumping station. All of these improvements will need to meet South Dakota Department of Health and South Dakota Department of Agricultural and Natural Resources requirements. The campground could be used in conjunction the Owl Lodge or separately when no events are planned at the Lodge. They will need to apply for a “Campground license” from the South Dakota Department of Health with a copy to be filed with the Development Office. They are 7 camping pads, dimensions are # 1-18’ x 81’, #2-15’ x 74’; # 3-16’ x 48’; # 4-7- 18’ x 81”. Fire extinguishers will be placed outside. Bathroom with showers are located inside the OWL Lodge. Quiet time will be from 10:00 PM – 8:00 AM. Campers will be notified of severe weather and use an interior room in the OWL Lodge for a storm shelter. The campground will be open from April 15th - October 15th. This will be for short term camping (1 week maximum stay) and no long term camping. No off season storage of 2021cu014 Staff Report August 3, 2021
campers will be allowed, other than the applicants own personal camper. The applicant will also be applying for conditional use 2021cu013 for a “Resort” for the Owl Lodge the same night. The Zoning Office has reviewed the above documents and has made a site visit to the proposed location. Public notices were published in the Brookings Register on July 20 and 27, 2021 and in the Volga Tribune on July 22 and 29, 2021.
