IWRF Competition Structure 2021-2024: PATHWAY AND TIMELINE The 2022 World Championship Qualification Tournament 2022 World Championship - Qualification Slots has been removed based on feedback from the membership. Specifically challenges for teams to have Host 1 enough time to recover post 2021 Paralympics and the European Zone Championship 4 additional costs for teams to attend. Previously, the winner of the World Championship would Americas Zone Championship 3 qualify for the Paralympic Games and the winner of the Asia Oceania Zone Championship 3 Paralympic Games would qualify for the World Championship. This has now been reviewed and WILL NO longer be the case. Next highest on the World Ranking List not 1 already qualified 2022 WORLD CHAMPIONSHIP QUALIFICATION PATHWAY PARIS 2024 CYCLE AND LOOKING AHEAD Colombia is willing to host the Americas Zone Teams will directly qualify from the Zonal Championships and a Championship in December 2021 eleven (11) teams will be Qualification Tournament. invited to attend this event, which will combine the Regional and Zone Championships. Top 3 qualify directly to the Paris 2024 Paralympic Games - Qualification Slots World Championship. Host 1 The Asia Region will be targeted to host the Asia-Oceania Zone Championship this means the number of teams European Zone Championship 2 attending the event can maximized. Top 3 qualify directly to the World Championship. Americas Zone Championship 1 The European Championship and its divisional structure Asia Oceania Zone Championship 1 has required adjustment and the aim is to get this back on track from 2024 onwards. Top 4 qualify directly to the Paralympic Qualification Tournament 3 World Championship. The IWRF will look to host an International Wheelchair Rugby Cup within the Rugby World Cup in Paris in 2023. Classification Update CONSULTATION AND TIMELINE The following outlines the various updates that are required to be IPC code compliant and ensure that our classification processes are fit for purpose. This includes a consultation period and dates of when rules will be published. 1. IWRF Classification Rules – Contains rules governing who is eligible to compete in wheelchair rugby and how we perform the athlete evaluation process in order to allocate an athlete’s sport class. This document replaces the current IWRF Classification Manual. 2. IWRF Classification Handbook – Contains the detailed information on processes and procedures regarding how we complete different elements of the athlete evaluation process, form classification panels, develop and certify classifiers, manage classification during tournaments and other classification management and administration procedures. 3. Limb Deficiency Impairment Measurement System – This is a new, evidence-based procedure for performing physical assessments on athletes with limb deficiency. It also describes a standardised method of measuring and recording critical athlete information in the IWRF Classification Database. For this reason, it is difficult to predict the number of athletes who may be impacted by these changes. Implementation will require re-classification of ALL current athletes with limb deficiency. 4. Minimum Impairment Criteria (MIC) flow chart – This is the correction of a defined, identified issue with the current flow chart that allowed athletes with a sport class of greater than 3.5 proceeding beyond the bench testing component of the classification process. This revision is still under discussion by the Classification Committee. Release draft versions of all documents detailed above to the IWRF Membership for a consultation period of no more than 3 months. NOTE – the Limb Deficiency Impairment Measurement System and revised MIC Flow Chart (will be issued as October 1, 2020 separate documents, and not incorporated into the Rules/Handbook for the purpose of clarity) and will not be implemented until after the Paralympic Games. This means that member nations will have 11 months to assess, at a National level, what impacts they may expect to see with the implementation of the new Limb Deficiency system. Implement the new IWRF Classification Rules and Handbook. January 1, 2021 NOTE – Provides 3 months to digest the procedural changes described in the new Rules/Handbook. Implement the new Limb Deficiency Impairment Measurement System and revised MIC flow chart. NOTE – Commence re-classification of all athletes in the impacted groups with valid IWRF sport classes. September 1, 2021 TO BE REVIEWED – IWRF will need to define a period within which all affected athletes will need to be re- classified (for example, within 18 months or 2 years). Athletes not re-classified within this period will have their existing IWRF sport class removed.
