What Is The Census? • The U.S. Constitution, Article 1, Section 2 mandates a headcount every 10 years of everyone in the United States, Puerto Rico, and the Island Areas of the United States. • The first census was conducted in 1790 and it has happened every ten years since then. This is the 24th Decennial. • The count includes all ages, races, ethnic groups, citizens, and noncitizens. 2020 Census vs 2010 Census • In 2020, we will introduce new technology to make it easier than ever for individuals to respond to the census. • For the 1st time, you will be able to respond be choosing: online (URL), by phone (800 Number), or by mail (hard copy questionnaire). • We are building a more accurate address list and automating our field operations—all while keeping your information confidential and safe. nnva.gov/census 5
How Are Census Data Used? • Assisting tribal, federal, state and local governments in planning and implementing programs, services, and emergency response. • Distribution of more than $675 billion federal funds. • Designing facilities for people with disabilities, the elderlies, and children. • Redistricting of state legislative districts. • Forecasting of future transportation needs. • Determining areas eligible for housing assistance and rehabilitation loans, etc. nnva.gov/census 6
Your Participation in the 2020 Census is Safe! • The Census Bureau is required by law to keep respondents’ information confidential and protected under Title 13, U.S.C. • Census will never share personal information with other immigration or law enforcement agencies; or used by agencies to determine eligibility for government benefits. • Results are reported in statistical summary format; aggregated data. • Records are confidential for 72 years by law; Title 44, U.S.C. • Under Title 13 U.S.C. Census Bureau employees swear a lifetime oath to protect respondent information. • It is a felony to disclose information; under penalty for wrongful disclosure of up to five years imprisonment and/or a fine of $250,000. nnva.gov/census 7

Group Quarters • The places where people live or stay in a group living arrangement. • These places are owned or managed by a third party that provides residents with housing and/or services. • Some examples of group quarters: College residence halls Residential treatment centers Skilled nursing facilities Group homes Military barracks Correctional facilities Maritime and military vessels nnva.gov/census 13
Methods of Enumeration For Group Quarters • If you live or stay in group quarters, the Census Bureau will identify a group quarters administrator at your location to ensure that you are counted in the 2020 Census. • Approx. February 2020, the Census Bureau will begin contacting group quarters administrators to obtain important identifying information about their facilities to assist with the enumeration process. • During this time; date and time will be scheduled for group quarters administrator to conduct the enumeration, and a preferred enumeration method will be selected. • Group Quarters Enumeration: in the United States, including in Puerto Rico, April 2 - June 5, 2020; late Group Quarters Enumeration for the 2020 Census, July 1 - July 24, 2020 nnva.gov/census 14
Timelines For Group Quarters Enumeration Group Quarters Advance Contacts • Phase 1: The Census Bureau mails a letter on January 14, 2020, informing, explaining, and notifying that Census Bureau representatives will call or visit their facility. • Phase 2: Census Bureau representatives from ACO calls group facility, explains and collects identifying information about the facility. This phase takes place February 3 - March 6, 2020 (January 13 - February 25, 2020 for remote Alaska). • Phase 3: Census Bureau representatives conducts personal visits to group quarters across that could not be contacted by phone or were unable to complete the phone interview. The phase will be conducted February 21 - March 6, 2020. nnva.gov/census 15
So, you're ready to work on the 2020 Census? • The first step is to complete the online job application. • This process should take about 30 minutes • Will include assessment questions about your education, work, and other experience. • Here’s what you’ll need to get started: • Social Security number • Home address (physical location and mailing address) • Email address and phone number • Date and place of birth • If you’re a veteran, claim veterans’ preference with supporting documents. nnva.gov/census 16
