1.0 Purpose Wongungarra Alpine Ski Club owns and operates a ski lodge located at 22 Davenport Drive, Mt Hotham, Victoria, 3741. The club provides accommodation services to its members, their families and guests primarily during the winter snow season with intermittent use during the other seasons. The club is governed by a committee which is elected by its members. In support of government guidelines and directions, the Committee has developed this COVID Safe Operating Plan (CSOP) with the COVID Safe Controls which all members and guests are required to follow while within the lodge. The plan details how the club will introduce a range of COVID safe controls in addition to its normal operations which all members and guests are required to follow to minimise the health and safety risks during the 2021 snow season. The committee will monitor directives, information and guidance provided by the Victorian Government Department of Health (DH) website and make necessary changes to the CSOP as per the directives provided. 1.1 Coronavirus COVID Coronavirus COVID is a highly infectious disease which is easily transmitted from person to person throughout the population. In order to stop the spread of this disease it is necessary to put in place procedures to minimise opportunities for transmission and to ensure everyone is aware of these procedures and complies with them. 1.2 Latest Restrictions and Advice All businesses need to know their obligations and ensure they understand the current restrictions in place throughout Victoria. Summary of Restrictions - Regional Victoria from 10 August 2021 Travel to Victorian Alpine • Only permitted for visitor who ordinarily resides in Regional resort Victoria1. COVID testing requirements • It is strongly recommended that anyone travelling to an Alpine – Victorian Alpine Resorts resort from Regional Victoria has a negative COVID-19 test in the 72 hours prior to entering the resort. Face Coverings2 • Must be carried at all times. • Must be worn indoors and outdoors except if at home or if an exception applies Accommodation Bookings3 • Bookings permitted for single households, intimate partner or single person bubble under a single booking for each bedroom all of whom must ordinarily reside in Regional Victoria. QR Code Requirements4 • Every business must use the free Victorian Government QR Code Service to check-in customers, workers and visitors. https://business.vic.gov.au/business-information/covid-19-business-information https://hsa.asn.au 1.4 Plan Amendment This CSOP will take effect from the time of opening and will be revised as required to respond to further restrictions, or easing of restrictions, by the Victorian Department of Health (DH). No changes are to be made to these guidelines or operations without the written direction of the Committee. The Committee will continue to remain up to date with any change to directions and guidance and will approve any amendments when they believe they are appropriate. 2.0 Lodge Capacity and Usage6 Maximum lodge capacity – 52 persons based on 1 person per 4 metres and bed count The lodge is required to restrict the capacity during the COVID pandemic in accordance with the COVID Safe Settings. These restrictions apply to the building as a whole, and to each of the rooms and areas within it. The Committee has determined these capacities in accordance with the following points, and the results are included in Appendix A: Occupancy Limits: • The capacity of the total buildings has been determined by the size of the common areas/bedrooms and bed capacity. • A single booking for each bedroom permitted for a single household, intimate partner or single person bubble. • There are additional restrictions on how and when communal areas within the lodge can be used. • The capacity limits may change during the season based on Victorian Government direction and guidelines. 2.1 Restrictions on Lodge Attendance It is highly recommended that all regional visitors to Victoria’s Alpine Resorts have a negative COVID test within 72 hours of entering a Victorian Alpine Resort (children under 12 years not required to be tested). In addition, all members or guests are not permitted to attend the lodge if any of the following apply: • They are from metropolitan Melbourne (unless an exemption applies) • They are or have been infected with COVID and have not recovered and are not clear of the infection (ie COVID negative) • They have been in a Covid Hot Spot (Extreme or Red Zone) as designated by the Australian Government immediately prior to visiting the lodge and have not been through the required quarantine/isolation period and have not tested negative for COVID. • They are subject to a quarantine notice, self-isolation notice, reside in a DH Stay at Home Directions (Restricted Postcodes) or similar. 6 Restricted Activity Directions (Regional Victoria) (No7) Section 21 (17) Wongungarra Alpine Ski Club Page 6 10 August 2021 COVID Safe Plan – Final 2.7
• They have or may have been in contact with a known infected person and have not tested negative for COVID19 after the expiration of the incubation period (nominally 14 days). • They are unwell and/or are showing symptoms of COVID and have not tested negative or those test results are not yet available. • They have not complied with any Restricted Activity Direction issued by the Victorian Chief Health Officer in force at the time. 2.2 Lodge Visitors7 • No outside visitors will be permitted within the lodge without the approval of the Lodge Manager. • People delivering food or other items for members or guests are not permitted to enter the lodge. Members or guests are to arrange collection outside the lodge. • Contractors and other workers are permitted to undertake required works at the lodge. 3.0 Record Keeping It is a government requirement that all members and guests must register their attendance at the lodge on initial arrival by scanning the QR code in the entry foyer and inputting their personal details. Completing this action allows us to operate at maximum capacity and to assist any contract tracing efforts should the need arise. Members and guests will need to download the free Victorian Government QR Service and register their attendance once each day for the duration of their stay. - Managing capacity within the buildings and rooms / areas. - Rostering facilities (kitchens, dining areas) and tasks (cleaning) - Undertake cleaning inspections to ensure processes are completed as required. - Maintaining supplies of all cleaning, sanitising and signage products. - Managing heating and ventilation to optimise the introduction of fresh air. • The Lodge Manager has the authority to sanction members and guests should they wilfully disregard the rules and the safe operations of the lodge. 5.2 Lodge Bookings9 • Bookings will only be accepted through the Booking Officer who will determine if the booking is able to be accepted within the Capacity Limits and other restrictions such as a guests from Metropolitan Melbourne, Covid Hot Spot (Extreme or Red Zone) as designated by the Australian Government. • The Booking Officer will provide each family or group making the booking with an electronic copy of COVID Information Sheet outlining the requirements of the CSOP and how it will apply to them during their stay at the lodge including: - Arrival / departure times - Guest supplied items - Cleaning protocols - Shared duties - Catering requirements and lodge supplied items - Capacity limits on communal areas within the lodge • The Booking Officer will record the full contact details of all persons including name, address, phone number and email for future reference. • All members and guests are encouraged to download and activate the Service Victoria app for electronic check in once per day for the duration of their stay.10 • Service Victoria on the App Store (apple.com) Service Victoria – Apps on Google Play 5.3 Bookings and COVID Test Persons exhibiting any COVID symptoms prior to check in are unable to enter the lodge. 6.0 Lodge Operations 6.1 Check In • Check ins can occur after 3pm each day. • Members and guests arriving prior to 3.00pm may be unable to access the lodge until it is ready and will not be able to leave their luggage at the lodge until check in. • Each person entering the lodge must check in using the QR code or sign the Daily Visitor Log and record their arrival date and time. • Members or guests can contact Lodge Manager on 0427 847 117 to agree on an alternative arrival time. 6.2 Check Out • Members and guest must check out of the lodge by 1.00pm on the day of departure. • Members and guests are required to remove all luggage from the premises by 1.00pm on the day of departure. • Members and guests will be required to clean and disinfect their bedroom and hand basin (where installed) and vacate the room by 1.00pm on the day of departure. • Members and guest should open the windows to their bedroom when vacating to assist with ventilation of the bedroom for the next booking. • If members or guests do not clean and disinfect their room as required, the Lodge Manager or member in charge will arrange for the room to be cleaned appropriately prior to the next guest checking in (and charge the responsible person accordingly). 6.3 On Arrival • Hand sanitizer should be used when entering the lodge. • Guests/members to check-in using the QR code. 6.4 Signage11 Signage will be installed at each the entry to each indoor and outdoor space, indicating maximum capacity and face mask restrictions where required to assist in education and reminding members/guest of their responsibilities. 6.5 Room Plan and Capacity Limits12 6.5.1 Lodge Entry / Exit Lodge Entry / Exit capacity – 1 persons • At the lodge entry, signage will include: - Maximum capacity of the lodge - Members & guests only, no visitors - Do Not Enter if unwell 11 Workplace Directions (No42) Section 21 12 Restricted Activity Directions (Regional Victoria) (No7) Section 21 (17) Wongungarra Alpine Ski Club Page 9 10 August 2021 COVID Safe Plan – Final 2.7
- Please use hand sanitiser - Sign in using QR code - Please strictly observe the established social distancing protocols of 1.5 metre spacing and number limits displayed in common area rooms. - Please do not visit other bedrooms • Hand sanitiser will be provided at the lodge entry for use by everyone entering the lodge. • Members and guest must not enter the lodge entry / exit if this will exceed the maximum capacity. 6.5.2 Lobby Lobby capacity – 4 persons • Members and guest must not enter lobby if this will exceed the maximum capacity. • No other items should be stored in the lobby such as luggage unless in the process of check-in or check-out. 6.5.3 Ski Room Ski Room capacity – 1 persons • Members and guest must not enter the ski room if this will exceed the maximum capacity. • Members and guests should nominate one person from their family / group to transfer equipment the into / out of the ski room. 6.5.4 Drying Room Drying Room capacity – 4 persons • Members and guest must not enter the drying room if this will exceed the maximum capacity. • Members and guests should nominate one person from their family / group to transfer equipment into / out of the drying room. 6.5.5 Lounge Room – Midfloor Lounge Room capacity – 10 persons • Hand sanitiser is to be available within the lounge room area. • The 1.5m rule will apply and seating shall be configured and spaced to achieve social distancing (other than family groups, who may sit together without social distancing rules applying). • Following use of the lounge room, members and guests are required to wipe down with cleaning & disinfectant spray any spillage or hard surfaces which they have been in contact with. 6.5.6 Dining Room Dining Room capacity – 10 persons • Hand sanitiser is to be available within the dining room area. • The Lodge Manger will develop a roster for the use of the kitchen and dining room (if required). • Meals are to be consumed in a timely manner and members and guests are required not to linger beyond their allocated timing, so that the area is available for others. • The 1.5m rule will apply and tables shall be configured and spaced to achieve social distancing (other than family groups, who may sit at the same table without the social distancing rules applying). • People who are not part of the same booking are discouraged from having a meal together. • When possible, the number of people at a table is to be limited to 9 persons. • Prior to commencement of dining, the table is to be wiped down with cleaning & disinfectant spray. • Tables and chairs are to be cleaned with disinfectant spray immediately following any spillage or after dining has concluded. 6.5.7 Kitchen Kitchen capacity – 7 persons • Members and guest are encouraged to bring pre-prepared meals or arrange take away to minimise use of the kitchen. • The Lodge Manger will develop a roster for the use of the kitchen and dining room (if required). • Hand sanitiser is to be available within the kitchen area. • Prior to commencement of cooking the station / area is to be wiped down with cleaning & disinfectant spray. • All cooking utensils are to be washed in the sink and then sterilised in the dish steriliser during / after meal preparation or set aside for washing promptly after the meal is finished. • The outside surface of the toaster, sandwich press, microwave, cooktops, ovens, etc must be cleaned with cleaning & disinfectant spray after each use, as well as any other surfaces or switches touched. • When the meal has been served, bench surfaces are to be immediately cleaned and wiped with disinfectant spray. • On completion of the meal, all remaining dishes and cooking equipment are to be washed in the sink and put through the dish steriliser. • Members and guests must only use the pantry cupboards and fridge shelves / freezer spaces allocated to their bedroom. • Tea towel(s) will be allocated to each group, no tea towels are to be shared. • Condiments are to be removed and members/guests are required to provide their own, including salt, pepper, sugar, tea, coffee, etc. Wongungarra Alpine Ski Club Page 11 10 August 2021 COVID Safe Plan – Final 2.7
6.5.8 Recreation Room – Lower Floor Recreation Room capacity – 9 persons • Hand sanitiser is to be available within the recreation room. • The 1.5m rule will apply and seating shall be configured and spaced to achieve social distancing (other than family groups, who may sit together without social distancing rules applying). • Following use of the recreation room, members and guests are required to wipe down with a cleaning & disinfectant spray any spillage or hard surfaces which they have been in contact with. • Games that involve multiple people touching the same surface are to be removed. 6.5.9 Laundry Laundry capacity – 1 persons • Disposable gloves will be provided for use while undertaking washing and cleaning in the laundry. • Hands should be washed and sanitised immediately after using gloves. • The washing machine and dryer shall only be used by one bedroom at a time so there is no cross contamination. • The outside surface of the washing machine, dryer and laundry trough must be cleaned and disinfected after each use, as well as any other surfaces or switches touched. 6.5.10 Bedrooms Bedroom capacity – Single households from Regional Victoria only Occupancy • Bedroom occupancy will be determined at the time of booking and no changes are to be made without approval from the Booking Officer or Lodge Manager, at their discretion. • Bedrooms must only be occupied by the member/guests who have booked them, and member/guests are not permitted within bedrooms that they have not booked. • Signage will be installed within each bedroom advising to regularly wash hands with soap and water. • On the day of departure, occupants are required to clean and disinfect their rooms in accordance with the cleaning guidelines and checklist. Linen • No linen, doona covers, towels or bathmats will be provided and each member / guest is responsible for the supply of these items during their stay. • Linen, doona covers and towels can be hired from a linen service on the mountain and guests should arrange this in advance with Altitude Accommodation should they wish to use this service. https://altitudeaccom.com.au/ Wongungarra Alpine Ski Club Page 12 10 August 2021 COVID Safe Plan – Final 2.7
• On the day of departure, occupants are to remove their linen. All linen should be removed carefully from beds, ensuring it is not shaken, and placed immediately in a bag. Do not shake dirty laundry as this may disperse the virus through the air. • The Lodge Manager will arrange laundering of linen where required. Lodge Manager Check • Following departure, the Lodge Manager is to undertake a cleaning inspection to check that all tasks have been completed in accordance with cleaning instructions. • If occupants do not clean and disinfect their rooms as required, the Lodge Manager will arrange for the rooms to be thoroughly cleaned prior to the next check-in, and charge the responsible members / guests $50.00 accordingly. 6.5.11 Bathrooms • The Lodge Manger may allocate a specific bathroom to bedroom(s) if required to minimise mixing of occupants at the lodge. • Occupants are required to undertake a “wipe down process” prior to and after each use. 7.0 Cleaning and Disinfecting13 The Lodge Manager is responsible for ensuring the lodge is cleaned to the required standard, adhering to COVID infection control requirements and provide safe accommodation. It is also a requirement that every member/guest staying at the lodge ensures a clean and safe accommodation environment by cleaning up after themselves in common areas and complying with the cleaning protocols in their own bedroom. Each area of the lodge has been assessed as to the likely source of contact with coronavirus COVID to enable suitable control strategies to be put in place. The Control Strategies were then used to develop the cleaning and disinfecting protocols and to assign responsibilities to the appropriate persons. Cleaning and disinfecting is a critical control, and these protocols have been developed to minimise the risk of contamination of surfaces and follow the Cleaning and disinfecting to reduce COVID-19 transmission provided by DHHS. The results are shown in Appendix B: Risk Assessment. Some doors in the lodge will be left open to reduce touching door handles/ knobs, such as corridor doors, etc. 7.1 Definitions • Cleaning – uses detergents to physically remove germs, dirt and organic matter from surfaces. Cleaning does not kill germs but reduces the amount that can be transmitted. • Disinfecting & Sanitising – uses chemicals to kill germs on surfaces. It is important to clean before disinfecting, because organic matter and dirt can reduce the ability of disinfectants to kill germs. 13 Workplace Directions (No42) Section 24 Wongungarra Alpine Ski Club Page 13 10 August 2021 COVID Safe Plan – Final 2.7
• Wipe Down – means using a disposable disinfectant wipe / paper towel to wipe down a surface before discarding. This includes: - Bathrooms: Wipe down all hard surfaces, including tiles, and splashbacks, vanities, bench tops & taps, mirrors, shower screens, shower taps, toilet cisterns, seats and covers. - Kitchens: Wipe down all hard surfaces including tiles and splashbacks, bench tops, sinks, taps, cupboards, handles, appliances including stoves, ovens, fridges, etc. • 2-in-1 Cleaning and Disinfecting – a physical clean using a combined detergent and 1,000ppm bleach solution (2-in-1) clean made up from a concentrated solution. • Two Step Cleaning and Disinfecting – a physical clean using detergent and water followed by a clean with 1,000ppm bleach solution. 7.2 Cleaning 7.2.1 Preparation • Wash your hands using soap and water and dry with paper towel before and after undertaking any cleaning. • Use disposable gloves. • Avoid touching your face, mouth, nose or eyes. • Follow the direction on the containers. • Dispose of gloves, wipes, paper towel in a leak proof plastic bag. 7.2.2 Routine Cleaning All common or shared areas of the lodge are to be cleaned once a day. Routine cleaning is to follow the 2-in-1 process and include adding a disinfectant to all cleaning solutions. 7.2.3 High Touch Cleaning • Common and frequently touched surfaces are to be cleaned with a disinfectant spray and wipe down (at least twice a day) in accordance with the cleaning schedule. • Special attention is to be given to surfaces such as handrails, windows, wall heater, tabletops, door handles, light switches, desks, toilets, taps, TV remotes, kitchen surfaces, cupboard handles. • High-touch surfaces should be cleaned and disinfected more frequently (at least twice a day) including: - Eating and drinking utensils and storage receptacles - Tables and chairs (including underneath) - Kitchen and food contact surfaces - Door, cupboard and refrigerator handrails - Tap handles - Switches - TV controls Wongungarra Alpine Ski Club Page 14 10 August 2021 COVID Safe Plan – Final 2.7
7.2.4 Lodge Cleaning Schedule The Lodge Manger will be responsible for preparing a cleaning roster to ensure all of the building are cleaned in accordance with this CSOP. See Appendix C: Cleaning Schedule. 7.2.5 Cleaning Checklists Refer to Appendix D: Cleaning Checklists These are to assist with cleaning, including: • Bedrooms • Bathrooms • Dining, Lounge and Recreation Rooms • Ski Storage and Drying Rooms 7.2.6 Cleaning Records The Lodge will maintain a register of all cleaning and disinfecting, including names and the time it was completed based on the Cleaning Schedule. 7.2.7 COVID Response Deep Clean If the lodge has a member or guest who tests positive while in residence, the Lodge Manager will arrange for a COVID Safe deep clean, by a contract cleaner, to be undertaken in accordance with the guidelines. 8.0 COVID Case Response 8.1 Actions in the Event of a COVID contamination in Lodge If a person staying in or visiting the Lodge has or contracts COVID while at the Lodge or tests positive to COVID19 within 48 hours after staying or visiting the lodge, the following process will be undertaken subject to any modifications where the infected person has already left the lodge premises: • The infected person will immediately be isolated and then transferred to suitable premises/accommodation/hospital. Transfer of the infected person will follow any specific requirements issued by the DH Victoria. • The Lodge will be shut down as quickly as possible and all occupants will be required to vacate the premises. All occupants will be advised to self-isolate and undergo testing. • DH Victoria will be advised of the infection and the Lodge will follow any direction issued by the Department or their delegate. The Department will be issued with a list of all occupants/contacts by the Lodge Manager without delay. • The MHRMB will be advised of the infection and the Lodge will follow any direction issued by the Board or their delegate. • The Lodge Manager will organise a deep clean of the lodge. No subsequent occupation will be permitted until such cleaning is complete. If more than 7 days has passed since the person with suspected/confirmed COVID visited or used the Lodge facilities then the Lodge may wish to give consideration as to whether a deep clean is necessary in Wongungarra Alpine Ski Club Page 15 10 August 2021 COVID Safe Plan – Final 2.7
accordance with the Interim Recommendations for US Community Facilities with Suspected/Confirmed Coronavirus Disease 2019 9COVID- 19)(https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/cleaning- disinfection.html). • All committee members of the Lodge will be advised of the infection. 8.2 Person Exhibiting Symptoms • If a person is visibly suspected of contracting COVID-19, through the display of flu like symptoms and particularly if they have a fever or temperature, then they will not be permitted to continue to stay at the Lodge. In order to minimise the risk of contaminating other guests or members, the symptomatic guest and their associated family / group are required to leave the Lodge immediately and return home and get tested at a testing site. They should return home immediately, seek COVID-19 testing and isolate until they receive a negative result and are feeling well, provided they can return there without the use of public transport, a taxi or rideshare vehicle. They should not stop along the way home unless for reasons of safety or unless it is unavoidable • The Victorian Department of Health is working to make COVID-19 testing available for anyone at an alpine facility who exhibits COVID-19 symptoms. These tests will be free of charge and undertaken in a designated location by qualified staff. The Victorian Department of Health will establish and provide on mountain testing facilities at resorts with significant numbers of permanent residents, seasonal residents and staff residing within the resort. • Off mountain testing will be available at the following towns near the resorts: Bright, Mt Beauty, Myrtleford, Wangaratta, and Benalla. • Visitors staying in accommodation where communal facilities (for example. bathroom, kitchen, living area) are shared with other members of the public who they do not normally live with, should make provisions to self-isolate elsewhere. This may include booking self-contained accommodation. • Where visitors cannot reasonably return home (for example because their home is interstate) and cannot book alternative accommodation, the Victorian Alpine Resorts Management Board will endeavour to assist these visitors. This might include supporting the visitor to book alternative self-contained accommodation. • The scenario of keeping the potentially infected person in isolation at the Lodge is to be avoided. • Any person who may have come in “close contact” with the suspected person should be treated in the same manner. • Advice can be obtained from the COVID-19 hotline (1800 675 398) • The Lodge Manager will as soon as practical inform all guests in the lodge of the risk of infection. • Additional cleaning will be required in the areas the potentially infected person has accessed.
