The National Commission on Law Observance and
Enforcement, unofficially known as the Wickersham Commis-
sion, was established by President Herbert Hoover on May 20,
1929. The Commission was charged with surveying the U.S.
criminal justice system under Prohibition and making recom-
mendations for public policy. One of the recommendations

The FBI National Academy Associates was formed as a means for these executives to continue training and networking regionally.
First as individual chapters, the association is now a non-profit organization that facilitates the continued mission that was devel-
oped while attending the National Academy.
The Associates are divided into four sections across the United States with a total of 44 chapters within the sections. There are four
chapters outside the United States representing Europe, Latin America/Caribbean, Asia- Pacific, and Africa/Middle East. Each of the
chapters have an organizational structure and each chapter conducts educational and social networking opportunities throughout
the year. These sections hold yearly meetings to address mission, goals, objectives and enhancements to the Association.

Through the 44 state and 4 international chapters, the FBINAA
bridges federal, state, municipal, and international law enforce-
ment agencies, as well as, private sector partners to share their 115 LATIN AMERICA/
expertise, technology, and knowledge. These 48 chapters are CARIBBEAN MEMBERS
the heart of the FBINAA. It is at the chapter level where our mem-
bers, families, and communities are professionally, socially, and
personally linked to each other and their region’s law enforce-
