Too many people And too many vehicles. 8/27/2019 11:41 AM Anonymous It's great to hear the municipality is implementing an asset management 8/27/2019 12:06 PM strategy as this is long overdue. Our community needs to grow to increase the tax base to offset a provincial-municipal funding model that is crippling small municipalities. Given this, the municipality ought to look at how they can continue to spur development. To do this, a priority would be to look at planning and zoning options such as bonusing and incentivizing development under Bill 108. A LEAN review of processing building permits and conducting building inspections would help improve the timeliness of this work and probably lead to efficiencies. At the top of the list however should be a replacement of our aging arena. The stop gap measures are simply not cutting it. The emphasis on securing private sector partnership to fund a new recreation facility and anchor for the community needs to be priority #1. A public-private partnership would alleviate some of the risk and financial burden on the tax levy increase. *side note: Having comment boxes on each page of the survey would be helpful, as the aggregate survey topics are very all encompassing and selecting options may fit some but not all of the category. Please consider what role the lower tier municipality can play in advocating to the County for support for the vulnerable population. The idea that we must remove people from tents that are in a safe community park is short-sighted. If they had a better place to go, do you not think they would already be there? Residential development (and infrastructure to support it) combined with creating a community anchor in a new recreation facility (multi- use) would be at the top of the list. The water rates are through the roof and Page 8 of 15

Please consider dusting off the age friendly plan, recreation master plan, the community recreation steering committee reports, and all other consultative reports and put them into action. Cheers. Of course, I’m also tired of surveys that result in actions that don’t reflect the wishes of the taxpayers. This community has schools that are shrinking, healthcare services that are in jeopardy of being centralized and businesses that need employees desperately. Council needs to decide if they are merely the keepers of our infrastructure and get their fingers out of everything that isn’t infrastructure (including recreation that successive councils have failed at) or decide that they have a role to play as the voice of the taxpayers with regard to decisions that are made provincially and federally that affect us locally. There are many efficiencies available in the recreation department..should be YMCA who provide for less fortunate, as they pay less for wages than municipality, and have volunteer opportunities. Get out of the business and set up YMCA board. Council is not acting in the best interests of the municipality when they continue to refuse to go after capital funding for indoor pool, gym and fitness room, for 7.5 million, or consider the efficiencies in membership program.please don’t leave it to a chopped up set of programs with several expensive users fees, managed by private for profits.enterprise..Let the private companies be the community hall for weddings .You have no choice but to build a new ice surface, but have you saved anything in reserves or used reserves and future revenue to support the decision.Need this year to raise taxes to pay for the Rec centre debt for ice making machine..hope we learn to not finance for such long periods of time. again looking for a financial person to look for business case, understanding there is a cost to recreation in small towns, but needs to be balanced and inclusive for young and old, rich and poor. Don’t forget your rural tax payers pay some of the highest property taxes in the area. Make sure you are allocating funds in rural areas. As far as liability concerns for the municipality there clearly are ways to absolve liability as many communities bigger and smaller than Exeter have dog parks. This would also help to reduce dog owners from misusing ball parks and soccer fields as a dog park. it would also provide a SECURE area for dogs to run OFF leash safely for other people and the dogs. As far as funding it I'm sure this town could fundraise this relatively easily, I've heard from many other dog owners that wish we had a dog park, some driving as far as London to use theirs. Perhaps some of the cost could be added in to the dog tag fee. As a dog owner I wouldn't be upset with an increase to it as I would be receiving an additional service that benefits me directly. You could also use a portion of, or increase of fines etc. related to dog owner offences, (off leash tickets, dog catcher fees, etc.) You could host some kind of annual event to fundraise through donations. I would think this would be an easy and fair way to please a lot of ratepayers, dog owners or not. All you need is a fenced off grassy area not too close to houses for noise, garbage cans and MAYBE some lighting and access to water. We DO NOT need a multi million dollar olympic caliber recreation center/ activity hub that will continually annually cost everyone and be under used and under supported by the people that actually use it, while raising our already high property taxes. Ie if an indoor pool were included what would happen to the outdoor pool in town or the Kirkton pool? If meeting rooms or a gym or library were included what would happen to the current infrastructure?
