Official Championship practice rounds are Friday 12th and Saturday 13thon both the East and West courses). Official practice times will be allocated on a first come first served basis and are open for players participating in the Championship only. To book Official practice times please contact GolfRSA offices: 011 781 3718 / 082 374 3456 during office hours (08h00 to 16h00) from Monday 1st February 2021. Courses are available to both men and women over these days. Each player is responsible for making her own practice time booking (no player will be entitled to book a place for another player or a fourball which she can fill at her discretion). • Caddies: R300 per round plus half way refreshment and tip. Only caddies registered with Royal Johannesburg & Kensington Golf Club will be permitted to caddie during the Championship. Outside caddies who wish to register with Royal Johannesburg & Kensington must do so by Saturday 13th February 2021 (Tel: 011 640 3021). Caddies will need to present valid identification in order to register. Players using outside caddies will be required to pay R70.00 per round to Royal Johannesburg & Kensington. All persons fulfilling the role of a caddie accept that they will be subject to the conditions and use of facilities as available to Royal Johannesburg & Kensington caddies.
SOUTH AFRICAN WOMEN’S AMATEUR STROKE PLAY AND MATCH PLAY CHAMPIONSHIP Royal Johannesburg & Kensington Golf Club (both East and West Courses) PROGRAMME THE CHAMPIONSHIP IS PLAYED OVER SIX DAYS (SUNDAY TO FRIDAY on both East & West courses) After the completion of the SA Women’s Amateur Stroke Play Championship and Abe Bailey Stroke Play Championship the 54 hole results will be combined to determine the Top 64 players who will progress on to the South African Women’s Amateur Match Play Championship and Championship Flight as set out below. Sunday 14th February – Tuesday 16th February 2021 1. THE SOUTH AFRICAN WOMEN’S AMATEUR STROKE PLAY CHAMPIONSHIP Handicap Index: 6.5 and Under 54 Hole Stroke Play Event and qualifying event for the South African Women’s Amateur Match Play Championship. 2. THE ABE BAILEY STROKE PLAY CHAMPIONSHIP Handicap Index: 6.6 – HI 15.3 54 Hole Stroke Play Event and qualifying event for the South African Women’s Amateur Match Play Championship. The prize giving for the South African Women’s Amateur Championship and the Abe Bailey Stroke Play Championship will be held after play on Tuesday 16th February 2021 Wednesday 17th February – Friday 19th February 2021 3. THE SOUTH AFRICAN WOMEN’S AMATEUR MATCH PLAY CHAMPIONSHIP Open to the top 32 qualifiers in the combined results of the South African Women’s Amateur Stroke Play and Abe Bailey Stroke Play Championships. In the event of a tie for the 32nd place, the 32nd place will be determined by means of a count out using the WGSA Count Out Method (WGSA Bye-Laws 2.2) i.e. best score on the last 18, 9, 6, 3 or 1 hole(s). An automatic draw shall be done on the qualifying Stroke Play scores based on the General Numerical Draw and procedures as set out in the WGSA Bye-Laws 2.2: Draw for Match Play. Each match shall consist of one round of 18 holes. The final match in the SA Women’s Amateur Match Play Championship shall be played over 36 holes. In the event of a match being all square at the end of the stipulated number of holes, play will continue until either player wins a hole. The play-off will start on the hole where the match began. 4. CHAMPIONSHIP FLIGHT Open to the next 32 qualifiers in the combined results of the South African Women’s Amateur Stroke Play and Abe Bailey Stroke Play Championships. In the event of a tie for the 32nd place, the 32nd place will be determined by means of a count out using the same conditions as the SA Women’s Amateur Match Play Championship. Each match shall consist of one round of 18 holes including the final. In the event of a match being all square at the end of the stipulated number of holes, play will continue until either player wins a hole. The play-off will start on the hole where the match began. TERTIARY LOGO USAGE A: ON WHITE SOUTH AFRICAN WOMEN’S AMATEUR STROKE PLAY AND MATCH PLAY CHAMPIONSHIPS 2021 GOLF RSA - Logo and Brand Guidelines 21 TERMS OF COMPETITION VENUE: Royal Johannesburg & Kensington Golf Club (East and West Courses) DATE: Sunday 14th February 2021 – Friday 19th February 2021 Official Practice Rounds: Friday, 12th February and Saturday, 13th February 2021 It is important to note that each player has an obligation to act in a responsible and considerate manner regarding reducing the risk from Covid-19 for themselves and others. This includes the responsibility for a player to abide by and enforce Covid- 19 Regulations/Directions as required by National Government, GolfRSA’s Tournament Risk Mitigation Plan (TRMP) as well the host club’s Risk Mitigation Plan (RMP). 1. The tournament is open to any amateur golfer affiliated to Womens Golf South Africa (WGSA), or any amateur golfer affiliated to a governing body recognised by WGSA. Handicap Index limit as per the official online entry form (Handicap Index 15.3 & Under) or an equivalent handicap assessed under an alternative system acceptable to WGSA. Handicap certification may be requested. The Championship comprises: • SA Women’s Amateur Stroke Play Championship: played in two Divisions: Championship Division (HI 6.5 & Under) and Silver (B) Division (HI 6.6 – 15.3). • SA Women’s Amateur Match Play Championship: Top 64 players HI 15.3 & Under, qualifying through the SA Women’s Amateur Stroke Play Championship. 2. The Rules of Golf: The Championship will be held in accordance with the Rules of Golf as approved by the R & A Rules Ltd, GolfRSA’s Permanent Local Rules (“Hard Card”) and Additional Local Rules approved by GolfRSA. Copies of the Additional Local Rules are available from GolfRSA at the Championship. All entrants are advised to familiarize themselves with these Additional Local Rules. Conditions relative to all WGSA Tournaments are in effect. 3. The Tournament Committee: The President, Vice-President & two other persons nominated by them. This Tournament Committee reserves the right to alter the programme and conditions of the event at any time, including starting times. All disputes shall be settled by the Tournament Committee whose decision shall be final. Any dispute/protest must be lodged within 15 minutes of completion of the round. This information may be requested in writing. 4. Entry – Covid-19 Risk Mitigation a. All entrants, by completing the entry process and accepting the Terms of Competition agree to accept and comply with all aspects of the host venue and GolfRSA Tournament Risk Mitigation Plan. This will include but is not limited to the wearing of face masks, screening and sanitisation on each day of competition, maintaining physical distancing and complying with all other Risk Mitigation requirements. b. Players whom display symptoms related to Covid-19 within 10 days of the Tournament MUST not travel to the Tournament venue and MUST withdraw from the tournament and self-isolate in accordance with Government Regulations. (Players withdrawing under these circumstances and subject to this provision will be eligible for a full refund of entry fees.) Please note that GolfRSA/WGSA and the host facility cannot be held liable for any other costs incurred relating to travel, accommodation and other items relevant to the intended participation in the tournament. c. Players whom at screening or during the tournament, display Covid-19 symptoms or have a temperature of 38 degrees Celsius or higher, will be denied access to the facility and will be immediately withdrawn from the Tournament. Players withdrawn under these circumstances will not be permitted access to the facilities and are advised to self-isolate for a period of 10 days. 5. Entry Conditions: All players must compete in the Championship in its entirety. Failure to do so may result in future entries being refused. A player who fails to comply with this regulation will not be eligible for a prize in the 54-hole South African Women’s Amateur Stroke Play Championship as the Stroke Play counts as the qualifying seeding for the
South African Women’s Amateur Match Play Championship. A player who is disqualified from any stroke play round is disqualified from the Championship in its entirety. 6. Entry fee: R920.00 (includes VAT) (Note: includes official Championship practice rounds – see 13. below) 7. Entries: Entries must be submitted online (www.golfrsa.com). Entries by telephone will not be accepted. Proof of payment of the appropriate entry fee must accompany the entry. No entry will be considered unless complete in every detail and payment has been received. Entry fees will not be refunded after the first draw has been published. In the event of a withdrawal prior to the publication of the first draw, players will be entitled to a refund of their entry fee with the deduction of a R50.00 administration fee. It is the responsibility of the player to ensure that her entry has been received. The Tournament Committee reserves the right to accept late entries, and to limit the field by eliminating in handicap order, from the highest handicap, followed by date-of-receipt order. Eliminated players shall be placed on a waiting list. All entries shall be subject to the approval of WGSA, which reserves the right to refuse an entry without giving a reason for its decision. Entries close at 12h00 noon on Monday 25th January 2021. Handicaps as at 09h00 on Saturday 13th February 2021 will apply and will determine the division in which a player competes. If a change in division has occurred since the publication of the first draw, the player shall play where drawn in the published time sheet for the first round, but compete in the correct division. 8. Nett Events are CLOSED: Only players affiliated to a club within the borders of South Africa are eligible for nett events. 9. Registration: All competitors must register in person at the host club registration desk (between 09h00 and 16h00) on either Friday, 12th February or Saturday, 13th February 2021 OR by telephone to the Tournament Administrator, (Laetitia Higgs 082 555 5402), not later than 16h00 on Saturday 13th February. Failure to notify withdrawal from the Championship may disqualify a player from future Championships. Players must also register at the host club registration desk daily on arrival throughout the tournament prior to the start of play. 10. The Draw for the SA Women’s Amateur Stroke Play Championship: The draw will be published on the GolfRSA website (www.golfrsa.com), but players should check for updates. From the 2nd round, the draw will be seeded according to 1st round scores. Players with the lowest 1st round scores will have the earliest 2nd round tee-off times. Special requests to alter the draw will not be considered. 11. Qualification for the SA Women’s Amateur Match Play Championship: The top 64 players in the SA Women’s Amateur Stroke Play Championship will qualify for the SA Women’s Amateur Match Play Championship as follows: • The top 32 players in the SA Women’s Amateur Stroke Play Championship will qualify for the SA Women’s Amateur Match Play Championship. In the event of a tie for the top 32nd place, the 32nd place will be determined by the means of a count-out using the WGSA Count Out Method, i.e. best score on the last 18, 9, 6, 3, 1 hole(s). • The next 32 players in the SA Women’s Amateur Stroke Play Championship will qualify for the SA Women’s Match Play Championship Flight. In the event of a tie for the 32nd place, the 32nd place will be determined by the means of a count-out using the WGSA Count Out Method, i.e. best score on the last 18, 9, 6, 3, 1 hole(s). 12. The Draws for the SA Women’s Amateur Match Play Championship shall be made according to the automatic draw and shall be posted as soon as possible after completion of the SA Women’s Amateur Stroke Play Championship. Each match, excluding the final match in the SA Women’s Amateur Match Play Championship, shall consist of one round of 18 holes. The final match in the SA Women’s Amateur Match Play Championship shall be played over 36 holes. The final match in the SA Women’s Match Play Championship Flight shall be played over 18 holes. In the event of a match being all-square at the end of the stipulated number of holes, play will continue until either player wins a hole. The play-off will start on the hole where the match began. The draw will be published on the GolfRSA website (www.golfrsa.com). 13. Practice Rounds: a. It is the player’s responsibility to make her own arrangements with the venue for any practice rounds prior th to Friday 12 February 2021. Competitors can call Royal Johannesburg & Kensington at 011 640 3021 to book their tee times. th th b. The official Championship practice rounds are Friday the 12 and Saturday the 13 (on both the East and West Courses) prior to the commencement of the Championship. To book your Official practice times st please contact GolfRSA offices on 082 374 3456, during office hours (08h00 to 16h00) from Monday 1 February 2021. (Please note that both courses are available to both men and woman participants over these days) c. All official practice times will be allocated on a first come first served basis and are open for players participating in the Championship only. d. 14. Caddies: Only caddies registered with Royal Johannesburg & Kensington Golf Club will be permitted to caddie during the Championships. Outside caddies that wish to register with Royal Johannesburg and Kensington Golf Club must do so by Saturday 13th February 2021 (Tel.011 640 3021). Caddies will need to present valid identification in order to register. Reimbursement of all caddies is by agreement between player and caddies. All persons fulfilling the role of a caddie accept that they will be subject to the conditions and use of facilities as available to Royal Johannesburg & Kensington Caddies. A player may not have a person who is or has been a member of a professional golf association as her caddie during any round. Persons who have regained their amateur status are not included in this prohibition. PENALTY FOR BREACH OF LOCAL RULE • The player gets the general penalty for each hole during which she is helped by such a caddie. • If the breach happens or continues between two holes, the player gets the general penalty for the next hole. 15. Time of Starting: Players shall start at the time laid down by the Committee (Rule 5-3a). Penalty for lateness beyond five minutes is disqualification. Players are requested to arrive at the tee 5 minutes before starting. The Tournament Committee shall have the power to delay the time of starting, if they consider that circumstances render this necessary. 16. Transport: During a stipulated round a player or caddie must not ride on any form of motorised transportation except as authorised by the Tournament Committee. The stipulated rounds include the official practice rounds on Friday 12th and Saturday 13th February and all tournament rounds. PENALTY FOR BREACH OF LOCAL RULE: • The player gets the general penalty for each hole during which there is a breach of this local rule. • If the breach occurs between the playing of two holes, it applies to the next hole. • The only exception that will be considered by the Tournament Committee is if a player is a registered affiliated member of South African Disabled Golf Association (SADGA) with a valid handicap as stipulated for this tournament and the course where the event is being held allows the use of motorised carts. Applicants must apply to WGSA in order to have this condition waived by the Tournament Committee. 17. Driving Range: The official Titleist sponsored driving range will be positioned at the Royal Johannesburg & Kensington Golf Club and will be open from 06h00 – 18h00 from Friday, 12th February to Wednesday, 17th February. From Thursday, 18th February the range will be available to the remaining competitors only and will be opened an hour prior to the start of play and will close one hour after the close of play. 18. Players with Disabilities: The Tournament Committee will decide and publish which rules in the Modifications of the Rules of Golf for Golfers with Disabilities will apply to individual disabled players in this tournament. For such modifications to be considered, a player must be a registered affiliated member of the South African Disabled Golf Association. (SADGA) or a governing body recognised by the SADGA. Applicants must apply individually in advance of the Championship to have their case considered by the Tournament Committee. 19. Pace of Play: WGSA Pace of Play Regulations are in force and displayed on the tournament Notice Board. In the absence of mitigating circumstances, a group will be timed if they are out of position. Players will be given a warning and informed that they are to be timed. Each individual in the group will be timed. 20. Weather Delays and Suspension of Play: The following signals are in force: Discontinue Play Immediately: One prolonged note of siren. Discontinue Play: Three consecutive notes of siren, repeated. Resume Play: Two short notes of siren, repeated In addition, the Note under Rule 5.7 in the Rules of Golf is applicable. When play is suspended by the Committee for a dangerous situation, if the players in a match or group are between the play of two holes, they must not resume play until the Committee has ordered a resumption of play. If they are in the process of playing a hole, they must discontinue play immediately and not resume play until the Committee has ordered a resumption of play. If a player fails to discontinue play immediately, she is disqualified, unless circumstances warrant waiving the penalty as provided in The Rules of Golf “Committee Procedures”, Section 6c. The signal for suspending play due to a dangerous situation will be a prolonged note of the siren. 21. Cancellation of a Round: In the event of play being delayed or declared null and void for any round of a tournament, additional play will be at the discretion of the Tournament Committee. If in the opinion of the Tournament Committee, adverse weather or any other occurrence beyond its control render the commencement or continuation of any stipulated round impractical, then, in stroke play tournaments, the result will be declared over the number of rounds completed by all players. Play will not be continued beyond the advertised final day of the stroke play event. In the event of any round of the Match Play being suspended due to adverse weather or any other occurrence beyond the control of the Tournament Committee – such suspended rounds will be continued as soon as play can be re-commenced in order to determine a winner of the round. It is possible that such suspensions of play may result in the Finals of the match play being reduced to 18 holes. Any such reduction however will be announced to the finalists prior to the start of the finals.
In the event of the final match being started (whether scheduled to be played as a 36 or 18-hole final) and adverse weather or any other occurrence results in a suspension of play, play will be resumed as soon as is practically possible with the intent to play to the conclusion of the match. In the event that the Final match cannot be concluded due to loss of light on the final day, the Championship will be shared as the finals will not be resumed beyond the final advertised day of the Match Play Championship. 22. The Deciding of Ties: SA Women’s Amateur Stroke Play Championship: • In the event of a tie for first place in either Division, there shall be a hole-by-hole playoff, over holes as determined by GolfRSA/WGSA to determine the winner. • If the play-off involves more than two players, those other than the winner, will be deemed to have tied for second place irrespective of their scores in the play-off. All other ties will be decided in accordance with Count-Out Procedures laid down in the WGSA By-Laws. • If the playing of the short course or sudden death play-off or continuation thereof is deemed by the Tournament Committee to be impractical, for any reason, then the trophy will be shared. • Single round prizes: A count-out shall be applied using the WGSA Count-Out Method WGSA Count-Out Method: 54 Hole Stroke Play Events: Best score on the last 18, 9, 6, 3 or 1 hole(s). 23. Score Information: If requested to do so players must provide score information to Tournament Officials during the course of play. Live scoring may be conducted by way of an “electronic device” and if so, each match will be requested to submit scores using such device. 24. Scoring & Results: In Stroke Play, a player is considered to have returned her score card when she has left the designated scoring area. The results are deemed to be officially announced and the competition closed at the commencement of the prize-giving ceremony. During the match play rounds, the Results of the Match are considered Final once both players have reported the result to the official scorer or after 15 minutes after the scorer has received the result from the first player. In the event that a match has a walking / designated Referee, the result of the match is considered Final once the designated Referee has reported the result of the match to the official scorer. 25. Prize-Giving: Players will be advised at Registration of the host venues risk mitigation requirements for the South Africa Women’s Amateur Stroke Play Championship prize-giving. It is the responsibility of the player to ascertain whether she will be receiving a prize. South African Women’s Amateur Match Play Championship Finalists are encouraged to stay for the presentation of prizes. 26. Dress Code: It is the responsibility of players to know and comply with the dress regulations stipulated by the Host Club in the Club House, and WGSA on the golf course and practice areas. 27. Drug Free Sport: Anti- Doping constitutes a range of activities aimed at eliminating doping in sport, as well as protecting clean athletes and the integrity and values of sport. There are 11 Anti-Doping Rule Violations of which Use or Attempted Use by an Athlete of a Prohibited Substance or Prohibited Method is one. All Competitors are subject to the provisions of the South African Institute for Drug-Free Sport’s Anti-Doping (SAIDS) Rules. Details of the SAIDS Anti-Doping Rules, and the current List of Prohibited Substances and Methods, are available from the SAIDS website (www.drugfreesport.org.za). Competitors can do a medication check on the SAIDS website at the following link https://drugfreesport.org.za/online-medication-check/ and should bear in mind that this list does not include Supplements. Information on Supplements is available at the following link https://drugfreesport.org.za/supplements- and-their-risks/. Competitors who have illnesses or conditions that require them to take particular medications or undergo procedures may have to apply for a Therapeutic Use Exemption (TUE). If the medication or method a competitor requires to treat an illness or condition falls under the Prohibited List, a TUE may give that athlete the authorisation to use the required medicine or method. Only certain categories of Competitors need to apply for a TUE in advance. Competitors should check the SAIDS website at the following link https://drugfreesport.org.za/who-needs-to-apply-for-a-tue/ which level of Competitors need to apply for a TUE in advance from SAIDS. Competitors who are taking medication and are in doubt as to their clinical status, should seek advice from WGSA no later than 30 days before the start of the Championships. Drug-Testing may be authorised at any event under the jurisdiction of GolfRSA/WGSA. 28. Agreement: By agreeing to be bound by these regulations and conditions, you are consenting to WGSA/GolfRSA collecting and storing certain personal data about you. This data will be used to provide further details of the event and may be stored by WGSA/GolfRSA and supplied to event sponsors to keep you informed of other promotions, events, and services which may be of interest to you. This data will not be used other than in the
normal course of WGSA/GolfRSA business. If you do not wish to receive such information, please advise WGSA/GolfRSA in writing. 29. Publicity: WGSA/GolfRSA and the sponsors of the Championship may arrange publicity before, during and after the Tournament in the press, by live and recorded radio, television and by filming. By entering the Championships, the players’ assent to references to them and pictures of them at practice and in play appearing and being used for commercial purposes by WGSA/GolfRSA and their Sponsors. 30. Etiquette: The audible emission or unauthorized use of a mobile telephone or electronic equipment on the golf course or during play is a serious breach of etiquette and will attract a warning and possible disqualification (Rule 1.2). Cell phones should be switched off on the course and may only be used in cases of emergency. 31. Code of Conduct: Players’ attention is drawn to the WGSA Code of Conduct which is in effect during all tournaments. This will be displayed on the WGSA notice board during events. 32. Spectators: NO spectators allowed in terms of SA government Covid-19 Regulations/Directions. This may be amended should SA government Regulations/Directions allow. 33. Liability: The host club, WGSA/GolfRSA and its management will not be held liable or responsible for any damages, loss, including personal loss and or other forms of loss, harm or injury sustained as stipulated below: • Physical and/or emotional injuries suffered by any person, including a player, during the tournament, due to any acts of God, suffered as a direct result thereof, including aspects such as being struck by lightning, etc. • Physical injuries of any kind suffered by any person, including a player or spectator, sustained by own negligence, or otherwise. • Emotional injuries sustained due to any loss, including death, suffered as a result of any of the above injuries sustained personally. • Damages suffered to any property of a player. 2 February 2021 v4
