Message from the County Administrator I want to thank all employees for your service to James City County. Our success depends on having a talented and dedicated workforce. Employee Assistance Program The Optima Employee Assistance Program (EAP) is designed to offer brief, solution-focused counseling by licensed and/or certified behavioral health professionals. Members and their household may seek counseling for life issues including, but not limited to: • Manage stress or anger, • Improve family dynamics, • Care for sick or elderly family members, • Address substance abuse/dependency, • Deal with grief or a loss, • Build resilience, • Balance work and life obligations, • Custody and child support, • Budgeting and tax questions, • Identity theft and credit repair, • Retirement or college planning. Benefit EAP services include short-term problem assessment through counseling sessions and referrals. After an initial meeting with a counselor to assess short-term and long-term needs, the counselor will work with members and their household to develop an appropriate course of action. Members and their household should refer to Plan documents for coverage exclusions and limitations. Virtual Counseling Members and their household are offered the option and convenience of a virtual counseling session in exchange for a face-to-face visit. Virtual counseling sessions can be accessed by using a smart phone, tablet, laptop or desk top computer. Optima EAP maintains a 24-hour crisis hotline. Please call (800) 899-8174 for assistance after hours and on weekends or holidays. If a member or their household is engaged in behaviors that pose an immediate danger to his/her life or the life of another, please call 911 or go directly to an Emergency Room. How to Receive Services It’s free... Your employer covers the cost of initial assessment, additional problem-solving sessions and referral services. If there is a need for further counseling or treatment, your counselor will help you explore various options. It’s confidential... Your EAP has been set up with Optima Health Insurance Company, an outside counseling resource to assure confidentiality. No one at work will know you have chosen to seek help unless you choose to tell them, and nothing concerning your use of EAP will appear in your personnel file. 457 Deferred Compensation and Roth 457 The County sponsors a deferred compensation plan to allow employees to save a portion of their salary for retirement. The plan is voluntary and is administered in accordance with appropriate Federal and State laws. The maximum calendar year contribution for 2021 is $19,500 ($26,500 if age 50+). The County matches 50% of the employee contribution up to a maximum of $7.50 per month. Family Medical Leave Act (FMLA) James City County policy complies with the Family and Medical Leave Act (FMLA). Under this ACT, JCC will grant up to 12 weeks of time away from work during a 12-month rolling period to eligible employees (12-month rolling period is defined as, a period of 12 consecutive months determined on a rolling year basis). The leave taken under FMLA may be paid, (using your own available vacation, sick leave, paid time off, or compensatory time), unpaid or a combination of paid and unpaid. To qualify for FMLA, the employee must have worked for the County for 12-months or 52-weeks and must have physically worked at least 1,250 hours during the 12-month period immediately before the date the leave is requested to begin. A request for determination of eligible leave under FMLA may be initiated by the employee, the supervisor, or the Human Resources Benefits Team.
