2020 OLYMPIC GAMES EQUESTRIAN CANADA NOMINATION CRITERIA & PROCEDURES DRESSAGE Due to the postponement of the Tokyo Olympic Games to July 23 – August 8, 2021, Equestrian Canada has updated the 2020 Olympic Games Nomination Criteria and Procedures accordingly. Although the Olympic Games are being held in 2021, the Games will remain known as the Tokyo 2020 Olympic Games and are referenced throughout this document as such. This version of the Dressage Nomination Criteria was approved on October 1st, 2020 and replaces the version of the Nomination Criteria approved on June 28th, 2019 and any other previous version of this Nomination Criteria as it relates to the Tokyo Olympic Games. Equestrian Canada is carefully following the evolution of the coronavirus on the global and domestic level and how it may impact obtaining quota spots for the 2020 Tokyo Olympic Games and/or domestic nomination of athletes for the 2020 Tokyo Olympic Games. Unless otherwise required by exceptional and unforeseen circumstances related to the impact of the coronavirus, Equestrian Canada will respect these published Nomination Criteria as written. However, situations related to the coronavirus pandemic may arise that require this Nomination Criteria to be modified. Any modifications will be made promptly and as often as required following developments that directly impact the Nomination Criteria. In such circumstances, any modifications will be communicated to all affected individuals as soon as is reasonably possible. See current modifications attached as an addendum to the criteria. Further, situations may arise that do not allow this Nomination Criteria to be modified or applied as written due to time constraints or other exceptional and unforeseen circumstances. In such situations, any decision, including nomination decisions, will be made by the individual(s) with decision-making authority, as stated in this Nomination Criteria, in consultation with the relevant individual(s) or committee(s) (as applicable), and in accordance with the stated performance objectives and selection philosophy and approach as stated herein. Should it be necessary to make any decision in this manner, Equestrian Canada will communicate with all affected individuals as soon as is reasonably possible. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 1 of 27 Procedures – Dressage 3/11/2021 – With Addendum
1. INTRODUCTION 1.1 The purpose of this document is to set out the nomination criteria and procedures (Nomination Criteria) that will be used by Equestrian Canada (EC) to nominate athlete/horse combinations to the Canadian Olympic Committee (COC) for the 2020 Olympic Games (2020 OG), to be held in Tokyo, Japan, July 23 - August 8, 2021. 1.2 Discipline specific Nomination Criteria are outlined in Appendix 1. Questions specific to the Nomination Criteria should be directed to the appropriate Discipline Manager at the EC office. 1.3 Athlete/horse combinations must meet the expectations as outlined in these Nomination Criteria to be considered for nomination. 1.4 Athletes and owners who choose to participate in the nomination process acknowledge by their participation and declaration that meeting the qualification outlined in these Nomination Criteria does not guarantee that an athlete/horse combination will be nominated to the COC. 1.5 It is vitally important for the integrity of the nomination process that athletes, grooms, owners, team support staff and associated parties involved in the nomination process practice at all times a high degree of confidentiality relating to information which may have a bearing on nomination, and/or any nomination decisions. All confidential information, conversations, and discussions will be identified as such. Any person who breaks this confidentiality may be removed from the process. 1.6 EC is not responsible for any late, lost, delayed, misdirected or stolen correspondence directed to EC; either submitted online, electronically, via postal service, commercially shipped or voice activated. 1.7 Any intentional misrepresentation of information submitted for nomination consideration may in the sole discretion of EC, eliminate the athlete/horse combination from both the qualifying process and from consideration for nomination. 2 ELIGIBILITY 2.1 To be eligible for nomination consideration for the 2020 OG, the following minimum eligibility requirements listed in this section must be met. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 2 of 27 Procedures – Dressage 3/11/2021 – With Addendum
2.2 Athlete • Be a Canadian citizen at the time of declaration, nomination and until the conclusion of the 2020 OG. • Be a Canadian citizen as per Rule 41 of the Olympic Charter • Meet minimum athlete age requirements as per the FEI rules: o Dressage: 16 years of age as per Article 422.1 o Eventing: 18 years of age as per Article 503.2 o Jumping: 18 years of age as per Annex IX Article 6.1 • Possess a valid Canadian passport with an expiry date on or after December 31 st, 2021 and be eligible to travel to the United States or Europe and Japan. • Be a current EC Platinum Sport Licence Holder, and be in good standing as per EC rules, at the time of declaration, nomination and until the conclusion of the 2020 OG • Hold a current FEI Registration and be in good standing under FEI rules, at the time of declaration, nomination and until the conclusion of the 2020 OG • Sign, submit and comply with the EC Athlete Agreement and conform to all EC policies regarding team preparation, training, and competition • Provide all the information and documents necessary for the declaration, entry, and accreditation processes • Sign, submit and comply with the COC Athlete Agreement and Tokyo 2020 Conditions of Participation Form no later than June 30th, 2021. 2.3 Horse • Meet minimum horse age requirements as per the FEI rules: o Dressage: 8 years of age as per Article 422.1 o Eventing: 8 years of age as per Article 503.4 o Jumping: 9 years of age as per Article 254.1 • Registered with FEI by 15 January 2021 either (i) as property of Canadian owners, or (ii) if multinational ownership, be registered as a Canadian owned horse . 2.4 Groom • Be a minimum of 18 years of age at the time of the 2020 OG • Possess a valid passport with an expiry date on or after December 31 st, 2021 and be eligible to travel to the United States or Europe and Japan. • Have experience competing or grooming at international equestrian competitions • Provide all the information and documents necessary for the declaration, entry, and accreditation processes • Sign, submit and comply with the COC Agreement and Tokyo 2020 Conditions of Participation Form no later than June 30th, 2021. 2.5 Owner • Possess a valid passport with an expiry date on or after December 31 st, 2021 and be eligible to travel to Japan • Provide all the information and documents necessary for the declaration, entry, and accreditation processes • Sign, submit and comply with the COC Agreement and Tokyo 2020 Conditions of Participation Form no later than June 30th, 2021. 2.6 Support Team Members • Possess a valid passport with an expiry date on or after December 31 st, 2021 and be eligible to travel to United States or Europe and Japan • Provide all the information and documents necessary for the declaration, entry, and accreditation processes • Sign, submit and comply with the COC Agreement and Tokyo 2020 Conditions of Participation Form no later than June 30th, 2021. • Coaches or Technical Advisors must be in good standing with the Professional Coaching Program of the Coaching Association of Canada 3 DECLARATION AND ACCREDITATION PROCEDURES Declaration 3.1 Declarations for the 2020 OG must be submitted on or before Monday, November 2nd, 2020. Failure to submit the required information and documents by this deadline will make the declaration incomplete and invalid. No late submissions will be accepted, with the exception as outlined in Section 3.7. Previously declared athletes are not required to confirm their declaration submitted prior to the original December 2019 deadline. Note: Declarations submitted previously under the former criteria, may be edited through the EC Games Portal. 3.2 The declaration date allows sufficient time for the Accreditation Process to be completed for athletes, grooms, owners, and support team personnel through the COC by IOC deadlines for all possible athletes, grooms, owners and support team members. 3.3 The declaration MUST be made through the EC Games Portal at https://licence.equestrian.ca/gamesdb/login.aspx 3.3.1 Declaration fees, if any, are outlined in Appendix 1 At the time of declaration, the athlete will provide: 3.4 Horses: The name, FEI passport number, and FEI passport expiry date for each declared horse, Refer to Section 2.3 for horse eligibility. 3.5 Grooms: The name, unique e-mail address, and phone number for a minimum of two (2) up to a maximum of four (4) declared grooms in priority order. Athletes are responsible for ensuring that their groom is qualified, kept informed, and available for the time commitments in the proposed schedule for 2020 OG (including an expected four week commitment over the time of the 2020 OG plus any potential quarantine / staging camp camp). EC reserves the right to deem a groom ineligible for an international team competition. Should a groom not carry out their assigned duties and obligations or exhibit inappropriate behavior detrimental to the team, then EC has the authority to remove such groom from the team. Refer to Section 2.4 for groom eligibility. Refer to the discipline specific Nomination Criteria in Appendix 1 for additional groom information, as applicable. 3.6 Owners: The name, unique e-mail address, and phone number for up to two (2) declared owners per horse, in priority order for accreditation purposes; at least one owner must be listed in the FEI passport. In the case of syndicate ownership groups, declared athlete/horse owners do not need to be individually listed in the FEI passport, but must be individually declared in priority for accreditation purposes. Refer to Section 2.5 for owner eligibility. 3.7 No new athlete may submit a declaration after the November 2nd, 2020 deadline. In the case of a horse being made available to an already declared athlete after the declaration deadline to form a “New Athlete/Horse combination”, EC may, in its sole discretion, accept this athlete/horse combination as a declared candidate for the 2020 OG. Additional athlete/horse combinations must be submitted in writing to the EC Discipline Manager at the earliest date possible, and no later than Friday January 15, 2021 Note Horse owner accreditation may not be possible for new horses declared after the November 2nd, 2020 deadline. Note: “New Athlete/Horse Combination(s)” defined as either a: o new horse purchase or horse transfer to the athlete 3.8 Declared athletes who subsequently choose to withdraw from the nomination process (either themselves or their horse) prior to the naming of the team and alternates must advise the EC Discipline Manager of their decision in writing. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 5 of 27 Procedures – Dressage 3/11/2021 – With Addendum
Accreditation 3.9 The accreditation process for the 2020 OG will be coordinated through the COC Bridge portal (the designated COC Accreditation Database). To help facilitate this process, athletes are required to provide unique e-mail addresses and phone numbers for all potential grooms and owners at the time of declaration in the EC Games Portal. Athletes, grooms, and owners are not permitted to apply directly to the COC or the Tokyo Organizing Committee (TOKYO 2020) for accreditation. 3.10 EC has the exclusive authority to nominate, and allocate accreditations for the grooms, owners, and team personnel who comprise the Canadian Equestrian Team (CET) to represent Canada at the 2020 OG. 3.11 Athletes, grooms, owners, and team support personnel are to provide all necessary accreditation information, including photos, passport details and personal information, in the COC Bridge Portal by the COC accreditation deadline of February 1st, 2021. 3.12 It is very important that information is provided and entered for EVERY possible individual who may attend the 2020 OG in an accredited role (Athlete, Owner, Groom etc.). Participation in this process does not guarantee accreditation. Release of Liability Waiver 3.12 All declared athletes, grooms, and owners must complete and return the release of liability waivers to the Discipline Manager by Friday, January 15th, 2021, Exception see Section 3.7 (new athlete/horse combinations). The waiver and release forms can be found in the following appendices: • Appendix 2: Athlete Release of Liability, Waiver of Claims, Assumption of Risk, and Indemnity Agreement • Appendix 3: Groom Release of Liability, Waiver of Claims, Assumption of Risk, and Indemnity Agreement • Appendix 4: Owner Release of Liability, Waiver of Claims, Assumption of Risk, and Indemnity Agreement • Appendix 5: Release of Veterinary Medical Records (Dressage and Para-Dressage only) 4 ANTI-DOPING AND DRUG TESTING Athlete 4.1 The athlete must not be under suspension or any other sanction by any recognized body for any doping or doping-related offense. 4.2 Declared athletes may be subject to announced and unannounced drug testing in accordance with the Canadian Anti-Doping Program (CADP) and EC rules and regulations. Testing includes both in-competition and out-of- competition testing. All athletes who declare for the nomination process must provide accurate and up-to-date contact information through the EC Sport Licence portal. 4.3 Athletes who do not provide up-to-date contact information or respond to EC communications will be considered in violation of these policies. Violations will be considered in context by the Dressage High Performance Advisory Group (HPAG) and may result in the disqualification of the athlete from the nomination process. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 6 of 27 Procedures – Dressage 3/11/2021 – With Addendum
Horse 4.4 All declared horses shall be subject to drug testing according to FEI drug and medication rules. Blood and/or urine samples may be drawn at any time throughout the nomination and quarantine / staging camp periods. Samples may be tested for the presence for all prohibited and/or controlled substances by the FEI (see Appendix 1, Section 2.2.4.2). 4.5 In the event a prohibited substance is detected, the amount of this substance will be quantified where possible and reported to the Discipline Manager. Any horse whose sample contains a prohibited substance or a restricted substance in a concentration greater than the allowable FEI limits may be eliminated from the nomination process by the HPAG. 5 APPEALS 5.1 Athletes participating in the nomination process for the 2020 OG have the right to appeal against a nomination decision but only on the grounds that the HPAG has failed to comply with the correct procedures outlined in the Nomination Criteria or have made a patently unreasonable decision based on the Nomination Criteria. An appeal must be made in writing to the Discipline Manager within 72 hours of the relevant athlete being informed of the decision. Appeals must be accompanied by an administration fee of $500.00(CA). 5.2 In recognition of the short timelines required for the nomination decision process, any appeals to decisions made under the Nomination Criteria will proceed under the Sport Dispute Resolution Centre of Canada (SDRCC) appeal process. The administration fee referred to in Section 5.1 will be applied to the fee required for the appeal to SDRCC. 6 AMENDMENTS TO THE NOMINATION CRITERIA The Nomination Criteria and procedures are based on applicable FEI and COC regulations, TOKYO 2020 conditions and restrictions as currently known and understood and on the latest information available to EC - https://inside.fei.org/fei/games/olympic/tokyo-2020. Any changes in the Nomination Criteria and procedures necessitated by a change in FEI or COC regulations will be distributed via email to the affected athletes as soon as reasonably possible. Should such a circumstance occur, EC will review and may amend Nomination Criteria to comply with the new regulations or conditions. APPENDIX 1 – DISCIPLINE SPECIFIC NOMINATION CRITERIA 1. TEAM COMPOSITION 1.1. EC plans to nominate a team (three athlete/horse combinations) to compete in the dressage competition at the 2020 OG. 1.2. Should the Canadian Olympic Committee (COC) not obtain a team qualification quota spot, then entry in the individual event will be subject to the decision and approval of the HPAG in consultation with the EC High Performance Director (HPD) and the Discipline Manager (DM), and in accordance with these qualification and nomination procedures and the FEI Regulations for the 2020 OG found at https://inside.fei.org/fei/games/olympic/tokyo-2020 . 1.3. The performance objective for the Canadian Dressage team at the Olympic Games is team top 8. 2. QUALIFICATION 2.1 The Qualification Period (QP) for the 2020 OG shall run from January 1st, 2021 to June 13th, 2021, inclusive. 2.2 Qualification of athlete/horse combinations for the 2020 OG will consist of a four-stage process: 2.2.1 Stage One – EC Declaration 2.2.2 Stage Two – FEI Certificate of Capability 2.2.3 Stage Three – EC Qualification Score Requirements 2.2.4 Stage Four – EC Fitness Inspections 2.2.1 Stage One – EC Declaration As a condition of declaration for the 2020 OG, an athlete must fulfil the following eligibility conditions: 2.2.1.1 Must have submitted the 2020 OG Declaration and non-refundable declaration fee of $400.00 CAD per athlete through the EC Portal on or before the declaration deadline Monday, November 2nd, 2020, Exception see Section 3.7 of the Nomination Criteria. 2.2.1.2 With their declaration athletes must submit a detailed competition plan (showing competition dates, competition level (i.e. CDI3*, 4*, 5* ) and classes the athletes is planning to enter (i.e. GP, GPS, GPF)). This information will be shared with the HPAG 2.2.1.3 On or before the January 2nd, 2021 athletes must confirm in writing (see Appendix 9) if they wish to bring their accumulated Grand Prix average and/or accumulated Grand Prix Special average forward from 2020, for consideration as outlined in Appendix 1, Section 2.2.3.3. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 8 of 27 Procedures – Dressage 3/11/2021 – With Addendum
2.2.1.4 Declared athletes who subsequently choose to withdraw from the nomination process (either themselves or their horse) prior to the naming of the team and alternates, must advise the HPAG of their decision in writing. 2.2.2 Stage Two – FEI Minimum Eligibility Requirement (MER) / Certificate of Capability Additional IF Eligibility Criteria: To be eligible to participate in the 2020 OG Dressage Competitions, all Athletes/Horses must achieve, as a combination, the Minimum Eligibility Requirements (MER) (see: https://inside.fei.org/system/files/Tokyo%202020%20-%20Revised%20Qualification%20System%20- %20DRESSAGE%20-%20Approved%20by%20IOC%20- %20Published%2020%20May%202020.pdf) 2.2.2.1 Minimum Eligibility Requirements - Dressage i. To be eligible to participate in the Olympic Games Tokyo 2020 Dressage Competitions, and subject to the provisions of paragraphs 2, 3 and 4 below, all Athletes/Horses must achieve, as a combination, the Minimum Eligibility Requirements (MER) at selected Events which take place from 1 January 2019 until (and including) 21 June 2021 (the “MER Deadline”). Athlete/Horse combination must fulfil the minimum eligibility requirements below. ii. A minimum 66% must be attributed twice to the Athlete/Horse combination by both a 5* star judge and as an average from all judges in the competition, and the score must be achieved in a Grand Prix test at two different CDI3*/CDI4*/CDI5*/CDI- W/CDIO events. The two 5* judges must be of a nationality other than of the Athlete. Scores achieved in Preliminary or Consolation Grand Prix classes judged by three Judges do not count towards the minimum eligibility requirement. iii. Athletes and Horses must obtain the MER at events which take place from 1 January 2019 until the MER Deadline of 21 June 2021 included. 2.2.2.2 List of Selected Events i. The list of Olympic Ranking Events and MER Events (as defined in the Appendix) for achieving Olympic ranking points / the minimum eligibility requirements will be published on the FEI website: www.fei.org. The list of Olympic Ranking Events and 2019 MER Events will be published on 15 December 2018 and the 2020 MER Events* will be published on 15 December 2019. No additions of Events will be accepted after the publication of the selected Events calendar. Replacement in case of cancellation of Event for force majeure reasons will be reviewed on a case to case basis. ii. The 2021 MER Events will be published in December 2020. iii. Taking into account the impact of Covid-19 on the FEI Calendar in 2020, a MER (or partial MER) can be achieved at any FEI Event at the relevant level (as per 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 9 of 27 Procedures – Dressage 3/11/2021 – With Addendum
paragraph 1 above) in 2020 (i.e. between 1 January 2020 and 31 December 2020 (inclusive). 2.2.2.3 Additional Provisions related to the Postponement of the Tokyo 2020 OG to 2021 i. An Athlete/Horse combination that has achieved the MER during the period 1 January 2019 to 31 December 2019 (inclusive) must achieve an additional confirming result (the “Confirmation Result”) according to the conditions set out in paragraph 4 below during the period 1 January 2020 – 21 June 2021. ii. An Athlete/Horse combination that has achieved the MER during the period 1 January 2020 – 21 June 2021 does not need to achieve a Confirmation Result. iii. An Athlete/Horse combination that has achieved a partial MER during the period 1 January 2019 to 31 December 2019 must complete their MER by the MER Deadline (21 June 2021). Such Athlete/Horse combination does not need to achieve a Confirmation Result. iv. An Athlete/Horse combination that has not achieved any MER (either full or partial) during the period 1 January 2019 to 31 December 2019 must achieve their MER by the MER Deadline (21 June 2021). Such Athlete/Horse combination does not need to achieve a Confirmation Result. 2.2.2.4 Confirmation Result Criteria i. Athlete/Horse combinations must achieve the Confirmation Result at one event according to the following criteria: ii. A minimum of 66% must be attributed twice to the Athlete/Horse combination by both a 5* star judge and as an average from all judges in the competition, and the score must be achieved in a Grand Prix test at any CDI3*/CDI4*/CDI5*/CDI-W/CDIO event. iii. The 5* judge must be of a nationality other than of the Athlete. iv. 2.2.3 Stage Three – EC Qualification Score Requirements 2.2.3.1 Qualification scores must be achieved at CDI3*, or higher, competitions within the QP (see Appendix 1, Section 2.1). 2.2.3.2 Athlete/horse combinations must compete in a minimum of three (3) Grand Prix (GP), plus three (3) Grand Prix Special (GPS) classes in 2021 to be considered for nomination. 2.2.3.3 Athletes may choose to bring forward their 2020 accumulated Grand Prix average and/or their accumulated Grand Prix Special average for nomination consideration. The accumulated Grand Prix average will be calculated by using all qualifying Grand Prix scores achieved by the combination in 2020. The accumulated Grand Prix Special average will be calculated by using all qualifying Grand Prix Special scores achieved by the combination in 2020. The 2020 accumulated average Grand Prix score and the accumulated average Grand Prix Special score will be calculated without the benefit of a drop score. Athletes who have confirmed in writing (see Appendix 9) by January 2nd, 2021, see Appendix 1, Section 2.2.1.3, that they wish to have their accumulated Grand Prix average and/or accumulated Grand Prix Special average brought forward will see those average scores noted on the standings list as their first entry. For greater certainty, an accumulated Grand Prix average brought forward will be treated as one Grand Prix score when calculating the combination’s final ranking average, and an accumulated Grand Prix Special average brought forward will be treated as one Grand Prix Special score when calculating the combination’s final ranking average. 2.2.3.4 A minimum of one Grand Prix and one Grand Prix Special score must be achieved within the QP after April 1st, 2021 and must count towards the athlete’s final ranking average. Scores achieved in the FEI Developing Grand Prix test will not be considered for nomination. 2.2.3.5 All qualification scores must be achieved from a panel of at least five FEI judges. 2.2.3.6 In addition to the above athlete / horse combinations must have competed in at least one (1) Grand Prix Freestyle (GPF) class in either 2020 or 2021 to be considered for nomination. This Grand Prix Freestyle score can be achieved at either a CDI or a nationally sanctioned competition. The submitted Freestyle score will not be used for nomination. 2.2.4 Stage Four – EC Fitness Inspections 2.2.4.1 Physician Assessment i. As part of the nomination process the advice from the Team Physician, if so required, will be taken into consideration to ensure athletes considered for selection are healthy and fit-to-compete. 2.2.4.2 Veterinary Assessment i. It is of paramount importance that the horse be serviceable and that the welfare of the horse be protected at all times. EC and the HPAG wish to ensure that no unfit or unsound horse travels to or competes at the 2020 OG. All declared horses shall be subject to drug testing according to FEI drug and medication rules. camp periods. Samples may be tested for the presence of substances identified by the FEI as both forbidden and/or controlled. Positive test results from samples collected during FEI competition will result in a zero (0) score for that athlete/horse combination in all classes at that competition. Athletes and owners are responsible and accountable for all positive testing results. ii. As part of the nomination process an assessment for soundness and serviceability for competition will be conducted, by either the team veterinarian or by a FEI certified veterinarian acceptable to the HPAG, on the top 5 horses prior to nomination decisions being made. Assessments will be done to evaluate the overall soundness and serviceability of the horse for competition with special emphasis on the cause and prognosis of any recognized unsoundness. Following this assessment, the assessing veterinarian will provide a report to the HPAG either in person or via conference call. The advice of the assessing veterinarian will be taken into consideration during nomination discussions. iii. A final assessment for soundness and serviceability for competition will be conducted on all nominated horses including alternates, by the Team Veterinarian prior to the departure of the horses for the 2020 OG. Assessments will examine the overall soundness and serviceability for competition with consideration of the cause and prognosis of any recognized unsoundness. Following the final assessments, the Team Veterinarian shall provide a report to the HPAG either in person or via conference call. In the event a nominated horse is found to be unfit or unsound during assessment, they may be re- presented within a 24-hr period for re-assessment. Should the horse be unable to proceed to the 2020 OG, the HPAG will remove the horse based on Section 4.1 Substitutions below. iv. Throughout the nomination process, observations and concerns identified by the Team Veterinarian will be communicated orally or in writing to the athlete of the horse in question, and to the HPAG. The onus will be upon the athlete to take any necessary action in order to follow the recommendations of the Team Veterinarian. v. Open communication between the regular veterinarian, all treating veterinarians and the team veterinarian is encouraged, and in order to best help support and prepare horses for the 2020 OG, athletes/owners may be required to provide up to six (6) months of full medical history including all treatments, medications and supplements which have been given to declared horses. 3. NOMINATION PROCESS 3.1 Nomination Panel The HPAG is the nomination panel for the 2020 OG. The HPAG consists of: • Team Manager – Christine Peters, (also Discipline Manager) • Technical Expert – Joan Macartney (Former FEI Dressage Judge) • Team Veterinarian – Dr. Alan Manning • Dressage Committee Rep. with high performance sport experience – Victoria Winter • Athlete Representative – Wendy Christoff • High Performance Director – James Hood (ex officio) No voting or non-voting member of the HPAG shall participate in any discussions or decisions regarding the nomination of any athletes with whom they have a perceived or real conflict of interest. Any member of the HPAG who considers that they are in a position of perceived or real conflict of interest must declare such a conflict before any discussions are held or decisions are made and must remove themselves from any meetings until the matter giving rise to the perceived or real conflict of interest has been resolved by the HPAG. 3.2 Specific Responsibilities • The general purpose of the HPAG is to provide input and feedback into the development of the high performance strategy, policies (including criteria) and programming • Oversee the selection / nomination of Canadian athlete/horse combinations to represent Canada internationally. • Develop a national ranking system for elite riders • Develop a mechanism for ensuring that the feedback and opinions of targeted athletes are represented in the key high performance policy and program decision making processes • Collectively act as a resource to the HPD on other high performance program areas, as requested • Support management in dealing with appeals and disciplinary actions related to dressage programs and selection / nomination • Provide strategic counsel to the HPD on matters concerning high performance programs and services • Review athlete development through objective assessment tools in collaboration with the Performance Analyst 3.3 Nomination Procedures 3.3.1 All qualifying Grand Prix and Grand Prix Special scores achieved by each athlete/horse combination throughout the QP (see Appendix 1, Section 2.1), plus any accumulated average scores brought forward from 2020 as outlined in Appendix 1, Section 2.2.3.3, will be used to calculate the combination’s final ranking average. Exception, see Appendix 1, Section 3.3.2 below. 3.3.2 Athlete/horse combinations may discard a maximum of one qualifying Grand Prix or Grand Prix Special score (this could include discarding their 2020 accumulated Grand Prix or accumulated Grand Prix Special score) from their final ranking average, however at least three Grand Prix and three Grand Prix Special scores from 2021 must be included in the final ranking average and at least one qualifying Grand Prix score and one qualifying Grand Prix Special score must have been achieved after April 1st, 2021, see Appendix 1, Section 2.2.3.4. 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 13 of 27 Procedures – Dressage 3/11/2021 – With Addendum
3.3.3 The average of all qualifying Grand Prix scores earned during the QP (minus the possible discard score - see Appendix 1, Section 3.3.2 above) will count for 80% of the combination’s final ranking average. 3.3.4 The average of all qualifying Grand Prix Special scores earned during the QP (minus the possible discard score - see Appendix 1, Section 3.3.2 above) will count for 20% of the combination’s final ranking average. 3.3.5 Following the end of the QP (see Appendix 1, Section 2.1 above) the HPAG will review the final ranking average for all athlete/horse combinations. 3.3.6 For Canada to guarantee the nomination of a full team to the COC for the 2020 OG the final ranking average for the team must be 70% or higher. 3.3.7 Provided Appendix 1, Section 3.3.6 above is achieved, then nomination to the team will be determined as outlined below: a) The athlete/horse combination with the highest final ranking average as per Appendix 1, Section 3.3.3 and Section 3.3.4 above will be nominated to the team for the 2020 OG. b) The final two athlete/horse combinations nominated to the 2020 OG team, and up to two athlete/horse combinations named as reserves, will be nominated in an effort to identify and nominate the best possible team to represent Canada at 2020 OG. The HPAG will review and evaluate athlete/horse combinations on the following non-exhaustive factors: i. Qualification scores, including the currency and consistency of the qualification scores, examples of which are: a) Consistency of qualification scores from qualifying classes during the QP; b) Whether qualification scores from qualifying classes reflect improvement over the QP; c) Number of qualification scores obtained within the last 3 months of the QP; and d) Consistency of qualification scores from qualifying classes at different venues, under different conditions, before different judges/panels. ii. The fitness, soundness and ability of the athlete/horse combination to contribute to a top 8 team performance at the 2020 OG; iii. The previous international experience of the athlete/horse combination, examples of which are: a) Whether the athlete/horse combination has previously competed for Canada at a CDIO Competition or Major Games (Pan American Games, World Equestrian Games, Olympic Games) and the impact of his or her contribution to the team at such events; b) Athlete’s previous international experience and the impact of his or her contribution at such events; 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 14 of 27 Procedures – Dressage 3/11/2021 – With Addendum
c) Horse’s previous international experience and the impact of its contribution at such events; d) The CDI level (CDI 3* – 5*) of the qualifying competition; e) The international ranking of other athlete/horse combinations competing in the qualifying class 3.3.8 Extraordinary Unforeseen Circumstances The HPAG may consider athlete/horse combinations that did not achieve the 2.2.3 Stage Three Qualification Score Requirements for nomination, but only under extraordinary, unforeseen circumstances. Extraordinary, unforeseen circumstances may include, without limitation, situations of temporary injury to either the athlete or the horse that are outside the reasonable control of the athlete, extreme weather causing cancellation of a qualification event, or unusual and unforeseen events occurring at a qualification event or preventing access to one or more qualification events or preventing one or more qualification events from taking place etc. In the event of such unforeseen circumstances the HPAG will determine if the circumstances justify competition or nomination should take place in an alternative manner. In such circumstances, the HPAG shall communicate the alternative selection or nomination process to all impacted individuals as soon as possible. 3.3.9 Should Appendix 1, Section 3.3.6 above not be achieved, nomination of a team or nomination of individual athlete / horse combinations to the COC for the 2020 OG will be subject to the decision and approval of the HPAG in consultation with the HPD, and in accordance with these qualification and nomination procedures and the Regulations for the 2020 OG. 3.3.10 Athlete/horse combinations will be formally nominated to the COC on or before the COC deadline of June 30th, 2021. 3.3.11 Following nomination, nominated athlete/horse combinations plus named alternates, will be required to attend the 2020 OG quarantine staging camp. Confirmed details for the 2020 OG quarantine staging camp will be communicated to all declared athletes directly. The expected timelines for the quarantine staging camp will be between July 5th – July 22nd, 2021. 4 SUBSTITUTIONS 4.1 Should the need arise prior to the start of the 2020 OG, substitutions shall be made as per FEI requirements for substitution and in accordance with this document. In the event of a conflict between these Nomination Criteria and the FEI and or TOKYO 2020 rules, the latter two shall prevail. All substitution decisions will be communicated via email. 4.1.1 Substitutions After Nomination but Before the 2020 OG Quarantine / Staging Camp Should the need for a substitution arise prior to the 2020 OG quarantine / staging camp the following provisions shall apply: if a nominated horse becomes unfit, ill or unsound such that it is, in the reasonable opinion of the Team Veterinarian, not possible or desirable to have that horse compete at the 2020 OG, or if a nominated athlete is ill, injured, incapacitated or engages in misconduct, including violation of the EC Athlete Agreement, EC Code of Conduct and/or EC Policies, FEI Policies or 2020 Olympic Games - Equestrian Canada Nomination Criteria & Page 15 of 27 Procedures – Dressage 3/11/2021 – With Addendum
TOKYO 2020 Policies, so that it is not possible or desirable for the athlete to represent Canada at 2020 OG, the HPAG shall have the authority to make all such substitution decisions after reviewing all relevant evidence in connection with any illness, injury, misconduct or unsoundness issues. 4.1.2 Substitutions During the 2020 OG Quarantine / Staging Camp Should the need for a substitution arise during the 2020 OG quarantine / staging camp the following provisions shall apply: if a nominated horse becomes unfit, ill or unsound such that it is, in the reasonable opinion of the Team Veterinarian, not possible or desirable to have that horse compete at 2020 OG, or should a situation arise where an athlete/horse combination is underperforming during the 2020 OG quarantine / staging camp to the extent that, in the reasonable opinion of the HPAG, it is reasonably likely to have a negative impact on the team’s performance during the 2020 OG, or if a nominated athlete is ill, injured, incapacitated or engages in misconduct, including violation of the EC Athlete Agreement, EC Code of Conduct and/or EC Policies, FEI Policies or TOKYO 2020 Policies, so that it is not possible or desirable for the athlete to represent Canada at 2020 OG, the HPAG shall have the authority and absolute discretion to make all such substitution decisions after reviewing all relevant evidence. NOTE: Substitutions from July 1st – 4th are subject to COC Team Selection Committee (TSC) approval and from July 5th onward, are subject to the TOKYO 2020 Late Athlete Replacement Policy and COC TSC Approval. 4.1.3 Substitutions After Departure for the 2020 OG but Prior to the Horse Inspection Should the need for a substitution arise after departure for the 2020 OG, but prior to the horse inspection the following provisions shall apply: if a nominated horse becomes unfit, ill or unsound such that it is, in the reasonable opinion of the Team Veterinarian, not possible or desirable to have that horse compete at the 2020 OG, or if a nominated athlete is ill, injured, incapacitated or engages in misconduct, including violation of the EC Athlete Agreement, EC Code of Conduct and/or EC Policies, FEI Policies or TOKYO 2020 Policies, so that it is not possible or desirable for the athlete to represent Canada at 2020 OG, the Team Veterinarian and Chef d’Equipe shall have the authority and absolute discretion to make a substitution decision as per the FEI rules and the TOKYO 2020 rules. The Team Veterinarian and Chef d’Equipe must both be in agreement and in support of the substitution in order for a substitution to be made. 5 Official Announcement 5.1 The HPAG will privately inform the 2020 OG athlete/horse combinations including alternates of their nomination on or before Friday, June 18th, 2021. Non-Disclosure Policy Regarding Team Announcement It is important that ALL athletes nominated for the 2020 OG (as well as ALL owners, team personnel, and anyone else affiliated with a nominated athlete, including grooms, friends, and family) respect this Non-Disclosure Policy Regarding Team Announcement until after the official announcement of the team by EC. Until the official EC team announcement, athletes and their affiliates (owners, team personnel, and anyone else affiliated with a nominated athlete, including grooms, friends, and family) are to refrain from confirming team nominations to any and all media, and should not make any references that confirms team nominations on social media (Facebook, Twitter, etc.). The purpose of this non-disclosure policy is to ensure maximum impact and exposure for the announcement of the athletes who will represent Canada at the 2020 OG. Violation of this non-disclosure policy may impact your nomination. 5.2 EC will officially announce the nominated athlete/horse combinations. The date of the official announcement will be provided to the athletes when they are notified in writing of their nomination.
