2021 WEEKLY UPDATE TO: HONORABLE MAYOR AND CITY COUNCIL FROM: JUSTIN MILLER, CITY ADMINISTRATOR DATE: JUNE 18, 2021 “In prosperity our friends know us; in adversity we know our friends.” – John Churton Collins FINANCE • The National Government Finance Officers Association (GFOA) announced that the City of Lakeville was one of 12 winners of the GFOA 2020 Financial Policy Challenge. The purpose of the Challenge was to encourage members to adopt and share financial policies that are essential to a strong financial foundation. Policies had to meet at least seven of the nine policy areas/categories. City staff submitted Lakeville’s “Financial Sustainability and Resiliency Policy” (adopted by the City Council in January 2020). This policy met the GFOA’s policy area/category requirements. Winners of the Financial Policy Challenge will be profiled in an upcoming issue of Government Finance Review. The policy is available on the City’s website: • https://www.lakevillemn.gov/DocumentCenter/View/7290/Financial-Sustainability-and-Resiliency- Policy PLANNING • A conditional use permit application and plans have been submitted by ISD 194 representatives for a multi-sport dome field at Lakeville North High School, 19600 Ipava Avenue. • A final plat application and plans have been submitted by Glacier Creek LLC for Glacier Creek 3rd Addition, which consists of 67 attached townhome lots located south of 181st Street and east of Glacier Way. This is the third phase of the Glacier Creek preliminary plat approved in 2020. One phase remains to be final platted. • A final plat application and plans have been submitted by Pulte Homes for Cordelia, which consists of 79 attached townhome lots located south of 179th Street (future CSAH 9) and east of Cedar Avenue. This is the first phase of the Cordelia preliminary plat approved by the City Council on May 17, 2021. One phase remains to be final platted.
• Preliminary and final plat applications and plans have been submitted by Scannell Properties for South Ryan Addition which consists of one industrial lot on 29 acres located south of 215th Street (CSAH 70) and west of Jacquard Avenue for a proposed 31,360 square foot trucking facility. • A sketch plan has been submitted by Youngfield Homes for Meadows at Highview, which proposes 61 single family lots on 23 acres located in the southeast quadrant of Dodd Boulevard (CSAH 9) and Highview Avenue. • A sketch plan has been submitted by Lennar for the Streefland property, which proposes 231 single family lots on 121 acres located south of Dodd Boulevard (CSAH 9) and west of Highview Avenue. PUBLIC WORKS Street Projects • Highview Avenue will be closed from 175th Street to 165th Street/Griffon Trail for roadway reconstruction from June 14-August 27, 2021. Highview Avenue Improvement Project | Lakeville, MN (lakevillemn.gov) • 2021 Street Rehabilitation Project- Paving for Phase 1 of the project will be completed this week. Paving for Phase 2 of the project is anticipated to be complete week of July 12th. 2021 Street Rehabilitation Project | Lakeville, MN (lakevillemn.gov) Streets, Fleets, Constructions Services and Utilities • Streets continues boulevard and ditch mowing on City owned parcels and along rural roadways. • Streets is performing velocity patching in the Golf Villa area between 185th St and 179th St., is installing new street signs in the 21-02 project, and is performing crack seal operations with a contractor as part of our ongoing asphalt maintenance program. • Fleet is performing DOT inspections and services on all equipment due in June. • Fleet continues to perform service and maintenance on summer maintenance equipment for the Parks and streets Divisions. • The Water Treatment plant is averaging 20 million gallons per day this week. Utilities staff have been handing out watering restriction violation warnings this week to inform residents who aren’t aware of the irrigation ordinance. There have been 962 warning violations issued and five second violations. • The sanitary sewer lining project is ongoing. The contractor is about 80% complete installing the liners. • Hydrant painting project was completed this week. There were 402 hydrants repainted with this project. Environmental Resources/Forestry • Staff held an Active Adults walk at Ritter Farm Park on Thursday 6/10. Despite the heat, ten people attended the hour long walk at Ritter Park. The walk focused on all the natural resources found at Ritter Park. • Staff held two Nature Detectives classes over four days at Ritter Farm Park this week. One was a group of around 20, 6 to12-year-old kids and the other group was our first ever ‘My Parent and me’ class which included 15 kids ranging in age from 4 to 8. • Wild parsnip was treated this week at the Ritter Entrance, along Kenrick Avenue and at Donnelly Farms. This invasive species spreads very rapidly and control early will help stop the species from overtaking beneficial native plants.
• Landbridge Ecological completed the first treatment of weeds in many of the City owned rain gardens throughout Lakeville this week. They will continue treatments as need throughout the season. • Environmental Resources staff met with DNR, Dakota County and Vermillion River Watershed Joint Powers Organization staff to discuss goldfish management strategies. Goldfish (a DNR Regulated Aquatic Species) populations are increasing in waterbodies throughout the state. Topics of discussion included: if management is needed, funding mechanisms, how other entities are managing populations, etc. • Environmental Resources staff held the annual public meeting to seek input on the City’s Stormwater Pollution Prevention Plan at the Parks and Natural Resources Committee meeting. The meeting highlighted activities performed by Environmental Resources staff to maintain compliance with federal (40 CFR Part 122) and state (Minn. R. 7090) stormwater regulations. Lake consultant Blue Water Science also highlighted 2020 lake management activities at the meeting. • Environmental Resources staff met with consultant Water in Motion to discuss scheduling irrigation audits to take place on City facilities. Irrigation audits will take place late June/early July and will detail recommendations to increase irrigation system efficiency. • Rainbow Treecare continues injecting ash trees to protect them from EAB this week. It will take about a month to complete ROW, parks, and city facility ash trees. • The GreenCorps member finalized an outreach letter with tips on creating an EAB management plan for individuals with ½ acre or more property that will be mailed to 2,000 residents and added new content to the city’s EAB website with help from Communications • Forestry staff are continuing rechecks associated with the EAB code enforcement program on private property and working out details related to nuisance abatement contracts and non- responsive residents • The Forestry seasonal is busy watering all the newly planted trees, downtown flowerpots, and trees planted last year. PARKS AND RECREATION Park Administration and Maintenance • Installation of the new Ipava Greenway Boardwalk started this week. The contractor completed the framing and started installation of the decking material. The project is expected to be completed and open for use by the end of the month. • The Tree Trust crew started construction of a seating area behind the backstop of Field 7 at King Park. The project will provide a better experience for spectators watching a ball game at this field. Tree Trust will be installing retaining walls and leveling the gravel area after Park Maintenance Staff completed the excavation of the site and provided materials. Staff will complete restoration of the area, install concrete steps and some asphalt curbing after the retaining wall is installed. • Construction of amenity areas started at Cedar Crossing Park. The contractor started the soil corrections and base material installation for the pickleball court, basketball court and shelter areas. Construction of these areas is expected to continue through next week. • Pan-O-Prog preparations continue, multiple departments met to discuss the event and the tasks being requested for this year’s celebration. • Staff prepared multiple sites and fields for three significant tournaments scheduled for this weekend in the parks system. Over 200 teams from multiple states are expected to compete in softball, baseball, and soccer games.
Recreation and Heritage Center • Summer Program Leaders participated in their first full week of camps and the parks are buzzing with activity. • The July-August Heritage Happenings Newsletter is now available. Highlights include a Pie Social with Music, Volunteer Opportunities, Trips and much more. Arts Center • Summer Art Classes kicked off this week with, Art Sampler, Kids Clay, Pottery Camp, Garden Fairy, open studio. • Rehearsals started this week for Expression Community Theaters production of Murder on the Nile, opening July 30th. • The watercolor exhibit by Rita Ryan has been incredibly popular this week, with residents of all ages. • The Advisory Board met on Thursday to finalize goals for the next 18-month implementation plan for the LAAC Strategic Plan. • Staff sent the first draft of the 2021/2022 Playbill in for typesetting and submitted the 2022 Operating Budget to Administration. Lakeville Police Department Update Sunday, June 06 – Saturday, June 12, 2021 Weekly Review Please note, if you have reviewed our Calls for Services, you’ll see the Weekly Review doesn’t include a comprehensive list of calls to which LPD responded. Incidents included here are based on severity, impact on public safety or other factors. • Theft from Vehicle was reported at 19XXX Ritter Trail. A purse and credit cards were stolen. • Patrol responded to an Armed Robbery in Progress at 17XXX Glacier Way. While squads were responding, updates revealed the suspect shot off a single round inside the store towards the clerk. The suspect fled before our arrival and the investigation is ongoing. • Theft was reported from a garage at 10XXX 203rd Street West. • Unknown suspects cut the lock at 21XXX Kenrick Avenue. Several catalytic converters and an Arctic Cat were stolen. • Vandalism/Property Damage was reported at 17XXX Impala Path after an unknown suspect broke out a passenger window. • Patrol stopped a wrong-way driver on 181st Street West and Cedar Avenue. The 38-year- old male failed SFST’s and was arrested for 3rd Degree DWI after he provided a .20 BAC. Unfortunately, he’s a repeat offender. We arrested him for the same thing a few months ago. • After responding to a Disturbance call downtown, a 37-year-old male agreed to take an Uber home after providing a .19 BAC. It was all thought to be good until one of our officers saw the same male driving at Dodd Boulevard and 205th Street West a while later. He was stopped and arrested for 3rd Degree DWI with the same BAC. • Officers arrested a 22-year-old male for 5th Degree Domestic Assault and Felony Strangulation. • Officers arrested a 34-year-old male for 5th Degree Domestic Assault. • Fraud Activity was reported after a victim was scammed out of $54,000.00. Someone claiming to be with the “Amazon Fraud Department” convinced her to go to the bank where she completed the wire transfer to an out-of-country account. • A 47-year-old male was jailed for 5th Degree Domestic Assault and Interfere with 911. • Patrol responded to a Shoplifting call, at 16XXX Pilot Knob Road, and cited a 53-year-old- male for theft after he attempted to push out a cart full of unpaid meat valued over $350.00. The heat is making people thirsty! With events and parties happening again our numbers are really taking off. Sales are up significantly over 2020 and 2019 numbers. Customer counts continue to increase at all three stores. Kenrick is closing the gap on 2019 customer counts. Sales per transaction are holding strong and continue to creep up on 2020 numbers. Fantastic job to everyone especially the staff of Heritage and Galaxie that have been operating short handed for a while. Staff Update The Heritage and Galaxie locations are looking for part time help. If you know anyone looking for a part time job, please let them know we are hiring. Our job applications can be found on our website at lakevillemn.gov. Assistant Manager interviews were held on Tuesday, June 15. A decision will be made by the end of the week.
