1. WELCOME TO THE 2021 NETBALL SEASON This handbook is to give you, as a player, coach, manager, official, volunteer or supporter information you need to know about Nelson Netball Centre (NNC). Last year, our season was heavily disrupted by COVID-19, so NNC is hopeful of a full and enjoyable 2021 season and to ensure all participants have positive experiences and are at the forefront of all decisions. If you have any governance concerns, please approach them, or write to the chairperson. UMPIRE ALLOCATIONS The NNC Umpire Allocator organises umpiring allocations on behalf of NNC for games played at the NNC and when required, for away fixtures and events, in consultation with the NNCM. The NNCM will have oversight of the allocations. The allocations are generally completed weekly and published on the NNC website by the Tuesday preceding the Thursday night and Saturday fixtures. It is the responsibility of each team to provide the stated number of umpires. The fine for not doing this is $50 and loss of 4 competition points. TECHNICAL OFFICIALS This group is involved in the official scoring and timekeeping of netball games - primarily the NBS Nelson Netball Premier competition but opportunities are available to officiate at a higher-level once experience and qualifications are achieved. These are based on the Netball New Zealand pathway which have seen our local people appointed to Zone, National and International roles. Anyone interested should contact the NNCM. If you notice a hazard, please inform the Game Office Coordinator. NNC COVID – 19 PLAN To minimise disruption to the 2021 competition program, NNC has developed a Level 2 plan to enable the continued delivery of netball, while adhering to the COVID-19 requirements. CODE OF CONDUCT & ETHICS As a player, coach, official or spectator in any netball or netball related activity held by or under the auspices of NNZ, or NNC you must adhere to the code of conduct regarding your conduct during any such activity or event. Our Code of Conduct can be found on the NNC website by following the link: https://www.sporty.co.nz/asset/downloadasset?id=ffeddcc3-e6fd-44d2-a854-1a9b890d0696 COURT SUPPORT For Thursday night and Saturday games, a Court Support person will be moving around the courts to assist with ensuring that NNC is a safe and enjoyable place to play netball. Please come to the Game Office if assistance is required of the Court Support. LIGHTED COURT HIRE NNC has 5 outdoor courts that are under lights and are available to hire in the winter for team practices. The cost for hiring the lighted courts is $200 per club. UPSTAIRS KITCHEN NNC is reviewing the use of the upstairs kitchen for fundraising by clubs and rep teams. The review will take into consideration health and safety requirements due to COVID-19, as well as the demand and frequency of use. Once this has been confirmed, it will be communicated with our members. 6
2. SATURDAY COMPETITION NNC GAME OFFICE This is the place to go to make enquiries or ask for help during futureFERN or Saturday competitions. At the Game Office, we sell: - Whistles (essential for umpiring) $4.00 / $10.00 Rule books (international rules of netball) $6.00 Sets of bibs are available to use if you are playing a team from the same club or the teams are in similar colours. The umpires can request a different set of bibs for a team if they think this is needed (however, please make sure your team has an alternate set of bibs). Each game has a score card and they are to be picked up from the office by the umpires before the game and returned after the game. A ball pump is in the game office and is available for use by all teams. FIRST AID Each week, we have a First Aid room available which provides first aid and medical attention as a first response. They are located by the changing rooms at Court 4. However, all teams should carry their own first aid kit to be used in the first instance. LOST PROPERTY The courts are cleared by a duty team and all lost property is in the Game Office lost property box. This is located by the office door for you to come and check anytime. We accept no responsibility for any property that is lost or taken from the courts. ANY PROBLEMS DURING THE GAME Please do not hesitate to come to the Game Office and request a duty umpire or Court Support to come and attend to any matters including: • Any inappropriate comments or behaviour from anyone on the side-line, including team officials or spectators. • If the umpire asks you to get someone to help them control what is going on, both on the court and the side-lines. • If you think the umpires may require help. Remember, the umpires control the game and for some umpires, this will be one of their first games and there is a lot to learn. • If you think an unregistered player is on the court. • Any aspect of the game you may have concerns about. It is easier to attend to matters while the game is in progress, than when it is concluded. 7
3. GRADES NBS PREMIER COMPETITION This top grade is played on a Thursday night in Saxton Stadium. Games are played both inside the stadium and on the outdoor courts. Game time 1st ¼ Interval 2nd ¼ Half time 3rd ¼ interval 4th ¼ 10 mins 2 mins 10 mins 3 mins 10 mins 2 mins 10 mins FUTURE FERNS ANZ futureFERNS Year 7 & 8 – Players have developed a considerable understanding of the game and play 7 v 7. The emphasis is on converting fundamental movement and basic Netball skills to foundation Netball skills. Please ensure positional rotation and playing at least half a game as this will give each player the opportunity to participate and develop. ANZ futureFERNS Year 5 & 6 is a 6 v 6 game, is fast, and provides players with lots of touches on the ball to enhance skill development and enjoyment. With only three different playing positions on court it means the game is less complicated for players and easier for coaches to ensure the players learn the skills relevant to all positions and to provide them with equal opportunities. ANZ futureFERNS Year 3 & 4 is designed to be fast and fun, maximising participation and touches of the ball. With modified equipment and less players on the court, in 5 v 5 the game is less complicated. This is played on Tuesday and Wednesday afternoons at Saxton Netball Courts. 8
ANZ futureFERNS Year 1 & 2 introduces Netball to 5- & 6-year olds. The aim is to develop fundamental movement and basic Netball skills. Playing 4 v 4 on smaller courts with hula hoops as goals allows the players to pass, catch and shoot from day one. This is played on Tuesday afternoons inside Saxton Stadium. 4. GRADING PROCESSES Due to the disrupted 2020 season, the 2021 grades are based on where teams were placed for the 1st game of Round 2 from the 2020 season and may vary once team registrations have closed. IMPORTANT GRADING NOTES • The top 6 teams from NBS Premier 2020 at the start of round 2, will automatically start in NBS Premier 2021 • At the conclusion of Round 1 and Round 2, there will be an automatic promotion/relegation in all grades excluding FutureFERNS 9

5. COMPETITION RULES 5.1 Affiliation 5.1.1 Any new Club or School (referred to as club) requesting affiliation with Nelson Netball Centre Incorporated (NNC) will request to do so in writing to the Nelson Netball Centre Manager (NNCM) prior to 31st January 2021 5.1.2 The request shall include a charter or constitution for their club, uniform request, and list of club contacts. 5.1.3 In normal circumstances, a club will be required to have more than one team. 5.1.4 The application shall include a $100 inc GST application fee. 5.1.5 It shall be at the discretion of NNCM to accept or reject an application for affiliation. 5.1.6 Entries will only be accepted from clubs that complete the required entry form documentation stating and signing that they will abide by all Rules, Regulations, Procedures and Constitutional requirements of NNC. 5.1.7 Any change to Club Secretary and/or contact details must be notified in writing to NNCM as soon as confirmed. 5.1.8 The NNCM will advise clubs of any monies outstanding from the previous season, and that club will be deemed to be unfinancial and entries will not be accepted from those clubs for any season until all outstanding monies are paid in full to NNC. 5.1.9 No club, team or player shall be permitted to be sponsored by a tobacco product, manufacturer, seller, or promoter of tobacco products. 5.2 Uniform 5.2.1 On registration, each club will register the club playing uniform for approval by the NNCM. Any alteration to this registered club uniform must be approved by the NNCM. Players on court may wear named shirts/dresses displaying only their own name or club sponsor. Appropriate and decent standard of undergarment is required. 5.2.2 Players must not take the court until they are wearing their registered club uniform unless prior approval is provided by the NNCM. 5.2.3 The representative colours of the Nelson Netball Centre shall be navy and light (sky) blue with gold trim. This combination of colours of the Nelson Netball Centre are for the exclusive use of the representative teams only and shall not be used by any other members/clubs. 5.2.4 No jewellery of any type, including piercing studs/rings is to be worn, except taped wedding rings and taped medic alert bracelets. No hair attire, including clips, may be worn if they are deemed to have potential to cause injury. Hair must be suitably tied back. For 11
safety – nails must be short and smooth and not taped. Umpires/bench officials are not responsible for jewellery given to them by players to hold during the playing of matches. 5.2.5 Where teams with similar uniforms are drawn to play against each other it is at the umpire’s discretion whether an alternative bib will be worn. A coin toss will determine which team will wear the alternate bibs. Alternate bibs are available from the Game Office. 5.2.6 NNC has the authority to remove from the court any player who may cause injury or harm to themselves or others (e.g. arm in plaster). 5.2.7 The umpire is within their right to order a player off the court if any of the above rules are abused. The player may enter/re-enter the court at the discretion of the umpire if the problem has been rectified. Continual abuse of this policy will result in the playing rights of the player being withdrawn. 5.2.8 NNC takes no responsibility for any injury caused by the abuse of this policy. 5.3 Team Registration 5.3.1 Teams may register up to twelve players at the beginning of the season. No player shall play in any match unless registered with NNC. Changes to registration during the season is outlined in Rule 5.5. 5.3.2 Late entries of teams from clubs will not be accepted. 5.3.3 Transfers may be made from one club/school to another in-between seasons. 5.3.4 Notification regarding unfinancial members shall be forwarded by the Clubs to NNCM no later than 31st December each year. Any un-cleared players are deemed to be ineligible (refer rule 5.7.2). 5.3.5 Any player who is currently a member of a club in any other NNZ Centre outside of the Tasman Hub (Motueka, Golden Bay, Marlborough, Buller, Kaikoura) is not permitted to play at NNC for any reason unless NNCM has received written notification of a clearance from the previous Centre. 5.3.6 A player must declare if NNC is not their primary Centre for competition. Any player who is currently a member of a club in any other Centre within the Tasman Hub must receive written permission from NNCM to be registered with Nelson as a second Centre. If permission is not granted, the player will be considered ineligible (refer rule 5.7.2). 5.3.7 Any individual player playing in one of the top two grades in another Tasman Hub Centre and wishing to play in NNC, must play in either NNC Premier, Senior 1 or Senior 2. An entire team within the Tasman Hub shall be exempt from this clause and will be graded within our grading system. 5.3.8 If any player has previously played Premier Grade consistently within the last 2 seasons, then they can only be registered in a Senior 2 team and above – dispensation is required from NNCM to play for a team below Senior 2. 12
5.3.9 Any team subscriptions outstanding at the due date of 31 May 2021, may incur a 10% penalty per month added to the total due. 5.4 Grading 5.4.1 Entry of teams in appropriate sections (Premier, Senior, College, Junior & futureFERNS) is the responsibility of the Club; however final placement of all teams in grades will be at NNC’s discretion and may involve negotiation with the Club Secretary in conjunction with the team coach to move teams between grades. 5.4.2 NNC requests that all Clubs list their teams in order of standard when registering online and it is clear how teams have been graded within their own club/school. 5.4.3 At the conclusion of each playing round there will be automatic promotion for the team at the top of the grade and automatic relegation for the team at the bottom of the grade. Premier will promote/relegate with Senior 1. However, no promotion occurs from College 1. NNC at their discretion may consult teams if they feel a promotion/relegation is in the best interests of the competition. Teams will only be promoted and relegated within their own Section (i.e. top of College will not be promoted into Senior; bottom of Senior will not be relegated to College etc). 5.4.4 All teams in the competition may, at the discretion of NNC, at the beginning of each round, be reallocated within divisions and/or grades to provide competitive competition. 5.4.5 NNC may, at its discretion, adopt alternative competition structures where these will result in better netball outcomes for clubs, teams and/or participants. These outcomes could include, but are not limited to, the reduction of competition byes or the reduction in the frequency of teams playing each other during a season. 5.5 Changes to registration 5.5.1 Teams wishing to register additional players after the commencement of the season, must have the Club’s approved personnel add the player’s details via the online registration process and MUST notify NNC of any changes. For Premier Grade this must be submitted by 8am the Wednesday before the first match the player is required to play in. For Senior & College grades this must be submitted by 12pm the Thursday before the first match the player is required to play in. Any requests submitted outside the above time frames will not be accepted. No more than twelve players can be on the team registration sheet at one time. 5.5.2 Transfers during a season may be made providing a letter of clearance from the original club is provided to NNCM before the player takes the court for a different club. This clearance is required to ensure a player is financial to change to another club and will not be granted to un-financial members. Procedures for ineligible players shall apply for failure to do this. A two week stand down, from the time notification of reregistration is sent by the NNCM applies. 13
5.5.3 Teams involved in semi-finals or finals games must consist of players who have played in no less than four games for that Club during the current season. Clubs may apply in writing to the NNCM for special dispensation in the case of injury or illness or other extraordinary circumstances. Any dispensation granted may have conditions attached (e.g. request for a medical certificate or restrictions imposed). 5.6 Players 5.6.1 A player may play above their team’s current grading only twice. A player taking the court for any length of time in the Senior, College & Junior Grades is deemed to have played up. Players playing up into the Premier grade may play up to 6 quarters before then remaining in the Premier Grade. A player taking the court for any length of time during a quarter will be deemed as having taken the court for that full quarter. 5.6.1 A player who has played above their registered team for the third time must remain in the higher team. If a player has played up in more than one team to that originally registered, then the team they are re-graded into will be determined by NNC in consultation with the club. 5.6.2 A player may not at any time play in a lower grade than that for which they are registered, or in a team within the same grade that is graded lower than that for which they are registered. The penalty for doing so is that the player will be deemed to be ineligible. Refer to rule 5.7.2. Teams in futureFerns & Junior grades MAY be exempt from this policy upon request to the NNCM. 5.6.3 A club wishing to re-register a player to a lower grade/team must apply in writing for approval to the NNCM. 5.6.4 Players may only play up within their own Competition Grade i.e. College Players cannot play up into Senior Grades, Junior Players cannot play up into College Grades. The only exception to this is where a College team is playing in a Senior Grade and players from a lower ranked same-school College team, that is playing in the College Grade, can take the court. 5.7 Game Day Registration 5.7.1 Each team must record all players and substitute players on each playing day, by completing the registration sheet at the game office. Failure to do this will result in the player/s being deemed to be ineligible. 5.7.2 Playing an ineligible player or a player registered with another club or school within our Centre will be an automatic loss of 4 competition points and the game will be defaulted. This excludes dual registered players as per rule 5.9.1 14
5.8 Boys in Netball 5.8.1 Boys, up to year 11, may be permitted to play in their school or club team. A maximum of three boys are permitted on court at any one time. For each team, boys must be separated through the court with one in GS/GA, one in WA/C/WD and one in GD/GK. 5.9 Dual Registration 5.9.1 On applying in writing for approval to the NNCM before the commencement of the Premier first round, a developing Secondary School player, currently playing in her school’s top team which is not already playing in Premier Grade, can be granted dual registration. This allows the player to play in another club’s Premier Grade team. Rules 5.3.1, 5.5.1 and 5.5.3 apply. 5.9.2 Premier teams may have up to 3 dual registered players per team. 5.9.3 The school’s top team must be the player’s team of first registration. 5.9.4 Notwithstanding the above, NNCM may consider a like application provided they deem the circumstance within the application meet the purpose of the regulation. 5.10 Local Rules for Playing the Game 5.10.1 A regulation size 4 netball will be used for games played by ANZ futureFERNS years 3 - 6 utilising the lower goal hoop. For all other games, the regulation size 5 netball is to be used with the higher goal hoop. Each team should supply their own match ball of regulation size and weight which will be approved by the umpire prior to the game commencement. A NNC ball may be available if the umpire cannot approve either team ball. 5.10.2 Grades played outside will be controlled by the Game Office bell. For injuries or blood stoppages the game may be stopped to remove the player from the court, substitutions/changes may be made and equipment checked by the umpires. The clock does not stop and any time taken for stoppages will not be added to the end of the quarter/game. Grades played indoors will be controlled by the score bench with INF stoppage rules applied. 5.10.3 Points - 4 points for a win, 2 points for a draw, I point for a loss by 3 goals or less in 40 minute games, and 5 goals or less in 60 minute games. 5.10.4 Where place getters of grades tie on points, goal differential will determine final placings (i.e. goals for divided by goals against). If goal differential is identical, then goal difference will be applied (i.e. the difference between goals for and goals against). If quarter-final, semi-final and finals games in the Premier Grade result in a draw the following procedure will apply. a) There will be a two (2) minute interval at the end of full time. 15
b) Extra time consists of two (2) halves of five (5) minutes each, with an interval of one (1) minute at half-time; c) Teams change ends at half-time; d) The Centre Pass is taken by the team entitled to the next Centre Pass; e) During both of these intervals, substitutions and/or team changes may be made; f) During extra time, normal injury or illness procedures shall apply (refer INF Rule 4.2). iv. in the event of a tie remaining at the end of extra time, a visual signal shall be used to indicate that play shall continue until one team has a two (2) goal advantage. 5.10.5 If semi-final and finals games result in a draw at full time in all grades other than Premier, a visual signal from the scorers shall be used to indicate that play shall continue until one team has a two (2) goal advantage. 5.10.6 Should a situation arise where there are insufficient bench officials allocated to Premier grade games, teams will be required to supply a scorer/timekeeper. 5.10.7 All other grade teams are required to supply a scorer and/or timekeeper for each game. Scorers and/or timekeepers should stand or sit together for the entire game on the side- line of the court with the official scorecard. Failure of a team to supply a scorer means they must accept the score as presented on the official scorecard by the opposing team. 5.10.8 Team Bench Protocol: For inside games, team 1 on the draw will take the area to the right of the score bench as it faces out on to the playing court, and team 2 will take the area to the left of the score bench as it faces out onto the playing court. No spectators or supporters other than Team Officials (as indicated on Team registrations submitted to NNC for that game) shall enter the designated team bench area. For outside games it is encouraged that both teams stand on the same side of the court. 5.11 Game times/Defaults: 5.11.1 The draw will be displayed on the NNC website at www.nelsonnetball.co.nz 5.11.2 All games must commence at the times and dates advised and no game times will be changed after the draw is published unless the draw is in error or implementation of NNC rules necessitate a change. NNC reserves the right to alter game schedules where deemed necessary. Any changes made will be in the best interests of netball and its participants. 5.11.3 Game time requests will be considered on written notice to the NNCM. Applications are required prior to the commencement of round one. Due to draw complexity, time requests cannot be guaranteed. 5.11.4 If a team is unable to field a minimum of five players within one minute of the official time set down in the draw, they shall default the game. 16
5.11.5 When a club is unable to field a team, they must notify the NNCM. All defaults incur a $40 (inc GST) fine. Defaults received after 12 noon on a Thursday will incur a further $40 (inc GST) fine. Non-payment within 14 days of the original scheduled game will incur a 50% penalty. Non-payment after a further 14 days shall forfeit that team the right to take part in any NNC fixtures until all outstanding dues are paid, together with any penalty that may have been imposed. 5.11.6 Any team defaulting three times during a season shall be disqualified from play for the remainder of the season. 5.11.7 Any team scheduled to play who has lost two or more players (not a dual registered player) to a Netball Representative fixture as a player, umpire, coach or manager is entitled to have its game deferred. Deferred games can be played before or after the scheduled game but no later than the following Thursday. 5.11.8 Other games may be deferred in exceptional circumstances by written application to the NNCM. 5.12 Umpiring Commitments 5.12.1 All teams affiliated with NNC, in every grade including premier, may be required to umpire. 5.12.2 To enhance the quality of player umpires, all players in Premier, Senior and College 1-3 grades are required to complete the NNZ Online learning - New Player/ Umpire Module https://www.netballnz.co.nz/get-involved/sport-tutor-online-learning prior to their 2nd competition game. This is a new online module replacing the Centre Umpire Theory test and should only take a maximum of 10 minutes to complete. It is the Club Secretary or School’s Teacher in Charge of Netball’s responsibility to gather proof of module completion in and to submit these via one email in a folder labelled with the club/school and team name to NNC within the prescribed timeframe. Any players not completing this requirement will be deemed to be an unregistered player. The NNZ New Player / Umpire module must be completed unless the player holds an umpiring qualification of Centre Badge or above and is able to provide evidence of this. 5.12.3 All teams are required to supply umpires as requested. Failure to report and carry out duties adequately will result in the loss of 4 competition points and a fine of $50.00 (inc GST). Penalties will be notified within the following week. Non-payment within 14 days of the original scheduled game will incur a 50% penalty. Non-payment after a further 14 days shall forfeit that team the right to take part in any Centre fixtures until all outstanding dues are paid together with any penalty that may have been imposed. 5.12.4 Reserve team umpires are requested to report to and wait outside the Game Office until quarter time of the round allocated to, to ascertain whether they are required during that round. Failure to do so will also result in the loss of 4 competition points and a fine of $50.00 (inc GST). 5.12.5 Two umpires will control the game. These should be the same two people for the entire game. 17
5.12.6 Complaints regarding umpiring decisions will not be accepted unless a NNC official has been called to the court during the game. 5.12.7 Complaints regarding the official score will not be accepted. It is the team’s responsibility to ensure that the correct score is recorded throughout the game on the official scorecard. If there is a dispute about the score at any point during the game, team officials need to notify the umpires immediately who will seek the guidance of a the NNC Court Support or a NNC staff member. 5.13 Duty Teams 5.13.1 Duty teams will be responsible for a list of general duties as and when called upon. 5.13.2 If for whatever reason, the duty is not done or not done adequately, then the club will be fined $50 inc GST. Non-payment within 14 days of the original scheduled duty will incur a 50% penalty. Non-payment after a further 14 days shall forfeit that team the right to take part in any NNC fixtures until all outstanding dues are paid, together with any penalty that may have been imposed. 5.14 Health & Safety 5.14.1 NNC is committed to, and responsible for, continuous improvement in providing a safe and healthy environment for all employees, players, officials, volunteers, supporters and the community. NNC will abide by the full Health and Safety Policy, Manual and Appendices which can be found on the NNC website. 5.14.2 Spectators are required, in the interests of player, umpire and spectator safety, not to bring dogs to the netball courts during the playing season, except for working dogs. 5.14.3 Persons with bicycles, skates, skateboards, rollerblades or scooters will be asked to remove them from the courts. 5.14.4 All Saxton Field grounds are Smoke free. This includes the carpark and immediate surrounds. No person may smoke while in any of these areas nor may any person advertise or sell tobacco products in these areas. 5.14.5 If a player has shown sign(s) of concussion return to play is only allowed when cleared by a medical professional. All incidents of concussion must be reported via the Incident and Accident Form which can be located at the Games Office or be completed via the NNC App 5.14.6 Specific Covid-19 requirements will be issued to all members prior to the season commencing. 18
5.15 Dispensation 5.15.1 Any applications for dispensation for exemption to current rules may be made to the NNCM. Each application will be dealt with on its own merit. Wherever possible, applications for any dispensation or exemption to current rules must be submitted 5 days prior to the date that any dispensation, should it be granted, is to take effect. 5.16 Amendment to Competition Rules NNC will circulate any amendment to these rules agreed to by the Board from time to time to all members as defined in Part II of NNC Constitution. In addition, an updated copy of these rules will be circulated annually and uploaded onto the NNC website. The intent of all rules is to ensure all players, teams, clubs and all officials, volunteers and staff are treated fairly and equitably and have been written with that objective. Any matter not covered by these rules shall be decided by the NNCM in accordance with NNC’s Constitution. Any member has a right to appeal a determination made under these rules to the NNCM. Any appeal made to the NNCM must be in writing within 7 days of the determination being given to that member. Any determination by the NNCM may be appealed as per the NNC Constitution. These Rules are to be read in conjunction with, but not limited to: • NNC Constitution • NNC Regulations • NNC Health & Safety Policy • NNZ Harassment Policy • NNC Code of Conduct • NNZ Pregnancy Guidelines • NNZ Safe Netball for Children Policy 19
6.
