Agenda Needs Assessment Process Committee Recommendations Next Steps
Strategic Planning Districts are required to develop a five-year strategic plan. District 5 is beginning a new five-year plan. This process is normally aligned with the reaccreditation timeline. District 5 elected to undertake an internal needs assessment to start our new five-year plan rather than wait on the full reaccreditation process in 2023-24.

Strategic Planning Which areas were considered during the needs assessment process? Strategic plans are required to address the following areas (SCDE Regulation No. 43-261): School Climate Student Achievement Teacher/Administrator Quality Districts are also required to have a plan for Gifted and Talented programs (SCDE Regulation No. 43-220), and this has been tied to the strategic plan process since 2018.
School Climate – Goals We will maintain a safe and supportive social and physical environment as measured by: the percentage of parents, students, and teachers satisfied with the social and physical environment on the annual State Department of Education Survey increasing from 88.78% to 89% (parents), 84.03% to 84.6% (students), and 92.35% to 94.1% (teachers) by 2026.
School Climate The committee recommended specific strategies and accompanying action steps to address the following areas: Family engagement Social and emotional learning Positive Behavioral Interventions and Supports Bullying School safety
Student Achievement – Goals We will provide challenging curricula for students as measured by: students in grades 2-8 will have a Median Student Growth Percentile of 55 or above on MAP Growth Math and 56 or above on MAP Growth Reading by 2026 the graduation rate will increase from 90.06% to 91% by 2026 the percentage of students who are college or career ready will meet or exceed 78% through 2026
Student Achievement The committee recommended specific strategies and accompanying action steps to address the needs of two groups of students: Multi-language learners Students with disabilities
Teacher/Admin Quality – Goals We will recruit, retain, and develop a highly effective, diverse staff as measured by: the annual teacher retention rate increasing from 90.24% to 91.3% the percentage of teachers who are satisfied with current working conditions increasing from 90.95% to 92% on the annual State Department of Education Survey the percentage of teachers who agree that there are relevant professional development opportunities offered at their school increasing from 92.23% to 93% on the annual State Department of Education Survey
Teacher/Administrator Quality The committee recommended specific strategies and accompanying action steps to address the following areas: Teacher diversity – recruitment and retention Continued professional development choices and programs
Gifted and Talented – Goals We will provide challenging curricula for students as measured by: students in grades 2-8 in the Initial Achievement Band of 90th percentile or above will have a Median Student Growth Percentile of 58 or above on MAP Growth Math and 55 or above on MAP Growth Reading by 2026 the Advanced Placement passage rate will meet or exceed 68% through 2026 the proportion of students who are coded as Black or African American, Hispanic or Latino, or Two or More Races who participate in AGP, Honors, AP, IB, and Dual Enrollment courses will increase by 10% by 2026
Gifted and Talented The committee recommended specific strategies and accompanying action steps to address the following areas: Local identification criteria Support for students in GT/Honors/AP/IB/Dual Enrollment

Strategic Planning What happens next? District administration will lead the process of drafting strategies that support the goals and related needs. Drafted strategies will be brought to the board on August 23, 2021. District administration will then develop action steps to support each strategy and the overall goals.
Strategic Planning What happens next? Schoolswill use their baseline data to set goals, determine appropriate strategies, and create an action plan.
