DEFINITIONS ASN means the national body recognised by the FIA as sole holder of sporting power in a country. Automobile means a vehicle running in constant contact with the ground (or ice) on at least four non- aligned wheels, of which at least two are used for steering and at least two for propulsion; the propulsion and steering of which are constantly and entirely controlled by a Driver on board the vehicle (other terms including but not limited to Car, truck and kart may be used interchangeably with Automobile, as appropriate within types of Competition). Bulletin means an official document issued by the Stewards during an Event, which for the avoidance of doubt shall include Drivers Briefing Notes or any written instructions issued to Competitors that are signed or countersigned by the Stewards. CAMS means the Confederation of Australian Motor Sport Ltd., the ASN for Australia. Car means an Automobile conforming to the eligibility requirements in these Rules and entered in a Competition. Circuit means a closed course, including the inherent installations, beginning and ending at the same point, built or adapted specifically for Automobile racing. A Circuit may be temporary, semi-permanent or permanent, depending on the character of its installations and its availability for Competitions. Compete means to attend and participate in the Event. Competition means a single motor sport activity with its own results. It may comprise practice, qualifying and races of one or several categories that must be completed by the end of the Event. Competitor means any person or body accepted for any Competition whatsoever, and necessarily holding a Competitor’s License issued by their Parent ASN. Control Line means a line at the crossing of which a Car is timed. Driver means a person driving an Automobile in a Competition and necessarily holding a Driver’s Licence issued by their Parent ASN. Entry Form means a contract between a Competitor and the Event Organisers which compels the Competitor to take part in the Event in which the Competitor has accepted to Compete except in the case of duly established force majeure. Event an Event is made up of one or several Competitions. FIA means the Fédération Internationale de l’Automobile. Finish Line means the final Control Line, with or without timing. ISC means the FIA International Sporting Code including Appendices. Judge of Fact means any Official who performs one or more of the following duties: a) Finish Judge: to determine the order in which Cars cross the Finish Line; b) Noise Judge: to determine whether a Car exceeds the noise level for the Event; c) Pit Lane Speed Judge: to determine whether a Car exceeds the Pit Lane speed limit; d) Start Judge: to immediately report to the Clerk of the Course or Race Director any breach of the start procedures which may have occurred; e) Other Judge of Fact may be appointed in which case the facts to be judged will be included in the Supplementary Regulations or Bulletin. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 4 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
f) Any decision of a Judges of Fact is final but such decision will not in itself constitute the official classification for a Competition because it has taken no account of the conditions under which the Cars have finished the course. g) If any Judge of Fact considers that they have made a mistake they may correct it, subject to the correction being accepted by the Stewards. h) Protests against decisions made by a Judge of Fact in the exercise of their duties will not be admitted. NCR means the National Competition Rules of CAMS. Official means any Official appointed by the Organiser of the Event or CAMS. Organiser means the person or body having responsibility for the organization of an Event including but not limited to technical and sporting matters in accordance with the NCR. Parc Fermé means the location where the Competitor is obliged to bring their Car as foreseen by the applicable regulations. Penalty means any of the sanctions contained in the Rules which may be applied on Competitor or Driver. Pit Bay means that area in the Pit Lane that is allocated by the Organiser to a Team where Pit Stops during Sessions may be carried out. The Pit Bays are a part of the Pit Lane ‘working lane’. Pit Garage means the structure that is allocated by the Organiser to a Team that is usually adjacent to the Pit Lane and where that Team may work and where each Car will be housed when not on the Race Track or temporarily stationary in the Pit Bay. The “front” of the Pit Garage will be the side of the Pit Garage that fronts on to the Pit Lane. Pit Lane means all of the road in which the 40 km/h speed limit applies as indicated by the speed restriction sign at its beginning and the speed de-restriction sign at its end. The Pit Lane includes the pit signalling area, the lane closest to the pit signalling wall called the ‘fast lane’ and the lane closest to the Pit Garages called the ‘working lane’ which includes all the Pit Bays. Pit Stop means any time that a Car is stopped in either its Pit Bay or Pit Garage in any Session to enable the Team to work on the Car, refuel the Car and/or to change Drivers in accordance with the Rules. Prescribed Line unless otherwise specified in Supplementary Regulations, means a line, whether or not marked on the surface of the Pit Lane, which extends across the entry of each Pit Garage. Race Track means a road specifically built or adapted to be used for Circuit Competitions excluding the Pit Lane and Pit Bays. A Race Track is defined by the outer edges of the racing surface and is the only route to be used during a Competition. For the avoidance of doubt, “Track” shall have the same meaning. Rules mean all the provisions of the Bathurst 12 Hour Sporting and Technical Regulations together with all Schedules and Appendices, including but not limited to Technical Directives, Supplementary Regulations, Further Regulations, Bulletins, instructions, the NCR and the ISC and its appendices. Session means a period of time allocated to a particular on-track activity in the Event schedule. Examples of a Session include, but are not limited to, practice, qualifying, warm up and race. Supplementary Regulations means the official document issued by the Organising Committee of a Competition with the object of laying down the details of a Competition. Reference to Supplementary Regulations includes any Further Regulations. Team means the personnel engaged by the Competitor. ARTICLE 1. ORGANISATION AND STATUS 1. The Event shall be held under the provisions of the FIA International Sporting Code including Appendices, the National Competition Rules (NCR) of the Confederation of Australian Motor Sport Ltd (CAMS), 2020 Intercontinental GT Challenge Sporting Regulations, the CAMS Race Meeting Standing Regulations (RMSR), the 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations and the Supplementary Regulations and any Further Regulations and Bulletins to Competitors that may be issued. 2. The Event shall be sanctioned by CAMS as a National Competition and will include a round of the Intercontinental GT Challenge for eligible Class A entries. 3. CAMS will award the Australian Tourist Trophy to the Drivers of the outright winning Car of the Liqui-Moly Bathurst 12 Hour race. The award of this trophy will be in addition to any other trophies and or prizes awarded to the race winner by the Organiser. The award will be made on the main podium immediately following the conclusion of the race. ARTICLE 2. EVENT SAFETY 2.1 General Safety 2.1.1 This Event will be conducted under and in accordance with CAMS OH&S, Safety 1st and Risk Management Policies, which can be found on the CAMS website at www.cams.com.au/motor- sport/safety-integrity/ohs-policy. Each Competitor is reminded that they are responsible for the working conditions of their personnel at all times and must ensure that all applicable safe working conditions are met. 2.1.2 The Mount Panorama Circuit is a public road and during the Event while the Circuit is not closed for Competition, access to this road is limited to authorised personnel and Automobiles only, which must respect and obey all relevant road rules. Pedestrians must give way to Automobiles and Track maintenance equipment. 2.1.3 Hi-visibility vests must be worn at all times when walking around the Track and during all set up and bump-out operations in the paddock area. 2.1.4 Team personnel using forklift equipment must present the appropriate licence and be inducted by the NSW OH&S Officer allocated to the Event prior to using such equipment. 2.2 Paddock and Pit area 2.2.1 Paddock and Pit Area allocation will be at the discretion of the Bathurst 12 Hour Paddock Manager. Decisions are final and the paddock allocation will be published once the final entries have been confirmed. There is no right to be allocated a specific area. Parking up of transporters etc. is not permitted without first checking with the Bathurst 12 Hour Paddock Manager or their nominee on site for specific final paddock allocation. 2.2.2 Each Car entered will be allocated a space approximately 35m(L) x 4m(W) in the paddock within proximity to their respective garage. This space is allocated for each Car’s respective transporter or container, tyre warmers and tyre tent/s as applicable. 2.2.3 Automobiles without a ‘Paddock Transit’ pass are not permitted to enter the paddock area with access to the paddock restricted from Wednesday 31st January 2020. Automobiles with a ‘Paddock Transit’ pass are permitted to enter the paddock for up to 15 minutes in order to drop off or pick up equipment or supplies. The Driver of the Automobile is to remain in close proximity to the Automobile and parking is prohibited. Automobiles found in the paddock in breach of these conditions will be towed at the owner’s expense. 2.2.4 The paddock gates are secured each evening from Tuesday 29th January, with roving security in place, however Teams are responsible for their own Automobiles and equipment. 2.2.5 Camping is strictly prohibited throughout the Circuit other than in the designated campgrounds. Should you wish to camp at the Event, you must book a site through the designated page on the Event website, www.bathurst12hour.com.au . 2.2.6 There is strictly NO SMOKING in the Pit Lane, Pit Garages and/or paddock area. An AUD$500 fine applies to any offenders. 2.2.7 The riding or use of any two or four wheeled transportation (including bicycles, mini bikes, and scooters of any kind), or the use of rollerblades, roller skates or skate boards or similar within the Pit Lane and paddock area is prohibited at all times. 2.2.8 Any hose or lead positioned on the ground must be enclosed in a cable tray or similar to eliminate any trip hazard. 2.2.9 No barbeques are permitted in any Pit Garages. 2.2.10 A Speed limit of 10km/h applies to all Automobile movements in and around the paddock. 2.2.11 Gas bottles and dry ice must be secured from the general public. Gas bottles and dry ice containers are permitted to be stored behind marketing partitions, dry ice containers and gas bottles must be locked down with straps. 2.2.12 When moved through any area all tyre trolleys, fuel drums and other equipment (the “Equipment”), must be moved by a minimum of two personnel; except when the Equipment is small enough that the person moving the Equipment can see the ground immediately in front of the Equipment. Any personnel moving the Equipment must pay attention to all members of the public present in the vicinity of the Equipment and one of the persons in particular, must act as a “spotter” whose sole responsibility is to look out for members of the public who may be harmed by the movement of the Equipment and to warn members of the public that the Equipment is moving through the area. 2.2.13 Fire alarm detectors and/or sirens in Pit Garages are not to be tampered with. Any such tampering will be referred to Bathurst Regional Council for Civil charges to be laid under the Building and/or Fire codes, plus the cost of the repair of any device will be forwarded to the Competitor. 2.2.14 No person under the age of sixteen (16) years will be permitted in the Pit Lane in accordance with the CAMS Event Permit. 2.2.14.1 All persons in Pit Lane at any time while the Circuit is being used for competition must have the appropriate accreditation and must have signed the appropriate disclaimers prior to entering the area. 2.2.14.2 Save for any applicable laws, non-essential personnel including but not limited to: 2.2.14.3 Sponsors, Family Members, or other guests of the Team are not permitted to access the front 50% of the Pit Garage at any time during a Session. 2.2.14.4 Non-essential personnel are not permitted in the Teams Pit Garage during any Session in which Refuelling is permitted, unless their location is adequately protected against Fire. 2.2.14.5 A Team must at all times, adhere to the requirements of their Workplace Health and Safety Policy. 2.2.15 Save for engine, transmission, rear axle or transaxle pre-heaters, the use of any type of gas heaters within a Pit Garage is prohibited 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 7 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
2.2.16 It is NOT PERMITTED to wash any truck, transporter, trailer or Automobile in the paddock area. There is a commercial truck washing facility at Blayney and any breach of this Article will be referred to the Stewards. 2.2.16.1 This ban includes the washing of any wheel rims within the vicinity of storm water drains. 2.2.17 At all times, each Competitor and associated Team members must comply with Dangerous Goods Act and Regulation – Storage and Handling of Hazardous Substances, plus the Work Health and Safety Act and Regulation for New South Wales. 2.3 Unloading and Loading of Transporters and Containers 2.3.1 At all times that a Car’s transporter tail lifts are in operation or container doors are open and are being unloaded/loaded the Team must: 2.3.1.1 Use barriers to ensure that only Team members are able to get closer than one metre to the perimeter of the tail lift and/or side lift or container doors. Have present a tail lift and/or side lift controller who will be responsible for the use of the lift and who will not perform any other duties during the operation of the lift other than the use of the tail lift and/or side lift controls. 2.4 Fuel Containers 2.4.1 At all times fuel drums and other containers used by Team members to collect fuel must be approved containers under Australian Standard AS/NZS 2906, and 2906 and must be labelled in compliance with relevant dangerous goods legislation with labels supplied by the Organiser’s fuel supplier (as per Article 5.6). 2.4.2 Fuel drums must be as supplied by the Organiser’s fuel supplier. 2.5 Radio Aerials/Antennae 2.5.1 Any Team that attaches any sort of aerial or antenna to the Pit Garage structure must ensure that it is securely strapped in place. Cable ties alone are not sufficient for securing an aerial/antenna in place. 2.5.2 Any such arrangement must be constructed to the approval of B12HR Paddock Manager. 2.5.3 Each aerial or antenna must be clearly identifiable by the Team name on an area toward the bottom of the aerial or antenna. 2.5.4 Each aerial and antenna location must be to the approval of the B12HR Paddock Manager. 2.5.5 An aerial mast is not permitted to be of fiberglass material. 2.5.6 A radio aerial or mast is not permitted to be fixed to the Pit Lane side of the garage complex. See the B12HR Paddock Manager for preferred locations. 2.6 Waste Products 2.6.1 All storm water drains lead directly to the Macquarie River, and the Environmental Protection Agency (EPA) will be monitoring the local waterway in the lead up to and throughout the Event. Teams must ensure contaminates or waste products are disposed of in the correct manner and in the waste product containers provided by the Organiser. ARTICLE 3. SPORTING 3.1 Eligible Cars 3.1.1 Each Car must be one that is listed as eligible in Appendix III. of the Sporting and Technical Regulations. 3.2 Driver Licence Requirements 3.2.1 Driver license requirements are specified in the Supplementary Regulations for the Event. 3.3 Driver Apparel Requirements 3.3.1 Driver apparel must comply with the apparel requirements of the CAMS Manual Schedule D Article 2.1 International Event requirements. 3.4 Pit Crew Apparel Requirements 3.4.1 Any person working on a Car must wear a minimum of covered shoes and socks, shorts and at least a short-sleeved shirt during any Session where refuelling is not permitted. 3.4.2 Apparel made from synthetic materials (except Nomex or similar flame retardant materials) should not be worn by any person working on a Car. 3.4.3 During any practice, qualifying or race, any Team member permitted across the Prescribed Line to assist with any Pit Stop is highly recommended to wear a protective helmet and eyewear which should be such as to provide adequate protection for the circumstances in which such Team member undertakes their tasks, other than when working under a Car. 3.4.4 For the duration of each Session when the use of an overhead refuelling rig is permitted, each Team member at all times while across the Prescribed Line, plus the Fuel Rig Emergency Cut Off Attendant must be attired as per the requirements of Article 3.4.5 for the duration of the Pit Stop. 3.4.5 When it is permitted to refuel in Pit Lane the following apparel must be worn in Pit Lane: 3.4.5.1 Overalls, balaclava, socks and gloves which comply with FIA 1986 or FIA 8856- 2000 must be worn. (It is permitted to use a single layer cotton race suit however separate flame-resistant underwear extending from neck to wrists to ankles must also be worn). Gloves to the standard SFI 3.3 may be used for Pit Stop operations other than the Refueller and the Fire Attendant except, any Team member involved in a brake pad change at any Pit Stop must wear fire resistant gloves, which need not comply with the requirements of the FIA 1986, FIA 8856 – 2000 or SFI 3.3 Standard. 3.4.5.2 Goggles which cover all exposed areas of skin not covered by the balaclava, or a full-face helmet and visor. 3.4.5.3 Shoes of leather or other flame-resistant materials which completely cover the feet and which fit closely around the ankle to minimise the ingress of spilt fuel; and the soles of which must be resistant to fuel. 3.4.6 Any person moving directly to and/or from the signalling wall, provided their Car is not in Pit Lane, is not required to comply with Article 3.4.5. 3.5 Scrutineering 3.5.1 Each Team is required to make an appointment with the scrutineering office, the schedule of times will be made available with the Further Regulations. 3.5.2 Each Car will be inspected, weighed and have its fuel system capacity checked as a part of pre-Event scrutineering. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 9 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.5.3 Each Car must be presented for scrutineering: 3.5.3.1 With homologation forms as provided with the B12HR Entry Registration; 3.5.3.2 With the Car log book (also known as passbook, WagenPass, SRO Technical passbook); 3.5.3.3 With fuel cell and safety cage certificate; 3.5.3.4 Without fuel; 3.5.3.5 With each restrictor, ready for sealing, wire provided by Team; 3.5.3.6 With ballast, ready for sealing, wire provided by Team; 3.5.3.7 With the engine, ready for sealing, pre-wired by Team; 3.5.3.8 For turbo Cars, with each turbo ready for sealing, pre-wired by Team; 3.5.3.9 With identification and additional lights installed; 3.5.3.10 With all mandatory stickers (technical/safety/series sponsors); 3.5.3.11 With slick tyres fitted. 3.5.4 The onus is on the Competitor to provide, at any time during the Event, proof that the Car and equipment are in conformity with the regulations and current Balance of Performance (BoP) decisions. 3.5.5 Each Driver and Team Pit Stop apparel (helmets, overalls, gloves etc.) must be presented for inspection and approval. 3.5.6 Each fire extinguisher (as per Article 3.25.9.6) must be presented during the scrutineering checking. 3.5.7 Each overhead refuelling rig must be set up, in position in the Pit Garage on Friday 31st January 2020 and ready for scrutineering between 1200hrs and 1700hrs (AEDT). 3.5.8 Each Car will be issued with a scrutineering approval sticker once it has successfully completed the scrutineering check. 3.5.9 Any Car failing to display the scrutineering approval sticker will not be permitted to Compete. 3.6 Driver Categorisation 3.6.1 The Organiser will utilise the FIA Driver Categorisation system for the ranking of Drivers in Class A (PRO, PAM, SIL). 3.6.2 It is compulsory for each Driver competing in Class A (PRO, PAM, SIL) to be categorised by the FIA prior to the Event. 3.6.2.1 Each Driver is solely responsible for acquiring a Driver categorisation from the FIA. The applicable website is http://www.fia.com/fia-driver-categorisation, which contains the regulations, fees and application form pertaining to the process. 3.6.2.2 Each Driver must complete the process no later than 30th October 2019 in order to be categorised by 1st December 2019. 3.6.2.3 The 12 Hour Administrator and/or Secretary of the Event will check the FIA list of categorised Drivers on the date entries close. A Driver in Class A who has not been categorised will be prohibited from Competing in Class A. 3.6.2.4 In accordance with the FIA Driver Categorisation System, the FIA issues the definitive list of categorised Drivers on 1st December each calendar year. In the case where a Driver included on an Entry Form is categorised as a Silver or Bronze at the date of entry and is subsequently upgraded to Gold or Platinum on 1st December 2019, the Promoter reserves the right to accept the categorisation prior to 1st December 2019. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 10 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.7 Car Classification 3.7.1 Each Car entered in the B12Hr race must comply with the Driver requirements listed below for their respective Class. 3.7.1.1 Class - A Pro- (PRO) – Three (3) Drivers: No Driver categorisation restriction. 3.7.1.2 Class A - Pro – Am (PAM) – Three (3) Drivers: Two (2) Drivers to be categorised Platinum, Gold or Silver; and one (1) Driver to be categorised Bronze; or Four (4) Drivers: Two (2) Drivers to be categorised Platinum, Gold or Silver; and two (2) Drivers to be categorised Bronze. 3.7.1.3 Class A - Silver Cup (SIL) - Three (3) Drivers: All Drivers to be categorised Silver; or Four (4) Drivers: Two (2) Drivers categorised Silver and two (2) Drivers to be categorised Bronze. 3.7.1.4 Class B - Super Trofeo (STR) - Minimum three (3) Drivers to a maximum of four (4) No Driver categorisation required. 3.7.1.5 Class C - GT4 (GT4) - Minimum three (3) Drivers to a maximum of four (4) No Driver categorisation required. 3.7.1.6 Class Invitational (INV) - Minimum three (3) Drivers to a maximum of four (4) No Driver categorisation required. 3.8 Driver Identification 3.8.1 Each Driver will be issued with a small adhesive letter from the Secretary of the Event, which must be placed on the right-hand side of the Driver’s helmet for right hand drive Cars, and on the left-hand side of the helmet for left hand drive Cars. This is to enable the timekeepers to separate individual Driver lap times as a back up to the automated Driver Identification system (refer Appendix II). These letters will be issued as per the Entry Form details. 3.8.2 For each Session, Driver RFID chips are required to be affixed to the helmet. 3.9 Driver Qualifying Procedure 3.9.1 Each Driver must practice or qualify within 120% of the fastest lap time recorded during qualifying, save for exceptional circumstances accepted as such by the Stewards. 3.9.1.1 The first qualifying Session will be for all Classes of Cars and will be forty-five (45) minutes duration. This Session may be extended by a maximum of ten (10) minutes at the discretion of the Race Director. 3.9.1.2 The second qualifying Session will be thirty (30) minutes duration for Class A Cars only. This Session may be extended by a maximum of five (5) minutes at the discretion of the Race Director. 3.9.1.3 Article 3.9.1 will not apply to the fastest lap time recorded during the top ten shoot out 3.9.2 A Driver is only permitted to drive in one (1) Car in the Liqui-Moly Bathurst 12 Hour category for the duration of the Event unless agreed otherwise by the Organiser and approved by the Stewards, in the case of exceptional circumstances. 3.9.3 Each practice and qualifying Session will be timed and count towards Driver qualification. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 11 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.9.4 Cross entering of Drivers for the Liqui-Moly Bathurst 12 Hour Event is not permitted. 3.9.5 Any Driver that has short cut the Race Track between Turn 11 to Turn 13 Driver Left, will have that lap time deleted for each breach during each practice and qualifying Session. During the race, a Penalty may be applied for any short cut at the discretion of the Stewards. A Judge of Fact, for a short cut, will be nominated in a Bulletin at the Event. 3.9.6 For each Car in Class INV, the benchmark minimum lap time is 2 minutes 5 seconds. 3.9.7 If during any practice Session a Car in Class INV records a lap time that is faster than the benchmark minimum lap time, that Car will be black-flagged for the remainder of that Session. If during any qualifying Session a Car in Class INV records a lap time that is faster than the minimum benchmark lap time that lap time will be deleted from the results. 3.9.8 During the race if a Car in Class INV records a lap time that is faster than the benchmark minimum lap time, a drive through Penalty will be imposed. During the race if a Car in Class INV records a lap time which is faster than the benchmark minimum lap time more than twice, a time or other Penalty may be imposed by the Stewards. 3.10 Driving Stint 3.10.1 Driving stint will be measured from the commencement of the formation lap until the last time the Driver crosses the timing line at the Pit Lane entry. 3.10.2 Subsequently, driving stint time will be measured for each Driver from the time that Driver first crosses the timing line at Pit Exit after a Driver change, until the last time the Driver crosses the timing line at Pit Entry before leaving the Car for a Driver change or until the scheduled time of the end of the race as referenced in the Event schedule. 3.10.3 The maximum continuous driving stint in the race is sixty-five 65 minutes. 3.10.3.1 The Penalty imposed for exceeding the maximum sixty-five (65) minutes driving stint time will be as follows: 3.10.3.1.1 Exceeding stint by up to five (5) minutes, a drive through Penalty will apply; 3.10.3.1.2 Exceeding stint by more than five (5) minutes, a thirty (30) second stop/go Penalty in the Cars Pit Bay; 3.10.3.2 If a Driver reaches the sixty-five (65) minute maximum driving stint while the Safety Car boards and flags are shown, the maximum driving stint will be extended to seventy (70) minutes. 3.10.3.3 A Driver is not permitted to complete more than two (2) driving stints consecutively. 3.10.3.4 Crossing the pit entry line to serve a Penalty will not reset the driving stint time. 3.11 Mandatory Driving Times 3.11.1 A minimum of a one (1) hour rest period is required before a Driver can re-enter the Car, regardless of the duration of any driving stint. 3.11.1.1 The Penalty imposed for less than the one (1) hour rest period will be thirty (30) seconds added to the race time for the Car for every three (3) minutes under or part thereof. 3.11.1.2 If a Car remains stationary for a continuous period exceeding one (1) hour it will be deemed as a compulsory rest period 3.11.2 The maximum cumulative driving time for each Driver during the race will be as follows: 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 12 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.11.2.1 A three (3) Driver Team, two hundred and eighty (280) minutes each Driver. 3.11.2.2 A four (4) Driver Team, two hundred and forty (240) minutes each Driver. 3.11.2.2.1 For any Class A Car with four (4) Drivers ONLY, the minimum cumulative driving time for any Driver with a Bronze categorisation is one hundred (100) minutes. 3.11.2.3 The Penalty imposed for exceeding the maximum cumulative driving time will be as follows: 3.11.2.3.1 Exceeding the maximum cumulative driving time by up to five (5) minutes, thirty (30) seconds added to the race time for the Car. 3.11.2.3.2 Exceeding the maximum cumulative driving time by more than five (5) minutes, thirty (30) seconds plus an additional thirty (30) seconds for each minute for every minute in excess of the original five (5) minutes exceeded added to the race time for the Car. 3.12 Driver Cooling Systems 3.12.1 In extreme heat, it is recommended that a Driver cooling system be used (connected, for example, to the underwear designed for that purpose and homologated according to the FIA 8856-2000 standard). Exceptionally, Driver cooling vests which are not FIA-homologated may be worn but shall be in addition to and worn over the top of the mandatory homologated underwear. They must include a base garment certified and labelled to ISO 15025 or SFI 3.3 standard; and any connection to an on-board system must comply with Article 5.8.6 of the FIA 8856-2000 standard. 3.12.2 If the forecast ambient temperature for Sunday 2nd February 2020 as published by the Bureau of Meteorology (www.bom.gov.au./nsw/forecasts/bathurst.shtml) at 1700hours (AEDT) on the Saturday 1st February 2020 is above 30.1ºC for Bathurst, each Car must have a Driver cooling system, including any air conditioning system, fitted and operational for the Bathurst 12 Hour race. 3.12.2.1 The Driver’s cooling system must be able to reduce the Driver’s body core temperature and/or supply a constant stream of air to the Driver’s helmet at a reduced temperature relative to the ambient air surrounding the outside of the Car. 3.12.3 Substances which may circulate in any cooling system worn by a Driver are restricted to water, or air at atmospheric pressure. Propylene Glycol will be permitted to be added to the volume of water used for the Driver cooling system. This can be no more than 5% of volume of the water used. Water systems must not require the saturation of a garment in order to function. 3.12.4 The Driver cooling system must be constructed in a manner which is to the satisfaction of the Technical Manager and has been designed to ensure the safe containment of the whole system during reasonably foreseeable loading conditions. Any other components or accessories, regardless of weight, which are mounted within the cockpit, must also be designed to ensure safe containment. 3.12.5 If the Car is homologated with an air conditioning unit it must remain operational and operate according to the manufacturer’s guidelines. 3.12.6 The Driver cooling system is permitted to be included in the Cars minimum BoP weight. 3.12.7 Each Driver must wear a helmet which can accept a forced air ventilation system. 3.12.7.1 The Driver’s forced air ventilation system must be operational and filtered through a carbon monoxide filter. 3.12.7.2 The carbon monoxide filter must be fitted so that it can be confirmed it is in place visually without disassembly of the helmet ventilation system. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 13 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.13 Communication to/from Car 3.13.1 Two-way radio communication is mandatory for each Car between the Driver and a Team member in Pit Lane. 3.13.2 Each Competitor must complete the Two-way Communication information request form and return it with their Entry Form. All frequencies will be checked for compliance with the Australian Authorities. All relevant licensing and permits are the responsibility of the individual Competitor. If radio frequencies conflict with the Circuit or emergency frequencies, Competitors will be compelled to change their frequency. 3.13.3 It will be compulsory for each Team to monitor the Race Management Channel (RMC) on a listening only basis for each Session from ten (10) minutes before the time Cars are released from their Pit Garage for the Session and until the Cars are released from Parc Fermé. Messages broadcast over the RMC shall have a regulatory effect and must be relayed to the Driver as necessary. 3.14 Pit Lane & Pit Garages - General 3.14.1 The Prescribed Line referred to in these Regulations is the RED line painted in Pit Lane parallel to the garage fronts. 3.14.2 Pit Lane garage allocations will be at the discretion of the B12HR Paddock Manager, with Cars allocated a garage on a shared basis where necessary. 3.14.3 It is not permitted to paint any line on any part of the Pit Lane. 3.14.4 The use of reverse gear in Pit Lane is not permitted. 3.14.5 All equipment, for each Car, after each Session must be cleared from Pit Lane ready for the next support category Session. 3.14.6 A Team will be permitted to utilise a space no deeper than two (2) metres across the entire width of the outside of the rear of their Pit Garage provided that such utilization of the space does not impede the line of sight through the Pit Garage. The placement of all equipment including display vehicles will be at the discretion of the B12HR Paddock Manager. Refer to Sporting & Technical Regulation Diagram 3.14.6 – Appendix IV. 3.14.7 With exception to a free-standing timing beacon, no equipment is to be placed on the pit wall. 3.14.8 Designated Pit Bays will be one per Pit Garage. Each bay is 8m x 4.5m. Only one Car will be permitted to occupy a Pit Bay at a time. Multi Car Teams will be permitted to use either of their allocated Pit Bays. Refer to Sporting & Technical Diagram 3.14.8 - Appendix IV 3.14.9 Teams Pit Garage layouts must be supplied to the Paddock Manager prior to the Event. Teams are not permitted to setup their garage until approval of layout has been provided by the Paddock Manager. Teams sharing Pit Garaging are requested to work together to ensure a mutually agreed layout is obtained, including the location of Pit Stop equipment. Teams sharing a garage may be grouped for the purpose of sharing Pit Bays. 3.14.9.1 At all times during the Event hours as listed in the Supplementary Regulations, the rear Pit Garage roller door facing the paddock must remain FULLY open other than when Article 3.18.1.1 is applicable. Any pit walling must not block off the rear of the garage completely, with at least a 3-metre gap to be left. Refer Sporting & Technical Regulation Diagram 3.14.6 – Appendix IV. 3.14.10 An opening which can accommodate the removal of a Car from Pit Lane must be kept clear to allow unimpeded entry into a Car’s respective Pit Garage from Pit Lane at all times during each Session. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 14 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.15 Pit Booms 3.15.1 It is permitted to use a Pit Lane boom, however, it must be constructed and assembled in such a way that it can be securely fixed to the Pit Garage structure. The only method of fixing the boom stand will be by straps and/or weights (drilling or adding of fixtures to any part of the building is NOT permitted). 3.15.2 The minimum height clearance of the boom arm, and any associated hoses will be two (2) metres from the ground. 3.15.3 The maximum length of the boom extending into Pit Lane is five (5) metres. 3.15.4 If an overhead refuelling rig vent system cannot fit inside the Pit Garage due to height restrictions it will be permitted to modify the vent system with the addition of a flexible hose which relocates the vent system subject to it allowing any fuel entering the modified vent system to be able to flow back to fuel reservoir by gravity. This modification must also respect the homologated height of the vent system. Refer to Sporting & Technical Regulation drawing - Appendix I. 3.16 Fuel Storage 3.16.1 For the duration of the Event, fuel must only be stored or transferred (into any other storage vessel or a Car) at ambient temperature. 3.16.2 The maximum quantity of fuel that can be stored for each Car in each Pit Garage at any time is 250 litres. Additional fuel to a maximum of 450 litres may be stored for each Car in any location only for a period of less than twelve (12) hours. 3.17 Refuelling procedures 3.17.1 In Pit Bay: As per Article 3.25.9. Refuelling the Car 3.17.2 In Pit Garages: 3.17.2.1 Always with the Car’s engine switched off; and 3.17.2.2 With a fire attendant, present; and 3.17.2.3 During any draining or refuelling procedure, the Car and vessels where fuel is being transferred must be earthed to a suitable earth point; and 3.17.2.4 Any draining or refuelling procedure must be carried out using screw on or “dry break” type fittings, or a fuel churn utilising the FIA “dry break” refuelling system on the Car; and 3.17.2.5 All personnel handling fuel must discharge themselves of static electricity prior to participating in any refuelling or fuel transferring procedures; and 3.17.2.6 Mobile phones must be switched off in the immediate vicinity of the draining or refuelling procedure; and 3.17.2.7 Any device and substance, which changes the temperature of the fuel from the ambient air temperature, is prohibited. All fuel being placed in the Car must be done so at ambient temperature; and 3.17.2.8 Refuelling crew apparel must comply with Article 3.4.5 of these regulations. 3.17.3 During ANY fuel transfer (Car to container, container to Car, container to container, container to tower, tower to container, tower to Car etc.) all persons involved in the transfer or within one (1) metre of the Refuelling fittings must be attired in compliance with Article 3.4.5 of these regulations. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 15 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.18 Spark Generating Devices 3.18.1 The use of spark generating devices (grinders & welders etc.) is RESTRICTED to either the middle or rear of the Pit Garage (battery operated impact drivers used to loosen/tighten wheel nuts are not included in this ruling) subject to the following conditions: 3.18.1.1 The rear roller door of the Pit Garage must be closed to protect the general public; 3.18.1.2 All fuel storage containers must be removed to the front of the Pit Garage. 3.18.1.3 A fire extinguisher and fire extinguisher attendant must be located near the repair area. 3.18.1.4 A protective shield must be used to protect all other persons in the Pit Garage from the welding flash and/or sparks. 3.19 Major Repairs 3.19.1 Any Car requiring extended servicing or repairs at any time should be moved into the Pit Garage. Once the Car is moved into the Pit Garage the number of Team members permitted to service the Car is free. Also, refer to Article 3.25.16. 3.19.2 In the event that a Car requires repairs which cannot be carried out in the Pit Garage, subject to receiving the prior express approval of the Technical Manager, it is permitted for that Car to be removed from the Pit Garage to the scrutineering bay for these repairs to be carried out. Once these repairs have been completed, the Car must be returned to its allocated Pit Bay or Pit Garage before it re-joins the Race Track. The removal and return of any Car in these circumstances must be carried out under the supervision of and subject to the instructions of the B12HR Technical Manager or their nominee. A 10km/h speed limit applies in the paddock area at all times. 3.19.3 Save as provided for in these regulations, any repairs carried out on a Car outside of the Pit Lane must only be carried out by the Driver alone using only tools or parts transported in the Car (advice given to the Driver whether by electronic means or by voice is not considered to contravene this regulation). 3.19.4 Save as provided in Article 3.19.1 and Article 3.19.2, any replenishment of oil or water outside the Pit Lane is forbidden. 3.19.5 Any Car that has stopped on the Race Track and is returned to the scrutineering bay by Officials will have the option to either; 3.19.5.1 Withdraw the Car from the Event, to be made in writing to the Secretary of the Event. 3.19.5.2 Affect repairs in the Pit Garage and/or in the scrutineering bay. 3.19.5.3 In such instances a Car can only re-join the race after such repairs have been approved by the B12HR Technical Director or the B12HR Technical Manager. 3.20 Pit Lane Entry, Exit & Speed Limit 3.20.1 Any Car exiting the Pit Lane must not cross the solid demarcation line that separates the Pit Exit road and the Race Track. Any Car entering the Pit Lane must not cross, in either direction, the solid line that separates the pit entry road and the Race Track. Penalties as detailed below may be imposed. The Judge of Fact will be advised by Bulletin at the Event. 3.20.1.1 During practice or qualifying: 3.20.1.1.1 First adjudged breach – a warning 3.20.1.1.2 Second and subsequent adjudged breaches – the Penalty will be a loss of the fastest lap time for the Session for each breach. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 16 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.20.1.2 During Racing: 3.20.1.2.1 For each adjudged breach - a drive through Penalty. 3.20.2 The Pit Lane speed limit is 40 km/h. 3.20.3 Penalties will be applied for any breach of the Pit Lane speed limit as per the CAMS RMSR. 3.21 Pushing of Cars 3.21.1 The pushing of a Car by the Driver or by another Car along the Track or pushing it across the Finish Line is not allowed and will entail immediate disqualification of the Car or Cars concerned. 3.22 Practice and Qualifying Procedures 3.22.1 Two minutes prior to the commencement of each practice and qualifying Session, each Car is required to be parked in its Pit Bay on a 45-degree angle nose out, facing towards Pit Exit until the Pit Exit is open to commence the Session, this will be advised over the RMC. Cars are to leave their allocated Pit Bay in Pit Lane order, if for any reason a Car is not able to start the session as described the Car must wait either, in its Pit Garage or Pit Bay until all other Cars have passed their respective Pit Bay. In this case the Car Controller must notify the next Car that they are not moving, and that the next Car should proceed. 3.22.1.1 The Penalty for the first breach will be a warning. 3.22.1.2 The second and each further breach will be referred to the Stewards to impose a Penalty. 3.22.2 When a session has been neutralised with the displaying of a Red Flag. All Cars must proceed directly back to the Pit Lane at a reduced speed and return directly to their allocated Pit Bay. 3.22.2.1 All Cars must park nose in on a 45 degree angle. 3.22.2.2 Cars can only be released from their Pit Bay to Pit Exit once a directive has been announced via the RMC channel that Pit Exit is open, and the session has resumed. 3.22.2.3 Cars are to leave their allocated Pit Bay in Pit Lane order, if for any reason a Car is not able to restart the session as described the Car must wait in its Pit Bay until all other Cars have passed their respective Pit Bay. In this case the Car Controller must notify the next Car that they are not moving and that the next Car should proceed. 3.22.3 At all times during a session other than Practice 5 Cars must park nose in at a 45-degree angle whilst parked in their Pit Bay in Pit Lane. 3.22.4 From the commencement of any qualifying Session, a Car is NOT permitted to be moved back into the Pit Garage without the prior express approval of the Technical Manager. 3.22.4.1 Any breach will result in that Car being disqualified from the Session. 3.22.5 Each Driver is permitted to participate in practice and qualifying, except with the following exemptions: 3.22.5.1 Class A - Drivers categorised Platinum or Gold by the FIA Driver categorisation system are not permitted to participate in practice 1. 3.22.5.2 Class B -STR, Class C- GT4 and Class INV. Drivers are not permitted to participate in qualifying 2. 3.22.5.3 The Stewards may, in their absolute discretion, direct a Driver who has not completed a suitable number of laps in practice – part 1, 2, 3, 4 or 5 combined, to be required to drive the Car in another Session/s as the Stewards see fit. 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 17 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
3.22.6 No Car is permitted to stop in the Pit Lane other than at its designated Pit Bay at any time. 3.22.7 Each practice Session will be time certain. 3.22.8 Refuelling 3.22.8.1 Refuelling during a practice Session is only permitted in Pit Lane during practice 5. 3.22.8.2 Refuelling during each other practice Session must take place in the Pit Garage only. 3.22.8.3 All Team personnel across the Prescribed Line working on a Car must be attired in apparel complying with Article 3.4.5. and wearing an armband in accordance with Article 3.25.1 of these regulations. 3.22.8.4 NO refuelling is permitted during any qualifying Session. 3.22.8.5 Parallel parking in Pit Lane is mandatory during practice 5. 3.22.9 Qualifying Parc Fermé 3.22.9.1 At the conclusion of the qualifying 1 Session, each Class A Car must proceed directly to its Pit Bay where it will be placed under Parc Fermé conditions until commencement of the qualifying 2 Session. During the time between the conclusion of the qualifying 1 Session and the commencement of the qualifying 2 Session, the only work that is permitted on any Class A Car is the changing of wheels / tyres. 3.22.9.2 Each Car in classes other than Class A must proceed to Parc Fermé as directed by the Officials. 3.22.9.3 At the conclusion of the qualifying 2 Session, all Class A Cars must adhere to directions given over RMC in relation to Parc Fermé. 3.23 Grid Determination 3.23.1 Grid positions for the Liqui-Moly Bathurst 12 Hour race will be determined from lap times established in the respective qualifying Sessions and the top ten Shootout. 3.23.1.1 The ten (10) Cars that record the fastest lap times in the qualifying 2 Session Class A only, will participate in a top ten shootout on Saturday 1st February 2020. 3.23.1.2 Grid positions one (1) to ten (10) will be determined by the top ten shootout. 3.23.1.3 Grid positions eleven (11) onwards will be established by the fastest lap time as set by each Car in their respective qualifying Sessions. 3.23.1.4 The top ten shootout procedure: 3.23.1.4.1 The top ten shootout will be regarded as a qualifying Session for those Drivers who achieve the top ten (10) places in qualifying 2 Session; 3.23.1.4.2 Cars participating in the top ten shootout will be required to park nose out towards Pit Exit at an angle of approximately 45 degrees in their Pit Bay at all times during the shootout except when the Car is on the Race Track or entering or exiting its Pit Bay; 3.23.1.4.3 From the time that the Car is parked in Pit Lane, it will not be permitted to work on the Car, unless with the express permission of the TD (B12HR Technical Director), or until it has been released from Parc Fermé by the TD, except to: 3.23.1.4.3.1 add dry ice to the Driver cooling system; 2020 Liqui-Moly Bathurst 12 Hour Sporting & Technical Regulations Page 18 of 51 Round 1 of the 2020 Intercontinental GT Challenge © Supercars Australia
